OT cybersecurity protects operational-technology systems from cyber threats; OT resilience is the broader capability to keep the physical process and mission safe through disruption, operate in a degraded state, recover, and adapt. Cybersecurity is therefore one contributor to resilience, not a synonym for it. A resilient plant may continue safely after a ransomware event, equipment failure, operator mistake, utility outage, natural hazard, or supplier disruption because it has dependable controls, independent safety measures, redundancy, manual fallback, tested recovery, and lessons-learned processes as well as cyber defenses.
The distinction matters because operational technology (OT) directly monitors or controls the physical world. Security changes, incident-response tools, and recovery actions can affect production, public services, equipment, and human safety. Programs that treat OT as ordinary office IT can create unsafe conditions even when their security intentions are sound.
What do OT cybersecurity and OT resilience mean?
They address related but different questions. OT cybersecurity asks how to prevent, detect, contain, and recover from compromise of systems that control or monitor physical processes. OT resilience asks how the mission can continue safely, absorb disruption, restore effective operation, and improve after the disruption, regardless of whether the trigger was cyber-related.

What is operational technology?
NIST describes OT as programmable systems or devices that interact with the physical environment by monitoring or controlling devices, processes, and events. Examples include industrial control systems (ICS), supervisory control and data acquisition (SCADA), distributed control systems (DCS), building automation, transportation systems, physical-access control, and environmental monitoring.

OT commonly includes controllers, sensors, actuators, engineering workstations, operator stations, historians, safety instrumented systems, and communications equipment. Its behavior is tied to real equipment and real-time processes, so a change to a digital component can alter pressure, temperature, motion, chemical dosing, traffic flow, or access to a facility.
What is OT cybersecurity?
OT cybersecurity is the security discipline applied to those systems, with controls adapted to OT requirements for performance, reliability, availability, safety, and process integrity. NIST’s Guide to Operational Technology (OT) Security, SP 800-82 Rev. 3, was published in September 2023 and treats security as part of an environment where digital and physical consequences are inseparable.
Typical activities include maintaining an asset and communications inventory, segmenting networks, controlling identities and remote access, monitoring for abnormal behavior, managing vulnerabilities and changes with engineering approval, and preparing an OT-specific incident-response capability. Confidentiality can matter, especially for designs and personal information, but availability, integrity, safe authorization, and trustworthy monitoring are often the immediate operational priorities.
What is OT resilience?
Operational resilience is the ability of systems to resist, absorb, and recover from or adapt to an adverse occurrence during operation that may cause harm, destruction, or loss of the ability to perform mission-related functions. In practical terms, it combines preparation, resistance, safe continuity, bounded degradation, recovery, and adaptation across the facility or service.
Resilience includes cybersecurity controls, but also reliability engineering, preventive maintenance, spare parts, independent safety functions, redundant equipment, alternate power and communications, manual or local operation, continuity plans, recovery exercises, and changes to architecture or procedures after an incident.
How is cyber resilience related?
NIST defines cyber resiliency as the ability to anticipate, withstand, recover from, and adapt to adverse conditions, stresses, attacks, or compromises on systems that include cyber resources. Cyber resiliency is narrower than overall operational resilience because it focuses on disruption involving cyber resources, while OT resilience also addresses non-cyber causes and the physical mission.

| Primary question | How do we prevent, detect, contain, and recover from cyber compromise? | How does the mission continue safely through disruption and return to effective operation? |
| Threat scope | Cyber attacks, unauthorized access, malware, unsafe changes, compromised remote access, and cyber-enabled manipulation | Cyber threats plus equipment failure, operator error, process upset, utility loss, natural hazards, supply-chain failure, and other disruptions |
| Main outcomes | Confidentiality where relevant, integrity, availability, safe authorization, and trustworthy control and monitoring | Safe continuity, graceful degradation, bounded impact, recovery, adaptation, and mission assurance |

