To prepare Pokémon cards for a mail-in PSA submission, place each card in a clear penny sleeve, slide it into a standard-size semi-rigid holder, arrange the holders in the exact order on your PSA confirmation, and protect the stack between cardboard dividers. Secure it gently with rubber bands, wrap it in bubble wrap, put it in a new sturdy box with no empty space, add the printed paperwork, seal the box, and attach the current Submission ID label.
PSA’s packaging rules are specific. The wrong holder, an incorrect card order, a loose package, or an unreadable label can create handling problems, delays, or charges under the current terms. Buy holders intended for standard trading cards rather than guessing from a product name. The important characteristics are the semi-rigid construction, the standard dimensions specified by PSA, and an opening that lets the card be removed without forcing it. What should I do before putting the cards in holders?
Complete the current online PSA submission workflow first. The confirmation page determines the item sequence, paperwork, Submission ID, destination, and any route-specific instructions. Do not pack from memory or from an older submission.
- Enter every card and service selection in the PSA submission workflow.
- Review the confirmation for spelling, item count, service level, destination, and the order assigned to each item.
- Print the confirmation or submission paperwork. Keep a second copy with your personal records.
- Gather the exact number of sleeves and holders, then clear a clean, flat work surface.
Handle cards by their edges. Keep food, drinks, loose debris, and adhesive materials away from the work area. These precautions reduce the chance of adding contamination or surface damage while you are loading the holders.

PSA’s Shipping Guide states: “Place each card into a clear penny sleeve.” Use one sleeve per card, with the card fully inside and the opening positioned consistently. Do not use opaque, colored, or solid sleeves that prevent inspection.
2. Slide the sleeved card into a semi-rigid holder
Use the standard-size semi-rigid format PSA specifies for trading cards: 3 5/16 by 4 7/8 inches. Slide the sleeved card in slowly and keep it flat. Both the front and back should remain visible through the holder so PSA can remove and identify the card safely.
3. Leave the holder unmodified
Do not add tape, pull tabs, sticky notes, stickers, labels, or writing to the holder. A holder that has been altered can interfere with safe removal or with matching the card to the submission item. Keep identification information on the official paperwork and exterior Submission ID label instead.
Can I send Pokémon cards in top loaders or hard cases?
No. PSA’s current guide says: “Do not use toploaders, tape, pull tabs, or sticky notes.” Use a clear penny sleeve inside a semi-rigid holder instead.

Do not assume that a more expensive or more rigid case is safer for a grading submission. PSA’s process is designed around removing cards from the specified semi-rigid holders. Deviations may be treated as non-conforming packaging under the current terms and can lead to additional handling, delays, or fees.

How should I arrange cards on the PSA submission?
Arrange the loaded holders in the exact sequence shown on the PSA confirmation, with Item 1 on top. The physical order is part of the identification process, not merely a convenience.
- Place the holder for Item 1 on top of the stack.
- Continue downward in numerical order until the last item is at the bottom.
- Compare every card name and item number with the printed confirmation before closing the bundle.
- If you have more than one submission, keep each submission as its own ordered bundle. If the bundles share one outer box, do not mix their cards.
Do not insert loose notes between cards to mark an order. Use the printed confirmation and the separate bundles themselves to maintain identity.
How do I secure the stack without damaging the cards?
Use two slightly larger cardboard dividers, two or three rubber bands, and a cushioning wrap. The bundle should resist movement while remaining free of concentrated pressure.

