On-device AI runs a model on your phone or computer; cloud AI sends a request to a remote service for processing. Local processing can work offline and avoids a server round trip for that inference, while cloud processing can access models and context sizes that exceed a device’s limits. Neither approach is automatically faster or more private in every situation: the result depends on the hardware, network, app, and provider’s data practices. Many systems combine both, handling suitable requests locally and sending more complex ones to the cloud.
What is the difference between on-device AI and cloud AI?
The key difference is where a request is processed. On-device AI performs inference on local hardware; cloud AI sends the request to a provider’s remote infrastructure, which returns a result. That choice affects connectivity, the path personal data takes, available model capacity, and the resources used to run a task.
“Inference” means using a trained model to generate or classify an output, such as a summary or transcription. It is distinct from other parts of an AI feature’s lifecycle. A model might be downloaded before use, an app might collect diagnostic information, and a feature might rely on a separate online service. So the label “on-device” describes a particular processing step, not necessarily every action the app performs.
| Question | On-device AI | Cloud AI | What it means for you |
|---|---|---|---|
| Where does inference happen? | On the phone, computer, or other local hardware | On a remote service’s infrastructure | Check whether the specific feature stays local or sends some requests elsewhere. |
| Does it need internet access? | It can work offline once the model and feature are available on the device. | It needs a connection to reach the service. | Offline use can be valuable while traveling, in weak coverage, or in local-only workflows. |
| What affects response time? | Model and device performance; no network round trip for local inference | Network connection plus service processing | There is no universal speed winner. The specific task, device, model, and network matter. |
| What limits capability? | Supported hardware, memory, model size, token limits, and model capabilities | Service and model limits, including any usage rules | Cloud access can provide greater model capacity, but only where the service and connection are available. |
| What determines privacy? | Whether the request stays local, plus the app’s surrounding data handling | What is sent, how the provider processes it, and whether it is retained | Read the policy for the actual feature and service, not just the label on the AI. |
Is on-device AI more private?
It can reduce the amount of information sent away for a particular inference, but it is not a blanket privacy guarantee. The important question is what data leaves the device at every stage: during the request, when a model is downloaded, through app telemetry, or when another connected service is used.

If an inference happens entirely on the device, there is no server request for that inference. That is a meaningful reduction in exposure for that step. It does not prove that the app does not collect other information or that every feature in the same app stays local. Model downloads and network-dependent features can still involve internet traffic.
What Apple says about Private Cloud Compute
Apple says Apple Intelligence handles many tasks on-device and can use Private Cloud Compute (PCC) for more complex requests. Apple describes PCC as processing only data relevant to the request, not making that data accessible to Apple, and not retaining it after the response is returned. These are Apple’s descriptions of its design, not a universal property of cloud AI.
Apple’s Private Cloud Compute Security Guide states: “Stateless computation on personal user data: PCC must use the personal user data that it receives exclusively for the purpose of fulfilling the user’s request.” The guide further says that user data must not remain accessible after the response is returned. A reader assessing privacy should distinguish this stated architecture from the broader claim that all cloud services treat data the same way.

What Google says about Gemini Nano
Android Developers documents Gemini Nano inference through AICore as local execution without a network call for inference. The documentation describes isolation and says AICore does not retain input or output records after processing. It also distinguishes that local inference from surrounding activity: model downloads and internet requests are handled through Private Compute Services. In other words, “no network call for inference” does not mean the device never communicates with a service.
Questions to check in a product’s privacy information
- Does the specific task run on-device, in the cloud, or through a hybrid route?
- What happens if a request is too complex for local processing? Is it sent to a remote service?
- What content is sent, and does the provider say it is retained, used to improve models, or deleted after a response?
- Does the feature depend on a separate online service, and what does that service receive?
- Does the product explain model downloads, diagnostics, and other data flows separately from inference?
The European Data Protection Supervisor’s 2024 paper on on-device AI notes that local processing can reduce data transmission because computation happens near where information is generated. The same paper discusses federated learning as a way to keep raw data decentralized while sharing model updates. These are architectural approaches, not proof that any particular consumer app uses them or a guarantee that all personal data remains on a device.
Is on-device AI faster?
Not always. Local inference removes the network round trip, but its speed depends on the device and model. A cloud request adds network time and service processing, while the server may be able to run a model that a local device cannot. The available sources do not establish a comparable speed benchmark across providers or devices.

