Prompt engineering is not dead; it has become one layer of a larger discipline. Prompt engineering still determines how an AI model follows instructions, adopts a role, uses examples, and formats an answer. Context engineering adds the harder production work: deciding which instructions, evidence, memories, tools, permissions, conversation history, and live task data the model should receive at each inference step. That distinction matters most for multi-turn agents, where the available information changes continuously. A clever prompt cannot compensate for stale retrieval, missing permissions, irrelevant history, or an unsafe tool. Reliable AI comes from supplying the smallest, highest-signal context that gives the model what it needs now.

Is prompt engineering actually dead?

No. It remains essential whenever you need predictable behavior from a model. OpenAI defines prompt engineering as “the process of writing effective instructions for a model, such that it consistently generates content that meets your requirements.” A well-designed prompt still establishes the role, objective, constraints, examples, refusal boundaries, and output contract for a task.

Prompt work is especially valuable for bounded, single-turn jobs such as classification, summarization, extraction, tone conversion, and structured JSON output. If a model must turn an invoice into a fixed schema, the wording of the instructions and examples can determine whether fields are complete and correctly typed. OpenAI also recommends evaluation suites and pinned model snapshots when a prompt is used in production, because model updates can change behavior even when the text of the prompt stays the same.

What has changed is the scope of the engineering problem. A prompt usually describes what the model should do; it cannot know in advance which customer record, policy revision, API result, code file, or user preference will matter on the next step. Context engineering handles that changing information supply. The most accurate description is therefore an expansion of prompt engineering, not its extinction.

What is context engineering?

Context engineering is the deliberate design, selection, structuring, and maintenance of everything a model can see and use during inference. Anthropic describes it as “the natural progression of prompt engineering” and distinguishes writing instructions from curating the optimal set of tokens, including information outside the prompt itself. IBM similarly defines it as deliberately optimizing the context provided to a large language model for more accurate, relevant, and reliable outputs.

In a production application, context can include:

  • Stable system and developer instructions, safety rules, and output schemas.
  • Retrieved passages, database rows, product records, or current policy documents.
  • Conversation history and durable user or workflow memory.
  • Tool definitions, MCP (Model Context Protocol) servers, API results, and the permissions attached to them.
  • Transient task state such as a plan, intermediate calculations, pending approvals, and error messages.
  • Access-control and provenance information that tells the model what it may use and how fresh a fact is.

Oracle AI Developer Advocate Casius Lee summarized the agent perspective in September 2026: “Context engineering for AI agents is the practice of deciding what the model sees at every step of a run.” That wording captures the operational difference. The context is not assembled once; it is rebuilt, filtered, and sometimes compressed as the run proceeds.

What is the difference between prompt engineering and context engineering?

Prompt engineering optimizes the instruction. Context engineering optimizes the complete information environment in which that instruction is interpreted.

Axis Prompt engineering Context engineering
Primary question How should the instruction be phrased? What information and constraints should the model receive now?
Main material System, developer, and user instructions; examples; output format Instructions plus retrieved evidence, tools, MCP, memory, history, task state, permissions, and policies
Time horizon Often one request or a stable template Multi-step execution in which context changes continually
Typical work Classification, summarization, tone, structured output, refusal boundaries Retrieval, memory, tool routing, context selection, compaction, delegation, and access control
Failure when weak Ambiguous behavior, inconsistent tone, or format errors Missing or stale evidence, irrelevant noise, forgotten rules, unsafe tool access, or brittle long-running workflows
Engineering ownership Prompt or application developer Application, data, platform, security, and agent teams together

The distinction is architectural rather than a strict boundary. A retrieval query may be written as a prompt, and a tool description is text, but both also affect the runtime context. Teams get into trouble when they try to solve a data-selection or permission problem by endlessly rewriting instructions.

Why does this shift matter for AI agents?

Agents act over multiple turns, call tools, and respond to information that changes during execution. Every action can add a tool result, alter the plan, create an approval requirement, or invalidate an earlier assumption. A static prompt cannot anticipate all of those states.

Consider a support agent as an architectural example. Its stable instructions can define a helpful tone, escalation rules, and an answer format. The context layer must then supply the authenticated customer record, the current product policy, relevant interaction history, the result of an order-status tool, and the permission boundary that prevents access to another customer’s data. If any of those inputs is absent, stale, or outside the user’s authorization, excellent wording still produces an unreliable answer.

