A runtime SBOM and software composition analysis (SCA) are related, but they are not the same thing. A runtime SBOM is a formal, machine-readable inventory of components observed while software runs; SCA is a practice or tool category for identifying software components and assessing risks such as vulnerabilities, outdated dependencies, and licenses. SCA can produce or analyze an SBOM, while runtime observation can add evidence about components, dynamic loading, and external call-outs visible during operation.

The practical choice is not usually “SBOM or SCA.” It is deciding which evidence you need, where that evidence should come from, and whether one view should be combined with another.

What is the difference between a runtime SBOM and SCA?

The difference is inventory versus analysis. A runtime SBOM records components observed in a running system; SCA identifies components and dependencies in supported project or artifact inputs and can analyze them for risks. An SBOM is a record. SCA is a practice that may generate or consume that record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The distinction matters because the two approaches answer different questions. A runtime SBOM helps establish what was present or observed in a particular running environment. SCA helps identify components in the material it analyzes and, where supported, check for known vulnerabilities, outdated components, or license concerns.

Calling both outputs an “SBOM” can hide an important difference in evidence. A build or source-oriented inventory may describe what is declared, included, or discoverable in an artifact. A runtime inventory describes what instrumentation observed while a system was executing. A component can appear in one set and not the other without either result being automatically wrong.

Comparison Runtime SBOM SCA
Primary question What components were present or observed while this system ran? Which third-party components and dependencies are in the analyzed project or artifact, and what component risks are known?
Evidence or input An instrumented running system Source code, dependency manifests, a build pipeline, or other inputs supported by the tool
Useful visibility Components dynamically loaded and external call-outs in the observed environment Component identification and dependency relationships; vulnerability and license checks where supported
Main limitation Requires runtime observation; behavior that was not exercised can leave gaps Results depend on the inputs and the tool’s support; identified components may not be used in a particular runtime
How it relates to an SBOM Can provide runtime-focused inventory evidence Can generate an SBOM or consume one for analysis

These are complementary views, not mutually exclusive product categories. For example, a build-oriented inventory may identify declared or included dependencies, while runtime observation can reveal dynamically loaded components or external call-outs seen during the observed activity. Neither observation point alone proves a complete picture of all possible program behavior.

What is an SBOM, and what makes one runtime?

A software bill of materials (SBOM) is a formal, machine-readable inventory of software components and dependencies, with information about those components and their relationships. The Cybersecurity and Infrastructure Security Agency (CISA) describes an SBOM as “a formal, machine-readable inventory of software Components and Dependencies, information about those Components, and their relationships.” NIST’s glossary similarly defines it as a formal record containing details about components and the supply-chain relationships among them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An SBOM therefore is not, by definition, a vulnerability report, a license opinion, or a runtime monitor. Those analyses may be performed using the inventory, but the inventory and the analysis are separate artifacts or functions. The relationships recorded in an SBOM can help a reviewer understand direct and transitive dependencies, subject to the completeness and quality of the underlying identification.

A runtime SBOM is distinguished by how its evidence is collected: it is generated through instrumentation of a system while that system is running. CISA’s description of runtime SBOMs says this approach can capture components present in the system, dynamically loaded components, and external call-outs. The result reflects the observed environment and activity rather than every component that might appear on every possible execution path.

Runtime does not mean that the inventory is continuously or universally exhaustive. The system must be running, and some details may appear only after enough functionality has been exercised. A record from a short or narrow observation period should be labeled according to that scope. If a feature was never reached, its components and connections may not be represented.

Runtime evidence can be useful when the deployed environment differs from the source tree, manifest, or build artifact. It provides an additional way to check what actually appeared during execution. It does not eliminate the value of a build record, because unexercised code and dormant paths may still matter to risk decisions.

What does SCA do?

SCA is a security practice or technology for identifying third-party libraries, dependencies, and other components in the material a tool can analyze. OWASP describes scanning source code to identify these components. Its guidance also discusses checking for vulnerabilities and outdated components and integrating scans into builds.

In a typical analysis, the useful output is more than a component name. The tool may map relationships, identify direct and transitive dependencies, and associate components with vulnerability or license information when those capabilities and data sources are supported. The exact result depends on the implementation, the ecosystem being scanned, and the input supplied to it.

Do not assume every SCA implementation accepts the same inputs or provides the same outputs. Depending on the tool, the analysis may use source, dependency manifests, a build pipeline, an artifact, or another supported representation. Vulnerability and license checks also depend on tool capabilities. OWASP’s description is guidance about the practice, not a guarantee that every product follows one identical workflow.

SCA can be used at more than one point in a delivery process. A team might scan dependency declarations, inspect a built artifact, or place a check in a build pipeline. These choices affect what the tool can identify. A manifest can show declared relationships, while an artifact scan may reveal what was packaged; the tool’s supported methods determine the practical coverage.

SCA findings should be interpreted as analysis of the identified components, not as proof that every identified component was loaded during a particular production session. Conversely, a clean runtime observation does not prove that an unobserved dependency is absent from the project or artifact. Keeping those scopes explicit prevents a result from being overread.

Does SCA generate an SBOM?