A useful test is to ask what happens when the security boundary fails. If the answer is only “we isolate the affected workstation,” the program describes cybersecurity. If it also explains how operators keep the process within safe limits, how essential services continue, how equipment is restored, and how the design changes afterward, it describes resilience.
Why do safety, reliability, and availability change the security answer in OT?
OT interfaces with the physical world, so a failure or malfunction can create physical danger. The UK National Cyber Security Centre notes that OT priorities are often safety, reliability, and availability rather than the confidentiality-first assumptions common in office environments. A patch, scan, account lockout, or automated containment action that is routine in IT can interrupt a controller, overload a fragile device, or remove an operator’s ability to respond.
Canadian guidance highlights differences in OT infrastructure, protocols, physical conditions, workforce skills, and safety requirements. Tools accepted in enterprise IT can be unsafe in a sensitive control environment unless they are evaluated, staged, and approved by operations and engineering personnel.
NIST also cautions that safety and information-security assessments overlap because the physical and digital worlds are intertwined. A safety system can reduce the consequences of a cyber incident, but a combined control-and-safety architecture can create additional compromise paths. Each site must evaluate the appropriate separation, independence, fail-safe behavior, and effect of security controls on safety functions.
How does OT cybersecurity support operational resilience?
Cybersecurity supplies the protection and visibility that allow resilient operation, but it has to be designed around the mission and the process. A practical program follows these connected steps.

- Define the mission and safe state. Identify the physical process, essential services, safety constraints, tolerable degradation, and recovery objectives. Document which functions must continue, which can be paused, what conditions are unsafe, and who has authority to place equipment in a safe state.
- Build an OT cybersecurity baseline. Maintain an accurate inventory of controllers, workstations, servers, network paths, wireless links, remote connections, firmware, owners, and dependencies. Segment zones and conduits; restrict identities and privileges; secure remote access; monitor for abnormal activity; and manage vulnerabilities and configuration changes with engineering approval and a defined test process.
- Design for resilient operation. Add redundancy where a single failure would exceed the mission’s tolerance. Consider independent safety functions, local or manual fallback, spare controllers and critical components, alternate communications, backup power, and procedures for operating safely when automation or a network segment is unavailable. Redundancy is useful only when it is maintained, independent enough to avoid common-mode failure, and periodically proven.
- Prepare response and recovery. Use an OT-specific incident-response plan with operations, engineering, safety, IT, and security roles. Define decision points for isolation, controlled shutdown, manual operation, evidence collection, vendor support, and return to service. Test response tools in the target environment before an incident; an action that works in a corporate lab may be unsafe on a live process.
- Protect and exercise backups. NIST SP 1339 describes OT backups as vital to recovery from reliability and cyber incidents. Create them regularly, integrate backup changes with configuration and change management, protect them from unauthorized alteration or ransomware, and test restoration. Include backup review in recovery exercises so the team verifies that files, firmware, configurations, licenses, dependencies, and the people who know the procedure are all available.
- Learn and adapt. After incidents, near misses, and exercises, update architecture, procedures, training, procurement requirements, maintenance assumptions, and recovery objectives. Adaptation is the part of resilience that prevents the same weakness from becoming the next outage.
Which capabilities belong in an OT resilience program?
The following capabilities show how a resilience program extends beyond a security-control checklist.
- Process and consequence analysis: maps critical services, hazardous states, dependencies, and acceptable degradation.
- Reliable architecture: removes or mitigates single points of failure and verifies failover under realistic load and timing.
- Independent protection: preserves safety instrumented functions, emergency shutdowns, alarms, and physical safeguards when primary control systems are compromised or unavailable.
- Human fallback: gives trained operators safe local or manual procedures, clear authority, usable instruments, and realistic staffing assumptions.
- Continuity logistics: maintains critical spares, compatible replacement equipment, alternate suppliers, fuel or power arrangements, and communications that do not depend on the failed system.
- Cyber defense: controls access, segments networks, monitors activity, manages changes, and responds to compromise without violating process constraints.
- Recovery engineering: defines restoration order, validates backups, rebuilds trusted systems, checks process integrity, and controls the return to automatic operation.
- Exercise and improvement: rehearses technical and executive decisions, records timing and surprises, and turns findings into funded changes.
Why can’t an organization apply ordinary IT incident response to a control system?
Enterprise response often assumes that a device can be disconnected, rebooted, scanned, or reimaged immediately. OT response must first determine what that action does to the physical process, safety functions, timing, and operator visibility.
For example, isolating an engineering workstation may stop an unauthorized change, but disconnecting a controller or communications path can remove feedback needed for stable operation. A forensic image may be valuable, yet collecting it from a running system can consume resources or alter timing. Automated account-disablement can lock out the only trained operator during a controlled shutdown.

