Choose operational resilience software only after you can describe the important services your organization must keep within defined disruption limits. The strongest platforms connect each service to its people, processes, technology, facilities, information and third parties; record service-specific impact tolerances; coordinate severe-but-plausible scenario tests; and carry vulnerabilities through funded remediation and retesting. Those capabilities can support a resilience program, but purchasing a platform does not itself create compliance. Your jurisdiction, regulated-entity status and operating model determine which obligations apply, so configure and evaluate the software against the rules that govern your organization.

What is operational resilience software, and why does it matter?

Operational resilience software is a system for managing the ability to continue important business services through disruption, recover safely and learn from failures. It should give risk, technology, continuity, compliance and procurement teams one traceable model of services, dependencies, tolerances, tests, vulnerabilities and corrective actions.

The practical outcome is not a prettier risk register. A useful platform helps answer, for any important service: what harm would an outage cause, how long can the service be degraded, which internal and external capabilities does it depend on, what happens if several dependencies fail together, what evidence shows the service was tested, and who owns the remaining exposure?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Regulators describe resilience as an organizational capability rather than a software category. The Financial Conduct Authority (FCA) defines operational resilience as the ability to prevent, adapt and respond to, recover from and learn from operational disruption. Software can organize evidence and decisions, but accountable executives, boards and control owners still make the judgments and fund the fixes.

What a platform should help you do

  • Identify important or critical business services and the customers, markets or other stakeholders that could be harmed by interruption.
  • Set a maximum tolerable disruption, commonly expressed as an impact tolerance, for each service.
  • Map people, processes, technology, facilities, information and relevant third parties to each service.
  • Expose shared, upstream, downstream and cascading dependencies.
  • Plan and run scenario tests that progress from discussion exercises to technical tests, simulations, failover or disaster-recovery exercises and lessons from real incidents.
  • Record vulnerabilities, prioritize them, assign accountable owners, secure approval and funding, and verify closure through repeat testing.
  • Preserve an evidence trail for senior oversight, regulatory reviews, internal audit and procurement decisions.

Which regulatory obligations should shape your requirements?

Start with the rules that apply to your legal entities, services and locations, then translate them into demonstrable workflows. The sources below are comparison lenses, not a universal checklist: a firm may be in scope for one framework, several frameworks or none of them.

Framework or source What it emphasizes How that affects a buying requirement
FCA operational resilience rules and guidance (UK) Important business services, impact tolerances, mapping, scenario testing, vulnerabilities and remediation for specified UK-regulated firm types Model services and tolerances, include the named dependency types and retain test and remediation evidence. Confirm your firm category and current rules directly.
Bank of England regulatory expectations (UK) Service identification, disruption tolerances, technology and third-party dependencies, and review of important business services at least annually or after significant change Support scheduled reviews, change-triggered reassessment and dependency documentation that can be shown to supervisors.
Digital Operational Resilience Act (EU), summarized by the European Banking Authority ICT risk-management capabilities, incident reporting, digital operational resilience testing and ICT third-party risk monitoring Look for ICT-control evidence, incident workflows, testing records and ongoing provider oversight that can be separated by entity and jurisdiction.
Monetary Authority of Singapore resilience framework Governance, external-dependency oversight, cyber and technology risk, and business continuity Connect governance decisions and external dependencies to service continuity and technology-risk records.
Basel Committee on Banking Supervision principles Governance, operational risk, continuity planning and testing, interdependency mapping, third-party management, incident management and resilient ICT Assess whether the platform can join operational-risk, continuity, incident and dependency evidence rather than isolating each discipline.
OSFI operational risk management and resilience guidance (Canada) Disruption tolerances across severe-but-plausible scenarios, including long, simultaneous and critical-third-party disruptions Demonstrate scenario combinations, duration-based tolerances and critical-provider failure analysis.
Central Bank of Ireland operational resilience guidance Board responsibility, important services, tolerances and mapping Provide board-ready views that retain the assumptions behind service and tolerance decisions.

The FCA overview was first published on 13 May 2017 and last updated on 15 September 2026. It states that in-scope firms were expected by 31 March 2025 to have completed mapping and testing and to be able to operate important business services within impact tolerances. Treat that date as a historical milestone, not a promise that every firm or current rule has the same deadline. The FCA’s outsourcing guidance was first published on 9 January 2020 and last updated on 14 July 2026; verify current scope and wording before procurement.

How do I model important services and their dependencies?

Choose a platform that models the service first and then links the resources required to deliver it. Starting with departments, applications or risk categories alone can hide the customer or market harm that resilience rules ask firms to control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the service and the harm

  1. List the services whose disruption could cause intolerable harm to consumers, clients, markets or the firm’s safety and soundness.
  2. Define the service outcome in operational terms, such as making a payment, executing a trade or providing access to an account. Avoid vague labels such as technology operations.
  3. Record the accountable executive, service owner, legal entity, geography, operating hours and key customer or market segment.
  4. Describe the impact of interruption and the assumptions used to set the tolerance. Keep the rationale with the service record so later reviewers can challenge it.

