RAG usually scales better for knowledge that changes; fine-tuning usually scales better for stable behavior. Retrieval-augmented generation (RAG) supplies relevant documents at answer time, while fine-tuning adjusts a model’s parameters. If your system needs both current information and consistent domain-specific responses, combining them may be the best fit. There is no universal traffic, corpus-size, or cost threshold at which one approach always wins: the answer depends on your update schedule, latency target, retrieval quality, and operating constraints.
What is the difference between RAG and fine-tuning?
RAG changes the information available to the model for a particular request. Fine-tuning changes the model itself. They address different problems, so choosing between them starts with identifying whether the model lacks information or needs to behave differently.
How RAG works
A RAG system retrieves relevant material from a document collection or other data source, then includes that material in the model’s input. The model generates an answer using the retrieved context. The knowledge is maintained in the external collection and its index, rather than being added to the model’s parameters. When the source material changes, updating or re-indexing the collection can make the new information available without a new training cycle.
That separation is central to RAG’s value: the model can answer from information that was not part of its original training, including private material, as long as the application can retrieve the relevant content and provide it in context. It also means a successful document update depends on the full retrieval path: the source has to be ingested, indexed, found for the query, and passed to the model within the request’s context budget.

How fine-tuning works
Fine-tuning trains a model on examples so that it more consistently performs a task or follows a desired pattern. It is suited to stable preferences such as tone, output format, classification behavior, or task execution. It does not automatically give the model a live connection to private files or changing policies; if facts embedded in its training data change, the model may need another training cycle.
OpenAI’s Optimizing LLM Accuracy frames this as a context-versus-behavior decision: “You need to optimize for context when” the model lacks contextual knowledge, is out of date, or needs proprietary information. Fine-tuning is the lever when the goal is more consistent task behavior. Microsoft’s guidance makes the same practical distinction, recommending RAG for private or frequently changing data and fine-tuning to change behavior, style, or task performance.
Which approach scales better for your use case?
RAG tends to scale better when the main challenge is keeping answers aligned with a changing knowledge base. Fine-tuning tends to scale better when the underlying task and desired behavior are stable and serving each answer without a retrieval round trip matters. “Scale” therefore means more than handling more requests: it can also mean absorbing updates, meeting a latency target, controlling operating effort, or preserving answer quality as usage grows.
Recommended Free Tools
A useful way to make the comparison concrete is to separate lifecycle work from request-time work. RAG puts more of the work into maintaining and operating the knowledge path: processing documents, embedding and indexing them, retrieving candidates, and assembling context. Fine-tuning puts more work into preparing examples, training and evaluating a model, and repeating that cycle when behavior or learned facts need to change. The cheaper path depends on how often those jobs recur and how much work each request can tolerate.
| Decision factor | RAG | Fine-tuning |
|---|---|---|
| Knowledge freshness | Update the external collection or index to make changed material available. | Changed facts may require another training cycle. |
| Behavior and style control | Retrieved instructions or examples can provide context, but RAG’s primary role is supplying information. | Useful for consistent style, formatting, and task behavior. |
| Grounding and citations | Can provide source material for grounded answers and references. | Does not provide source references by itself. |
| Update effort | Document updates or re-indexing are generally faster than retraining. | Requires a model-specific training and evaluation pipeline. |
| Per-request work | Adds retrieval steps, context tokens, and network round trips. | Avoids a retrieval round trip at inference time. |
| Operating costs to watch | Embedding and indexing work, search and reranking, data fetches, network calls, and tokens for retrieved context. | Training and evaluation work, plus another cycle when the desired behavior or learned facts change. |
| Primary failure modes | Missed or distracting passages, weak ranking, access-control errors, and context-budget overflow. | Stale learned facts or inconsistent task performance if training and evaluation are inadequate. |
The table describes typical trade-offs, not fixed performance guarantees. Corpus size, update frequency, concurrency, retrieval depth, reader robustness, and latency goals all affect the result. No universal percentage, dollar amount, or request-volume threshold establishes when one approach becomes the better scaler. A small, frequently changing collection with strict freshness needs can favor RAG; a large and steady workload with stable behavior may make fine-tuning’s training investment easier to justify. Those are decision patterns, not hard limits.
When should you choose RAG first?
Choose RAG first when answers depend on information that is private, current, or likely to change. It is the usual starting point for question answering over documents because the source collection can be maintained separately from the model and answers can be grounded in retrieved material. You generally do not need to fine-tune a model merely to let it answer questions about private documents; RAG can provide those documents as context at inference time.
- Current policies: policy revisions can be reflected in the knowledge collection rather than waiting for model retraining.
- Product catalogs or support content: changes to descriptions, troubleshooting material, or availability can be handled as knowledge updates.
- Private files: the model can answer from documents provided to the retrieval system without relying on those facts having appeared in its training set.
- Traceable answers: retrieved passages can support citations or references, although the system still needs to ensure that its citations actually support its claims.
AWS recommends starting with RAG for question answering over custom documents. In Comparing Retrieval Augmented Generation and fine-tuning, AWS says RAG can incorporate the latest documents in minutes and provide a reference to the source, while fine-tuning may take hours to days depending on model size. Those are AWS’s general comparisons, not a service-level guarantee for every system or corpus. “Minutes” describes the potential speed of making new documents available relative to retraining; actual ingestion and indexing time depends on the system.
Freshness alone is not enough to make RAG reliable. If a newly revised policy is not indexed, if retrieval returns an older passage, or if the answer cites a passage that does not support its claim, the system can still be wrong. For high-impact answers, test document versioning and update behavior as well as whether citations are present. A citation should be checked for relevance and support, not treated as proof of correctness merely because it appears in the response.