It can. SCA tools may generate an SBOM as part of identifying dependencies, and an SCA process may also consume an SBOM to analyze its components. Whether a particular tool supports either workflow depends on that tool.

This is why “SBOM versus SCA” is not quite an either-or choice. The SBOM is the structured component inventory; SCA is the analysis that can produce or use one. A team evaluating a tool should check explicitly whether it can export the required inventory, consume an existing one, and perform the vulnerability or license checks the team needs.

Ask what the exported inventory represents. Is it based on source, dependency manifests, a build pipeline, a packaged artifact, or runtime observation? Also ask whether relationships and component details are preserved in a machine-readable format that another system can consume. An export labeled SBOM is useful only when its scope and provenance are understood.

Conversely, an SBOM does not automatically become an SCA result merely because it contains component names. A separate analysis may be needed to compare those components with vulnerability or license information. The presence of a component in an inventory is evidence for analysis, not the conclusion of that analysis.

What does a runtime SBOM show—and what can it miss?

It shows components observed in an instrumented system during the period and activity that were examined. Depending on that observation, it can surface dynamically loaded components and external call-outs that may not be apparent from a source or build record alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its central limitation is coverage. CISA notes that runtime analysis requires the system to be running and that some details may appear only after enough functionality has been exercised. If a feature or path is not reached during observation, the resulting record should not be treated as evidence that the feature has no components or external interactions.

Coverage has two dimensions. First is the execution period: what was running while the instrumentation collected evidence. Second is the functionality exercised: which routes, jobs, plugins, or other behaviors were actually reached. A longer observation period does not automatically compensate for functionality that was never invoked.

Runtime visibility also has a different boundary from SCA. An SCA result may include components that are present in the analyzed project or artifact but not used during a particular observed runtime. Conversely, runtime observation can surface behavior-specific evidence that a source or build-oriented analysis may not reveal. The differences are about observation point and scope, not simply which inventory is “more complete.”

For that reason, a runtime SBOM should carry context about the system and activity observed. Reviewers need to know that it describes a particular running environment, not an unconditional statement about every possible deployment or execution path. The same application can produce different runtime evidence under different configurations or exercised features.

Do I need both an SBOM and SCA?

That depends on the question you need to answer, but a team seeking both an inventory and component-risk analysis may use both. An SBOM supplies a structured inventory; SCA can identify components and assess risks; runtime observation can add evidence about what was present during observed execution.

Use SCA when the immediate need is to identify third-party components and dependencies in supported project or artifact inputs, then assess vulnerability, outdated-component, or license concerns where the tool provides those checks. Use runtime instrumentation when the immediate need is visibility into components loaded or external call-outs observed during operation.

Combining them is useful when deployment behavior matters as well as build composition. A source or build result can establish what the project or artifact contains. A runtime result can show what appeared during exercised execution. Comparing the two can highlight differences that deserve investigation, without assuming that every difference indicates an error.

Start with the coverage need rather than the label on a tool. If the priority is component identification and vulnerability or license checks in a project or artifact, evaluate SCA capabilities and supported inputs. If the priority is visibility into components loaded or external connections made in operation, assess runtime instrumentation and how observation coverage will be established. Where both kinds of evidence matter, combining source/build analysis with runtime observation can answer more than either observation point alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical way to combine the two views

  1. Define the decision. State whether the team needs component transparency, vulnerability or license assessment, runtime visibility, or several of these. This prevents an inventory from being judged as though it were a risk report.
  2. Choose the evidence point. For SCA, identify whether source, dependency manifests, a build pipeline, an artifact, or another supported input will be scanned. For runtime evidence, identify the system to instrument and the environment in which it will run.
  3. Produce or collect the inventory. Record the SBOM scope and relationships. If SCA generates it, document the input that produced it. If runtime instrumentation generates it, document the observed environment and activity.
  4. Exercise relevant functionality. CISA’s runtime guidance makes this a coverage requirement: some details appear only after enough functionality has been exercised. Record which behavior was observed and recognize that unexercised paths remain a limitation.
  5. Analyze component risk. Use SCA capabilities, where supported, to assess vulnerabilities, outdated components, and licenses. Do not infer those conclusions from component listing alone.
  6. Compare results by scope. A component found by SCA but not at runtime may be present but unused in the observed session. A runtime-only observation may reflect dynamic loading or an external call-out that the source or build view did not expose. Investigate the difference in context.
  7. Preserve provenance. Keep the input, observation point, and limitations with each result so later reviewers know what the inventory actually represents.

This workflow treats the two approaches as evidence that can be correlated, not as interchangeable labels. It also makes gaps visible instead of presenting a narrow runtime observation or a broad dependency scan as complete proof of all behavior.

How should you evaluate an SCA or runtime-inventory approach?

Use the following questions to compare approaches. They are evaluation criteria, not claims that every tool offers the same features.

