Shadow AI is already a mainstream workplace behavior, not a rare policy breach. In WalkMe’s 2026 survey of 3,750 professionals worldwide, 45% said they had used an unsanctioned AI tool in the previous 30 days, and 36% had used confidential data with such a service. The practical response is not a blanket ban. Organizations should first discover which tools and data flows exist, publish a short policy employees can follow, provide approved alternatives that fit real work, enforce identity and data controls, and monitor use with a route to safer services. Treat the percentages as results for those samples and dates, not a universal count of every workforce.

What is shadow AI?

Shadow AI is the use of an artificial-intelligence tool without explicit approval or oversight from an organization’s IT department or central AI-governance team. KPMG’s 2025 definition covers public chatbots, image and audio generators, coding assistants, browser extensions, plug-ins, APIs, personal accounts, and AI features hidden inside otherwise approved software.

The “shadow” part describes governance, not intent. An employee can create shadow AI by pasting a draft into a free chatbot, connecting a personal account to a work application, installing an unapproved meeting summarizer, or enabling an AI agent that can read company files. Tal Carmi, CIO of WalkMe, said the behavior is “usually…not for malicious reasons”; people are normally trying to finish legitimate work with a tool that is faster or more capable than the approved option.

Shadow AI versus approved experimentation

Approved experimentation has a named owner, an authorized tenant or sandbox, defined data limits, logging, and a human-review requirement. Shadow use lacks one or more of those safeguards. The same model can therefore be acceptable in a managed workspace and risky when used through a personal account or an unknown plug-in.

How common is shadow AI in the workplace?

Several surveys show substantial use, but their samples, countries, questions, and time windows differ. Read them as signals of prevalence and behavior rather than as one definitive workforce statistic.

Source and sample Finding What it indicates
WalkMe State of Digital Adoption 2026; 3,750 professionals globally 45% used an unsanctioned AI tool in the prior 30 days; 36% used confidential data with those services Recent, self-reported use and a significant data-handling exposure in that sample
WalkMe, same survey 34% did not know which AI tools their employer approved; 21% had been warned about employer AI policies Communication and policy visibility are weak points
Deloitte UK GenAI Workforce Survey 2025; 25,000 UK workers 31% of GenAI users used it without employer knowledge; 17% paid for their own tools; 46% used free tools at work Personal and free accounts are common routes around the approved stack
PagerDuty/Wakefield Research 2026; 1,250 office professionals at companies with at least $500 million revenue in Australia, Japan, the UK, and the US 50% used personal devices for AI work; 45% used AI for work advice or decisions; 44% worked around limitations in approved tools; 38% shared AI-assisted work without disclosing AI help Shadow use includes devices, decisions, workarounds, and disclosure gaps
Next DLP survey 2024 Respondents ranked data loss (65%), lack of visibility and control (62%), and data breaches (52%) among leading risks; one in ten reported a resulting breach or data loss Security teams see both exposure and an inability to measure it
KPMG 2025 44% had used AI in ways that contravened policies or guidelines; 57% had made mistakes due to AI; 58% had relied on AI output without evaluating accuracy Governance and quality controls are as important as network blocking

Why do employees use unsanctioned AI tools?

Shadow use usually identifies a workflow problem before it identifies a bad actor. Find the unmet need and the organization has a better chance of changing behavior than it would by issuing a prohibition alone.

Speed and workflow fit

A tool that summarizes a long document, converts notes into a ticket, or drafts code in seconds can become part of a worker’s normal sequence. If the approved service requires a separate login, manual file conversion, or a slower model, an employee may choose the quickest path during a deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Functionality gaps

Employees compare capabilities, not procurement categories. A free service may offer a particular file format, language, connector, model, or automation that the sanctioned product lacks. Carmi described the motivation this way: employees found “a tool that does something and it’s better than whatever services the company provides.” Treat repeated departures from the approved stack as product feedback.

Low policy awareness

Unclear rules create accidental violations. In WalkMe’s survey, more than a third of respondents did not know which AI tools were approved, while only a minority had been warned about employer AI policies. A policy hidden in a portal cannot guide a decision made in a browser tab; approval status needs to be visible where work happens.

Permission to experiment

Deloitte found that some workers paid for their own tools and many used free services at work. Personal payment feels like a harmless productivity choice, but it moves organizational data, retention settings, and audit records outside the employer’s control.

What can go wrong when shadow AI is unmanaged?

