Public cloud and private cloud describe who shares the infrastructure; sovereign cloud describes the legal, operational, technological and jurisdictional controls around it. A public cloud is offered for open use by many customers. A private cloud is reserved for one organization, whether it runs on that organization’s premises or at a provider. A sovereign cloud can be built on either model, provided it meets defined requirements for data location, applicable law, operator access, encryption, supply-chain dependence and strategic control. “Sovereign” therefore does not automatically mean private, on-premises or compliant with every local rule. The right choice depends on the workload’s obligations, threat model, portability needs and the evidence a provider can supply.

What is the difference between public, private and sovereign cloud?

Public and private cloud are deployment models. Sovereign cloud is a set of sovereignty objectives and controls that may be implemented on public or private infrastructure.

Model or concept What it classifies Typical defining question
Public cloud Shared deployment available for open use Is the provider’s infrastructure used by multiple customers?
Private cloud Exclusive deployment for one organization Is the environment provisioned for the exclusive use of one consumer?
Sovereign cloud Requirements for jurisdiction, control, technology, operations and dependencies Can the organization demonstrate that the workload, operators and technology remain within its required sovereignty boundaries?

The U.S. General Services Administration’s Cloud Information Center, reproducing NIST terminology, defines private cloud as “provisioned for exclusive use by a single consumer.” The consumer, a third party or both may own, manage or operate it, and it may be on-premises or off-premises. Public cloud is provisioned for open use by the general public. Those definitions make clear that private does not necessarily mean customer-owned hardware, and public does not by itself specify a particular country, security level or compliance result.

Sovereignty adds questions that the deployment labels do not answer: where data is stored and processed; which country’s laws and authorities can reach it; who can administer the service; who controls encryption keys; which subcontractors and software components are involved; and whether the customer can continue operating if a provider, region or supplier becomes unavailable. A sovereign design can therefore use a public region with additional controls, a dedicated private environment, or a combination of both.

How does public cloud work?

In a public cloud, a provider operates pools of compute, storage, networking and managed services for many customers. Customers receive logically isolated accounts, virtual networks and access controls while the provider retains responsibility for the underlying facilities and core platform.

What public cloud usually provides

  • On-demand capacity that can be increased or reduced without buying servers.
  • Managed databases, identity systems, analytics and other services maintained by the provider.
  • Geographic region choices, often with separate availability zones for resilience.
  • Consumption-based billing or contracted capacity rather than a single hardware purchase.
  • Provider-managed physical security, hardware replacement and much of the platform patching.

What the label does not tell you

“Public” does not reveal the exact data-residency boundary, support-access process, encryption-key arrangement, subcontractor chain or legal exposure. Two public services can have materially different controls. A regulated workload must be assessed against the specific service, region, contract and evidence rather than against the word public alone.

How does private cloud work?

A private cloud dedicates the environment to one organization. The hardware can sit in the organization’s data center, in a colocation facility or in a provider’s facility. Ownership and operation can remain with the customer, a provider or a shared arrangement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why organizations choose private deployment

  • Dedicated tenancy when a policy or regulator requires exclusive use.
  • More direct control over network boundaries, hardware configuration and maintenance windows.
  • Integration with specialized equipment or legacy systems that cannot move easily to a shared service.
  • Ability to set organization-specific administrative processes and access approvals.

What private deployment costs in responsibility

Exclusive use does not remove operational risk. The organization or its operator must plan capacity, patching, identity security, backup, incident response, hardware failure and disaster recovery. A private cloud can also rely on external software, contractors and support channels, so it is not automatically sovereign or free from supply-chain and jurisdictional concerns.

What does sovereign cloud mean?

Sovereign cloud means that a workload is governed by explicit sovereignty controls, not merely placed in a particular country. The European Commission’s framework treats sovereignty as multidimensional, covering strategic, legal and jurisdictional, data and artificial-intelligence, operational, supply-chain, technological, security and compliance, and environmental-sustainability concerns.

