Most people need only a PDF reader. A reader can usually open, search, print, annotate, fill existing fields and sign. You need a PDF editor when the job changes the document itself—such as rewriting existing text, replacing images, creating forms, reorganizing pages, converting files or editing a scan after OCR.
Those labels are not a formal standard. A product called a reader may include signing or comments, while an editor may reserve OCR, redaction or comparison for a higher tier. Choose by the exact task and feature in the plan you will use, not by the product name alone.
Reader and editor: the practical distinction
A PDF reader displays a finished document and lets you respond to it. Its tools work around the original content: you can search words, highlight a passage, add a comment, type into an existing form field or apply a signature. These actions add markup or a response layer; they do not necessarily rewrite the PDF’s existing prose, graphics or page structure.
Recommended Free Tools
A PDF editor changes the document’s contents or structure. Depending on the application and subscription, that can mean correcting a paragraph, replacing an image, inserting or deleting pages, combining several files, creating a form, converting a PDF to an office format, or running OCR on a scan. “Editor” still does not guarantee every advanced function, so verify each feature separately.

Map your task to the feature you need
| What you need to do | Capability to look for | Usually sufficient |
|---|---|---|
| Open, read, search or print a PDF | Viewing, search and print controls | Basic reader |
| Highlight passages or leave notes | Annotation and commenting tools | Reader with review tools |
| Complete or sign an existing form | Fill-and-sign support and form-field handling | Reader with form and signature tools |
| Correct existing text | Content editing for text objects | Editor |
| Replace or resize an image already in the PDF | Image-object editing | Editor |
| Reorder, rotate, extract, delete, split or combine pages | Page organization tools | Editor or a plan that explicitly includes page management |
| Make a scan searchable | OCR (optical character recognition) | Scan/OCR-capable plan |
| Turn a PDF into a word-processing or spreadsheet file | Export or conversion support | Conversion-capable plan |
| Remove confidential information | True redaction with a way to confirm removal | Redaction-capable plan |
| Check two versions for changes | Document comparison | Comparison-capable plan |
| Send a document to other people for signatures | Signature-request workflow, not merely a signature stamp | Plan that includes signature requests |
The “usually sufficient” column is a starting point, not a guarantee. Feature bundles differ by application, operating system and subscription tier.
What a PDF reader can do
Read, search and navigate
Reading software opens a PDF, renders its pages and provides navigation such as page thumbnails, zoom and find-in-document search. It can print when the file’s permissions allow printing. A document author can restrict printing, copying or other actions; installing a reader does not override those permissions.
Review without rewriting
Readers commonly provide highlighting, underlining, drawing, stamps, comments and other annotations. These are useful for study, approvals and review because they preserve the underlying text while recording your response. Before sharing, check whether recipients need the annotations to remain editable or whether you should flatten them into the document.
Fill and sign existing forms
A reader may let you type into AcroForm fields, select check boxes and apply a drawn, typed or certificate-based signature. It can also let you fill a non-interactive form by placing text on top of the page. Filling a field does not create a new field for future users, and signing does not give you permission to alter the form’s original wording.
Share a response
Some readers can attach a file to email, create a share link or send a copy for review. Sharing is separate from editing: confirm whether the recipient receives the original, a flattened copy or a cloud-hosted version.
When editing is genuinely required
Changing existing text or images
If a sentence, date, price or image in the PDF is wrong, an editor must identify and modify the underlying content object. A text box placed over the old sentence is only an overlay; the old text may still be searchable, selectable or visible when the overlay moves. Use content-editing tools and inspect the result by searching for the old wording.
Managing pages and files
Page operations are structural edits. Look for tools to insert pages from another file, move pages by thumbnail, rotate orientation, delete unwanted pages, extract a range into a new file, split a large document or combine several PDFs. A reader can display these pages without necessarily being able to perform any of those operations.

