Choose an NPU for supported Windows AI features and sustained, battery-conscious inference; choose a GPU when your priority is throughput for image, video, or generative AI. Neither accelerator is universally required. Your model, runtime, memory, concurrency, latency target, and software support determine the better choice. A CPU can still run many local models as a compatibility fallback. This guide explains how to choose without treating a TOPS rating or a product category as a performance guarantee.

What does “running AI locally” mean?

Local inference means the trained model executes on your own PC, workstation, or server instead of sending every request to a cloud service. The device loads model weights into system or accelerator memory, processes your prompt or input, and returns the result locally. That can improve privacy, reduce dependence on an internet connection, and avoid per-request cloud charges, but it also makes your hardware, drivers, runtime, and model format part of the solution.

On Windows, local AI is not one product with one hardware requirement. Microsoft documents three broad routes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Windows AI APIs: built-in APIs for specific Windows features. Hardware support is feature-specific and changes by API and device.
  • Foundry Local: a catalog-oriented runtime for downloading and running supported models on the device. After a model is downloaded and cached, inference can continue offline.
  • Windows ML: an application path for developers who bring ONNX models and need control over execution providers and hardware acceleration.

Microsoft compares these options in Choose your Windows AI solution. The important distinction is that “local” describes where inference happens, not which accelerator must execute it.

What is the difference between an NPU and a GPU for local AI?

An NPU (neural processing unit) is a specialized accelerator designed for neural-network operations at low, sustained power. A GPU (graphics processing unit) contains many parallel compute resources and is commonly used for workloads that can be split across large batches of operations. Their practical value depends on the model and the runtime that can actually target them.

Decision factor NPU GPU
Typical strength Supported on-device features and sustained, low-power inference High-throughput image, video, and generative AI workloads
Best fit Long-running assistance, camera or audio effects, and battery-sensitive tasks when the software supports the NPU Large or parallel workloads where latency or total outputs per second matters and the runtime supports GPU acceleration
Power behavior Designed for efficient, sustained operation; the actual result depends on the device and workload Can deliver high throughput, especially with a discrete GPU, but may draw substantially more power under load
Software dependency Requires an API, model, driver, and execution provider that target the particular NPU Requires a compatible GPU backend, driver, model format, and execution provider
Memory to check Shared system memory or dedicated accelerator allocation, depending on the platform GPU VRAM plus system memory; model and context must fit the available allocation

Microsoft describes an NPU as intended for “battery-efficient, sustained on-device inference” and a GPU as serving “high-throughput workloads such as image, video, and generative AI” in What is Windows ML?. AMD similarly characterizes NPUs as suited to sustained, low-power local inference in its Ryzen AI overview. These are workload descriptions, not an equivalent-model benchmark. The same model can perform differently depending on quantization, context length, batch size, driver, and runtime.

Is an NPU or GPU better for local AI?

There is no universal winner: select the NPU when supported features or energy efficiency dominate, and select the GPU when throughput dominates. If compatibility is uncertain, plan for CPU execution or fallback rather than buying hardware based only on a headline accelerator specification.

If your priority is… Usually start with… Why
Windows features explicitly marked for NPU use NPU-equipped system Those APIs may require the NPU on the supported device class.
Many image or video transformations per second Compatible GPU, often a discrete GPU Microsoft identifies these as GPU-oriented, high-throughput workloads.
Generative AI with large prompts, images, or concurrent users GPU with enough usable memory Parallel compute and memory capacity can matter more than a low-power accelerator.
Long-running inference on battery Supported NPU An NPU is intended for sustained, efficient operation when the model and API can use it.
Maximum application compatibility CPU-capable runtime, with acceleration as an option Microsoft describes CPU as the universal fallback; not every model supports every accelerator.
Custom ONNX deployment Windows ML plus the execution provider that supports your hardware Windows ML is designed for custom models and CPU, GPU, or NPU providers.

Microsoft’s guidance for local inference also notes that some models run on CPU while other workloads benefit from GPU acceleration. See Local AI Inference for Windows Server for that platform context. Treat the table as a decision framework, not a promise that every GPU beats every NPU or that every NPU saves power in every application.

Do I need a GPU to run AI locally?

