Short answer: The Palouse region’s water comes from a shared groundwater basin beneath parts of eastern Washington and northern Idaho. Its aquifers still supply communities, but withdrawals exceed recharge and levels continue to fall. Conservation helps slow that decline; it has not eliminated the need to manage supply. Drinking-water quality is a separate, provider-specific question: Moscow’s reported results apply to Moscow’s municipal system, not every basin provider or private well.
Where does Palouse Basin water come from?
The Palouse Groundwater Basin spans parts of Whitman County, Washington, and Latah County, Idaho, and supplies drinking water to more than 80,000 people. It is a layered system of basalt and sediment aquifers. The Palouse Basin Aquifer Committee (PBAC) describes two main aquifers, upper and lower, whose hydraulic connection is considered minor and whose water levels are generally separated by more than 100 feet.
Municipal wells in Pullman, Moscow, and Palouse draw from the lower aquifer. Most domestic wells typically draw from the upper aquifer, so a municipal-system report should not be treated as a test of nearby private wells. The basin geology and aquifers are described by PBAC’s aquifer overview.
Why are levels declining?
Groundwater replenishes slowly, and PBAC says more water is pumped from the basin than enters it. Recharge rates also differ: the Wanapum aquifer recharges more rapidly than the Grande Ronde, whose recharge is slower. The City of Moscow notes that supply and recharge processes are not yet fully understood. Those differences make it important not to assume that every aquifer or well responds in the same way.

How much water is being pumped, and what does that show?
PBAC reported that Pullman, Moscow, Palouse, Washington State University, and the University of Idaho pumped a combined 2.30 billion gallons in 2024. That was 1.7% below the 2.34 billion gallons reported for 2023 and 19.1% below the 2.74 billion gallons pumped in 1992, the first year of the Groundwater Management Plan. The totals exclude private residential wells. These figures and their scope are in PBAC’s 2024 annual report.
A lower total in one year does not mean the aquifer has recovered. PBAC reports that groundwater levels are still declining by about 0.7 feet per year, compared with a decline above one foot per year in the 1990s. Year-to-year pumping varies, and the 2024 figure covers only the named major operators.

Is Moscow tap water safe, and how do I check my provider’s water?
Moscow’s 2025 annual water-quality report says the city’s municipal water met state and federal drinking-water standards for the calendar year January 1 through December 31, 2025. The city says it collects samples monthly and publishes its findings in an annual report. Read the 2025 City of Moscow Water Quality Report for the system’s tested results.
This is a Moscow-specific finding, not a basin-wide guarantee. Pullman customers should consult Pullman’s current report; people using private wells should ask the relevant state or local well-testing authority about testing. The reviewed Moscow evidence does not establish water quality for other providers or private wells.

Is there lead or copper in my water?
Moscow’s report says the city has never had a sample set fail for high lead content. That does not rule out lead at an individual tap: lead can enter water through service lines, faucets, fixtures, or solder in a building’s plumbing, even when the utility’s supplied water meets standards. If you are concerned about a Moscow property, consult the annual report and contact the city’s water department; for another system, start with that provider.
Is there fluoride in my water?
Fluoride content is a provider-specific question. Check your utility’s current water-quality report or ask the provider for its results; do not infer another city’s water composition from Moscow’s report.

What does “no PFAS detected” mean?
Moscow reports that testing at all active city drinking-water sources in May and November 2024 found none of the 29 PFAS compounds tested, with results below EPA minimum detection limits. “Not detected” means the tested samples were below those limits; it does not prove that every PFAS compound is absent, or establish results for private wells elsewhere in the basin. The city says it plans additional monitoring in 2027. Details are on Moscow’s PFAS information page.

PBAC’s answer to that question is no: conservation has helped, but current withdrawals still exceed recharge. PBAC reports that per-capita water use over the past 30 years fell by 30% in Pullman/WSU and 43% in Moscow/UI. Those are the committee’s reported changes, not a controlled estimate of the effect of one specific measure. PBAC also says communities grew by 40%–46% while pumping stayed consistently low over that period; its FAQ does not specify the population baseline for that comparison.

PBAC says a supplemental source is needed to stabilize groundwater levels and serve growing communities. Conservation remains useful because it reduces demand and can mitigate the costs associated with stabilization. The regional framework began with the 1992 Groundwater Management Plan, which set goals including beneficial use without aquifer depletion, water-quality protection, public education, monitoring, and exploration of supplemental sources. Could Clearwater River water be stored underground?
PBAC describes aquifer storage and recovery (ASR) as a possible approach, not an operating supply project or a completed decision. The concept is to treat surface water to drinking-water standards, inject it into an aquifer when river flows and availability are high, and recover it later. The idea requires further study, including how treated surface water would be introduced into a naturally filtered aquifer. See PBAC’s Clearwater River project page.
What can a household do to use less water?
Household steps can reduce demand, though no individual action can reverse basin-wide declines on its own. Moscow’s 2025 conservation plan lists free or supported water-saving devices; check local availability before buying anything. For urban residents, PBAC points to city conservation and rebate programs. Rural residents use the same aquifer and can contact PBAC about devices.
- Fix dripping taps, running toilets, and other leaks. A toilet leak-detection tablet can help identify a silent leak.
- Use efficient fixtures and keep showers shorter. Moscow’s plan gives a 1.25-gallon-per-minute showerhead as one example, along with other low-flow models and shower timers.
- Reduce unnecessary outdoor watering. A hose timer, nozzle, drip stakes, or rain shut-off can help manage irrigation; follow local watering guidance and consider water-wise landscaping.
- Check local city conservation programs for device availability, rebates, irrigation guidance, and turf-replacement information. PBAC also points residents to the regional Wisescape guide.
