Browser automation can enter information and upload documents in a web portal, but that does not mean the agency permits it—or that a successful click completes a filing. First identify the exact portal and jurisdiction, read the agency’s current rules, and use an official API or agent route if one is provided. Only automate a browser workflow when the agency allows it and the account owner has authorized the access.
Can you automate filing through a portal?
Sometimes, technically; whether it is permitted depends on the agency, portal, account and purpose. A script can interact with visible form controls, attach files and move between pages. The agency’s terms determine whether that route is allowed, and the portal’s own process determines when a filing is actually complete.
HM Revenue & Customs’ policy page, published 27 May 2026, says: “HMRC’s current policy under the existing Government Gateway Terms and Conditions is that automation tools must not be used to enter data into or navigate Government Gateway.” HMRC describes automation in this context as including browser automation, screen scraping, scripted sign-in and robotic process automation. The page separately says the restriction does not apply to APIs designed for software applications to submit information directly to HMRC.
That is a UK Government Gateway rule, not a universal rule for government portals. Do not infer that a different agency permits browser automation—or offers an API—because HMRC does. Before writing code, check the target agency’s current terms, technical guidance and prescribed routes for software integrations and representatives.

Browser automation and agency APIs are different routes
A browser script operates the portal much as a person would: it finds controls, fills fields and selects files. An agency-designed API is an integration route intended for software to exchange data directly. Either approach still depends on the agency’s rules and the filer’s authority. An API is not automatically available, and using one does not remove the need to follow its authentication, validation and receipt procedures.
Compare routes on whether the agency explicitly permits them, whether documentation is official and current, whose account is being accessed, how credentials or session material are protected, what receipt or status comes back, and whether the route supports the required documents and validations. If the rules are unclear, ask the agency or use its published manual process rather than treating silence as permission.
Confirm account authority before handling credentials
Use only an account and access route you are authorized to use. HMRC warns third parties not to use sign-in details that do not belong to them. Its policy says authorized tax agents may access client data only where permission has been granted and through the prescribed Agent Services Account. Do not collect a client’s password or repurpose credentials to make automation convenient.
India’s Income Tax Department likewise makes users responsible for the secrecy, confidentiality and security of portal credentials. For any portal, establish who owns the account, what the filer has authorized, which representative mechanism the agency requires, and who may review or submit the filing. A technical ability to sign in is not proof of authority.

Playwright’s authentication guidance warns that saved browser state can contain cookies and headers capable of impersonating an account. Treat state files, access tokens, passwords and session material as secrets: limit access, avoid unnecessary persistence, keep them out of source control and remove them when no longer needed. These are security precautions, not a claim that a particular agency endorses a specific storage design.
Do not place credentials in source code, logs, screenshots, issue reports or shared test artifacts. Keep an automation account separate from ordinary personal access where the agency provides an authorized route for that purpose. Never try to work around CAPTCHA, multifactor authentication or other access controls; use the portal’s approved process when a human check is required.

Check browser support and portal requirements
There is no single browser answer for all filing systems. The U.S. Executive Office for Immigration Review says its Respondent Access Portal works with major browsers and works best with Microsoft Edge and Google Chrome; it also says the portal can be used on mobile devices. South Africa’s Revenue Service says Chrome, Edge and Safari continue to work for its migrated HTML5 forms.
Static compatibility lists can age quickly. India’s Income Tax Department page lists Chrome 88–90, Edge 88–90, Firefox 86–88 and Opera 66–68, and says JavaScript and cookies are needed for transactions. Those listed versions are historical guidance, not a recommendation to install old browsers. Check the live portal instructions immediately before implementation or filing.

Requirements may also include security protocols, not only browser brands. Canada Revenue Agency guidance for Corporation Internet Filing requires TLS 1.2 or higher and advises users to keep credentials confidential. Confirm the exact service’s requirements, supported browser versions, JavaScript and cookie needs, device limitations, file restrictions and maintenance notices. Do not disable browser protections just to force a script to proceed.
Build a cautious Playwright workflow
Playwright recommends locators based on user-facing roles and labels. Its locators support auto-waiting and retry behavior, and its test guidance says actions wait for actionability checks and assertions wait for expected conditions. This can reduce brittle fixed pauses, but it cannot make an unauthorized workflow permissible or verify that the information entered is legally correct.
The following Node.js example is a non-submitting pattern for an already-authorized portal session. Adapt labels, file paths and the visible review step only after checking the agency’s instructions. It deliberately stops for a person to verify the review page rather than pressing a final submit button. It does not automate sign-in, evade an access check or assert that a filing is complete.