How the European Commission frames sovereignty

The Commission’s implementation guidance presents assurance levels rather than a single worldwide definition. In the Commission’s 1 June 2026 explanation, SEAL-2 corresponds to data sovereignty, SEAL-3 to technological autonomy and SEAL-4 to full sovereignty. Its overall sovereignty score uses 48 criteria grouped into eight categories. These levels and criteria belong to that European framework; they are not a universal legal standard or a substitute for a country’s laws, sector rules or procurement terms.

Why sovereignty is broader than residency

Keeping files in a local data center may satisfy one residency requirement while leaving foreign support access, parent-company legal exposure, proprietary dependencies or externally controlled keys unresolved. A credible sovereignty assessment examines the entire service boundary, including telemetry, backups, disaster-recovery copies, administrative tooling, support escalation and software updates.

Can a sovereign cloud be public?

Yes. Sovereign describes the controls and assurances applied to a service; it does not require single-customer hardware. Microsoft describes its Sovereign Public Cloud as adding sovereignty capabilities to existing hyperscale regions and services, including data-residency options, operational oversight and customer-controlled encryption capabilities. That is the vendor’s description of its own offering, not a general definition.

Before relying on any sovereign-public service, verify the exact region and service scope. Ask whether backups and logs remain in the stated boundary, which support personnel may access systems, how emergency access is recorded, where keys are generated and stored, which subprocessors are used, and what contractual remedy applies if a boundary changes. A marketing label cannot replace a service-specific contract, architecture review and audit evidence.

How do public and private clouds differ in practice?

The deployment distinction is useful, but it is only one part of a procurement decision. Compare the following axes for the actual workload.

Decision axis Public-cloud question Private-cloud question Sovereignty question
Deployment and tenancy Is the platform shared among customers with logical isolation? Is infrastructure reserved for one organization? Does the tenancy arrangement meet the required assurance level?
Data location and jurisdiction Which regions hold primary data, replicas, backups and logs? Where are the facilities and recovery sites? Which laws and authorities can compel access?
Operational control Which provider teams can administer the service? Who operates the stack and approves privileged access? Are operators, support paths and emergency procedures inside the required jurisdiction?
Encryption and governance Who controls keys and can they be held outside the provider? Can the organization control key custody and cryptographic policy? Are data protected at rest, in transit and during processing, with verifiable key control?
Technology and supply chain Which provider, subcontractors, firmware and proprietary services are dependencies? Which hardware, software and contractors must be maintained? Can critical components be substituted or independently operated if a supplier is unavailable?
Security and compliance What controls and audit evidence cover the workload? Who funds and operates equivalent controls? Do controls address the specific legal, sector and threat requirements?
Portability and exit Can data and applications move to another provider or region? Can the organization operate or migrate the stack independently? Can the workload exit without breaching residency, key-custody or continuity obligations?

Is one model more secure than the others?

No universal security ranking is supported. Security depends on the workload, architecture, configuration, operator competence and recovery design.

The Swiss Federal Office for Cyber Security identifies recurring cloud risks: reduced direct physical control, exposure through management interfaces, multi-tenancy concerns and difficulty protecting data while it is being processed. Those risks can occur in different forms in public and private environments. A private cloud may reduce some sharing concerns but can suffer from weaker patching, smaller security teams or neglected recovery systems; a public cloud may offer mature monitoring while concentrating administrative power in the provider.

Controls to examine for any model

  • Strong identity, phishing-resistant multifactor authentication and least-privilege administration.
  • Separate production, development and recovery accounts or security domains.
  • Encryption in transit and at rest, with documented key generation, rotation, backup and revocation.
  • Protection for data in use, including confidential-computing or equivalent controls where the threat model requires it.
  • Immutable backups, tested restoration and recovery objectives that match business impact.
  • Centralized logging, tamper-resistant retention and independent review of privileged actions.
  • Vulnerability management for provider-managed and customer-managed components.
  • Incident-notification terms, forensic access and a workable process for suspending compromised credentials.

