ServiceNow’s AI playbook is to connect AI to enterprise work: use organizational context to decide what should happen, execute through workflows and agents, and govern actions through AI Control Tower. Partners are part of the model for building and deploying those capabilities. That is the company’s strategy, not independent proof that its tools outperform alternatives or that every deployment will be faster or safer.
What is ServiceNow’s AI playbook?
ServiceNow is positioning its platform as an execution layer for enterprise AI, rather than only a place to ask a model for an answer. In the company’s framing, an AI system becomes useful when it can draw on business context, take an approved action in a workflow, and leave that action subject to identity, permission, audit, and governance controls.
The technical brief describes this as a four-part Sense–Decide–Act–Secure architecture:
- Sense: gather enterprise data and operational signals.
- Decide: use business context to determine an appropriate next action.
- Act: carry out work through agents and workflows.
- Secure: apply identity and permission controls, record activity, and govern the action.
The distinction matters because a model can generate a recommendation without being able to complete the associated task. ServiceNow’s materials argue that workflows, approvals, playbooks, and cross-system actions provide the bridge from model output to accountable work. The company’s executive brief summarizes its position this way: “AI without workflows is just expensive advice. AI inside workflows is autonomous enterprise execution.” That is a strategic claim, not a measured comparison of products.

ServiceNow says its platform supports 80 billion-plus workflows and 6.5 trillion annual transactions for 85% of the Fortune 500. Those are company-reported scale figures; they do not establish that a particular customer’s AI use case will work across its systems without configuration or implementation effort. The company also cites an average of 367-plus applications across the enterprise employee experience, a figure it uses to illustrate the complexity of the environment it wants its platform to coordinate.
How does ServiceNow AI Control Tower govern AI agents?
AI Control Tower is ServiceNow’s proposed operating layer for discovering, monitoring, governing, securing, and measuring AI deployments. The company describes five functions, intended to cover both ServiceNow assets and AI used across connected enterprise systems.
Discover: find AI assets
Discovery is meant to give organizations an inventory of AI assets beyond a single platform. In its May 2026 release, ServiceNow said AI Control Tower could discover AI across 30 new enterprise integrations spanning AWS, Google Cloud, Microsoft Azure, SAP, Oracle, and Workday. Integration coverage is a capability claim: organizations should check whether the systems, asset types, and data they actually use are included and whether the connections expose the information needed for their governance process.
Observe: monitor behavior at runtime
ServiceNow says the Observe function covers runtime behavior, metrics, alerts, and agent reasoning. The company also says technology from its Traceloop acquisition adds agent observability. For an organization, the practical question is not simply whether a dashboard exists; it is whether monitoring can help staff identify a problematic action, understand what led to it, and intervene in time. The supplied product description does not establish independent performance results for those tasks.
Govern: assess risks and frameworks
The Govern function is described as assessing risks across agents, models, datasets, prompts, and traditional machine learning. ServiceNow says AI Control Tower includes five frameworks aligned with NIST and the EU AI Act. Alignment language should not be read as a guarantee of legal compliance: compliance depends on the organization’s use case, jurisdiction, controls, and how it implements and maintains its processes.
Secure: control identity and permissions
ServiceNow describes identity governance, scoped permissions, least privilege, and real-time shutdown when agents exceed permissions. These controls address a central operational concern: an agent should not have unrestricted authority merely because it can invoke a workflow. Buyers should establish how permissions are assigned and reviewed, which actions an agent may take without approval, what triggers an intervention, and how a human can stop or recover an action.

Measure: track cost and return
The Measure function is intended to track AI cost and ROI as deployments scale. That can help organizations compare usage and value across projects, but a dashboard cannot decide what counts as a successful outcome. Teams still need to define the measures that matter for each workflow—such as completion, time, quality, or avoided work—and determine how costs and benefits are attributed.

Together, the five functions describe governance as an operating practice rather than a one-time approval. ServiceNow’s Knowledge 2026 release presents AI Control Tower alongside Autonomous Workforce, data intelligence, and security as parts of a platform for sensing, deciding, acting, and securing work across systems. The release describes the intended product architecture; it is not independent validation of the outcomes.
Can ServiceNow AI agents act across systems?
ServiceNow says its agents can act through workflows and connected applications, but the breadth of action depends on the available integrations, configured permissions, and workflow design. The platform’s pitch is that enterprise context and workflow controls can turn an agent’s decision into work that crosses systems, rather than leaving a user to carry out the recommendation manually.
Agentic Playbooks are one part of that execution model. ServiceNow describes a no-code design experience that can generate playbooks from natural-language prompts or images, with advanced automation assembled from flows, subflows, and actions. The company places Playbooks alongside AI Agents, AI Control Tower, IntegrationHub, and its workflow products on the ServiceNow AI Platform.
For a deployment team, the important distinction is between an agent that can suggest a next step and one configured to perform it. A useful review of a proposed workflow should answer:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Which enterprise records and signals can the agent use to make a decision?
- Which systems and actions are available through configured connections?
- Which actions require approval, and which can be completed automatically?
- What identity and permission limits apply to the agent?
- What activity is monitored and recorded, and who can intervene?
- How will the team measure whether the workflow is delivering value?
These questions follow from ServiceNow’s stated architecture; the product descriptions do not specify universal integration behavior, setup time, or results for a particular customer. A cross-system action should therefore be evaluated in the customer’s own workflow, with its own data, approval rules, and failure recovery requirements.