The material risk is the combination of sensitive input, opaque processing, and unreviewed output. The impact differs by sector, but the control failures are consistent.

Risk How it happens Business consequence
Confidential-data exposure Prompts or uploads contain customer records, source code, contracts, credentials, health information, or strategic plans Unauthorized retention, model-provider access, contractual breach, or loss of trade secrets
Loss of visibility and control Personal accounts, browser extensions, APIs, and embedded AI features bypass central inventory Security teams cannot determine what was sent, where it went, or which controls applied
Data loss and breaches An agent or plug-in can copy files, call external services, or act through a connected system Exfiltration, ransomware enablement, or an incident that is difficult to scope
Policy and compliance violations Workers use a service or data class outside internal, contractual, or regulatory rules Audit findings, penalties, failed customer commitments, or disciplinary action
Accuracy and operational mistakes AI-generated text, code, analysis, or decisions are accepted without verification Incorrect advice, defective software, misleading communications, or unsafe decisions
Undisclosed AI assistance AI-generated or AI-edited work is shared without the disclosure required by a client, regulator, or employer Loss of trust, authorship disputes, or a violation of a delivery agreement

KPMG’s figures illustrate the quality problem: respondents reported both AI-caused mistakes and reliance on output without checking its accuracy. In healthcare, Wolters Kluwer Health identifies patient safety, security, data breaches, regulatory compliance, and lack of transparency as connected risks. Financial, legal, public-sector, and research teams should map equivalent consequences for their regulated data and decisions.

How should an organization discover shadow AI before writing controls?

Start with an evidence-based inventory. Blocking domains or asking employees to self-report cannot reveal every extension, personal account, API call, or AI feature embedded in a sanctioned SaaS product.

  1. Define the scope. Include public websites, mobile apps, browser extensions, desktop clients, plug-ins, API keys, personal identities, AI features inside approved SaaS, and agents with access to company systems.
  2. Use permitted telemetry. Correlate identity-provider records, secure web gateway or DNS logs, endpoint and browser inventories, SaaS-management data, firewall events, and DLP alerts. Document what is collected, the legal basis, retention period, and employee notice for each region.
  3. Match tools to people and workflows. Record the user or team, business purpose, data types handled, connected systems, account type, model or provider, and whether a human reviews the result. A domain list without this context cannot distinguish a low-risk brainstorm from a high-risk customer-data upload.
  4. Interview representative teams. Ask for the task employees are trying to complete, the approved tool they tried, the missing capability, and the minimum feature needed. Include contractors and temporary staff who may use different identities or devices.
  5. Assign a risk tier. Classify each use as prohibited, restricted pending review, or permitted under stated conditions. Escalate tools that process regulated data, train on submitted content, retain prompts indefinitely, or can take actions in connected systems.

Expect an incomplete first map. Record confidence and the date of each observation, then schedule recurring discovery so new browser extensions and SaaS features do not become invisible between annual reviews.

What should a usable shadow-AI policy contain?

A short policy works when an employee can answer “Can I use this tool for this task with this data?” in under a minute. Put the decision rules and an escalation route on a page that is easy to find, then link to technical standards for specialists.

Define data classes in plain language

List prohibited inputs explicitly: credentials, authentication tokens, payment-card data, government identifiers, protected health information, nonpublic customer records, confidential deal terms, unreleased financial results, and source code marked restricted. Explain how to recognize each class and give examples from the organization’s own documents.

Separate low-risk and high-risk tasks

  • Usually lower risk when approved: brainstorming with public information, rewriting nonconfidential text, generating a generic outline, or creating test data that cannot identify a real person.
  • Restricted or prohibited without review: summarizing confidential files, making employment or credit recommendations, generating legal or medical advice, processing regulated records, uploading source code, or allowing an agent to send messages or change systems.

Set human-review and disclosure rules

Require a named person to verify factual claims, calculations, citations, code, and decisions before use. State when customers, regulators, or collaborators must be told that AI assisted the work. Make the reviewer accountable for the final artifact; “the model said so” is not a control.

Explain retention and escalation

Tell users whether prompts and files may be retained, used for provider training, or accessed by support staff. Provide one channel for approval requests and another for suspected exposure. Include an emergency instruction: stop sharing additional data, preserve the relevant prompt or file details, and contact security immediately.

How can approved alternatives reduce unsanctioned use?

