Neither model is automatically cheaper. Outsourcing can provide specialist skills, security tooling and continuous monitoring without the payroll, recruiting and infrastructure required to run them yourself. An internal team can deliver stronger business context, faster access to decision-makers and tighter control, but a genuinely equivalent service—especially 24/7 monitoring—costs far more than one employee’s salary. Compare the full cost of the same coverage and outcomes, then keep the functions that require close organizational knowledge in-house or combine both models. Your organization remains responsible for protecting its systems and customer information even when a provider performs the work.
This guide shows how to build an apples-to-apples comparison, interpret available cost figures, evaluate providers and document a safe hybrid arrangement.
What does “cost-effective” mean in cybersecurity?
Cost-effectiveness means achieving the security outcomes your organization needs at the lowest sustainable total cost—not choosing the lowest invoice. A provider’s monthly fee and an employee’s salary measure different things unless they include equivalent hours, skills, tools, response authority and resilience.
Start by writing the outcomes you must fund:
- Monitoring hours, including nights, weekends and holidays.
- Alert triage, investigation and incident-response actions.
- Vulnerability management, threat intelligence and penetration testing.
- Regulatory, contractual and insurance requirements.
- Response-time targets and escalation to business leaders.
- Coverage for vacations, sickness, turnover and incident surges.
For a small business, NIST’s small-business guidance lists managed service providers, managed security service providers (MSSPs) and virtual or fractional CISOs as common ways to obtain expertise that may be impractical to hire internally. Those options are operating models, not a guarantee of savings.

How much can an in-house team or an MSSP cost?
Published figures illustrate the scale of the decision, but they are not universal prices or a break-even formula. A CDW example estimates that an in-house 24/7 security operations center (SOC) needs five to eight full-time employees and costs $1.2 million to $3 million or more per year. Its corresponding MSSP example ranges from $300,000 to $2.5 million annually. CDW is a vendor, the publication date was not confirmed in the retrieved result, and assumptions about salaries, tools, environment size and service levels vary; treat these as an illustration rather than a market average.
| Model or measure | Reported figure | How to interpret it |
|---|---|---|
| In-house 24/7 SOC | Five to eight FTEs; $1.2 million–$3 million+ per year | CDW’s vendor-published example; scope and assumptions differ by organization. |
| MSSP comparison | $300,000–$2.5 million per year | CDW’s comparison range, not a quote or independent industry average. |
| Cybersecurity budget for staff and compensation | About 33% | Approximate share reported by respondents in the 2025 RH-ISAC and Accenture CISO Benchmark. |
| Cybersecurity budget for outsourcing and ongoing support contracts | About 13% | Approximate share from the same 2025 benchmark; it does not represent every company. |
The 2025 RH-ISAC and Accenture CISO Benchmark also reports that respondents outsourced penetration testing (83%), SOC services (66%) and managed detection and response (MDR) (57%). These percentages describe the surveyed benchmark population, not a recommendation that every organization outsource those functions.
Which costs belong in an in-house total?
Salary is only the visible line item. Build an annual cost model that includes the people, coverage and systems required to deliver the defined outcomes.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesPeople and coverage
- Base pay, bonuses, benefits, payroll taxes and contractors.
- Enough staff for the required hours; a single analyst cannot provide dependable 24/7 coverage.
- Recruiting, background checks, onboarding and the productivity gap while roles are vacant.
- Managerial time for schedules, quality control, budgeting and incident coordination.
- Retention measures and the cost of turnover in a scarce skills market.
Technology and facilities
- Security information and event management (SIEM), endpoint detection, identity monitoring, ticketing and case-management platforms.
- Cloud or on-premises infrastructure, log storage, data retention and network connectivity.
- Analyst workstations, secure access, backup communications and a resilient operating location.
- Integration engineering, detection tuning and maintenance when systems or log sources change.
Skills and surge capacity
- Training, certifications, conferences and time away from operational duties.
- Threat hunting, malware analysis, forensics, red-team work or specialist legal advice that your permanent staff cannot cover.
- Extra people or external retainers for a major incident, product launch or acquisition.
List each cost once and mark what is already bundled. If your internal team still buys penetration testing, incident-response retainers or specialist assessments, those external fees remain part of the in-house model.
What costs should you add to an outsourced proposal?
An outsourced quote usually combines labor, tooling and provider overhead, but the boundary differs by contract. Request a line-by-line schedule before comparing it with payroll.

