The central fact in the Sister Hong case is an alleged privacy violation, not the viral persona or the numbers circulating online. On July 8, 2025, China News Network reported that Nanjing Jiangning police said they had arrested a 38-year-old man surnamed Jiao after a report that private videos had been distributed online. Police alleged that he presented himself as a woman, secretly recorded sexual encounters with multiple men, and spread the videos online.
The men shown in the recordings were then exposed to a second layer of harm: reposting, memes, attempts at identification, doxxing pressure, and public ridicule across platforms including Telegram and TikTok/Douyin. The available record does not verify a total number of people recorded, the identities of those depicted, the number of removals, the medical rumors, or a final conviction.
What the police statement actually confirms
According to the police statement reported by China News Network, police received a complaint that a person’s private video had been circulated online. Police said they arrested Jiao on July 5, 2025, and criminally detained him on July 6 on suspicion of disseminating obscene materials.
The statement described an allegation that Jiao had posed as a woman, had sex with multiple men, secretly recorded the encounters, and distributed the recordings. Those are serious allegations, but they remain allegations unless and until established through the judicial process. A criminal detention or police announcement is not a conviction.

The statement also directly rejected online claims describing the suspect as 60 years old and claiming intimacy with more than 1,000 people. The reporting reviewed for this article did not locate a later final court outcome. It also did not establish the total number of people filmed, whether every person shown was identifiable, or what happened to particular individuals after the footage spread.
The viral claims that should not be treated as facts
| Claim | What can responsibly be said |
|---|---|
| An exact figure of 1,691 victims | This is an online claim, not a confirmed official count. Police rejected the broader viral formulation that described intimacy with more than 1,000 people. |
| The suspect was 60 | The police account reported by China News Network identified the detained man as 38 years old. |
| HIV infections or deliberate transmission | The available police statement did not confirm that the suspect had HIV, that anyone contracted HIV, or that anyone was knowingly infected. These claims should not be repeated as established facts. |
| All of the men were married, heterosexual, closeted, or prominent | No authoritative source reviewed for this article provides a verified demographic profile of everyone depicted. |
Correcting these claims matters because a sensational number or medical rumor can expose additional people, trigger harassment, and make it harder for those affected to seek help. It can also turn an unresolved criminal investigation into a story built around speculation.
Why the men shown in the videos are experiencing a separate harm
Consenting to sex is not consenting to be secretly recorded. Consent to a recording is not consent to publish it. Consent to share a recording with one person is not consent to distribute it through channels, feeds, or message groups.

Possible criticism of a person’s private conduct is a separate question from the unauthorized creation and distribution of intimate material. The latter is commonly described as non-consensual intimate imagery or image-based sexual abuse.
In this case, reporting described people trying to recognize faces in the footage and connect them with spouses, partners, relatives, schools, or workplaces. Cybernews and other reports described the men being turned into viral memes. Those accounts support describing a pattern of public humiliation and doxxing pressure, but they do not establish a complete list of people identified or independently verify every alleged consequence.

This is sometimes called secondary victimization: the original recording or leak is followed by new harm created by viewers, reposts, jokes, identification attempts, threats, and search-driven amplification. A mistaken identification can be especially destructive because names, faces, and workplace details can continue circulating long after the original post disappears.
How Telegram can amplify intimate material
Reports described the footage moving through Telegram, Weibo, TikTok/Douyin, X, and other services. Telegram groups and channels can act as distribution hubs: a post may be copied, indexed by a channel, forwarded into another group, and then referenced by accounts elsewhere. That structure can make the material difficult to contain even when the first upload is removed.

Telegram says it blocks groups and channels that violate its terms, but the existence of a reporting mechanism does not prove that every copy of this material was removed or that circulation stopped.
If you encounter a post, use the message’s built-in Report option rather than forwarding it to friends or another group. The exact menu placement can vary by app version and device, but it is generally available through the message’s press-and-hold menu or an overflow menu. Report the account or channel as well when the interface provides that option.
How TikTok and Douyin turn a leak into a meme
Short-form video platforms can separate a recording from its original context. A cropped clip, reaction video, caption, duet, face-based joke, or “look who this is” post can spread even when the original file is no longer visible. Derivative posts can therefore create new exposures instead of merely repeating the first upload.

TikTok’s policies expressly prohibit the non-consensual sharing of private or intimate images. Its policy definition of image-based sexual abuse includes possessing, distributing, or facilitating access to intimate images created or distributed without consent. TikTok provides illegal-content and intimate-privacy reporting routes and asks reporters to explain whether the person depicted consented to the sharing.
Reports use the combined wording TikTok/Douyin, but those names refer to services operating in different contexts. A report that a clip appeared on one service should not automatically be generalized to the other. The sources reviewed do not establish how much of the material appeared on TikTok or Douyin, how many posts were removed, or which accounts uploaded particular copies.
On TikTok, reporting is generally available from a post’s Share menu followed by Report, or through a press-and-hold menu. Select the closest illegal-content, privacy, or intimate-image category and state clearly that the depicted person did not consent to distribution. Report memes, identification attempts, and reposts separately when possible; a platform may need each post’s own URL or account information.
Why public identification is not a public service
Trying to identify the people shown may be presented as investigation, but it is often another form of exposure. It can produce false matches, reveal a person’s sexual history to people who did not know it, and attach a person’s name to intimate material permanently through search results and screenshots.
Do not publish or repeat:
- faces, names, usernames, phone numbers, schools, employers, or locations;
- screenshots or thumbnails from the recordings;
- search terms, channel names, mirror links, download locations, or instructions for finding the material;
- claims about a person’s sexual orientation, gender identity, relationship status, or health based on a video; or
- jokes, reaction clips, quote-posts, or “exposé” captions that make the material easier to find.
Even criticism framed as “cheaters exposed” misses the central issue. The audience does not know the full circumstances of each person’s private life, and private sexual conduct does not establish permission for surveillance or mass publication.