What makes RAG harder to scale?
RAG makes knowledge updates operationally flexible, but each request depends on a retrieval pipeline as well as the model. Its bottlenecks can move from document processing to search, ranking, network latency, or the model’s context budget as usage and corpus complexity change.
Indexing and search throughput
New or changed documents may need processing, embedding, and indexing. At request time, the system must search the index and fetch the relevant content. Embedding throughput and approximate-nearest-neighbor search can become constraints, as can the data-fetch operations needed to assemble context.
Think about both sides of the workload: how quickly content must be refreshed and how many simultaneous questions the system must answer. A design that can serve queries quickly may still have trouble keeping a fast-changing corpus current; conversely, rapid indexing does not ensure that high-concurrency retrieval will meet a latency target. Microsoft’s RAG guidance identifies retrieval latency, embedding costs, index configuration, token usage, and access-control risks as considerations to manage, rather than assuming an index will scale correctly by default.
Ranking and noisy context
Retrieving more passages is not automatically better. A reranker may help prioritize candidates, but it adds work; passing too many irrelevant passages can distract the model or consume tokens that could have been used for useful context. The 2025 RAGGED paper identifies reader robustness to retrieval noise as a key determinant of RAG stability and scalability: some readers benefit from deeper retrieval, while others degrade when more distracting passages are added.
That finding is a reason to test retrieval depth, not to pick a larger top-k value as a universal fix. Compare whether the needed evidence appears among retrieved passages, whether the reader uses it faithfully, and whether extra passages increase latency or introduce distracting material. Retrieval recall and answer faithfulness are related but distinct: finding a relevant passage does not guarantee that the generated answer uses it correctly.
Latency and token costs
Retrieval, reranking, and network round trips add latency, while the retrieved context adds tokens to the model input. Microsoft’s RAG guidance also calls out embedding costs, index configuration, and token-budget overflow. A design that meets an answer-quality target may still miss a latency or cost target if each request retrieves too much or traverses too many services.
Fine-tuning avoids that retrieval round trip, but it is not cost-free: model-specific training and evaluation require offline work, and a new cycle may be needed when requirements change. Compare total operating effort over the time horizon that matters to your team, including both RAG’s per-request work and fine-tuning’s training-cycle work. The sources do not establish a universal dollar break-even point, so measure the actual workload rather than relying on a general claim that one method is always cheaper.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minutePermissions and data governance
Retrieval systems must respect who is allowed to see each source. If access controls are not applied correctly when selecting and returning passages, a response could expose information to a user who should not receive it. Treat authorization behavior as a production evaluation criterion, not an assumption that follows from connecting a private data source.