- Recurring service fee: the systems, users, endpoints, cloud accounts and log volume included in the base price.
- Implementation: discovery, connectors, migration, detection tuning, playbooks and staff training.
- Coverage and response: business-hours monitoring versus 24/7 operations, investigation depth, containment authority and response-time commitments.
- Usage-based charges: additional data ingestion, endpoints, retention, emergency hours, on-site work or incident-response days.
- Customer-side work: an internal contact, access approvals, remediation, change management and participation in exercises.
- Exit and transition: data export, knowledge transfer, tool licenses and assistance if you change providers.
Do not subtract tools from the internal total and then count them again as an outsourced saving. Conversely, do not accept a low provider fee that excludes the log sources, users or response actions you actually need.
How do coverage and scope change the comparison?
Coverage is often the largest hidden cost. A business-hours alert service and a staffed 24/7 SOC are different products even if both are labeled “monitoring.” Specify the hours, time zone, holidays, maximum acknowledgement time and the point at which a human investigates an alert.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Scope also changes staffing and licensing. Monitoring a few cloud services is not equivalent to collecting endpoint, identity, network, application and physical-access telemetry. Define whether the provider only reports alerts or can isolate a device, disable an account, block traffic and coordinate recovery. Include vulnerability scanning, remediation tracking, threat intelligence, penetration testing and compliance reporting only when they are part of the outcome you are pricing.
Use the same inventory and service-level assumptions in every internal spreadsheet and provider request. Otherwise, an inexpensive quote may simply omit work that an internal team would have been expected to perform.
Which cybersecurity capabilities are commonly outsourced?
Organizations often outsource a discrete capability rather than their entire security function. In the 2025 benchmark, penetration testing was the most frequently outsourced service among respondents, followed by SOC and MDR services. The choice should follow your risk and operating constraints.

Penetration testing
Periodic testing is commonly purchased because it requires specialized skills and may be needed only a few times a year. Specify test boundaries, production safeguards, retesting, reporting and remediation validation.
SOC monitoring and MDR
A provider can aggregate telemetry, run detections and investigate alerts around the clock. Confirm which data sources are covered, how false positives are tuned, who is authorized to contain a threat and how incidents are handed to your team.
Fractional leadership and advisory work
A virtual or fractional CISO can set priorities, policies, metrics and board reporting without a full-time executive hire. This does not replace operational monitoring or make the organization’s legal responsibilities disappear.
Functions that often stay close to the business
Access approvals, risk acceptance, architecture decisions, privacy judgments and business continuity choices depend heavily on internal context. Even when a provider executes tasks, an internal owner should make or approve decisions that affect customers, employees and critical operations.
When is a hybrid model the better choice?
Hybrid arrangements keep context-sensitive decisions inside the organization while buying intermittent or resource-intensive capabilities. The UK National Cyber Security Centre’s SOC operating-model guidance notes that in-house functions can benefit from business context, while outsourcing can suit functions used infrequently or capabilities the internal SOC cannot resource.

