Steam’s AI disclosure tells you whether a game ships player-facing content made with generative AI, and whether that content was created before release or generated while you play. Developers must describe qualifying uses in the Steamworks Content Survey. Live-generated systems also require an explanation of safeguards intended to reduce illegal output.
The label is useful context, not a certification. It does not identify the model or training data, prove that licensing is valid, measure quality, or show how much a person edited the result. Valve still applies its ordinary content, infringement, and marketing-consistency rules to AI output.
What does Steam’s AI disclosure label actually cover?
The disclosure section is about generative AI content that ships with a game and is consumed by players. Valve’s current Steamworks Content Survey explicitly names artwork, sound, narrative, and localization. The question is what reaches the player, not simply whether a developer used an AI-powered tool somewhere in production.
Valve states: “Efficiency gains through the use of these tools is not the focus of this section. Instead, it is concerned with the use of AI in creating content that ships with your game, and is consumed by players.” That wording makes the boundary important: a behind-the-scenes productivity tool is different from an AI system whose output appears in the released game or its associated marketing.

Do developers have to disclose AI art, ChatGPT, or Copilot on Steam?
They must disclose qualifying player-facing AI content, regardless of which product made it. The tool’s brand is less important than the output and how players encounter it.
When disclosure is generally in scope
- AI-generated illustrations, textures, characters, or other artwork shipped in the game.
- AI-generated music, voice, sound effects, or other audio that players hear.
- AI-generated dialogue, quests, lore, or other narrative content included in the game.
- AI-assisted localization that ships as the game’s player-facing text. Localization is named in the current survey, so translation should not be assumed to be exempt.
- AI-generated material used in the game’s store presentation or marketing when it is part of what customers are shown about the product.
- A system that creates content during play, such as dialogue or imagery generated on demand.
When a tool is usually outside this section’s focus
Using an assistant to draft code, find bugs, summarize documentation, or speed up other development work is an efficiency use when none of its generated material is shipped for players to consume. Valve’s 2026 clarification, as reported by trade coverage, describes this same distinction. If the result becomes player-facing content, however, the relevant output—not the developer’s intention—controls the disclosure question. The official Steamworks form is controlling if its wording changes.

What is the difference between pre-generated and live-generated AI on Steam?
Pre-generated content is made during development and then shipped for players to consume. Live-generated content is created by AI while the game is running. Both belong in the disclosure, but live generation adds a guardrail explanation.

Pre-generated content
A developer may use an AI tool to make assets during production and include the selected results in the final build. The player does not need an internet connection or a running model for the category to apply; what matters is that the AI-created material ships and is consumed by players. Valve says it reviews that output in pre-release review like non-AI material.
Live-generated content
A game is live-generated when the model produces content after launch or during a play session. The developer’s survey response must cover the use and explain the controls intended to reduce illegal output. Because results can vary from one session to another, the guardrail description is an additional part of the disclosure rather than a substitute for testing.

What must a developer tell Valve about live generation?
The developer must identify the live-generated use in the Content Survey and describe the guardrails designed to reduce illegal output. The policy does not turn that explanation into a guarantee that every possible output is acceptable. It is a description of the measures the developer has put in place for a system whose results are produced at runtime.
The submission should match the actual build, store page, and marketing materials sent for review. A developer should not describe a system as pre-generated if the released game creates new player-facing material during play, or omit a qualifying use because a human later selected some of the outputs.
How does Valve review AI-generated content?
Disclosure is not permission. Valve applies the same content and infringement standards to AI output that it applies to other material. Its review also considers whether the product and its store presentation match the commitments made during submission.
- Illegal-content rules: AI origin does not excuse material that violates Steam’s content requirements.
- Infringement review: A developer remains responsible for output that violates another party’s rights.
- Marketing consistency: The build, store page, and marketing claims should accurately describe what the product contains.
- Pre-release review: Pre-generated output is checked like non-AI content before release.
- Runtime safeguards: Live-generated submissions must explain controls intended to reduce illegal output.
Steam’s FAQ also warns that products must obey its content rules whether or not AI use is disclosed. A disclosure therefore cannot cure prohibited content or make an otherwise inaccurate store page acceptable.
What can players learn from a Steam AI disclosure?
The store-page information is intended to give customers context about how AI appears in the game. A player can look for the category—pre-generated or live-generated—and the affected type of content, such as art, sound, narrative, or localization. For a live system, the developer’s description should also indicate that safeguards are part of the submission.

This helps answer practical questions before purchase: Is the game shipping a fixed set of AI-created assets, or will it generate new material while I play? Is the disclosed use visual, audible, textual, or language-related? Does the runtime system have a stated control layer? Those are the boundaries Steam’s disclosure is designed to make visible.

A label is not an audit of the model or a quality rating. The cited Steam policy does not establish fields for the following details:

Players who need those answers must look for separate statements from the developer. Steam’s category tells you about the type and presence of player-facing AI use; it does not settle provenance, licensing, or creative quality.
Can players report illegal AI content in a Steam game?
For games using live generation, Valve announced an in-game-overlay route for reporting content that a player believes should have been blocked by the game’s AI guardrails. That mechanism is tied to runtime output: it gives players a way to flag material produced during play that appears to have passed through the system’s controls.
The reporting route does not change the developer’s responsibility to comply with Steam’s rules, and it does not mean every report will be substantiated. It is a feedback path for suspected failures in a live-generation system.

What compliance mistakes should developers avoid?
- Counting every AI-assisted task as the same thing. Separate efficiency-only development help from content that ships for players. The survey’s focus is the latter.
- Leaving out localization. The current survey names localization alongside artwork, sound, and narrative.
- Misclassifying runtime generation. If the game creates new player-facing content while running, it belongs in the live-generated category and needs a guardrail explanation.
- Letting the store page promise something the build does not contain. Valve expects the submitted build, store page, and marketing materials to match.
- Treating disclosure as a waiver. AI output must still meet Steam’s content and infringement rules.
- Waiting until approval to correct an answer. Steam’s FAQ says some survey responses cannot be edited after the build and store page are approved without first contacting Steam Support.
How should players read an AI label before buying?
Use the disclosure as a short due-diligence checklist rather than a verdict about the game.
- Identify whether the use is pre-generated, live-generated, or both.
- Note which player-facing medium is named: art, sound, narrative, localization, or another content type.
- If generation is live, look for the developer’s description of safeguards intended to reduce illegal output.
- Ask separate questions about model provenance, licensing, human review, and quality; the label does not answer them.
- Remember that disclosed content remains subject to Steam’s ordinary rules, so disclosure alone is not an endorsement.
Examples of how the categories work
A fixed set of AI-made portraits
If portraits were generated during production, selected by the team, and packaged in the released game, the use is pre-generated artwork. The player sees the results, but no model needs to run during play.
An AI dungeon master that writes new dialogue
If dialogue is produced in response to a player’s actions while the game runs, the use is live-generated narrative content. The developer must disclose it and explain the guardrails intended to reduce illegal output.
An AI assistant used to refactor code
If the assistant only helps the team work faster and does not create content consumed by players, that efficiency use is not the focus of the generative-content section. The analysis changes if the same system’s output becomes player-facing text, art, audio, or another shipped asset.

AI-assisted subtitles
If generated translations are included in the released game, they are player-facing localization and should be included in the disclosure. Calling them “just translation” does not remove them from the survey’s named categories.

Does using an AI code assistant automatically add an AI label to a Steam game?