Creating or changing forms
Completing a form and authoring a form are different jobs. Form creation requires placing fields, assigning field names, setting required status and choosing controls such as text boxes, radio buttons and drop-downs. If recipients must sign in a particular order, the product also needs the appropriate workflow rather than only a local signature tool.
Converting to another format
Export features convert PDF content into formats such as word-processing documents or spreadsheets. Conversion quality depends on the original layout, fonts, tables and whether the PDF is a scan. Treat the exported file as a draft: check headings, line breaks, tables, footnotes and numbers before distributing it.
Scanned PDFs and OCR
A scan may contain only page images. You can see the words, but ordinary search and text selection will not work because there is no text layer. OCR analyzes the image and creates recognized text. Depending on the tool, that text may be searchable, selectable or available for editing.
Check whether OCR is needed
- Try selecting a sentence with the text-selection cursor.
- Copy a short passage and paste it into a plain-text editor.
- Use find to search for a word that is visibly present.
- If selection, copying and search fail, treat the file as an image scan and look for OCR support.
OCR can misread columns, handwriting, unusual fonts, seals and low-resolution pages. Proofread every critical name, figure, date and legal clause. An “editor” tier that lacks scan/OCR handling will not solve an image-only PDF.

Redaction
Redaction is intended to permanently remove sensitive content, not merely cover it with a black rectangle. Use a tool that marks content for redaction, applies the redaction and offers a way to inspect the final file. Search, copy and accessibility checks should not reveal the removed text afterward. Also remove hidden metadata or attachments when your security procedure requires it.
Password protection and permissions
Security tools can set an opening password or restrict printing, copying and editing. These controls serve different purposes: an owner-permission setting is not the same as encryption that prevents unauthorized opening. Confirm which protection mode the application actually applies and test the resulting file with a separate viewer.
Comparison
A comparison workflow identifies differences between two document versions. It is useful for contracts, policies and revisions, but it is not the same as visual side-by-side viewing. Check whether the feature compares text, images, page order or annotations, and how it reports inserted and deleted content.

Signature requests
Applying your own signature is a local action. A signature-request service adds recipients, routing, reminders, authentication and an audit trail. If several people must sign, verify that the plan includes the complete request workflow rather than only fill-and-sign.
Accessibility work
Accessibility remediation can involve document tags, reading order, alternative text, language metadata, navigable headings and table structure. A general editor may open and alter a PDF without providing these specialized checks. If the document must meet an accessibility policy, look for explicit tagging and verification features.
Reader or editor? A decision process
- Write the final action. Describe what must be different when you finish: “I need to send back a signed form” points to fill-and-sign; “I need to replace paragraph three” points to content editing.
- Separate response from source changes. Highlights, comments, signatures and typed answers are responses. Rewriting text, replacing images and changing page order alter the source.
- Check for scans. If the file is image-only, add OCR to the requirements before comparing products.
- List structural and advanced needs. Include page operations, conversion, comparison, redaction, password protection, accessibility or signature routing when applicable.
- Verify the exact tier. Open the application’s current feature list for your operating system and plan. Do not infer availability from the word “Pro,” “premium” or “editor.”
- Test with a representative file. Use a copy containing the layouts, forms, scans and restrictions you encounter in real work. Confirm that the output preserves fonts, links, fields, signatures and page order.
- Review handling and terms. Check where documents are processed or stored, whether cloud processing is optional, the billing period, trial conditions and cancellation terms.
Cost, licensing and deployment questions
A free reader can cover occasional reading, search, printing, comments and form completion. Paying for an editor makes sense when repeated corrections, page assembly, OCR or conversion would otherwise require separate tools or manual work. Compare the cost of the exact capability, not the headline name of the application.
Check whether the price is monthly, annual-billed-monthly or prepaid for a full year. A displayed monthly figure can require an annual commitment, and regional taxes or currency conversion may change the amount. Confirm trial length, automatic renewal, cancellation timing and whether the license covers one person, several users or a managed organization.
Also separate desktop, browser and mobile plans. A feature shown on a desktop comparison page may not exist in the mobile app, or a browser workflow may upload the file for processing. For confidential documents, ask where temporary and stored copies reside, who can access them and how deletion works under the provider’s terms.
What to test before adopting an editor
Use a duplicate of a real document rather than a blank sample. Open a file with the fonts, tables, hyperlinks, headers, footers and page sizes you normally receive. Edit a sentence, replace an image, move a page and export a copy. Then search for the old wording, inspect page numbering and open the result in a separate viewer.
Repeat the test with an image-only scan and a form that contains both interactive and non-interactive fields. Check OCR accuracy in names, numbers and columns; verify that fields remain usable after saving; and confirm that signatures, comments and links survive the workflow you intend to use. If the file has a password, permissions or an existing digital signature, test the authorized process instead of trying to circumvent the control.
Keep the untouched original and record which plan and application version produced the final file. That makes it easier to reproduce a correction, investigate a conversion error or demonstrate what changed in a controlled document.
Adobe’s reader-versus-editor example
Adobe describes Reader as free software for opening, viewing, signing, printing, annotating, searching and sharing PDFs. Its product information states that editing text and images requires a Standard or Pro subscription. Reader availability is listed for Windows, Mac, iOS and Android; confirm support for the specific operating-system version you use.

