Most open-source maintainers should accept AI-assisted contributions conditionally, not reject them automatically. Acceptance should depend on an identifiable human author who understands and owns the entire change, meaningful disclosure of AI use, clear license and provenance, ordinary testing plus security review, and a patch whose value exceeds the maintainer time required to review it. Projects may impose stricter rules—or prohibit some submissions—when code is legally significant, security-sensitive, bulk-generated, or impossible to explain.

AI assistance is a method of producing a contribution, not a substitute for authorship. The practical question is whether the project can establish accountability, rights, quality, and an economical review path.

Why is conditional acceptance the sensible default?

AI assistance alone does not tell a maintainer whether a patch is useful or safe. A small, well-tested fix that a contributor can explain may deserve the same review as any other patch; a large, opaque patch can be unacceptable even when every line was written by a person. The decision should therefore weigh accountability, provenance, quality, security, and review cost.

There is a real productivity and workload tension. Linux Foundation Research reported in 2026 that developers described 19%–52% time savings from AI across tasks, while one in four incoming pull requests were low-quality “AI slop.” The same report identified maintainer burnout as the number-one concern for large projects, and found that only one in three projects had a formal AI-contribution policy. Faster drafting can help contributors, but an influx of weak patches transfers the time cost to volunteers.

A workable policy preserves the benefit of assistance while preventing that transfer. It lets a contributor use an assistant privately, then requires the person to perform the intellectual and legal work before asking maintainers to review the result.

What does an accountable human contribution require?

The submitter—not the model, tool vendor, or an anonymous automation account—must be the author of record. The person should understand every material part of the change, answer review questions, revise it when defects are found, and sign the project’s normal contribution certification.

  • Understanding: The contributor can describe the design, explain non-obvious lines, identify assumptions, and justify dependencies.
  • Ownership: The contributor accepts responsibility for behavior, licensing representations, security consequences, and future maintenance.
  • Verification: The contributor runs the ordinary test suite, adds focused tests where needed, and checks edge cases that an assistant may have missed.
  • Communication: The contributor discloses meaningful assistance and supplies provenance details when maintainers reasonably request them.
  • Human sign-off: A person, not an automated agent, provides the project’s certification or sign-off. GCC’s policy, for example, states that only a human may provide the Signed-off-by: tag that certifies the Developer Certificate of Origin.

LLVM states the principle directly: “Contributors must read and review all LLM-generated code or text before they ask other project members to review it.” Its policy also says, “The contributor is always the author and is fully accountable for their contributions.”

How do major open-source policies treat AI-generated work?

Projects have adopted a spectrum rather than one universal rule. The table shows the principal differences relevant to a maintainer deciding whether to accept a patch.

Project or organization Baseline position Controls emphasized Distinctive boundary
Linux Foundation AI-generated code or content can be contributed. Review tool terms, project-license compatibility, third-party copyrighted material, permission, and attribution. Permissive baseline, with rights and provenance checks.
LLVM Tools are allowed with a human in the loop. Read and review all generated material, remain accountable, disclose substantial generated content, and avoid extractive contributions. Do not consume reviewer time with work the contributor has not understood.
OpenInfra AI use is welcomed when humans remain accountable. Verify rights, inspect quality and security, and use Assisted-by: or Generated-by: labels when appropriate. Explicit provenance labels support ordinary review.
WordPress AI tools may assist, but they are not contributors. Understand, test, and license the submission; disclose meaningful assistance. Maintainers may request clarification or reject unclear provenance, weak testing, or incompatible licensing.
Apache Normal contributor obligations continue. Disclose copyrighted material and represent that the contribution is the contributor’s original creation under the applicable contributor agreement. The contribution agreement remains the governing accountability mechanism.
OSRF Generative tools can be used with transparent tracking. Normal verification, thorough review and testing, security audit, proofreading, and intellectual-property checks. Broad review requirements apply across code and other project content.
GCC Stricter restrictions apply. Human understanding and sign-off, an Assisted-by: trailer, and clear marking for permitted cases. Currently declines legally significant contributions that include or derive from LLM content; clearly marked legally insignificant contributions and certain test cases may be permitted.

