South Korea is considering canceling LIG Defense & Aerospace’s designated defense-contractor status for a small-drone countermeasure program after imposing a separate two-year ban on the company’s participation in new government bids. The designation review could remove LIG D&A’s route to a negotiated mass-production award worth 122.3 billion won, even though the company developed the system. The measures follow prosecutors’ allegations that a Defense Acquisition Program Administration (DAPA) official received 460 million won in cash and other benefits in return for favorable treatment in six defense-project evaluations. The criminal case remains unresolved, and no final revocation decision had been reported as of October 26, 2026.
What exactly is South Korea reviewing?
On October 25, 2026, DAPA asked the Ministry of Trade, Industry and Energy to review canceling LIG D&A’s designated defense-contractor status for the small unmanned-aerial-vehicle countermeasure program. The request is an additional administrative step after DAPA imposed the maximum two-year suspension from new government bids under South Korea’s state-contracting framework.
The ministry review was reported as a request, not a completed revocation. The practical outcome therefore depends on the ministry’s decision and on any court action LIG D&A brings against the sanctions.

Why are officials seeking sanctions against LIG D&A?
Prosecutors allege that a DAPA official received 460 million won in cash and other benefits from LIG D&A personnel in exchange for favorable treatment in six defense-project evaluations. The projects together were valued at 91.5 billion won. In one evaluation, investigators said LIG D&A received the highest score in 16 of 20 categories while competitors received the lowest scores.

Yonhap reported that one LIG D&A official was arrested on suspicion of providing the payment, which was described in an August report as about US$325,000. The alleged preferential treatment concerned submarine and other weapons-development bids between 2021 and 2023. The criminal prosecution is still pending, so the allegations have not become a final criminal judgment.
DAPA Vice Minister Kim Il-dong said that bribes and cost fraud undermine the transparency and fairness required for national security procurement. LIG D&A responded that it regretted sanctions imposed solely on the basis of indictments while legal proceedings continue.
How is designation revocation different from the two-year bidding ban?
The two measures operate through different mechanisms. The bidding suspension limits LIG D&A’s ability to enter new South Korean government tenders, while designation revocation would remove a procurement status that can permit negotiated or sole-source contracting for a specified system.

Designation revocation would not automatically erase every LIG D&A contract. Reports generally expect existing contracts to continue, but the company would face a serious barrier to securing new domestic awards during the suspension and any related designation loss.

What happens to the 122.3 billion-won counter-drone contract?
The countermeasure program is designed to disable small drones through electronic interference. Its equipment uses jammers and control devices rather than physical interception. Because the mass-production award is available through a no-bid path for designated defense contractors, canceling LIG D&A’s designation for this program could exclude the system’s developer from that production contract.
The 122.3 billion-won figure reported for the project is the value at stake, not a payment that has already been awarded under the reviewed production route. A ministry decision and any procurement changes would determine whether the program is reopened, competed differently or reassigned.
Can LIG D&A still win South Korean defense contracts?
It cannot normally compete for new domestic government bids while the two-year suspension remains effective, unless a court temporarily stays execution or later overturns the measure. Existing awards are treated differently from future tenders, so work already under contract is less immediately exposed.

Could the KF-21 missile project be delayed?
The KF-21 long-range air-to-air missile program is exposed because LIG D&A was the leading candidate in the prototype selection but had not yet become the final development contractor. Asia Today reported that the company ranked first in five of six prototype sectors, including system integration and the seeker.

What legal steps will LIG D&A take?
LIG D&A has indicated that it will seek a court stay of execution and file an administrative lawsuit against the two-year bidding ban. A stay could temporarily prevent the suspension from taking effect or limit its operation while the case proceeds. The eventual judgment could uphold, narrow or overturn the administrative measure.