- Position two or three rubber bands around the divider-and-holder bundle. Use enough tension to stop the stack from sliding, but not enough to bend the dividers, deform the holders, or compress card edges.
- Check the bundle from each side. Holders should remain aligned, no card should protrude, and the bands should not cross a card opening or press directly into a card.
- Wrap the secured bundle in bubble wrap or equivalent protective material. Cover the corners and faces, then check that the wrap cannot unravel inside the box.
Rubber bands are for keeping the bundle together, not for replacing cushioning. If the bands have to be pulled extremely tight to stop movement, improve the alignment or use the box’s void fill rather than increasing pressure.
How do I put the packaged cards in the shipping box?
Use a new, sturdy shipping box with enough room for the wrapped bundle and protective void fill. A box protects the semi-rigid holders from bending and impact better than an envelope.
- Choose a clean box with intact panels and no soft, crushed corners.
- Place cushioning material on the bottom if the box has unused depth.
- Set the bubble-wrapped card bundle flat inside the box.
- Fill every empty space around the bundle with bubble wrap or equivalent material so the contents cannot slide, rotate, or strike the box walls during transit.
- Put the printed submission confirmation or required paperwork inside the box, positioned so it cannot rub against the cards or become trapped under a box flap.
- Close the flaps and seal every seam with packing tape. Reinforce long seams and the meeting point of the flaps rather than relying on a single narrow strip.
Shake the closed box gently before applying the label. You should not hear or feel the card bundle moving. If it shifts, reopen the box and add or reposition void fill.

Where does the Submission ID label go?
Attach the current Submission ID or tracking label directly to the outside of the sealed box. Keep the barcode fully visible, flat, and free from tape glare or folds. Remove or cover old carrier labels and barcodes so the package cannot be routed using outdated information.
Use the destination shown for the applicable PSA route on your current confirmation. PSA’s destination addresses and accepted carriers can change, so do not copy an address from an older submission, a saved template, or another collector’s package. Photograph the exterior after the label is attached so you have a record of the package and its identifier.
What shipping risks am I responsible for?
The submitter is responsible for shipping in both directions. Under PSA’s terms, the carrier is not PSA’s agent, and the submitter bears the risk of loss, damage, theft, delay, destruction, and insurance decisions until each item has been unpacked, identified, and confirmed received by PSA.
A carrier delivery scan does not necessarily mean PSA has completed its later confirmed-receipt processing. Keep the carrier receipt, tracking number, submission confirmation, photographs of the packed box, and any insurance documentation until the submission has progressed beyond that initial delivery stage.
- Receipt: Shows when and where the carrier accepted the parcel.
- Tracking number: Lets you follow movement and delivery events.
- Submission confirmation: Connects the physical bundle to the item order and Submission ID.
- Photographs: Document the packed condition and exterior label; PSA does not state that these photos are mandatory.
- Insurance records: Preserve the policy or receipt if you elected coverage for the shipment.
Choose the carrier, service, signature option, and insurance level according to the value and risk you are willing to accept. PSA’s terms place those decisions with the submitter rather than promising a particular carrier outcome.

Should I mail the cards myself or use a PSA Submission Center?
Self-mailing gives you control over the packing materials, carrier, tracking, and insurance choices. An official PSA Submission Center is the convenience route: PSA says its locations provide expert help and handle packaging and shipping. Availability and services vary by location, so verify the current listing before visiting.

Neither route removes the need to verify the current PSA requirements. For a self-mailed package, check every physical and paperwork detail before sealing. For a center submission, confirm what the location accepts, what it packages, and what receipt or tracking information it gives you.

Most avoidable problems come from using the wrong holder, losing the item order, or allowing movement inside the box. Use this fault-finding list before the package leaves your hands.
The card is in a toploader or hard case
Remove it and repack it in a clear penny sleeve followed by the specified semi-rigid holder. Do not try to place a rigid toploader inside another holder as a workaround.
The holder has tape, a pull tab, or a note attached
Remove the attachment and replace the holder if adhesive residue remains. Keep all identifying information on the official submission paperwork and exterior label.
The physical order does not match the confirmation
Stop packing and reconcile the stack one item at a time. Item 1 belongs on top; separate submissions must remain separate even when they travel in one box.
The bands are tight enough to bend the bundle
Loosen them and realign the cardboard dividers. The bands should stop shifting, not compress the cards. Add appropriate box void fill later if movement remains.

The box has empty space
Open it and fill the gaps around the bubble-wrapped bundle. A package that rattles or slides can suffer impact even when the individual holders are correct.

The label is folded, covered, or hard to scan
Apply the current Submission ID label to a flat exterior panel. Keep the barcode visible and cover older labels or barcodes.
The address came from an old submission
Return to the current confirmation page and use the destination shown there. PSA routes and accepted carriers are volatile details, so an old saved address is not a reliable reference.

Run this check immediately before sealing and again before handing the parcel to the carrier.
