Plug-in solar is a small, lower-entry option for households with a suitable outdoor space; rooftop solar is the larger, fixed system for a property with a suitable roof and permission. A plug-in kit can offset some electricity used at home, but its scale is not a substitute for a rooftop array. The right choice depends on local rules, space and sunlight, when you use electricity, and the installed cost and value of any exported power.
What is the difference between plug-in and rooftop solar?
A plug-in solar system typically combines one or more photovoltaic modules, an inverter, a cable and mounting hardware. The inverter converts the panels’ direct-current output into grid-compatible alternating current for a household circuit. Germany’s Umweltbundesamt describes this type of system as a way for renters and other urban residents to participate in solar generation; it can also be a first step toward a larger rooftop system. Rooftop solar is a larger, fixed installation on a suitable roof. The difference is substantial: a 2025 report hosted by Boston University describes common German plug-in systems in the 600–800 W range and gives a 10 kW rooftop system as an example. How do costs and savings compare?
There is no universal upfront price or apples-to-apples lifetime cost and payback figure established for both system types. Prices and returns depend on location, equipment, installation, electricity use and export arrangements; compare current local quotes rather than treating a single example as typical.

The government’s savings estimates use different system types and should not be read as a personalized comparison: the release does not provide a common household, usage profile or cost basis for the two figures. In either case, electricity used while the panels are generating can be more valuable to the household than power exported, depending on the local export terms. How much electricity can each generate?
Plug-in solar
In Great Britain, the government says a compliant plug-in kit can produce up to 800 W and supply up to 20% of an average home’s electricity use. Both are stated maxima, not a promise of output or bill reduction for a particular household. UK government announcement, 27 August 2026

Useful generation varies with sunlight, panel orientation, shade, installation position and season. The share that offsets your bill also depends on whether you are using electricity while the system is producing it. A power rating in watts cannot be converted into annual kilowatt-hours without assumptions about location and conditions.
Rooftop solar
A rooftop installation can be substantially larger than a plug-in kit, as the German 10 kW example illustrates. Actual output depends on the roof, system design and local conditions; the rating alone does not tell you how much electricity the system will generate in a year. If you want an estimate, ask for one based on your address, roof orientation and shading rather than extrapolating from a system’s nameplate rating.

Which option suits you?
Plug-in solar may suit you if
- You rent or live in a flat and do not control a suitable roof.
- You have a sunny outdoor position and a safe, permitted way to mount panels.
- A modest reduction in grid electricity is useful, particularly if you can use power during daylight.
- You have checked local requirements, property permissions and the product’s connection and safety requirements.
Rooftop solar may suit you if
- You control a suitable roof with adequate sunlight and sound structure.
- You want substantially more generation than a small plug-in kit can provide.
- You can fund the larger installation and arrange a compliant grid-connected system.
- You want to compare a complete system, potentially with battery storage, against local export arrangements and quotes.
If your goal is to cover a large share of household demand, a plug-in kit’s smaller capacity should not be treated as equivalent to rooftop solar. Germany’s Umweltbundesamt similarly describes plug-in systems as a household-scale option rather than a replacement for larger rooftop PV, solar parks or wind generation. Great Britain
Compliant plug-in panels became available in Great Britain on 27 August 2026, according to the UK government, which named Amazon, Argos, Currys and Wickes among retailers committed to stock them. Availability does not mean every product or installation is suitable for every property. Check permissions before buying: the government says these may include landlord or building-owner/freeholder permission, planning permission or listed-building consent. A UK safety study published on 16 June 2026 found that representative systems tested operated safely under the conditions examined, with protective devices operating effectively and no evidence of sustained unsafe energisation or unacceptable thermal effects. It also found variation in export-limitation behaviour and electromagnetic compatibility. Germany
Germany’s Umweltbundesamt says a plug-in system with total module capacity up to 2,000 W DC and inverter capacity up to 800 W AC must be registered in the Marktstammdatenregister. The network operator checks whether an older meter needs replacement; temporary operation with a meter that runs backward is allowed while replacement is pending. The agency also describes technical connection requirements: for a standards-compliant connection, systems above 960 W module capacity require a special energy plug or fixed connection by an electrician. How to make the decision
- Confirm your jurisdiction and permissions. Rules differ by country, and a landlord, building owner, freeholder or planning authority may need to approve a proposed installation.
- Check your available space and sunlight. For a plug-in kit, identify a safe mounting position; for rooftop solar, assess roof suitability, orientation and shading.
- Match system size to your goal. A plug-in kit is a modest household-scale contribution; seek a rooftop design if you need substantially more generation.
- Compare local costs and electricity value. Ask for installed-price details and consider how much generation you can use directly, what exported power is worth under local terms, and whether storage changes the economics.
- Verify product and connection requirements before purchase. Follow the rules for your country and property rather than assuming that a product permitted elsewhere is suitable locally.
