Produced water is not a drop-in cooling supply for a data center. It is an oil-and-gas extraction byproduct whose chemistry can change with the reservoir, field and operating conditions. Storing it for a data-center project can create corrosion, tank and piping failures, spills, contaminated runoff, difficult-to-manage sludge or scale, and potential exposure to naturally occurring radioactive material. A viable project therefore needs source-specific sampling, treatment targets, compatible equipment, secondary containment, engineered leak detection, operating procedures and regulatory approval before the water is connected to a cooling system.

What produced water is—and why a generic label is inadequate

The U.S. Department of Energy defines produced water as water brought to the surface along with oil and natural gas. It is not a standardized product. Reservoir geology, the fluids in the formation and production practices determine its composition.

Broad descriptions from the U.S. Environmental Protection Agency and DOE include dissolved mineral salts, organic compounds such as acids, waxes and mineral oils, metals and heavy metals, and trace naturally occurring radioactive materials. A particular source may contain only some of these constituents, while concentrations can change over time. The word “produced” does not tell an engineer whether a tank will receive a dilute stream, highly saline brine, oily water, or a fluid that forms troublesome deposits.

The U.S. Geological Survey’s National Produced Waters Geochemical Database version 3.0, released in December 2023 and published in 2024, compiles geochemical information from produced and deep-formation-water samples. It can help screen regional chemistry and identify questions for treatment and disposal planning, but database records do not replace samples that represent the proposed source, production interval and operating conditions. USGS puts the point clearly:

“Understanding the composition of these produced waters is important to help investigate the regional hydrogeology, the source of the water, the efficacy of water treatment and disposal plans, potential economic benefits of mineral commodities in the fluids, and the safety of potential sources of drinking or agricultural water.”

That principle applies directly to data-center planning. A regional database entry can guide an initial design basis; it cannot certify that water from a specific well is suitable for a cooling tower, heat exchanger, humidifier or closed loop.

Produced water is not the same as reclaimed municipal water

Industrial water reuse commonly involves treated municipal wastewater. EPA describes reclaimed water being used for industrial applications, including data-center cooling. That established practice should not be confused with oil-and-gas produced water, which may have a different salt load, organic content, metals profile, scaling tendency and radionuclide history. The treatment train, monitoring plan and permits must be based on the actual source rather than on the general idea of “recycled water.”

Primary storage hazards

Corrosion from salts and aggressive chemistry

EPA regulatory docket material notes that produced water can have a higher salt content than crude oil and that this can increase corrosion of metallic components in produced-water storage systems. Salts raise conductivity and can contribute to localized attack, while dissolved gases, organic acids, suspended solids and deposits can create additional conditions for under-deposit or galvanic corrosion. The exact result depends on chemistry, temperature, flow, oxygen exposure, welds, coatings and the materials selected.

No universal corrosion rate can be assigned to every produced-water tank. A rate measured in one basin, tank design or operating regime should not be presented as a prediction for another site. A data-center project should obtain representative liquid analyses, identify credible upset chemistries, and have a qualified materials or corrosion engineer evaluate the tank, nozzles, valves, pumps, transfer lines, heat exchangers and instrumentation as one wetted system.

Tank, connection and transfer-line failure

Storage risk is not limited to a hole in the tank shell. EPA studies of the hydraulic-fracturing water cycle identify releases associated with tank failure and failures of lines or connections. Flanges, flexible hoses, valves, pump seals, level instruments and temporary transfer equipment can all become release points.

EPA regulatory material also describes a particular overflow mechanism: containers can receive additional fluids when treatment equipment or appurtenances fail, or when visits are delayed. A tank that is sound but allowed to fill beyond its operating level can still discharge. Level measurement, high-high alarms, automatic shutdowns, transfer interlocks and a controlled overflow destination therefore matter as much as the tank wall.

Spills and contamination of nearby water

Produced-water releases can reach shallow groundwater or surface water through a failed tank, breached secondary containment, a broken connection, an overland flow path or an improperly managed transfer. Constituents such as salts, metals, organics and radionuclides may affect water quality and soil, with consequences that outlast the visible liquid.

EPA’s 2016 executive summary analyzed 225 produced-water spill cases. The median reported spill volume was 990 gallons (3,750 liters), and 74% of the total volume in those cases resulted from container-integrity failure. These are historical figures from a study sample, not a current national spill rate, a probability for a particular tank, or a data-center-specific statistic. They do, however, show why container integrity and inspection deserve explicit design attention.

Radium, scale and sludge (TENORM)

EPA explains that radium and its decay products can occur in produced water. They may remain dissolved in the liquid or settle into sludge and scale. Concentrations vary by location, and deposits can accumulate in tanks, pits and piping. A tank can therefore present a different maintenance issue after years of operation than it did when newly filled.