These policies show that “accept” can mean different things. A project may allow use of a tool while still rejecting a particular patch because the submitter cannot establish rights, quality, or accountability.

What should a contributor check before opening a pull request?

Complete these checks before asking maintainers to spend review time. They apply whether the tool produced one function, a test, documentation, or a larger change.

  1. Read the tool’s terms. Check how prompts, outputs, code retention, training, indemnity, and commercial use are treated. Do not paste confidential source, private vulnerability details, or data you are not authorized to disclose.
  2. Inspect for copied or recognizable material. Compare unusual snippets, comments, and dependency choices with known third-party code. Identify any matching license, permission, notice, or attribution requirement. A model’s output is not proof that the text is original.
  3. Check compatibility with the project license. Confirm that every new dependency, generated asset, documentation excerpt, and code fragment can be distributed under the project’s license and contributor agreement.
  4. Re-read the entire diff. Look for hallucinated APIs, invented configuration keys, silently changed defaults, unnecessary dependencies, error paths that discard information, and comments that promise behavior the code does not provide.
  5. Run normal and focused tests. Use the project’s standard commands, add regression tests for the changed behavior, and test failure cases, boundary values, portability, and backwards compatibility.
  6. Perform a security review. Examine input validation, authorization, secret handling, deserialization, shell or SQL construction, cryptography, dependency changes, and logging of sensitive data. Generated code deserves the same threat analysis as hand-written code.
  7. Make the patch reviewable. Split unrelated generated edits, remove boilerplate, document design choices, and keep formatting-only churn separate. If a model produced a large amount of text, reduce it to the smallest change that solves the stated problem.
  8. Disclose meaningful assistance. Add the project’s requested note or trailer and describe what the tool did when that context will help reviewers assess provenance or risk.
  9. Confirm you can maintain it. Be prepared to fix defects without asking the model to guess at the project’s conventions. If you cannot explain a line or test, do not submit it yet.

How should a maintainer evaluate an AI-assisted pull request?

Use the same technical gate as for any contribution, then add a short provenance and accountability check. The goal is not to detect whether a model wrote a line; it is to determine whether the project can safely merge and maintain the change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the contribution record

  • Is there a named human submitter who can answer design and implementation questions?
  • Does the pull request disclose substantial AI assistance in the format the project uses?
  • Are contributor certificates, copyright notices, and third-party attributions complete?

Assess technical evidence

  • Does the diff include focused tests and pass the ordinary continuous-integration checks?
  • Are security-sensitive paths reviewed by someone competent to assess them, rather than accepted because tests pass?
  • Is the code consistent with project architecture, style, supported versions, and maintenance capacity?

Measure review economics

Ask whether the patch is understandable and likely to save more maintainer time than it consumes. A contributor who submits a giant generated refactor, cannot explain its choices, and expects reviewers to discover the design has made an extractive contribution. Request a smaller patch, a design note, or a human-written explanation before continuing. Closing such a request is reasonable when the missing information prevents a responsible review.

Handle uncertain provenance consistently

Do not rely on an informal “AI detector” score as proof of authorship or infringement. Ask for the contributor’s process, affected sources, tool disclosure, and license analysis. Apply the same evidence standard to comparable patches, regardless of whether the code appears machine-generated.

When should a project impose stricter rules or a ban?

Stricter treatment is justified when the consequences of an unverified mistake are unusually high or when the review burden is predictably larger than the benefit.