Assuming a signature means the file is editable
A signature tool lets you attest to or approve content. It does not grant permission to rewrite that content. Finish all required edits before signing, and check whether an existing signature will invalidate if the file changes.
Using annotations as permanent corrections
A comment saying “change this date” does not change the date. If the recipient needs a corrected document, edit the source text or return the correction to its author.
Covering confidential text instead of redacting it
Shapes and opaque highlights can leave the original characters underneath. Use a dedicated redaction operation, save a new copy, then test selection and search in the released file.

Expecting OCR to be perfect
OCR is recognition, not proofreading. Inspect every critical value and retain the original scan so you can resolve ambiguous characters.
Choosing a tier from a marketing label
“Reader,” “editor,” “standard” and “pro” are labels chosen by vendors. Build a short requirement list and confirm each item in the current plan’s feature details.
Ignoring document restrictions and signatures
Password protection, author permissions and existing digital signatures can block editing or make a change consequential. Ask the document owner for an authorized editable copy when necessary rather than trying to bypass controls.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Overlooking privacy
Feature lists do not establish comparative privacy protection. For sensitive files, determine whether processing occurs locally or in a browser service, where temporary or stored copies reside, who can access them and how deletion works under the provider’s terms.
A quick checklist before you install or subscribe
- Can the tool open the file and preserve its fonts, links and page layout?
- Do you need only reading, search, print, comments, form filling or signing?
- Must you change existing text, images or page order?
- Is the document a scan that requires OCR?
- Do you need conversion, comparison, redaction, password protection or accessibility tagging?
- Will an existing digital signature or permission setting limit changes?
- Does the exact desktop, browser or mobile version support the required feature?
- Is the feature included in the exact plan, and what are the current regional price and billing terms?
- How will the application process and store confidential documents?
- Have you tested the output on a copy of a real, representative file?
Bottom line
Choose a reader when your PDF work is viewing, searching, printing, reviewing, filling or signing an existing document. Choose an editor when you must alter content or structure, work with scans, convert formats or perform a specialized operation such as redaction or comparison. Then verify the precise feature, platform and subscription tier: the task—not the label—determines what you actually need.
Frequently Asked Questions
Do I need a PDF editor just to sign a document?
Usually not. A reader with fill-and-sign support can let you type into fields and apply your signature. You need a signature-request workflow only when you must route the document to several recipients, send reminders, authenticate signers or keep an audit trail.
Can a free PDF reader edit text?
A basic reader generally displays and annotates existing content rather than changing its underlying text or images. Check the specific product, but plan on a Standard or Pro editor tier for true content editing.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →How can I tell whether a PDF is scanned?
Try selecting and copying a sentence, then search for a visible word. If selection, copying and search fail, the pages may be image-only and require OCR before they become searchable or editable.
Is adding a text box the same as editing a PDF?
No. A text box can cover or sit beside the old wording while leaving the original text searchable underneath. Use a content-editing tool and search the saved file for the old text.
What is the difference between filling a form and creating one?
Filling enters answers into fields that already exist, or places text over a static page. Creating a form means adding fields, naming them, setting required status and choosing controls such as check boxes, radio buttons or drop-downs.
Does every PDF editor include OCR and redaction?
No. “Editor” is a vendor label, not a universal feature list. Confirm scan/OCR, permanent redaction, comparison, conversion and security capabilities in the exact operating-system version and subscription tier.
Will editing invalidate a digital signature?
It can. A signed PDF may restrict changes or mark later edits as consequential. Complete authorized edits before signing, and obtain an editable copy from the document owner when permissions or signature rules prevent changes.
How much does Adobe Acrobat Pro cost?
Adobe’s US plan display observed October 25, 2026 showed US$19.99 per month on an annual-billed-monthly option, while Reader was listed as free. Prices, regions, taxes, billing commitments and cancellation terms change, so verify the current plan page for your location.
The Bottom Line
Use a reader for viewing, search, review, forms and signatures. Choose an editor only when you must change content or structure, process scans, convert files or use specialized tools. Match the exact feature and plan to the task.