How do ServiceNow partners help deploy AI?
Partners play two roles in ServiceNow’s account of its AI business: they help customers transform and implement processes, and they build software that can be distributed through the ServiceNow ecosystem. The company argues that as AI expands, partner work shifts toward architecture, orchestration, and governance rather than disappearing.
In a 2026 CRN interview, Paul Fipps, ServiceNow’s president of global customer operations, said that “AI is now a total addressable market, or TAM, of $600 billion for the company’s workflow, CRM and security businesses.” He also said, “When partners engage, our deals get twice as big,” attributing that to customers seeing greater value. These are executive statements about market opportunity and deal size, not independently verified estimates of value for every customer or partner.
CRN reported Fipps’s figures that over 90% of ServiceNow’s net-new business has a partner involved and more than half of net-new logos are partner-sourced. The first figure describes partner involvement in new business; the second describes sourcing of new logos. Neither figure means every customer must use a partner, or that partner participation guarantees a successful implementation.

Fipps rejected the idea that AI would eliminate partner revenue, saying, “We see the opposite happening.” He described value moving “way upstream in terms of architecture transformation, orchestration and governance.” In practical terms, that is the company’s case for partner relevance: organizations may need help redesigning processes and coordinating systems before agent automation is ready for production.
Is ServiceNow’s partner program open to new AI companies?
ServiceNow’s January 2026 announcement describes a redesigned Build Program for ISVs, developers, and technology partners to build, test, certify, and distribute AI agents, applications, and connectors. It names five tiers—Registered, Select, Premier, Elite, and Access—and describes the ServiceNow Store as a global marketplace for partner-built AI agents.
ServiceNow said more than 1,000 partners were transitioning to the redesigned Build Program and that its global ecosystem exceeded 2,700 partners. Those figures indicate the announced program’s scale, but they do not establish that every applicant is eligible, that all program functions are available in every region, or what participation costs. The company’s announcement does not provide partner pricing, referral economics, or regional eligibility details.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
For a prospective builder, the useful distinction is between having a route into a program and having a guaranteed route to customers. The announcement describes program support for building, testing, certification, and distribution; it does not promise acceptance, certification, marketplace placement, sales leads, or revenue. Prospective partners should confirm current requirements and commercial terms directly with ServiceNow before committing resources.

What does ServiceNow claim as its competitive advantage?
ServiceNow frames the strategic choice as applied AI versus raw intelligence: its argument is that enterprise context, execution across workflows, and governance are more durable advantages than model output alone. That is a platform positioning claim. A fair evaluation against model-first copilots, data platforms, or standalone governance tools should compare the capabilities that determine whether a particular use case can operate safely and efficiently.
| Evaluation area | What to examine |
|---|---|
| Execution | Can the system complete approved actions across the systems the workflow uses, or does it mainly generate advice? |
| Enterprise context | What business data and operational context can it use, and how does that context reach the agent? |
| Identity and controls | How are identities, permissions, approvals, audit records, and compliance processes handled? |
| Runtime oversight | Can operators observe activity, investigate behavior, and intervene when needed? |
| Cost and value | Can teams track costs and connect them to a defined outcome? |
| Workflow and integration breadth | Does it cover the relevant processes and connected systems in the organization? |
| Implementation and distribution | What partner capacity and marketplace reach are available for building, deploying, or extending the solution? |
ServiceNow’s materials address these dimensions through AI Control Tower, workflows, playbooks, integrations, and its partner ecosystem. They do not supply an independent side-by-side performance comparison across competing product categories. Buyers should test representative workflows and controls in their own environment instead of treating the company’s positioning as proof of superiority.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does ServiceNow’s AI strategy mean for customers?
The strategy matters most to organizations that want AI to participate in operational processes, not just answer questions. A platform that connects agents to workflows may make it easier to translate decisions into actions, while centralized governance may help teams see and control activity across deployments. Those are potential benefits contingent on implementation, integrations, permissions, and the quality of the organization’s operating model.
ServiceNow’s commercial targets show how central AI is to its own growth plan. The company has stated a 2030 target of more than $30 billion in subscription revenue and AI accounting for above 30% of annual contract value. These are company targets, not achieved results or a forecast customers should use to estimate their own returns.

NVIDIA CEO Jensen Huang, in a ServiceNow executive brief, called ServiceNow “destined to be the best platform, the operating system of enterprise AI agents.” That is an endorsement, not a comparative test.

The practical buyer question is narrower than either claim: can the proposed ServiceNow configuration execute a valuable workflow, with the required context and controls, across the systems that matter to your organization? The product’s five-part governance model, playbook tooling, and partner network define what to investigate. They do not remove the need to validate fit, control boundaries, implementation responsibilities, and measured outcomes in the intended deployment.
Frequently Asked Questions
Is ServiceNow Otto the same thing as AI Control Tower?
No. ServiceNow presents Otto as a unified experience for conversational AI, autonomous workflows, and enterprise search, while AI Control Tower is the governance layer described for discovering and overseeing AI assets. The two are positioned as related parts of the broader platform, not interchangeable product names.
What does agent observability mean in practice?
It generally refers to visibility into an agent’s behavior and runtime signals so operators can investigate activity and respond to problems. ServiceNow says its Observe function includes metrics, alerts, and agent reasoning, but organizations should validate what details are available for their specific agent and integrations.
Does joining the Build Program guarantee a place in the ServiceNow Store?
ServiceNow describes the Store as a marketplace for partner-built agents and the Build Program as supporting development, testing, certification, and distribution. The January 2026 announcement does not say that enrollment guarantees certification, listing, customer discovery, or sales.
Can a ServiceNow AI agent be stopped after it starts an action?
ServiceNow says AI Control Tower can support real-time shutdown when agents exceed permissions. The exact intervention path and recovery behavior depend on implementation, so teams should test how stopping an agent affects in-progress work and downstream systems.