No. Microsoft documents local inference paths that do not require a Copilot+ PC or a discrete GPU. A CPU can execute compatible models, while Windows ML can select CPU, GPU, or NPU execution providers where available. Foundry Local and Windows ML therefore make local AI possible on a broader range of Windows hardware than the Copilot+ category alone.

A GPU becomes more important when the model or application is throughput-heavy, when you need several simultaneous requests, or when the model’s memory footprint exceeds what is practical for the CPU path. A discrete GPU generally offers the highest performance potential for those cases, but “potential” still depends on a supported runtime, driver, model format, and sufficient VRAM.

Do not infer that a Copilot+ label is a requirement for all local models. Microsoft’s Windows AI solution comparison states that Foundry Local and Windows ML do not require Copilot+ hardware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does the 40+ TOPS Copilot+ requirement actually mean?

Microsoft defines Copilot+ PCs as a hardware category that includes an NPU rated at 40+ tera operations per second (TOPS), along with other platform requirements. The figure qualifies a device for that category; it is not a universal minimum for local AI and it does not predict the speed of an arbitrary model.

TOPS counts theoretical operations under a particular precision and implementation. Two accelerators with similar TOPS can differ in supported data types, memory movement, thermal limits, drivers, and software kernels. Conversely, a lower-rated device may run a small, well-supported model adequately. Use the threshold as an eligibility signal for Copilot+ features, not as a substitute for workload testing. Microsoft’s developer details are in the Copilot+ PCs developer guide.

Which Windows AI APIs can use an NPU or GPU?

Windows AI APIs have feature-specific hardware matrices. Microsoft’s current table lists Phi Silica on Copilot+ NPUs and on supported NVIDIA and AMD GPUs, while other APIs have different combinations. You must check the live support table for the exact API, Windows release, device class, and accelerator you intend to use.

On a Copilot+ PC, a supported built-in API may run on the NPU as part of the platform implementation. A table entry showing GPU or CPU support for an API on non-Copilot+ hardware does not necessarily mean that a Copilot+ user can switch the same API to any backend through a setting. Read the device and API notes rather than treating the columns as interchangeable choices. The current matrix is maintained in What are Windows AI APIs?.

How should I match an accelerator to my model and workload?

Start with the work you need to complete, not the accelerator name. Five properties usually decide whether an NPU, GPU, or CPU path is practical.

Model architecture and operator support

Execution providers implement specific neural-network operators. If your model uses an operation that the selected provider does not support, the runtime may partition the graph, send unsupported nodes to the CPU, or fail to load it. A nominally fast accelerator can therefore deliver little benefit if the model spends much of its time outside supported kernels.

Quantization and precision

Quantization reduces weight precision and often lowers memory use, but each accelerator supports particular data types and optimized kernels. A four-bit or eight-bit model is not automatically faster on every NPU or GPU. Verify that the model format and quantization scheme are accepted by the runtime you plan to use.

Context length and memory

Language-model context, image resolution, audio duration, and intermediate activations consume memory in addition to the model weights. A model that fits in a specification sheet may fail when a long prompt or large image expands its working set. Compare the model, context, and concurrency requirements with usable VRAM and system memory, not total installed RAM alone.

Latency versus throughput

Latency is the time to produce one response; throughput is how much work the system completes over time. An NPU can be a sensible choice for a continuous, modest stream on battery power, while a GPU can be preferable for batches, multiple users, or rapid image generation. Decide whether your application values first-token response, total tokens per second, frames per second, or hours of operation per charge.

Concurrency and request pattern

A single short request has different needs from a service handling many requests at once. Batching can improve GPU utilization, whereas a low-duty-cycle assistant may benefit more from an efficient NPU path. Document expected simultaneous users, request frequency, and maximum input size before selecting hardware.

How do Foundry Local and Windows ML differ?

Foundry Local is the simpler route when you want a Microsoft-provided catalog and a managed local-model experience. Download the model while connected, let it cache locally, and then inference can continue without an internet connection. The first download still requires internet access, and available models and hardware support can change.

Windows ML is the more controllable route for an application that brings its own ONNX model. It can use CPU, GPU, or NPU execution providers when the model, provider, drivers, and device support them. That flexibility also means you are responsible for validating the provider, memory behavior, fallback path, and version compatibility. Microsoft describes both paths in FAQs about using AI in Windows apps and What is Windows ML?.