For a short request on capable hardware, avoiding a network call may help. On a slower or unsupported device, local processing may be constrained by hardware, memory, or the model’s limits. A cloud response can also vary with connection quality and service conditions. Without measurements for the same task, model, device, and network, statements such as “on-device is always faster” are not well-founded.

For a task that needs a more capable model, a cloud route may be the practical option despite the added network path. Speed should be judged together with the capability and availability the task requires.
Can AI work offline?
Yes, when the model and feature are available locally and do not require another online service. On-device execution can continue without a network connection; cloud AI needs connectivity to reach the provider. The word “AI” alone does not tell you whether a particular app’s feature works offline.
Android Developers lists Gemini Nano use cases including summarization, proofreading, rewriting, image description, and speech recognition through ML Kit GenAI APIs. Those examples describe supported local use cases in that platform’s documentation, not a promise that every app, device, language, or request supports them offline.
Apple’s 2026 developer comparison gives a separate, product-specific example: Apple’s on-device System model works offline, while its PCC model requires an internet connection. These details apply to the Apple models in that comparison, not to every local or cloud model.

- Look for an explicit offline or on-device description for the exact feature, not just a general statement that a product uses AI.
- Check whether the model must be downloaded and available before you disconnect.
- Test the feature in airplane mode with the relevant content already on the device. An offline test can reveal whether the app is relying on a server for that task.
- Confirm whether signing in, retrieving source material, or using a separate service is still required. A locally processed answer does not make those other steps offline.
- Check the supported device, operating-system, language, and region requirements; local-model access is not universal.
What are the limitations of on-device AI?
A local model has to fit the device’s capabilities and the product’s implementation. Android’s Gemini Nano documentation identifies token limits, hardware limitations, and capability boundaries as constraints. A local model may therefore handle a short, supported task but be unsuitable for a more complex request or a device that is not supported.

Hardware and model capacity
Local inference uses the device’s compute and memory rather than a provider’s remote infrastructure. The available documentation does not establish one minimum hardware specification that applies across devices and products. For Gemini Nano, availability depends on supported Android hardware; check current platform and app requirements before choosing a device for a specific feature.
Context and reasoning differences
A model’s context window limits how much input it can consider at once. Apple’s WWDC26 developer session compares a 4K context window for its on-device System model with 32K for PCC, and says PCC offers reasoning support. Apple also says its PCC model requires an internet connection and is subject to a daily user limit. These are figures and conditions for Apple’s models as presented in that 2026 session, not general specifications for local and cloud AI. The daily limit also means that a cloud route is not necessarily unlimited just because it can use a larger model.
Android’s documentation describes cloud fallback for requests that are too complex for Gemini Nano or for devices where the local model is unavailable. This can preserve access to broader capability, but it changes the request’s data path and requires connectivity. Whether that is acceptable depends on the task and the service’s privacy terms.

Availability and languages
Access to a local feature can depend on device eligibility, operating-system support, model availability, language, and region. Apple’s support documentation says Apple Intelligence availability varies by device, language, and region. Android implementation and availability also evolve. Confirm current eligibility for the feature you intend to use rather than assuming that a recent phone or computer supports every local model.
How do hybrid AI systems choose between local and cloud processing?
A hybrid system can route requests locally or remotely depending on the task and what the device can handle. This approach can use local processing for suitable requests and a cloud model when a request is more complex, local support is absent, or local capability is insufficient.
Apple says Apple Intelligence analyzes whether a task can be processed on-device and can use PCC for more complex requests. Android Developers describes Gemini Nano with cloud fallback for complex requests or unsupported devices. The exact routing rules depend on the product; the general label “hybrid” does not reveal which data is sent for a particular request.