Map the six dependency categories

The FCA identifies people, processes, technology, facilities and information as mapping elements, with relevant third-party relationships included. A practical model should allow one dependency to support several services and should show the direction of the relationship.

  • People: critical roles, skills, locations, shifts, access rights and succession or concentration concerns.
  • Processes: manual and automated steps, hand-offs, controls, recovery procedures and upstream or downstream services.
  • Technology: applications, infrastructure, networks, data stores, interfaces, identity services and recovery environments.
  • Facilities: offices, operations centers, data centers, utilities and physical access assumptions.
  • Information: data sets, records, feeds, retention needs, integrity requirements and the information needed to make safe decisions during disruption.
  • Third parties: suppliers, cloud or managed services, market utilities, agents and other providers whose failure affects delivery.

Test for concentration and cascading failure

Ask a vendor to demonstrate a shared dependency: one facility, identity service, telecoms provider or critical supplier supporting multiple important services. The platform should show which services are affected, the order in which impacts could appear and the controls or alternatives available. A static inventory that cannot reveal common dependencies is inadequate for severe-but-plausible analysis.

What should impact tolerances and evidence look like?

An impact tolerance states the maximum tolerable level of disruption for a service. The platform should store the tolerance as a service-specific decision, connect it to evidence and assumptions, and show whether tests and operating data support the decision.

Capture more than a recovery-time field

A single recovery-time objective may not describe the harm boundary. Ask whether the system can record duration, volume, data-loss, service-quality or customer-impact measures when those are relevant, while preserving the owner and approval date for each measure. Do not assume regulators prescribe a particular software field layout; the source material establishes the need for tolerances, not a required vendor implementation.

Link tolerance to operating evidence

  • Attach test results, incident records, service-level observations and management assumptions to the tolerance.
  • Show the tolerance alongside the dependency chain used to derive it.
  • Flag when a material change to technology, process, facility or provider invalidates the evidence.
  • Retain the prior value, approver and reason for change so reviewers can reconstruct the decision.

During a demonstration, ask the vendor to change one dependency and show which tolerance records, tests and remediation items become stale. That exercise reveals whether the platform is a connected model or a collection of unrelated forms.

How should I evaluate scenario testing?

Require a range of severe-but-plausible tests and evidence that results change decisions. FCA observations call for maturity beyond judgment-based desk exercises toward empirical evidence, including penetration tests, disaster-recovery or failover tests, simulations and lessons from actual scenarios.

Build a scenario library

Scenarios should reflect your services and dependency concentrations rather than generic disaster categories. Include technology failure, cyber events, loss of a facility or workforce, data unavailability or integrity loss, supplier failure and combinations such as a long outage affecting several services at once. OSFI guidance specifically discusses long, simultaneous and critical-third-party disruptions as useful tolerance lenses.

Check the complete test workflow

  1. Create the scenario, affected services, assumptions, participants, third parties and success criteria.
  2. Choose the method: discussion exercise, simulation, penetration test, failover or disaster-recovery test, live operational exercise or analysis of an actual incident.
  3. Record time-stamped observations, decisions, control performance, customer impact and evidence attachments.
  4. Compare observed performance with the service’s impact tolerance and identify each vulnerability.
  5. Assign remediation, approval and funding, then schedule a retest that can demonstrate whether the vulnerability is resolved.

Ask the vendor to run one representative service through this workflow during the demo. A calendar and attendance list are not enough; you need traceability from scenario assumptions to observed result, exception, action and retest.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should vulnerability remediation work?

Choose workflow that treats a vulnerability as an owned, governed and funded problem rather than a note in a test report. FCA observations say remediation plans should be approved, fully funded and governed, with repeat scenario testing used as evidence that a vulnerability has been resolved.

Minimum remediation fields

  • Clear description of the service impact and failed or weak dependency.
  • Named accountable owner and delivery team.
  • Priority based on potential harm, tolerance breach and dependency concentration.
  • Target date, milestones, budget or funding approval and any accepted residual risk.
  • Evidence required for closure, including a repeat test where appropriate.
  • Escalation path for overdue, blocked or underfunded actions.

Use closure criteria that can be retested

Do not close an item because a plan was written or a control was purchased. Define the observable result that would demonstrate reduced exposure, link the result to a scenario, and preserve the retest evidence. The system should distinguish remediation complete from risk accepted, risk transferred or action deferred.

How do I manage third-party dependencies without transferring accountability?

Map providers to the services they support and retain evidence of ongoing resilience oversight. Outsourcing does not transfer the firm’s responsibility for resilient service delivery; the FCA and Bank of England both emphasize active management of technology and third-party dependencies.