Planning must address both the liquid and accumulated solids. Cleaning, inspection, filter changes and removal of scale may require radiological characterization, worker-protection procedures, controlled packaging and an approved disposal route. Do not assume that every produced-water tank contains the same radionuclide profile, and do not assume that a liquid test alone describes deposits on internal surfaces.

EPA’s TENORM page quotes an American Petroleum Institute estimate of more than 18 billion barrels of oil-and-gas waste fluids generated annually in the United States. The cited EPA page does not specify the year, and the estimate is not produced-water-only volume; it should not be used as a current national production figure.

Why data-center cooling raises the stakes

Cooling towers are a common water-use element in data centers. DOE’s Federal Energy Management Program explains that evaporation concentrates dissolved minerals in recirculating cooling water, creating scale and corrosion challenges. If produced water enters such a system without a validated treatment strategy, the same salts and metals that challenge the storage tank can become more concentrated in the tower basin, foul heat-transfer surfaces, obstruct nozzles, increase blowdown, or accelerate equipment damage.

Closed-loop systems avoid some evaporative concentration, but they still require water-quality control. Suspended solids, oil, dissolved gases, hardness, chlorides, iron, manganese and biological growth can affect pumps, seals, heat exchangers and controls. Compatibility must be demonstrated for the specific loop chemistry, not inferred from the fact that another industrial facility uses treated water.

EPA’s industrial-reuse materials discuss reclaimed water for cooling and identify work concerning recycled water in data-center cooling. EPA’s Water Reuse Action Plan update also describes research support for states considering reuse of oil-and-gas wastewater for data centers, agriculture and other uses. This is evidence of planning and research activity—not proof that produced water is already a standard data-center supply. Any proposal requires project-specific chemistry, treatment validation, cooling-system evaluation and regulatory review.

A step-by-step evaluation before installing storage

  1. Define the source. Record the basin, formation, well or gathering point, production history, expected flow, seasonal variation and any chemicals added upstream. Identify whether the proposed source can change when wells, fields or treatment operations change.
  2. Build a sampling plan. Collect samples representative of normal operation, startup, shutdown and credible upset conditions. Analyze salinity and major ions, pH, temperature, suspended solids, oil and grease, organic compounds, metals, hardness, scaling indicators and any radionuclides relevant to the location. Include sampling of settled solids when deposits already exist.
  3. Set a treatment target tied to the end use. Define what the storage system can accept and what the cooling equipment requires. Treatment may need to address oil, solids, dissolved salts, hardness, metals, biological activity or other constituents. Specify validated performance, residuals, monitoring frequency and what happens when the treatment plant is off specification.
  4. Check wetted-material compatibility. Review tanks, liners, coatings, welds, gaskets, valves, pumps, hoses, instruments and heat-transfer equipment against the measured and upset chemistry. Include temperature, residence time, cyclic operation and the possibility of concentrated brine or sludge at the tank bottom.
  5. Design containment and overflow control. Provide secondary containment sized and configured for the project’s credible release scenarios. Keep transfer points inside controlled areas where practical, route drainage to an appropriate collection or treatment system, and prevent a failed treatment skid or delayed operator visit from filling the tank beyond its safe operating level.
  6. Engineer detection and shutdowns. Use independent level measurement, high-high level alarms, leak detection in containment, pump status, valve position feedback and automatic transfer shutdowns where a failure could cause a release. Send alarms to the same operations and notification systems used for other critical facility events.
  7. Plan solids and TENORM work. Decide how filters, sludge, scale and tank-cleaning residues will be sampled, stored, transported and disposed of. Establish worker-protection and decontamination procedures before the first maintenance outage.
  8. Confirm permits and reporting duties. Determine requirements for storage, construction, stormwater, discharge, waste characterization, reuse, radiological materials and spill reporting in the applicable state, tribal and local jurisdictions. Approval for industrial reuse does not automatically authorize produced-water storage or discharge.
  9. Test the operating envelope. Commission treatment and alarms with documented acceptance tests. Define inspection intervals, corrosion-monitoring methods, calibration schedules, response roles and criteria for taking the system out of service when water quality or containment is uncertain.

Storage controls that should be treated as one system

Primary tank and internal surfaces

Choose a tank configuration, lining or alloy based on measured chemistry and credible excursions. Inspect welds, nozzles, roof penetrations, bottom plates and areas where solids settle. Corrosion monitoring should be capable of detecting localized attack, not merely a slow average wall-thickness loss.

  • Easy Place Installation: No complicated wiring or extra tools required. Simply place the water sensor alarm in leak-prone areas, it will start 24-hour all-round automatic monitoring right away.

Secondary containment and drainage

Containment should keep a tank, hose or valve failure from reaching soil, storm drains or nearby waterways. Drainage needs a controlled destination; an open path to a surface-water outlet is not a spill-control strategy. Keep incompatible chemicals and maintenance materials out of the containment area so that a release does not create an additional reaction or disposal problem.

