What have Axel Springer and ByteDance said?
Axel Springer did not announce that it had made a bid. In a statement reported by Reuters, the company framed its position as conditional:
“As is clear from his public statements, Mathias Doepfner has always advocated for a European solution for TikTok along the lines of the American model.”
“Had such a solution materialized, Axel Springer would have welcomed the opportunity to be part of it as a major European media player.”

Those words confirm support for the concept, but they do not establish that Axel Springer negotiated with ByteDance, assembled investors or received approval to acquire any assets.
ByteDance rejected the Financial Times account, saying: “This is a total fabrication and not even worth dignifying with a comment.” The result is a direct conflict in the available reporting: sources familiar with the gathering described a proposal, ByteDance denied that account, and Axel Springer described only hypothetical participation.
Is there a TikTok Europe sale or formal bid?
No publicly reported European sale has been established by these accounts. Reports say the proposal was discussed with people in the European Commission’s technology division, but officials were not enthusiastic and the idea was dropped. Why does Döpfner want a European TikTok solution?
Döpfner has publicly argued that TikTok’s ownership and recommendation system create security and content risks. Reuters quoted him describing TikTok as “one of the most dangerous propaganda machines for amplifying extremist content.” He also said: “In America, TikTok has been forced to be sold to non-Chinese owners – Europe should follow this example.”

Did Charles Kushner negotiate a TikTok deal for the U.S. government?
The reported accounts identify Kushner as the person who attended the Berlin discussion with Döpfner. They do not report that he held a negotiating mandate, represented ByteDance or committed the U.S. government to any transaction.