Include permission-sensitive test cases: ask the same question as users with different access, check which passages are retrieved for each, and verify that the answer does not reveal restricted material. This is a property of the complete application and retrieval path. Fine-tuning a model on examples does not replace document-level access checks or establish that a user is entitled to see a source.
When does fine-tuning scale better?
Fine-tuning is a stronger fit when a stable task requires the model to behave consistently and the information it needs does not have to be fetched anew for each request. Once a suitable model is trained and deployed, inference does not require the extra retrieval round trip, which can simplify the serving path.
Good candidates for fine-tuning
- A stable tone or response style that should be applied across many requests.
- A predictable output structure or formatting convention.
- Repeated classification or task-execution behavior.
- Consistent tool-use conventions that are part of the task.
These are behavior requirements: the model should perform a task or express an answer in a consistent way. They are different from requirements to know the latest policy, catalog entry, or private document. If a task includes both, consider whether a fine-tuned model can handle the stable response pattern while a retrieval system provides changing facts.
Fine-tuning has an offline cost: it requires training data, a model-specific pipeline, and evaluation. AWS says training can take a few hours to days depending on model size. If the desired behavior or underlying facts change, teams may need another training and evaluation cycle. This makes fine-tuning less attractive as a way to keep rapidly changing documents current, even if it can be attractive for steady serving behavior. Evaluate the behavior you wanted to improve on representative examples; a training run by itself is not evidence that the task is now consistent.
Can you combine RAG and fine-tuning?
Yes. A hybrid system can use RAG to supply fresh, attributable information and fine-tuning to make the model use that information in a consistent way. It is useful when neither current knowledge nor predictable behavior is optional.
For example, a support assistant could retrieve the current policy or product documentation for each question, while a fine-tuned model follows the organization’s stable response format and task conventions. The retrieved source remains the place to update changing facts; fine-tuning addresses how the model responds. AWS says the approaches can be combined, and Microsoft describes them as complementary tools for different needs.
A hybrid also adds operational pieces: a retrieval pipeline plus a training and evaluation pipeline. It is not automatically more accurate or cheaper simply because it uses both methods. Keep the combination only if evaluation shows that it improves the outcomes that matter enough to justify the added complexity. In practice, establish which component is responsible for each requirement: the index for current facts and source references, and the fine-tuned model for a stable task pattern. Then test the integrated system, because a strong retrieval result and a strong behavior result in isolation do not guarantee a good end-to-end answer.

How should you decide and evaluate the system?
Start with the failure you are trying to fix, then compare approaches against the same representative tasks. The objective is not to choose the newest architecture; it is to meet knowledge, behavior, quality, and operating requirements with a manageable system.

- Separate knowledge from behavior. List the facts the model must know and how often they change. Separately list the response patterns, formats, or task behaviors that should remain consistent.
- Choose the simplest first approach. Start with RAG for changing or private source material. Start with fine-tuning for stable behavior. Consider a hybrid when the use case has both requirements.
- Build representative test questions. Include common requests, edge cases, questions whose answers depend on recent changes, and cases where the correct response depends on document permissions.
- Measure retrieval and answer quality. Check whether the right passages are retrieved, whether the answer is faithful to them, and whether citations point to supporting material. For fine-tuned behavior, assess whether the model follows the requested task and format consistently.
- Measure operations as well as quality. Track latency, token cost, update time, and the operational work required to keep the system useful. Include access-control behavior in the evaluation.
- Test retrieval depth rather than assuming more is better. Compare different retrieval settings against answer quality and latency; additional passages can help or harm depending on the model’s robustness to noise.
- Re-evaluate after meaningful changes. New documents, altered policies, a changed model, or a revised task can change the balance. Test the updated system against the same criteria before relying on it.
Keep the scorecard tied to the use case. For a changing knowledge base, update time, retrieval recall, grounded-answer faithfulness, and citation correctness matter alongside latency and token cost. For stable task behavior, measure whether the desired format, classification, or task execution is consistent. For either approach, include the workload and governance constraints that apply in production: concurrency, the response-time target, and whether each user receives only information they are authorized to see.
Do not use a single quality score to hide trade-offs. A system may retrieve the correct document but produce a weak answer, or produce a fluent answer that is not supported by its sources. Similarly, a fine-tuned model may follow a format reliably while its learned factual content becomes stale. Decide in advance which failures are unacceptable, and compare candidate systems using the same test set and operating measurements.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does the evidence say about hybrid strategies?
Published comparisons support treating architecture choice as task-dependent rather than assuming a universal winner. A 2025 Findings of EMNLP study compared independent, joint, and two-phase fine-tuning strategies for RAG. It reported about equal improvements in exact match (EM) and F1 generation quality across the evaluated strategies, while computational costs differed significantly. The authors’ result makes labels, learning-rate search, and available compute relevant to selecting among those strategies; it does not establish that one strategy is best for every application.