Transfer systems

Use fixed, inspectable piping where feasible, minimize temporary hoses, protect connections from vehicle impact and provide isolation valves that operators can reach during an alarm. Transfer procedures should specify pre-start checks, maximum fill levels, communications, attendance requirements and what to do when a pump, treatment unit or level signal fails.

Leak detection and facility alarms

Microsoft’s data-center environmental safeguards documentation describes water sensors in areas considered at risk of leakage, with water and leak detection integrated into facility alarms and notifications. That demonstrates the value of integrated monitoring, but it is not a complete specification for bulk produced-water storage and does not qualify consumer sensors for industrial tank service. Select industrial instruments for the fluid, temperature, enclosure, hazardous-area classification, maintenance regime and required alarm reliability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspection, maintenance and emergency response

Inspection should cover tank shell and bottom, coatings, supports, vents, ladders, valves, pumps, hoses, containment and alarm function. Maintenance plans must account for deposits that can hide corrosion and for scale or sludge that may require special handling. Keep a written response plan with isolation steps, personal-protection requirements, sampling, notification thresholds, recovery contractors and waste-disposal arrangements. A leak alarm is only useful when personnel can act before liquid leaves containment.

How to compare a proposed source or storage approach

There is no universal “best” tank material or treatment package for produced water. Compare alternatives using the same evidence and end-use requirements:

Decision area Questions to answer
Source and basin chemistry Are samples representative of the actual formation, well group and operating range? Which constituents vary most?
Treatment and output quality What contaminants must be removed or controlled, what performance has been validated, and how is off-specification water isolated?
Tank and wetted materials Do shell, liner, coatings, welds, gaskets, pumps and heat exchangers tolerate normal and upset chemistry?
Containment and overflow What happens if a tank, hose, valve or treatment component fails, or if an operator visit is delayed?
Detection and alarms Are level, leak, pump and valve signals independent enough to detect and stop a release, and do they reach staffed operations?
Sludge, scale and TENORM How will deposits be characterized, removed, packaged, transported and disposed of?
Permits and compliance Are storage, reuse, discharge, stormwater, waste and radiological obligations identified for the site?
Operating impact What are the expected blowdown, cleaning, monitoring, inspection and downtime requirements, and how does failure affect data-center resilience?

The cited sources establish why these questions matter, but they do not rank vendors, tank materials or treatment technologies. A project team should obtain engineering calculations, compatibility data and regulatory determinations for its own site.

Failure scenarios and practical responses

Scenario Immediate concern Control to verify
Increasing salinity or an unexpected chemistry change Accelerated corrosion, scaling or treatment upset Change-control sampling, off-specification diversion and corrosion review
Tank shell, bottom or nozzle leak Loss of containment and possible soil or water contamination Inspection, secondary containment, leak detection and isolation valves
Broken hose, flange or transfer line Rapid release during loading or unloading Fixed connections where practical, attended transfers, emergency shutoff and containment
Treatment skid failure or delayed visit Overfill or discharge as inflow continues Independent high-high level alarm, automatic shutdown and defined overflow destination
Scale or sludge accumulation Hidden corrosion, reduced capacity and difficult maintenance Deposit sampling, scheduled cleaning and waste-management procedures
Radium-bearing scale or sludge Potential worker exposure and specialized disposal needs Location-specific characterization and radiological work controls

Go/no-go checklist for a data-center proposal

  • Source-specific liquid and solids chemistry is available, with sampling conditions documented.
  • Treatment performance is validated for the intended cooling application and monitored continuously enough to detect drift.
  • Tank, piping, pump, valve, gasket, coating and heat-exchanger materials have a documented compatibility basis.
  • Secondary containment, drainage, overflow control and transfer procedures address credible releases.
  • Leak, level and equipment alarms are integrated with staffed operations and tested under commissioning conditions.
  • Corrosion, inspection, calibration, cleaning and outage work are funded and scheduled.
  • Sludge, scale and any potential TENORM are included in the maintenance and waste plans.
  • All applicable reuse, discharge, storage, stormwater, waste and spill-reporting requirements are resolved before operation.
  • The design has a safe fallback—such as a different water source or isolated operating mode—when produced water is off specification.

Bottom line

Produced-water storage can be evaluated for a data-center project, but the evidence does not support treating it as a routine or already validated cooling supply. Salts and variable chemistry can corrode equipment; tank, connection and overflow failures can release contaminants; and radium-bearing scale or sludge may complicate maintenance. The responsible path is a source-specific characterization and treatment study tied to compatible storage, engineered containment, integrated alarms, solids management and permits. Until those controls demonstrate reliable water quality and release prevention for the particular site, produced water should remain a separate, managed waste or industrial-water stream—not an assumed cooling resource.