  • Legally significant code: Components central to licensing, copyright compliance, cryptographic implementation, or regulated distribution may require human-originated work or documented provenance. GCC currently declines LLM-including or LLM-derived contributions in this category.
  • Security-sensitive changes: Authentication, authorization, sandboxing, update mechanisms, parsers, and vulnerability fixes can require specialist review, restricted tools, or a prohibition on undisclosed generation.
  • Bulk-generated changes: Mechanical edits across thousands of files can hide defects and overwhelm reviewers. Require scripts, reproducible generation instructions, staged submissions, or a separate approval path.
  • No accountable human: Reject submissions from bots or people who cannot explain, test, license, and maintain the result.
  • Unresolvable rights questions: If the contributor cannot establish permission, attribution, or compatibility for a suspicious fragment, do not merge it.

A ban should be narrow and written around the risk, not a vague prohibition on a brand of tool. Projects can permit documentation or clearly marked test cases while reserving a higher bar for production code.

How should AI use be disclosed in a pull request?

Use a concise note or a commit trailer that tells reviewers assistance was material. OpenInfra recognizes Assisted-by: and Generated-by: labels, and GCC requires an Assisted-by: trailer for permitted cases. A project can define whether the trailer belongs on every commit or only the final contribution.

An effective note identifies the scope without pretending the tool is an author: “An AI tool suggested portions of the parser and tests. I reviewed and rewrote the implementation, verified third-party licensing, ran the full test suite, and remain responsible for this change.” Trivial spelling or formatting help may be exempt if the project explicitly chooses that rule; meaningful generation should not be silently omitted.

What should an maintainers’ AI-contribution policy contain?

Publish a short, enforceable policy so contributors know the evidence required before they invest time. The following structure covers code and non-code contributions.

  1. Scope: Define whether the rule covers production code, tests, documentation, RFCs, issue comments, translations, generated assets, and security reports.
  2. Human ownership: Require a named submitter who understands every material part, can answer questions, and signs the project’s normal certification.
  3. Disclosure: Require an AI-assistance note or Assisted-by:/Generated-by: trailer for meaningful use; state whether trivial help is optional.
  4. Rights and provenance: Require checks of tool terms, third-party similarity, permission, compatible licensing, notices, and attribution.
  5. Quality and security: Require the ordinary test suite, focused tests, review for hallucinated or unsafe behavior, security analysis, and readable documentation.
  6. Review economics: Allow maintainers to request a smaller patch or explanation when the submission consumes more review effort than its likely value.
  7. Exceptions: Define heightened review or prohibition for legally significant code, security-sensitive changes, bulk generation, or submissions without an accountable human.
  8. Enforcement and evolution: State when maintainers may request provenance details, revisions, or closure, and schedule policy review as tools and applicable law change.

Keep the policy technology-neutral and focus enforcement on evidence. That lets the project adapt when model capabilities, tool contracts, or legal interpretations change without rewriting its basic accountability standard.

What should happen when a contributor did not disclose AI use?

Treat omission as a process problem first. Ask whether the assistance was meaningful, request the missing disclosure and provenance checks, and give the contributor a clear path to update the pull request. If the person refuses, cannot explain the code, or reveals incompatible licensing or unsafe behavior, pause or close the contribution under the same review rules used for any unmaintainable patch.

Frequently Asked Questions

Can I submit Copilot or ChatGPT code to an open-source project?

Usually, yes, if that project permits AI-assisted work and you can review, test, license, and maintain the result. Check the project’s own policy first, because a project may restrict legally significant or security-sensitive code even when ordinary patches are allowed.

Do I have to disclose AI use in a pull request?

Disclose meaningful assistance whenever the project asks for it, using its note or trailer format. Even where disclosure is not formally mandatory, a brief statement helps establish provenance and avoids a later review pause; purely mechanical formatting help may be exempt under a project’s written rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can an AI coding tool expose my private repository?

Potentially, depending on the tool’s retention, training, logging, and enterprise controls. Read the current terms before sending confidential source or vulnerability details, and use an approved configuration or keep sensitive work out of the tool.

What evidence should I keep if a generated snippet resembles third-party code?

Record the tool and date, preserve the relevant prompt and output where permitted, compare the snippet with suspected sources, and note the resulting license or attribution decision. If the rights cannot be established, replace the code with an independently implemented version or ask the project’s legal maintainer for a determination.