What should I ask about jurisdiction and legal access?

Start with a data-flow map rather than a country list. Identify every place that content, metadata, keys, backups, support records and diagnostic data can travel.

  1. Map processing. List the primary region, replicas, backup vaults, disaster-recovery sites, observability systems and support tools for each service.
  2. Identify applicable law. Ask which entity signs the contract, where it is incorporated and which government-access regimes could apply to that entity or its operators.
  3. Define access boundaries. Require a current list of privileged roles, support locations, approval workflows, session recording and emergency-access review.
  4. Specify key custody. Decide whether the provider, the customer or a separate key-management service controls keys, and test revocation and recovery procedures.
  5. Check change rights. Review how the provider announces region moves, subprocessors, support changes and new data flows, and what termination rights follow.

Residency is a location condition; sovereignty also concerns control and dependency. Document both separately so a service is not approved merely because its primary data center is local.

What is the role of technology and supply-chain autonomy?

A sovereign assessment asks whether the organization can continue using and governing the service if a foreign supplier, proprietary component or external network becomes unavailable. This includes hypervisor and container layers, identity services, cryptographic modules, firmware, update channels, support tooling and critical subcontractors.

Questions for suppliers

  • Which components are closed source, and what independent assurance or escrow exists?
  • Can security updates be verified, delayed for testing and installed during an outage?
  • Are replacement parts, licenses and specialist personnel available from more than one jurisdiction?
  • Can administrators export configurations, policies, keys and audit records in usable formats?
  • What happens if sanctions, export controls, insolvency or a contract dispute interrupts support?

Technological autonomy is a spectrum. An organization may achieve strong data control while remaining dependent on a foreign control plane, or retain local operations while relying on proprietary hardware that cannot be replaced quickly. State the exact dependency and the mitigation instead of calling the entire platform sovereign.

How should portability and hybrid cloud affect the decision?

Portability is a design and procurement property, not an automatic feature of any cloud label. The Canadian Centre for Cyber Security defines hybrid cloud as distinct cloud infrastructures bound by technology that enables data and application portability.

Design for realistic portability

  • Prefer documented APIs, open data formats and independently restorable backups for critical data.
  • Separate application logic from provider-specific queues, databases and identity features where practical.
  • Maintain infrastructure definitions and configuration exports in a controlled repository.
  • Test a representative migration, including permissions, encryption keys, logs and retention policies.
  • Measure transfer time, egress cost, revalidation effort and downtime before signing an exit plan.

Portability can conflict with performance, managed-service convenience and sovereignty. A workload that uses a provider’s proprietary analytics or hardware acceleration may be difficult to move, while duplicating every service across clouds can increase attack surface and operational cost. Record which components are portable, which are replaceable only with redesign and which require a retained private capability.

Which model fits common workload situations?

Use the following as starting points, then validate the legal and technical details for your jurisdiction and sector.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Public cloud is often suitable when

  • Demand is variable and rapid scaling has high business value.
  • The provider can meet residency, encryption, support-access and audit requirements for the workload.
  • The organization accepts dependence on the provider’s platform and has a tested exit plan.
  • Security operations benefit from provider capabilities that the organization could not economically build itself.

Private cloud is often suitable when

  • Exclusive tenancy, specialized hardware or tight integration with on-site systems is required.
  • Workloads have stable utilization that justifies dedicated capacity and operations.
  • Policies require direct control over physical access, maintenance windows or network isolation.
  • The organization can fund skilled operations, patching, monitoring and recovery testing.

Sovereign controls are essential when

  • Law, contract or national policy restricts foreign access, operator location or data movement.
  • Continuity depends on local control of keys, operations, support and critical technology.
  • The workload is strategically sensitive, such as government, defense, essential services or high-impact industrial systems.
  • Procurement requires evidence across multiple sovereignty dimensions rather than a residency statement alone.