Information to associate with each provider

  • Services and dependency components supported by the provider.
  • Criticality, concentration and substitutability assessment.
  • Contractual service commitments, notification duties and recovery assumptions.
  • Testing participation, test results, incidents and open vulnerabilities.
  • Review owner, review date and escalation status.

Ask for a demonstration in which a provider fails during a scenario. The platform should identify every affected service, display the tolerance at risk, assign internal actions and preserve the evidence of provider engagement. A supplier portal alone is not proof of oversight.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What governance and change controls are essential?

Governance features should make senior decisions visible and trigger reassessment when the operating model changes. Bank of England expectations call for review of important business services at least annually, or sooner after significant change.

Require scheduled and event-driven review

Set a recurring service review, but also trigger one after a major technology change, merger, outsourcing decision, facility move, product launch, incident or regulatory change. The workflow should show who approved the review, what changed and which tests or tolerances need updating.

Provide board-ready reporting without losing detail

Executives need a concise view of services outside tolerance, material vulnerabilities, overdue funded actions, concentration risks and upcoming tests. Auditors and operators need the underlying dependency, assumption and evidence records. Verify that dashboards drill through to source records and preserve a history of changes.

What implementation sequence reduces buying risk?

Implement a narrow but representative slice before importing every process. A pilot should include one important service, a complex dependency chain, at least one external provider and one severe-but-plausible scenario.

  1. Confirm scope: identify applicable jurisdictions, regulated entities, services and internal control frameworks.
  2. Agree the service taxonomy: define what counts as an important or critical service and who approves the list.
  3. Load a representative model: include all six dependency categories and shared components, not just applications.
  4. Set and approve the tolerance: document harm assumptions, measures, owner and approval date.
  5. Run a scenario: include a provider or shared dependency and capture evidence in the platform.
  6. Open and fund remediation: test ownership, escalation, budget approval and residual-risk handling.
  7. Retest and report: verify closure evidence, produce an executive view and confirm that reviewers can trace every conclusion to source records.
  8. Scale deliberately: only expand after data ownership, integrations, permissions, retention and review cadence work in the pilot.

What common buying mistakes should I avoid?

Buying a risk register with a resilience label

A generic risk list may not represent service outcomes, dependency direction, impact tolerances or scenario evidence. Reject a demo that cannot start with a service and walk through its dependencies and tolerance.

Assuming a framework badge proves coverage

DORA, FCA expectations, Singapore guidance, Basel principles and Canadian guidance overlap but are not interchangeable. Ask the vendor to map your exact obligations and entity scope; do not treat a generic control library as legal advice.

Counting tabletop attendance as testing maturity

Discussion exercises are useful, but regulators also point to empirical evidence from technical tests, failover, simulations, penetration testing and actual incidents. Require a method mix and a record of observed performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring shared providers and internal concentration

Listing suppliers without linking them to services hides concentration risk. Include common facilities, identity systems, networks, data stores and critical providers in the same dependency analysis.

Closing actions without proving the vulnerability changed

A completed ticket is not evidence that a service can remain within tolerance. Define closure tests and retain repeat-test results before marking the exposure resolved.

Configuring before confirming jurisdiction

Rules apply differently by country, sector and firm type. Confirm scope before creating workflows or declaring compliance, and revisit the configuration when rules or the operating model change.

What should be in the final procurement decision?

Make the decision on demonstrated operating fit, not the longest feature list. Require each finalist to model the same service, tolerance, shared dependency, third-party failure and remediation cycle, then score the evidence produced.

The right platform is the one that makes your resilience decisions testable and governable: it shows what service matters, what can disrupt it, how much disruption is tolerable, what evidence supports that boundary and who must act when the boundary is threatened.

Frequently Asked Questions

Can operational resilience software replace a business continuity plan?

No. It can organize service maps, tolerances, tests and remediation, while continuity plans still contain the procedures, roles and communications used during an event. Treat the platform as the system of record for resilience decisions and evidence, not as a substitute for operational playbooks.

How often should a service map be reviewed?

Use at least an annual review as a baseline where applicable guidance calls for it, and trigger an earlier review after significant technology, supplier, facility, product, organizational or incident changes. The important control is recording why the review occurred and what evidence changed.

What should a small regulated firm demonstrate to a software vendor?

Bring one service with a real external provider, a shared technology dependency and a plausible disruption scenario. If the platform can capture the tolerance, test observations, accountable actions and retest evidence for that slice, you have a meaningful basis for scaling rather than relying on a broad but unproven feature tour.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who remains responsible when a critical service is outsourced?

The regulated firm remains accountable for the resilience of the service. Provider contracts, testing and monitoring support that responsibility, but they do not transfer the firm’s duty to understand dependencies, manage vulnerabilities and evidence decisions.