  1. Where does the evidence come from? Determine whether the approach analyzes source, dependency manifests, build pipelines, other supported artifacts, an instrumented running system, or some combination.
  2. Which dependencies can it identify? Check how it handles direct and transitive dependencies and whether its ecosystem coverage matches the software being assessed.
  3. What does it do with an SBOM? Establish whether it generates an inventory, consumes one for analysis, or supports both functions, and whether the output meets the team’s needs.
  4. Which risks does it assess? Verify support for vulnerability and license checks instead of assuming that an inventory automatically includes those analyses.
  5. How is runtime context handled? For runtime observation, determine what system activity is observed and how the team will exercise relevant functionality. Unobserved behavior can leave gaps.
  6. What does each result actually represent? Distinguish components found in analyzed project or artifact inputs from components observed in a particular running environment. Those sets may differ for valid reasons.
  7. Can the outputs be shared and consumed? Check whether the inventory is machine-readable, whether component relationships are retained, and whether an existing SBOM can be supplied to the analysis process when that is required.
  8. How will limitations be documented? Record the observation period, exercised functionality, input type, and tool capabilities. A result without this context is harder to interpret or compare.

Also clarify what “component” means in the selected workflow. The term may refer to a declared dependency, a packaged library, a dynamically loaded module, or another identifiable software element. The evidence source determines which interpretation applies.

Common mistakes and how to avoid them

Treating an SBOM as a risk verdict. An SBOM is an inventory and relationship record. It can support risk analysis, but it does not by itself establish exploitability, severity in a particular environment, or a license conclusion.

Assuming SCA and runtime observation have identical coverage. SCA may identify components in analyzed inputs that were not used in one run. Runtime observation may reveal dynamic behavior that a source or build record did not show. State the scope of each result.

Calling a short runtime session complete. CISA’s runtime description makes clear that the system must be running and that functionality may need to be exercised before details appear. Treat unobserved paths as unknown, not as absent.

Assuming every SCA tool supports every input. Implementations vary. Verify whether the selected tool accepts source, manifests, pipelines, artifacts, or SBOM files and what it can export.

Assuming vulnerability and license checks are automatic. Those capabilities are supported where the implementation provides them. Confirm the checks rather than inferring them from the presence of an inventory.

Comparing component counts without context. Different counts can result from different observation points, direct versus transitive handling, packaging, dynamic loading, or unexercised behavior. Counts alone do not establish which result is correct.

What is the bottom line?

A runtime SBOM is a machine-readable inventory based on components observed while a system runs, including runtime-specific evidence such as dynamic loads and external call-outs when they are observed. SCA is analysis that identifies components and dependencies in supported inputs and can assess vulnerabilities, outdated components, or licenses where supported. SCA may generate an SBOM or consume one, so the categories overlap operationally without becoming synonyms. Choose the evidence point that matches the decision, document its coverage, and combine source/build analysis with runtime observation when both perspectives matter.

Frequently Asked Questions

Can an SBOM tell me whether a vulnerability is exploitable in my system?

An SBOM is an inventory of components and their relationships, not by itself a finding that a vulnerability is exploitable. SCA can assess component risks, but the result and depth of that assessment depend on the analysis and inputs supported.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why might a runtime SBOM list fewer components than an SCA scan?

The two may examine different scopes: runtime observation reflects components seen during observed execution, while SCA may identify components present in analyzed project or artifact inputs even if they were not used in that particular run.

Is a runtime SBOM the same as monitoring every application request?

No such equivalence follows from the term. CISA describes instrumentation of a running system and cautions that details can depend on exercising enough functionality; the inventory represents observed activity rather than a guarantee of exhaustive request-by-request coverage.

What does a runtime SBOM show?

It shows components observed in an instrumented system during the activity examined. CISA notes that runtime collection can include dynamically loaded components and external call-outs, subject to what was actually observed.

Does a runtime SBOM include every possible dependency?

Not necessarily. Runtime evidence is conditional on the system running and on functionality being exercised. Components associated with unobserved paths may not appear, while a source or artifact analysis may list components not used in that run.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can SCA consume an existing SBOM?

It can, when the particular implementation supports SBOM input. An SCA process may analyze an existing inventory, but capabilities and accepted formats vary by tool, so verify this explicitly.

Is an SBOM the same thing as a vulnerability report?

No. An SBOM records components, details, and relationships. Vulnerability assessment is a separate analysis that may use the inventory, and its coverage depends on the SCA capability and data available.

Do I need both an SBOM and SCA?

Use both when you need a structured component inventory and component-risk analysis, especially if runtime visibility also matters. SCA can generate or consume an SBOM, while runtime instrumentation adds evidence about observed execution; the choice depends on your coverage question.

Why can source, artifact, and runtime inventories disagree?

They observe different points. Source or manifest analysis may include declared dependencies, artifact analysis may reflect packaged content, and runtime observation reflects components seen during exercised execution. Differences require context rather than an assumption that one result is automatically wrong.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I ask an SCA vendor before choosing a tool?

Ask which inputs it supports, how it handles direct and transitive dependencies, whether it generates or consumes machine-readable SBOMs, and whether vulnerability and license checks are included. Confirm that its ecosystem coverage and outputs match your decision.

The Bottom Line

Bottom line: A runtime SBOM records components observed during execution; SCA identifies components in supported inputs and analyzes associated risks. They answer different questions and can be used together, with runtime coverage and input scope documented clearly.