Offer a sanctioned service that meets the real workflow, not merely a policy-compliant substitute on paper. Compare the missing feature, response time, file support, language coverage, integrations, accessibility, and cost that drove employees elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a sandbox for experimentation

Create an isolated tenant or project with synthetic data, restricted connectors, short retention, and complete audit logging. Give teams a documented path from sandbox to production: a use-case owner, risk assessment, data approval, testing evidence, and sign-off from security or legal where required.

Migrate teams instead of punishing them

When monitoring finds a useful but unapproved workflow, contact the team and provide an authorized equivalent. Kirsty Roth of Thomson Reuters described this approach as giving teams “proper access” and asking them to switch to the approved service. Migration preserves productivity while bringing identity, billing, retention, and support under governance.

Close the product-feedback loop

Maintain a backlog of requested capabilities and publish decisions. If a feature cannot be provided, explain the data or regulatory reason and offer a safe workaround. Employees are less likely to hide experimentation when they can see that requests receive a timely answer.

Which technical controls limit shadow-AI exposure?

No single control detects every route. Combine data protection, identity, endpoint, network, and application controls, and tune them to the organization’s risk tolerance.

Data-loss prevention and classification

Classify sensitive files and inspect outbound prompts, uploads, clipboard transfers, and browser submissions where law and policy permit. Create rules for credentials, personal identifiers, health information, source-code patterns, and customer identifiers. Start in audit mode to measure false positives, then block or require justification for high-confidence matches.

Identity and least privilege

Require single sign-on and multifactor authentication for sanctioned services. Disable unmanaged personal accounts where technically and legally appropriate, use group-based access, and remove unused tokens. Limit an AI agent to the minimum repositories, mailboxes, calendars, or production actions it needs; separate read from write permissions.

Tenant, model, and retention settings

Configure provider controls that prevent customer content from being used to train a public model when that option exists, set regional processing requirements, shorten retention, and restrict administrator access. Capture model, version, connector, and policy settings in the service record because defaults can change.

Browser, endpoint, and network visibility

Inventory extensions and desktop clients, flag newly installed AI software, and monitor newly registered domains and API destinations. Network controls can identify unsanctioned services, but encrypted traffic, personal hotspots, and offline tools mean they should supplement—not replace—endpoint and identity signals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Agent-specific guardrails

Require approval for tool calls, use allow-lists for destinations, sandbox file access, cap transaction amounts, and log every action. Test prompt-injection and data-exfiltration scenarios before connecting an agent to production systems. Provide a fast kill switch that revokes tokens and disables the agent without waiting for a software release.

How should monitoring balance security and employee trust?

Monitor for risk indicators rather than building an opaque surveillance program. Publish what is collected, who can see it, how long it is retained, and how employees can challenge an incorrect attribution. Restrict investigations to trained personnel and apply the same rules to executives, contractors, and temporary staff.

Useful measures include the percentage of AI services with an owner, time from discovery to classification, blocked sensitive-data events, approved-tool adoption, exception age, completion of required training, and the number of incidents that reached an external service. Review trends by business process instead of ranking individual employees; a spike in one team may indicate a missing capability that product owners should fix.

What should training and testing cover?

Training should be brief, role-specific, and reinforced at the moment of use. A general presentation about generative AI cannot prepare a clinician, developer, recruiter, or finance analyst for their distinct data and decision risks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Recognizing confidential, regulated, and identifying information before pasting or uploading.
  • Checking model output against primary records, calculations, source code tests, and authoritative references.
  • Using the approved tenant, documenting the use case, and disclosing AI assistance when required.
  • Recognizing prompt injection, malicious files, fabricated citations, and requests for credentials or secret tokens.
  • Reporting an accidental upload quickly, including the tool, account, time, data type, and whether the prompt can be deleted.

Test with realistic exercises: a developer receives a request to paste proprietary code into a public assistant; a support agent is asked to summarize a customer export; a clinician receives a confident but unsupported recommendation. Grade whether the participant identifies the data class, chooses the approved path, verifies output, and escalates correctly.

What is a practical rollout plan?

Sequence controls so employees get a safer option before enforcement becomes disruptive.

Days 0–30: establish visibility

  1. Name an accountable executive, security lead, privacy or legal adviser, and representatives from major workflows.
  2. Publish an interim rule prohibiting credentials and regulated data in unapproved AI services while discovery proceeds.
  3. Collect identity, endpoint, browser, network, and SaaS signals under documented privacy controls.
  4. Interview teams with the highest observed use and log the missing capabilities they report.