An OT plan should therefore include:
- process-specific escalation criteria and a named operations lead;
- engineering and safety review before disruptive containment;
- preapproved safe-state, shutdown, and manual-operation procedures;
- asset and dependency information that responders can use without relying on the compromised network;
- vendor and integrator contacts, access rules, and evidence-handling expectations;
- an agreed restoration sequence with verification of control logic, set points, alarms, time sources, and safety interlocks.
Exercises should use representative equipment or a carefully controlled test environment. The objective is not merely to complete a playbook; it is to prove that the playbook protects people and the process while preserving enough evidence to understand the event.
Do OT backups and disaster recovery count as cybersecurity or resilience?
They count as both, but for different reasons. Backup access controls, integrity protection, segmentation, and ransomware resistance are cybersecurity measures. The ability to restore a known-good configuration, rebuild dependencies, and resume the mission within an acceptable time is operational resilience.
A backup strategy is credible only when it answers the following questions:

- What is backed up: controller logic, configurations, firmware, historian data, recipes, certificates, licenses, network settings, engineering files, and operating procedures?
- How are copies protected from the same compromise, power event, or physical hazard as the production system?
- How current must each copy be, and who approves the restoration point?
- Can the organization restore onto replacement hardware if the original device is unavailable?
- What dependencies must be restored first, and how is the result checked before automatic control resumes?
- When was a full restoration last demonstrated, under conditions that resemble an actual outage?
NCSC guidance emphasizes redundancy, backup, disaster recovery, health monitoring, and ransomware-resistant backups for OT availability. A file that exists but cannot be trusted, interpreted, or restored by available staff is not a resilient recovery asset.
What should an industrial plant measure for resilience?
No universal cross-sector statistic quantifies the difference between OT resilience and OT cybersecurity. The useful measures are capability and outcome measures tied to the plant’s mission.
| Measurement area | Questions to answer |
|---|---|
| Safe degraded operation | Which essential functions can continue manually or locally, for how long, and under what staffing and environmental limits? |
| Safety independence | Which protective functions remain available if the primary control network or supervisory layer is compromised? |
| Continuity | Which services must remain available, what outage duration is tolerable, and which dependencies can interrupt them? |
| Recovery objectives | What recovery-time and recovery-point objectives apply to each process, system, and data set? |
| Redundancy | Where are single points of failure, and has failover been demonstrated rather than merely designed? |
| Detection and response | Can the team detect abnormal control activity, make a safe decision, and execute it without unsafe automation? |
| Change safety | Are patches, firmware updates, logic changes, and remote-access changes tested and approved with operations and engineering? |
| Backup restoration | Are backups protected, current, complete, and successfully restored during exercises? |
| People and coordination | Do operations, engineering, safety, IT, security, suppliers, and leadership know their roles and escalation paths? |
| Adaptation | Are exercise and incident findings converted into architecture, training, procurement, and procedure changes? |
Track both technical results and operational consequences. A faster response is not an improvement if it increases process instability; a high patching rate is not success if patches are applied without proving that safety and availability remain intact.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should an organization compare two OT programs?
When reviewing a plant, supplier, or managed service, compare capabilities rather than asking which program uses the more impressive security product. Use the following questions in interviews, architecture reviews, and exercises.
| Review axis | Evidence to request |
|---|---|
| Safe operation while degraded | Documented degraded modes, operator procedures, staffing assumptions, and exercise records |
| Safety impact and independence | Safety analysis, separation decisions, interlock testing, and approval by qualified process and safety personnel |
| Mission continuity | Critical-service map, dependencies, tolerable outage, and continuity priorities |
| Recovery-time and recovery-point objectives | Process-specific objectives and measured restoration results |
| Redundancy and failure points | Current architecture, common-mode analysis, spare strategy, and failover tests |
| Cyber-threat coverage | Asset inventory, segmentation, identity controls, remote-access records, monitoring, and response procedures |
| Patch and change safety | Test environments, maintenance windows, rollback plans, and engineering sign-off |
| Backup integrity | Protected copies, retention, restoration logs, and evidence that dependencies were included |
| Supplier and remote access | Contract requirements, session controls, approval workflow, logging, and rapid revocation process |
| Exercise quality | Scenarios that include cyber and non-cyber failures, measurable objectives, findings, and completed corrective actions |
What are common mistakes when organizations confuse the two?
- Calling a firewall a resilience strategy: segmentation reduces attack paths, but it does not provide spare equipment, manual control, or a restoration plan.
- Equating uptime with resilience: a system may run continuously yet have no safe degraded mode or recoverable configuration.
- Using IT tools without OT validation: aggressive scans, automated isolation, or untested agents can disrupt controllers and communications.
- Assuming safety automatically covers cyber risk: an independent trip can limit consequences, but connected safety and control components may still create compromise paths.
- Backing up without restoring: an untested copy can be incomplete, corrupted, incompatible with replacement hardware, or unknown to current staff.
- Leaving operators out of security decisions: the people who understand process timing, alarms, and safe states must participate in design and response approval.
- Stopping at recovery: resilience requires adaptation, including changes to architecture, procurement, training, and assumptions after an event.
How do the concepts apply in real situations?
A ransomware event at a manufacturing line
Cybersecurity controls may detect encryption activity, restrict the affected segment, and preserve trusted backups. Resilience determines whether the line can be placed in a safe state, whether essential production can continue at reduced capacity, whether operators can work locally, and whether controllers and recipes can be restored in the correct order.
A failed pump or power interruption at a water facility
This may have no cyber cause. Redundant pumps, alternate power, inventory of compatible parts, manual dosing procedures, and service continuity plans are resilience measures. Cybersecurity still matters because unauthorized changes or loss of monitoring could compound the failure, but a firewall alone would not keep water service operating.