A coding agent faces the same pattern with different materials: the files relevant to the issue, dependency versions, test output, issue history, deployment rules, and the tools it is allowed to run. Supplying the entire repository on every turn wastes the context window and can bury the relevant code. Supplying too little causes incorrect edits. Context engineering is the process of selecting the useful slice and updating it after each action.

Anthropic emphasizes that context is finite. More tokens are not automatically better: irrelevant passages dilute signal, contradictory memories confuse the model, and an overlong history can push a critical rule out of the effective window. The objective is the smallest high-signal context that supplies the evidence and constraints required for the current step.

Is context engineering just RAG with a new name?

No. Retrieval-augmented generation (RAG) is one important context-engineering technique, not the whole discipline. RAG fetches external information and adds it to a request; context engineering also covers what persists between turns, which tools are exposed, how permissions are enforced, how history is compacted, and when another agent should handle a subtask.

The 2025 survey A Survey of Context Engineering for Large Language Models presents a taxonomy spanning context retrieval and generation, context processing, and context management. Its implementations include RAG, memory systems, tool-integrated reasoning, and multi-agent systems. The survey, revised July 21, 2025, analyzed more than 1,400 research papers. That figure indicates the breadth of the research area; it is not a performance guarantee for any particular architecture.

A RAG pipeline can still fail through poor chunking, stale indexes, weak ranking, missing citations, or an access-control mistake. Context engineering asks the additional questions: Should this document be retrieved at all? Is it current for this user? Does the model need the full passage or a compact fact? Should the result remain in memory, and for how long? Which tool can verify it?

What are the three context layers?

Google Cloud’s framework, updated April 23, 2026, separates context into persistent system instructions, semi-persistent memory, and transient dynamic data. The layers help teams decide what should remain stable, what should be selectively retained, and what should be loaded only for the current operation.

Persistent instructions

Keep role definitions, safety boundaries, non-negotiable policies, response schemas, and escalation rules here. Version these instructions, review them like code, and avoid placing rapidly changing facts in the same block. A policy that changes weekly belongs in a governed data source with freshness metadata, not in an untracked permanent prompt.

Semi-persistent memory

Store durable facts that improve future interactions, such as a user’s approved writing style or an ongoing workflow decision. Memory should have an owner, retention rule, and deletion path. Separate confirmed facts from model-generated guesses, and make the source and timestamp visible to the runtime so an old preference is not mistaken for a current instruction.

Transient dynamic data

Load search results, database rows, API responses, tool output, intermediate plans, and current error messages only when the active step needs them. Attach provenance and freshness where possible. After the step, retain only what later decisions require; discard noise instead of allowing it to accumulate through the entire run.

How do you build a reliable context-engineered agent?

Use an explicit operating model rather than adding text whenever an answer looks wrong. The following sequence covers the main runtime decisions.

  1. Define persistent rules. Write the role, objective, safety boundaries, output schema, and escalation conditions in stable system or developer instructions. State which rules are absolute and which are preferences.
  2. Separate memory from current evidence. Keep durable user or workflow facts in a memory store distinct from search results and tool outputs. Give each memory a source, timestamp, confidence or approval status, and retention policy.
  3. Describe the task state. Represent the current goal, completed actions, pending decisions, approvals, and known errors in a compact state object. This is more reliable than forcing the model to rediscover state from a long transcript.
  4. Retrieve just in time. Query documents, database rows, APIs, or code repositories when the next action requires them. Filter by identity, scope, freshness, and relevance before placing results in the model’s context.
  5. Treat tools as context. Tool names, parameter descriptions, MCP servers, return values, and permission scopes all shape what the model can do and believe. Expose the smallest tool set needed for the current task, validate arguments outside the model, and require confirmation for consequential actions.
  6. Protect provenance. Label where a fact came from, when it was observed, and whether it is authoritative. Require the answer or the next tool call to preserve those distinctions when they matter.
  7. Manage long histories. Summarize or compact old turns while preserving hard rules, unresolved decisions, critical evidence, and active constraints. Test compaction with adversarial cases to ensure a safety rule or user correction does not disappear.
  8. Delegate deliberately. When a subtask has a different information need, hand it to a sub-agent with a narrowly scoped context and a defined return contract. Do not copy the entire parent history by default.
  9. Evaluate the whole system. Measure retrieval relevance, grounding and citation accuracy, tool selection, permission adherence, schema compliance, latency, cost, and recovery after context or memory changes. Prompt wording is only one variable.