A comparative study published in IEEE Access on February 14, 2025, reported that RAG enriched responses with external data without much computational load in its evaluated setup, fine-tuning improved contextual accuracy, and the hybrid balanced efficiency and accuracy. Those findings describe that study’s setup, not a general performance guarantee across models, data, or production workloads.
For RAG specifically, the ICML 2025 RAGGED paper in Proceedings of Machine Learning Research, volume 267, highlights the reader’s ability to tolerate retrieval noise. That finding helps explain why simply increasing retrieval depth is not a reliable scaling strategy: the useful amount of context depends on how the reader handles it.
Taken together, these results are useful for framing tests, not for replacing them. The fine-tuning strategies in the EMNLP study differed in computational cost despite similar reported EM and F1 improvements, while the IEEE Access comparison was tied to its evaluated setup. Neither establishes a traffic limit, dollar threshold, or universal winner. Use the evidence to ask better implementation questions—how much compute is available, what labels exist, whether retrieval noise harms the chosen reader, and which outcome the application needs—then benchmark those questions on your own workload.
Frequently Asked Questions
Should I use RAG or fine-tuning?
Use RAG first when the model needs private or frequently changing information. Use fine-tuning first when the task, style, format, or behavior should be stable and consistent. If both are essential, evaluate a hybrid rather than assuming one technique can do both jobs.
Which scales better, RAG or fine-tuning?
Neither wins for every workload. RAG generally scales knowledge updates more readily, while fine-tuning can simplify request-time serving by avoiding retrieval. Corpus size, update frequency, concurrency, retrieval depth, reader robustness, and latency targets all affect the result; there is no universal request-volume or cost threshold.

Do I need to fine-tune my model for private documents?
Usually not just to make those documents available. RAG can retrieve private documents and include relevant passages in the model’s input. You still need to secure the retrieval path and evaluate whether it finds and uses the right material.
How do I keep answers current without retraining?
For a RAG system, update or replace the source documents and make sure the changed material is ingested and indexed. Then test whether queries retrieve the current version and whether the answer is grounded in it.
Can I combine RAG and fine-tuning?
Yes. RAG can supply fresh, attributable information, while fine-tuning can help the model follow stable response patterns or task conventions. The hybrid adds both retrieval operations and training and evaluation work, so keep it only if testing shows a worthwhile benefit.

No. RAG makes retrieved material available in the input for a request; it does not, by itself, rewrite the model’s parameters. If you remove or change the external source, the information the system can retrieve changes with it.
Do I need labeled examples to use RAG?
A basic RAG question-answering setup can retrieve existing documents without fine-tuning examples. Labeled examples may still be useful for evaluating answer quality or training a model’s behavior, but they are a separate requirement from maintaining the document collection.
Can a RAG system answer if the documents do not contain the answer?
It may still generate an unsupported response unless the application is designed and evaluated to handle missing evidence. Include unanswerable questions in testing and define what the system should do when retrieved material does not support a reliable answer.
Does fine-tuning make a model compliant with access rules for private documents?
Fine-tuning is not a substitute for enforcing permissions on document retrieval. Access checks need to govern which content a user can retrieve and see; test that behavior directly in the deployed system.
Quick wins for a faster PC:

No. Deeper retrieval can supply useful evidence, but it can also add distracting passages and consume context tokens. The 2025 RAGGED paper identifies reader robustness to retrieval noise as important, so test retrieval depth against answer quality and latency for the reader you use.
The Bottom Line
Bottom line: Start with RAG when answers depend on private or frequently changing knowledge; start with fine-tuning when stable behavior, style, or task execution is the main goal. Combine them when the use case needs both, and validate the choice with tests for freshness, groundedness, citation correctness, latency, token cost, update time, and access control. There is no universal scale threshold that replaces measuring your own workload.