A compromised building-automation account
Access control, multifactor authentication where safely supported, session logging, and anomaly monitoring address the cyber intrusion. Resilience additionally requires that critical ventilation, temperature, fire-related interfaces, and physical-access functions have safe fallback behavior and that facility staff can operate essential systems if the automation server is unavailable.
What is the practical relationship between the two programs?
Run OT cybersecurity as a specialized protection discipline inside a broader resilience program. Start with the mission and safe state, then select security, reliability, safety, continuity, backup, and recovery measures that keep that mission within acceptable risk. Assign joint ownership: operations and engineering understand the process, safety teams understand hazardous consequences, IT and security understand cyber threats, and leadership resolves trade-offs involving cost, downtime, and risk.
The strongest program can explain not only how it blocks an attacker, but also how it limits physical impact, keeps essential functions operating, restores trusted control, and changes after learning from the event. That is the difference between defending OT and making OT resilient.

Is cyber resilience the same as OT resilience?
No. Cyber resilience focuses on anticipating, withstanding, recovering from, and adapting to conditions involving cyber resources. OT resilience includes those capabilities plus reliability, safety, continuity, manual operation, and recovery for non-cyber disruptions such as equipment failure or utility loss.
How often should an OT recovery exercise be run?
There is no universal interval that fits every process. Set frequency from hazard, service criticality, change rate, supplier dependence, and prior findings, and run an additional exercise after major architecture, staffing, or procedure changes.
Can an independent safety system replace OT cybersecurity?
No. Independence and fail-safe behavior can limit consequences, but they do not prevent unauthorized access, loss of visibility, manipulation of primary controls, or attacks on connected safety components. Safety and security assessments must examine how the systems interact.
What documentation helps prove that an OT program is resilient?
Maintain current process and dependency maps, safe-state and degraded-mode procedures, approved architecture and change records, backup inventories, restoration evidence, exercise results, incident decisions, and completed corrective actions. Documentation should show both technical control and the operational outcome it protects.