How should teams decide what to load, fetch, compact, or delegate?

Oracle identifies four runtime operations that make this decision concrete: load information eagerly, fetch it just in time, compact old history, or hand work to a sub-agent. Each choice trades latency, token use, completeness, and risk.

  • Load eagerly when the information is small, stable, and required for nearly every step, such as a response schema or a safety boundary.
  • Fetch just in time when data is large, volatile, user-specific, or needed only for one branch, such as an account record or a diagnostic log.
  • Compact when history contains useful decisions but raw turns would crowd out current evidence. Preserve exact constraints and unresolved items rather than producing a vague summary.
  • Delegate when a specialist task can run with a smaller, clearer context, such as searching a codebase or checking a policy. Return findings with provenance and limitations.

A useful design review asks, for every context item: Who owns it? How fresh must it be? Who is allowed to see it? What happens if it is missing or contradictory? How will the system remove it when it is no longer relevant?

What skills should an AI engineer learn now?

Learn prompt engineering first, then extend it into systems work. You still need to write precise instructions, examples, schemas, and refusal boundaries. Add retrieval and ranking, data modeling, memory design, tool and MCP integration, access control, observability, evaluation, and failure recovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The role is becoming cross-functional. Application developers shape orchestration and output contracts; data teams maintain indexes and freshness; platform teams manage context windows, latency, and cost; security teams enforce identity and tool permissions. There is not yet a universally accepted job title or independent labor-market benchmark for “context engineer,” so treat it as an emerging capability rather than a standardized career category.

What are the common failure modes?

  • Prompt-only fixes for data problems: Rewriting instructions cannot repair a stale index or missing customer record. Fix the retrieval or data pipeline.
  • Context dumping: Sending every document and every tool result increases noise and can hide the decisive fact. Rank, filter, and summarize.
  • Uncontrolled memory: Persisting guesses or obsolete preferences turns a past error into a standing instruction. Require provenance, expiration, and user or workflow confirmation.
  • Permission leakage: Retrieval and tools must enforce authorization before content reaches the model. A model instruction to “keep data private” is not an access-control system.
  • Unsafe compaction: A summary that omits a prohibition, approval requirement, or unresolved conflict can make a long-running agent appear consistent while behaving unsafely. Test the summary process itself.
  • Evaluation by final prose alone: A fluent answer can be grounded in the wrong source or produced after an unauthorized tool call. Inspect intermediate retrieval, tool choice, citations, and policy decisions.

What does the “death” of prompt engineering really mean?

It means that instruction wording is no longer a sufficient mental model for production AI. Prompt engineering remains the layer that tells a model how to behave; context engineering supplies the evidence, state, capabilities, and constraints that make that behavior dependable in a changing environment. For a single, bounded request, a carefully tested prompt may be most of the solution. For an agent that remembers, retrieves, calls tools, and acts over time, context selection and governance determine whether the prompt can work at all.

Frequently Asked Questions

Do I need to learn prompt engineering or context engineering first?

Start with prompt fundamentals—clear objectives, constraints, examples, and output schemas—because every context-engineered system still uses instructions. Then learn retrieval, memory, tool permissions, orchestration, and evaluation as soon as your application handles changing data or multiple steps.

Does a larger context window solve context-management problems?

No. A larger window permits more tokens but does not make stale, contradictory, unauthorized, or irrelevant information useful. Selection, freshness checks, provenance, and compaction remain necessary even when a model accepts very long inputs.

How can I tell whether an agent used the right context?

Log the retrieved items, memory entries, tool descriptions, permission decisions, and timestamps that preceded each model call. Evaluate whether the chosen evidence supports the answer and whether the agent recovered correctly when a source was missing, changed, or denied.

Where does MCP fit into context engineering?

MCP standardizes a way for models or agent runtimes to discover and use external tools and resources. Its server descriptions, available operations, returned data, and authorization scopes are all part of the runtime context, so MCP integration requires the same filtering and permission controls as any other tool.
