No—Rockstar has rejected the viral claim that Grand Theft Auto VI cost more to make than Dubai’s Burj Khalifa. The tower’s construction is commonly benchmarked at about $1.5 billion, but Rockstar head of publishing Jennifer Kolbe said GTA VI did not exceed that figure. Rockstar and publisher Take-Two Interactive have not disclosed an exact, title-specific development budget. Industry analysts have circulated estimates of roughly $1 billion to $1.5 billion, but those figures are not audited spending totals. Did GTA 6 cost more than the Burj Khalifa?
Rockstar says it did not. Jennifer Kolbe, Rockstar’s head of publishing, rejected the claim that GTA VI cost more than the approximately $1.5 billion construction benchmark generally associated with Dubai’s Burj Khalifa.

Take-Two chief executive Strauss Zelnick has acknowledged that the project “was expensive” and described blockbuster development as “a high-stakes game for big boys only.” Those comments confirm the scale of the undertaking without establishing a dollar amount.

Why can’t Rockstar’s accounts reveal the GTA 6 budget?
Rockstar Games UK Limited’s audited accounts report company-wide figures rather than a line item for GTA VI. For the year ending March 31, 2025, the entity recorded £363,099,000 in staff costs and £508,868,000 in turnover. The accounts do not identify a game, and the company supports continuing Rockstar work beyond one project.
Those numbers also cover only one legal entity and one fiscal year. GTA VI has been developed over multiple years across Rockstar’s wider organization, so assigning the entire UK staff-cost figure to the game would be incorrect. Payroll is only one component of a large production budget; technology, facilities, outsourcing, marketing and other costs may be accounted for elsewhere.

Why did the $2 billion rumor spread?
The $2 billion figure is an extrapolation, not a disclosed Rockstar number. Large staff counts, a long production cycle and the scale of the Grand Theft Auto brand have encouraged commentators to turn broad cost estimates into definitive-sounding headlines.
Reporting said Rockstar had 4,711 employees across 12 offices in August 2026, compared with 2,441 employees when Red Dead Redemption 2 shipped in 2018. That growth helps explain why analysts expect GTA VI to be exceptionally costly, but headcount does not identify how many employees worked on this title, for how long, or at what fully loaded cost.
What did Rockstar say about the GTA 6 schedule and scope?
Rockstar’s public comments emphasize quality and production scope rather than a budget. Rockstar head of development Phil Hooker said, “We could hit that schedule, but it won’t be the game we want to make.” The remark indicates that development decisions were shaped by the desired game, not by a published spending ceiling.

Take-Two’s Zelnick has likewise characterized the project as expensive while declining to provide a title-specific total. Neither statement validates claims of $2 billion, $3 billion or $5 billion in spending.
How should you judge the competing GTA 6 budget claims?
Use the source and scope before treating any number as fact. An official filing is stronger evidence than an unnamed analyst estimate, and an analyst estimate is stronger than a social-media post that rounds up unrelated figures.
- Official disclosure: A Rockstar or Take-Two filing that explicitly assigns costs to GTA VI would be the clearest evidence.
- Audited company accounts: Useful for workforce and financial context, but not automatically attributable to one game.
- Analyst estimate: A forecast or informed calculation that should remain labeled as an estimate.
- Rumor or extrapolation: Claims that convert headcount, revenue or the Burj Khalifa comparison into a precise budget without documentation.
The construction cost of a completed skyscraper is also not directly comparable to game development spending. A building’s reported cost follows a defined construction project, while a game’s total can depend on which studios, years, overhead categories and marketing activities are included.

When will GTA 6 be released?

Is the Burj Khalifa comparison useful for estimating game costs?
It is mainly a headline comparison. A tower’s construction benchmark and a game’s multi-year development spend use different accounting scopes, so matching the two does not produce a reliable budget estimate.