What to do if you are depicted or threatened
The safest response is to limit further copies while preserving enough information for reporting or professional help.
- Do not download or forward the intimate material. If you already received it, do not send it to someone else for confirmation. Avoid opening additional copies and do not upload it to a “proof” service.
- Preserve non-intimate evidence. Record the account or username, channel or group name, post URL, date and time, threats, and confirmation numbers from platform reports. Screenshots should capture the surrounding account or post information without unnecessarily reproducing intimate imagery.
- Report every active copy. Use Telegram’s in-app reporting tools and
@TIDABotwhere appropriate. On TikTok, use the illegal-content or intimate-privacy route and explain that sharing was non-consensual. Save the report confirmations. - Secure accounts and devices. Change reused passwords, enable multi-factor authentication, review active sessions, check recovery email addresses and phone numbers, and make social-media profiles more private. If someone is threatening you, preserve the threat before blocking the account.
- Consider a hash-based prevention service. StopNCII.org creates a digital fingerprint of an image or video on the person’s device and sends the hash rather than the original file. Participating platforms can use that fingerprint to detect matching uploads.
- Understand the limits of hashing. StopNCII.org cannot remove material from the entire internet, cannot guarantee removal, and may not cover Telegram channels, private groups, or every mirror. A hash also does not identify the uploader or replace a police report, legal advice, or crisis support.
- Seek specialized support. The Cyber Civil Rights Initiative operates an Image Abuse Helpline and Safety Center for survivors of image-based sexual abuse. Its resources are particularly relevant to people in the United States, and availability or response options should be checked for the reader’s location. RAINN’s guidance on how to report non-consensual intimate images covers evidence preservation, platform reporting, account security, and support for tech-enabled sexual abuse.
If there is an immediate threat of violence, extortion, stalking, or physical danger, contact local emergency services or law enforcement. Laws and reporting options differ by country. A privacy or digital-content-removal lawyer may also be appropriate when doxxing, employment consequences, extortion, or continuing publication is involved, but any legal advice should be jurisdiction-specific.

China’s Civil Code protects personality rights, including privacy and personal information. The police case was publicly described as involving suspected dissemination of obscene materials. That preliminary criminal characterization should not be treated as a final judicial finding, and it does not necessarily describe every potential privacy, personality-rights, or personal-information issue raised by the alleged conduct.
For readers outside China, the closest general terms are non-consensual intimate imagery, image-based sexual abuse, and, in broader contexts, tech-enabled sexual abuse. The term “revenge porn” is narrower and potentially misleading here because the available reporting does not establish that a former intimate partner made or distributed the recordings to seek revenge.

A video cannot establish someone’s sexual orientation or gender identity. “Men whose intimate encounters were secretly recorded and redistributed” is more accurate than assigning identities based on footage or online commentary.

What remains unresolved
- the total number of people recorded;
- the identity of any person depicted;
- the full path by which the recordings moved between platforms;
- the number of copies removed by Telegram, TikTok, Douyin, or other services;
- the accuracy of claims about particular spouses, workplaces, schools, or medical consequences; and
- the final criminal charge, conviction, sentence, or other court outcome.
Those gaps are not a reason to fill the story with viral estimates. They are a reason to report only what the police statement and attributable platform or support organizations establish.
Do not search for, download, identify, or share the videos. If you encounter a copy, report the post and preserve only the information needed to support that report. Treat the people depicted as people whose sexual privacy may have been violated—not as material for a meme, investigation game, or public spectacle.

Frequently Asked Questions
Is the viral figure of 1,691 confirmed victims?
No. The figure is an online claim, not a confirmed official count. Police rejected the broader claim that the suspect had been intimate with more than 1,000 people.
Was the suspect convicted?
The police statement reported on July 8, 2025, described a 38-year-old man surnamed Jiao being criminally detained on suspicion of disseminating obscene materials. A final conviction or sentence was not established in the reporting reviewed for this article.
Should I search for or share the Sister Hong videos to verify the story?
No. Searching, downloading, forwarding, screenshotting, or reposting intimate material increases exposure and can harm people who were recorded without consent. Report the post through the platform instead.
Can StopNCII.org remove every copy of an intimate video?
No. It creates a hash on the person’s device so participating platforms can detect matching uploads. It cannot remove content from the entire internet and may not cover Telegram channels, private groups, or every mirror.

The Bottom Line
The verified story is about alleged secret recording and redistribution, followed by public shaming and attempted identification—not a confirmed viral victim count or a license to expose the people shown. Keep names and faces out of coverage, do not search for or circulate the material, and direct affected people toward platform reports, evidence preservation, StopNCII.org, and qualified support.