Validate every field against the source documents and the filer’s instructions before progressing. For a production workflow, make review, authorization and the agency’s final confirmation requirements explicit rather than silently converting this example into an unattended submitter.

Why labels and assertions matter
A locator such as getByLabel('Supporting document') describes a control the user can identify. A brittle script may instead depend on a generated CSS class or a control’s current position in the page. If the portal changes its layout, a positional selector can target the wrong item without revealing the mistake.
Use an assertion after navigation or an action to confirm the intended next state is visible. Avoid arbitrary sleep calls as proof that a page loaded: fixed delays can be too short on a slow response and waste time on a fast one. Playwright’s waiting behavior helps synchronize interactions with page state, but assertions should check meaningful portal content, not merely that a button was clicked.
Role-based locators can reflect how users and assistive technology perceive controls; they are not an accessibility audit or a conformance test. Playwright explicitly cautions that using role locators does not establish accessibility. The eCourts e-Filing accessibility statement describes features such as keyboard navigation, associated form labels, structured headings and table headers, and file type and size information. Portal quality and automation compatibility are separate questions.
Prepare attachments to the portal’s rules
Read the target service’s instructions for accepted formats, size limits, naming, page order and document quality before uploading. Playwright’s setInputFiles can assign file paths or in-memory data to a file input; it does not make an unsupported or unreadable file acceptable.
For its own e-Filing attachments, India’s Income Tax Department recommends PDF scans at 300 DPI in black and white, original documents, A4 or Letter paper, and logically ordered multipage documents. It advises against read/write or password-protected files and warns about faint, faded, smudged, clipped or hard-to-read scans. Those are instructions for that service, not universal settings for every portal. Follow the actual portal’s current directions if they differ.
If you need to digitize paper evidence, a document scanner is one possible way to create a PDF; the agency guidance supports preparing scans, not buying a particular device or brand. Inspect the resulting file yourself: confirm every page is present and legible, the orientation is correct, and sensitive material is included only when required.

Verify the filing status, not just the upload
An attachment appearing in a form is not necessarily a submitted filing, and a submitted filing may still require review. EOIR’s Respondent Access Portal instructions describe uploading a document, submitting it for staff review, and receiving an email stating acceptance or rejection. EOIR says the electronic filing process is complete once the document is accepted.
India’s Income Tax Department e-Proceedings manual gives a different example of confirmation: after successful submission, a message displays a Transaction ID and Acknowledgment Number, with an email sent to the registered address. The precise evidence varies by portal, so identify it in advance: a receipt, acknowledgment number, accepted status, email or later decision notice.

- Save the agency’s confirmation in the filer’s approved records location.
- Check the portal or registered email for an acceptance, rejection or request for correction when the process includes review.
- Do not report completion merely because a script reached a review page, the upload appeared, or a click returned without an error.
Troubleshoot common failures safely
The portal rejects the browser or page controls do not load
Check the portal’s current compatibility instructions, required JavaScript and cookie settings, security protocol, and any service notice. Try a supported browser version before changing security settings. A compatibility list for a different portal—or an old list for this one—is not a reliable fix.
A locator times out or matches the wrong control
The page may not have reached the expected state, the accessible label may have changed, or more than one control may match. Inspect the visible page manually, confirm the control’s current label and role, and make the locator specific enough to identify the intended field. Add an assertion for the expected heading or review state. Do not “fix” a timeout by adding a long fixed delay without diagnosing the cause.
The attachment fails or is unreadable
Check the exact file type, size and protection rules published by the portal; inspect the scan for missing or clipped pages and readability. A file input accepting a path does not mean the server accepted the file. Confirm that the portal shows the attachment and any validation result before proceeding.
The script stops at sign-in or an additional security check
Use the agency’s authorized sign-in and verification process. Do not capture another person’s credentials, reuse a client’s session without permission, or bypass a human or multifactor check. If the workflow cannot proceed under the portal’s rules, use its supported manual or official integration route.

The page says submitted, but there is no clear receipt
Do not infer success from the browser action alone. Check the portal’s instructions for its confirmation location, then look for the transaction ID, acknowledgment, email or status update it specifies. If confirmation is missing, follow the agency’s support or filing-status process before attempting a duplicate submission.

Frequently Asked Questions
Can a successful Playwright click be used as the filing receipt?
No. A click confirms only that the browser action ran; use the portal’s stated receipt or final-status evidence to determine whether the filing was accepted.
