Our verdict on Azure Local

Azure Local is Microsoft’s distributed infrastructure software for running virtual machines, containers, and selected Azure services on customer-owned hardware. It is designed for organizations operating datacenters, edge sites, or sovereign environments that want Azure-aligned management without moving every workload to Microsoft’s public cloud. Its foundation is Hyper-V and Failover Clustering, while Azure Kubernetes Service enabled by Azure Arc supports containerized workloads. Connected and disconnected deployment modes make it suitable for environments with different connectivity requirements.

The published plans separate deployment choices rather than presenting one uniform architecture. Azure Local L1 covers hyperconverged deployment without external storage; L2 supports multi-rack, disaggregated, or hyperconverged deployment with external storage; and L3 adds disconnected operations with a locally hosted control plane. A 60-day trial is available. The optional Windows Server subscription for guests costs $23.3 per physical core per month and provides unlimited Windows Server guest licensing rights through Azure. Hardware is purchased separately from Microsoft hardware partners, so the overall project includes infrastructure and deployment considerations beyond the software subscription.

Azure Local’s main strength is its fit within the Microsoft ecosystem. Management can run through the Azure portal, Azure CLI, ARM, Bicep, Terraform, Windows Admin Center, or PowerShell, while Azure Arc connects services such as Azure Policy, Azure Monitor, and Microsoft Defender for Cloud. Azure Backup and Azure Site Recovery, along with partner tools, provide paths for backup and disaster recovery. Organizations that need Microsoft-compatible governance, infrastructure as code, and customer-site control should consider Azure Local. Teams seeking fully managed operations, a narrow standalone virtualization tool, or an all-inclusive backup platform should evaluate alternatives.