Days 31–60: make the safe path usable

  1. Release the plain-language policy, approval directory, and incident-reporting route.
  2. Configure a sanctioned sandbox with synthetic data, single sign-on, retention limits, and logging.
  3. Prioritize two or three high-value workflows for an approved alternative and publish migration instructions.
  4. Start role-based training and run tabletop exercises for accidental disclosure and incorrect output.

Days 61–90: enforce and improve

  1. Move high-confidence sensitive-data detections from audit to block or step-up approval.
  2. Review exceptions, false positives, adoption, and unresolved capability gaps with business owners.
  3. Test agent permissions, revocation, prompt-injection resistance, and recovery procedures.
  4. Report trend metrics to the governance group and revise the policy when products, regulations, or workflows change.

How should an organization evaluate discovery, CASB, SaaS-management, or DLP tools?

Evaluate against the routes employees actually use, not only a vendor’s domain catalogue. Run a proof of concept with representative identities, browsers, personal-account signals, embedded SaaS features, and the data classes in your policy.

Evaluation area Questions to ask
Discovery coverage Can it find websites, extensions, desktop clients, APIs, personal accounts, and AI features inside approved SaaS?
DLP and classification Can it inspect prompts, uploads, clipboard transfers, and files; use the organization’s classifiers; and explain a detection?
Identity and access Does it integrate with the identity provider, support least privilege, and distinguish managed from personal identities?
Policy enforcement Can rules vary by user, data class, region, device, and application, with audit-only, warn, justify, and block actions?
Audit and investigation Are prompts, files, tool calls, policy decisions, administrator actions, and retention periods recorded in a usable timeline?
Workflow fit Can employees request access, receive guidance, and move to an approved service without losing the needed capability?
Deployment effort What agents, connectors, permissions, tuning, and ongoing analyst time are required, and how are false positives handled?
Regional data handling Where is telemetry stored and processed, which subprocessors are used, and can retention and residency meet local obligations?
Total cost Include licenses, implementation, data volume, support, training, connector fees, and the staff needed to review alerts and exceptions.

Ask for evidence during the evaluation: a demonstrated detection of a test secret in a prompt, a personal-account event tied to a user, an agent action blocked by least privilege, and an exportable audit record. A feature checklist without these scenarios does not show that the control will work in your environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should happen after an accidental disclosure?

Speed and preservation matter more than blame. The employee should stop further sharing and report the event through the published channel; security should preserve relevant logs and determine exactly what data, account, model, and recipients were involved.

  1. Contain the route by revoking tokens, disabling the extension or account, and blocking additional transfers where appropriate.
  2. Identify the data subjects, classifications, retention settings, provider access, and jurisdictions involved.
  3. Ask the provider about deletion, retention, training use, and access logs; do not assume that closing a browser tab removes a stored prompt.
  4. Assess contractual, privacy, regulatory, customer-notification, and employment obligations with the responsible legal and compliance teams.
  5. Restore the workflow through an approved service and document the technical or policy change that prevents recurrence.

Use the incident to improve controls and product fit. If the same workflow repeatedly triggers exceptions, the durable fix is usually a safer approved capability, clearer policy language, or both.

Frequently Asked Questions

Can blocking public AI websites eliminate shadow AI?

No. Employees can switch to personal devices, mobile applications, browser extensions, APIs, or AI features embedded in approved software. Blocking can reduce one route, but identity, endpoint, data-loss, and workflow controls are needed to find and manage the others.

Does an employee’s paid personal AI subscription make workplace use safe?

Payment changes billing, not governance. The organization still needs to know how prompts are retained, whether content trains a model, where processing occurs, who can administer the account, and whether the user is allowed to send company data there.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should contractors and temporary staff be covered?

Give them the same approved-tool directory, data rules, training, and reporting route as employees, tied to their managed identity and contract end date. Remove access and tokens automatically when the engagement ends, and require the sponsoring team to own any exceptions.

What evidence should an AI-use audit retain?

Keep the tool and model identifier, account and tenant, timestamp, data classification, policy decision, reviewer, connected systems, and resulting action for the period required by your legal and security policies. Avoid collecting more prompt content than necessary; metadata plus a controlled sample is often enough for investigations.

How often should a shadow-AI policy be revisited?

Review it whenever a new high-risk use case, provider term, regulation, model capability, or connected agent appears, and at least annually. A lightweight quarterly review of detections, exceptions, incidents, and employee feedback catches drift sooner than an annual rewrite alone.
