Sen. Richard Blumenthal, the top Democrat on the Senate Permanent Subcommittee on Investigations, is seeking records from Tether and Nxum over reports that Tether paid millions to the consulting and investment firm linked to former White House digital-asset policy official Bo Hines. The inquiry, announced October 22, 2026, raises questions about payments, Hines’s reported ownership stake and lobbying on stablecoin legislation; it is not a finding that anyone broke the law.

What is the Senate investigating?

Blumenthal’s inquiry focuses on reports that Tether paid Nxum for lobbying, consulting and public-relations work while Hines was a White House official responsible for digital-asset policy. Hines co-founded Nxum and, according to reporting cited in the Senate letter, retained a one-third stake in the firm while working on stablecoin legislation.

The October 22 Senate announcement says the inquiry is based on Wall Street Journal reporting. Blumenthal described the issue as potentially implicating federal ethics, anticorruption and lobbying laws, but the release presents the underlying claims as allegations. It does not announce a legal conclusion.

How much did Tether allegedly pay Nxum?

The Senate letter says Tether agreed in May 2025 to pay Nxum $415,000 per month after the firm pitched “strategic lobbying and a full scale public relations and media awareness campaign.” The Wall Street Journal reporting cited in the letter says more than $6 million went to Nxum.

Those figures describe the reported arrangement, not a final accounting established by the Senate. The letter also asks whether Tether discussed buying a 25% stake in Nxum for $56 million. That is an investigative question; the published material does not confirm that an investment or sale occurred.

Was Bo Hines still in government when the reported payments began?

The inquiry’s account places Hines at Nxum while he was serving as a White House official responsible for digital-asset policy. It alleges that he held a one-third stake in the firm and did not divest it while working on stablecoin legislation. The available account does not give a complete employment timeline or establish precisely how much of the reported payment total was received during each phase of his government service.

The Senate letter describes an alleged change in contracting: Tether initially used marketing firm Notorious as an intermediary, then allegedly contracted directly with Nxum after Hines left the White House. The initial routing is described as Tether assigning the contract and sending cryptocurrency payments through Notorious, which passed funds to Nxum; the money was then split and transferred again. The inquiry seeks the reason for that intermediary arrangement and records that could clarify the payment path.

What does the “Tether loophole” allegation mean?

The term refers to provisions in the GENIUS Act that, according to the Senate letter, Hines lobbied for and that could benefit Tether. The letter says the provisions would allow Tether to continue operating outside the United States and give it more time to comply with regulations.

The significance and context of those communications, as well as the scope of Nxum’s lobbying and consulting work, are among the matters the committee is seeking to examine.

What records has Blumenthal requested?

Blumenthal asked Tether and Nxum to respond by November 6, 2026. As of October 26, that deadline had not arrived, and the published Senate material described an active inquiry rather than a completed investigation. It announced no criminal charge or adjudicated ethics violation. The allegations, Tether’s stated position and any eventual findings should therefore be treated as distinct.

Why would investigators request cryptocurrency wallet addresses?

Wallet addresses can help identify and trace the transfers in a cryptocurrency payment chain. Here, the committee requested them alongside payment dates and methods to examine the alleged routing through Notorious and Nxum.