What hybrid routing changes for the user
- Capability: A local-first system can handle supported tasks without relying on the largest available model, while fallback may make more demanding requests possible.
- Connectivity: A request that is local under one condition may need internet access when routed to a remote service.
- Privacy review: The privacy terms for the fallback service matter even if ordinary requests stay local.
- Predictability: If a product does not explain when routing changes, you may not know from the result alone whether a request stayed on the device.
When privacy is important, look for a product explanation of routing behavior and an option to disable cloud features if one is available. Do not infer that a hybrid system always chooses the private or fastest route; the provider’s criteria and settings determine what happens.
Which approach should you choose for a particular task?
Choose based on the task’s connectivity needs, data sensitivity, and model requirements rather than treating either architecture as categorically better. Local processing is a strong fit when offline availability or keeping an inference on the device is important and the local model can do the job. Cloud processing is useful when the task needs a model or context the device cannot support and you accept the service’s data practices.
| If your priority is… | Prefer… | Verify before relying on it |
|---|---|---|
| Working without reliable internet | On-device processing | The model is installed, the feature is supported, and the task does not call another service. |
| Keeping a specific inference local | On-device processing, if the task is supported | Whether the app routes unsupported or complex requests to a cloud model. |
| A request that exceeds local limits | Cloud processing or a hybrid fallback | What content is sent, the provider’s retention terms, and any account or usage limits. |
| Predictable response time | Neither by label alone | Test the same task under your actual device, network, and service conditions. |
| A specific local AI feature on a device you plan to buy | A supported device for that feature | Current compatibility, language, region, model, and app requirements. |
A useful decision sequence is:
- Define the task. Decide whether it is a short supported operation, such as proofreading or summarizing, or a request that needs greater context or reasoning.
- Check whether it must work offline. If yes, confirm that the exact feature can run locally after setup, not merely that the app advertises AI.
- Decide what data can leave the device. Review the local route and any cloud fallback, including the provider’s stated retention practices.
- Check eligibility and limits. Verify device, operating system, language, region, token or usage limits, and whether the service requires an account or network access.
- Try the real workflow. If the app supports both routes, compare results and responsiveness for your task, and check whether the app indicates which route it used.
Costs and resource use also depend on the product. Local inference consumes device resources and may require capable hardware; a provider runs cloud infrastructure and may set plan terms or usage limits. Without a specific product’s pricing and usage rules, there is no sound universal claim that either approach is cheaper for an individual user.
What should you conclude about on-device AI vs. cloud AI?
On-device AI offers a local processing path that can work offline and avoid a server call for inference. Cloud AI can provide access to greater model capacity, but requires connectivity and makes the provider’s handling of the request part of the privacy decision. Hybrid systems combine these options, so a feature’s routing behavior matters as much as the model name. Check the exact task, the data flow, and the device or service limits before relying on either approach.
Frequently Asked Questions
What does a token limit mean in an AI feature?
A token is a unit used to represent text or other input for a model; a token limit restricts how much the model can process in one request. The limit is product- and model-specific, so it cannot be inferred from whether processing is local or cloud-based.
Does federated learning mean my data never leaves my device?
Not necessarily. The European Data Protection Supervisor describes federated learning as an approach in which raw data can stay decentralized while devices share model updates, but that description does not establish that a particular app uses it or what other data the app transmits.
Can I tell from an AI answer whether it was generated locally?
Not reliably from the wording of the answer alone. Check whether the product identifies the processing route or documents its fallback rules; otherwise, the output itself may not reveal whether the request went to a remote model.
Does a larger context window guarantee a better answer?
No. A larger context window allows a model to consider more input, but it does not by itself establish accuracy or usefulness. The task, model capability, and quality of the supplied information still matter.