A mixed architecture may be the least-risk option

Organizations can keep highly sensitive records and keys in a controlled private environment while using public services for less-sensitive analytics, development or burst capacity. The boundary must be explicit: classify data, enforce policy at interfaces, monitor transfers and ensure that a public service does not receive metadata or credentials that the policy intended to keep sovereign.

How do I evaluate a provider’s sovereign-cloud claim?

Turn the claim into evidence that procurement, security and legal teams can independently review.

  1. Define the target. Write the required residency, operator, key-custody, availability, recovery and portability outcomes for the workload.
  2. Request a service boundary. Obtain a diagram and written list of regions, subprocessors, control-plane dependencies, backup paths and support locations.
  3. Match controls to obligations. Map each requirement to a contract clause, technical setting, audit report or operating procedure; mark unsupported items as gaps.
  4. Test privileged access. Review just-in-time administration, approval, session recording, emergency access and termination of staff accounts.
  5. Validate cryptography. Confirm key ownership, hardware or software modules, rotation, escrow, recovery and the effect of disabling a provider key.
  6. Assess supply-chain exposure. Identify critical hardware, software, updates, licenses and specialist support, then document alternatives and recovery time.
  7. Exercise exit and incident plans. Run a restoration and a representative migration; verify that logs, permissions, keys and retention controls survive the move.
  8. Set review triggers. Require notification and reassessment when regions, subprocessors, ownership, support locations, laws or service architecture change.

What are the most common decision mistakes?

  • Equating local storage with sovereignty. Storage location does not answer who can administer the service or which laws apply.
  • Treating private as automatically secure. Dedicated infrastructure still needs strong identity, patching, monitoring and tested recovery.
  • Accepting a label without scope. A sovereign designation may cover selected regions or services, not every feature, backup or support path.
  • Ignoring processing data. Search indexes, telemetry, crash dumps and model prompts can contain sensitive information even when primary records stay local.
  • Leaving keys and exits until the end. Key custody and migration constraints can make an apparently compliant design impossible to operate or replace.
  • Assuming hybrid means portable. Hybrid connectivity does not guarantee that applications, identities, data and policies can move without redesign.
  • Using one framework as global law. The European Commission’s levels and 48-criteria score are useful for that framework, but local legal and sector requirements still govern the deployment.

What is the practical bottom line for an architecture decision?

Choose public or private cloud based on tenancy, operational capability, workload economics and technical fit. Add sovereign requirements when jurisdiction, control, strategic autonomy or supply-chain independence matters, and specify those requirements as testable controls. A public cloud can be sovereign in a defined sense, while a private cloud can fail sovereignty requirements if operators, software or legal control remain outside the required boundary. Approve the exact service and contract only after data-flow mapping, threat modeling, evidence review and an exercised exit plan.

Frequently Asked Questions

Is sovereign cloud the same as an air-gapped cloud?

No. Air-gapping describes a network-isolation arrangement, while sovereignty covers jurisdiction, operators, data, technology and dependencies. A sovereign service may still require controlled external connectivity for updates, identity or support, so the architecture must state which connections are permitted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a small organization meet sovereign-cloud requirements without owning a data center?

Often, yes, if a provider can contractually and technically demonstrate the required residency, operator controls, key custody, audit evidence and continuity arrangements. The organization still needs staff or advisers who can verify those claims and test recovery; outsourcing hardware does not outsource accountability.

Does sovereign cloud prevent government access to data?

No provider label can make that promise universally. Government-access risk depends on the entities involved, applicable laws, data location, encryption-key control and the legal process available to authorities; obtain jurisdiction-specific legal advice and contract commitments.

How often should a sovereign-cloud assessment be repeated?

Repeat it whenever the provider changes regions, subprocessors, ownership, support locations, control-plane dependencies or cryptographic design, and at the organization’s regular risk-review interval. A fixed annual review is useful, but event-driven reassessment catches boundary changes sooner.