A practical split might look like this:
| Keep internal | Contract externally | Joint operating rule |
|---|---|---|
| Risk acceptance, business priorities, identity and access approvals, executive communications | 24/7 alert monitoring, threat hunting, penetration tests or specialist forensics | Internal owner approves playbooks and receives escalations. |
| Security architecture, asset ownership and remediation decisions | Detection engineering, log analysis and surge staffing | Provider changes are tested and documented in the organization’s systems. |
| Customer and regulator communications | Evidence collection and technical investigation | Contract states who preserves evidence and who may notify third parties. |
Hybrid is not automatically cheaper: you pay for internal coordination and provider services. Its value is avoiding a permanent specialist team for work that is occasional while retaining judgment where context matters.
How do you compare internal hiring with provider quotes?
Use one written scope and require every option to answer the same questions. NIST recommends defining outcomes, seeking multiple quotes, checking provider experience and legal or contractual capability, and documenting responsibilities in an agreement.
- Inventory the environment. Count users, endpoints, servers, cloud accounts, applications, locations and log sources. Record data sensitivity and regulatory obligations.
- Set coverage targets. State monitoring hours, acknowledgement and escalation times, investigation depth, containment authority and holiday coverage.
- Build the internal baseline. Price salaries and benefits, recruiting, management, training, platforms, infrastructure, specialist retainers and absence coverage. Model realistic staffing, not one ideal employee.
- Issue a requirements-based request. Ask several providers to price the same assets, retention, integrations, response actions, implementation and out-of-scope rates.
- Normalize the numbers. Convert one-time setup and recurring fees to the same period. Remove duplicated tools and add customer-side labor, taxes and incident surcharges.
- Score non-price factors. Evaluate relevant experience, staffing depth, analyst location, escalation quality, references, assurance reports, data handling and ability to meet your legal or contractual requirements.
- Run a scenario review. Ask each option to walk through a ransomware alert, a lost administrator account, a critical vulnerability and a provider outage. Record who acts, when and with what authority.
- Document the decision. Record assumptions, exclusions, service levels, responsibilities, evidence handling, audit rights, subcontractors, exit assistance and review dates.
What must the contract and responsibility matrix cover?
Outsourcing work does not outsource accountability. NIST states that a business remains responsible for protecting its systems and customers’ information even when it uses a third party. NIST IR 4749 also provides historical contracting guidance that is useful for thinking about statements of work, while not being current cost data.
Put these items in the agreement and a companion responsibility matrix:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Services, assets, hours, locations, service levels and measurable outcomes.
- Who owns each task: provider, internal team or shared; include approval and escalation paths.
- Incident definitions, notification deadlines, containment authority, evidence preservation and cooperation with investigators.
- Data location, access controls, encryption, retention, deletion and approved subcontractors.
- Performance reporting, service reviews, audit or assurance evidence and remediation of missed service levels.
- Pricing assumptions, rate cards, renewal terms, change control and charges outside the base service.
- Business continuity, provider outage procedures, portability of logs and playbooks, and exit assistance.
A contract can allocate tasks and remedies, but it cannot remove your duties to customers, regulators or insurers. Keep an internal owner who can challenge the provider and make risk decisions.
Best Value
- 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.

What are the common comparison mistakes?
- Comparing salary with a monthly fee: add benefits, management, tools, coverage and specialist work on the internal side.
- Assuming “24/7” means a response: verify whether it is automated monitoring, an analyst acknowledgement or active containment.
- Accepting a generic bundle: map every included asset, data source, retention period and response action to your inventory.
- Ignoring internal effort: budget time for access, remediation, meetings, tuning and provider oversight.
- Choosing on price alone: assess expertise, resilience, security of the provider and evidence that it can meet contractual requirements.
- Believing liability transferred: retain governance, notification and customer-protection duties inside your organization.
- Failing to plan the exit: require usable data, documented detections and knowledge transfer before a dispute or outage occurs.
How should a small business make the decision?
If you cannot afford a dedicated cybersecurity employee, begin with the outcomes and risks that cannot wait. A managed service can provide access to specialists and continuous coverage; a fractional adviser can establish governance; a targeted test can reveal weaknesses without a permanent team. Ask what your staff must still do every day and price that effort.
Choose an internal, outsourced or hybrid model only after testing equivalent coverage and total cost. Revisit the choice when your environment, regulatory obligations, incident history or growth changes. Provider availability, compensation and service bundles vary by geography and over time, so validate current quotes against your own inventory rather than relying on a published range.
Frequently Asked Questions
Can a small business outsource cybersecurity without hiring a full-time CISO?
Yes. A small business can combine an MSSP or MDR service for monitoring with a virtual or fractional CISO for governance and planning. It still needs an internal person with authority to approve access, accept risk and coordinate business decisions.
Does hiring an MSSP make my company compliant automatically?
No. A provider can perform controls and supply evidence, but compliance obligations remain with your organization. Confirm the provider’s relevant assurance, contract scope and reporting format with your regulator, auditor or contractual partner.
What should I ask a provider about subcontractors?
Ask which services are subcontracted, where personnel and data are located, what security requirements flow down, and how you are notified of changes. Require approval or objection rights when a new subcontractor could affect access to sensitive systems.
How can I test whether a provider will respond well during a real incident?
Run a tabletop exercise before signing or during the onboarding period. Use a realistic scenario, require named participants and timestamps, and check whether containment authority, communications and evidence handling work as written.