How do I check compatibility before buying or deploying?

Use this sequence before spending money or rewriting an application:

  1. Identify the exact model and format. Record architecture, parameter size, quantization, maximum context or input dimensions, and whether an ONNX version exists.
  2. Choose the intended Windows path. Decide whether you need a built-in Windows AI API, Foundry Local’s catalog, or a custom Windows ML application.
  3. Read the provider and API support table. Confirm that the exact device family, Windows version, model operators, and precision are supported. Do not assume that a generic “NPU,” “GPU,” or “AI PC” label is sufficient.
  4. Check usable memory. Account for model weights, context, activations, runtime overhead, display use, and concurrent requests. For a GPU, check available VRAM as well as system RAM.
  5. Confirm drivers and runtime versions. An execution provider may require a particular driver or Windows release. Plan how updates will be tested before they reach production machines.
  6. Measure the real workload. Test representative prompts, image sizes, batch counts, and session duration. Record latency, throughput, memory, power behavior, and fallback events.
  7. Keep a CPU fallback when practical. It gives you a recovery path for unsupported operators, unavailable accelerators, or driver regressions.

This process is more reliable than comparing TOPS alone because it tests the complete model–runtime–hardware combination.

What are practical choices for common local-AI scenarios?

Battery-powered productivity features

If a Windows feature is explicitly implemented for a supported NPU, an NPU-equipped laptop is the natural fit. It can keep a sustained task off a higher-power GPU, preserving battery and reducing heat. Confirm that the particular feature and device are in Microsoft’s current support matrix; the presence of an NPU by itself does not guarantee that every AI application will use it.

Image generation or enhancement

Start with a compatible GPU when output speed, image size, or repeated generation matters. Verify VRAM against the model and resolution, and confirm that the runtime supports the GPU vendor and model format. An NPU may still be useful for a specific Windows feature, but it is not automatically the best backend for a general image pipeline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Video analysis and effects

Video workloads often process many frames or streams, making throughput and memory bandwidth important. A GPU is usually the first accelerator to evaluate, particularly for a discrete card, but measure the exact codec, model, frame rate, and number of streams. If the application is a built-in, battery-oriented effect with explicit NPU support, the NPU may be more appropriate.

Local language-model chat

For occasional, short conversations, CPU execution may be adequate and avoids compatibility work. For larger models, long contexts, multiple users, or a requirement for high token throughput, evaluate a GPU with enough memory and a supported runtime. An NPU can be attractive for a supported, efficient assistant, but do not assume that its TOPS rating translates directly into language-model tokens per second.

Custom enterprise inference

Use Windows ML when you need to package an ONNX model, select an execution provider, and control fallback behavior. Establish a repeatable test set and monitor which portions of the graph execute on the accelerator versus the CPU. A device that looks ideal on paper may underperform if graph partitioning leaves expensive operations on the fallback path.

What are the most common failure modes?

“The app sees my NPU, but inference still uses the CPU.”

Detection is not the same as usable acceleration. Check whether the selected API or execution provider supports the model’s operators and precision, whether the driver is current, and whether unsupported nodes caused graph partitioning. Review runtime logs or provider diagnostics to confirm where the computation runs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The GPU is supported, but the model will not load.”

Insufficient VRAM, an unsupported quantization format, or a missing provider version can prevent loading. Reduce context or model size only after confirming the application’s quality requirements, and test a documented model variant rather than guessing at a conversion.

“Performance drops during a long session.”

Check thermal limits, power mode, memory pressure, and whether the runtime is repeatedly moving tensors between system memory and the accelerator. Sustained behavior can differ sharply from a short benchmark, which is why your test should run for the same duration and request pattern as production.

“A Copilot+ PC does not run my preferred model.”

Copilot+ eligibility does not imply universal model compatibility. Use Foundry Local or Windows ML if they support your model and hardware, or use a CPU/GPU path. The 40+ TOPS category threshold is not a guarantee that every local-AI framework exposes the NPU.

“The model worked until a Windows or driver update.”

Pin and record the runtime, provider, driver, and model versions used in validation. Keep a CPU fallback where feasible, rerun the representative test set after updates, and avoid deploying a new provider without checking operator coverage and memory behavior.

Question What to record Why it matters
Can the application target the accelerator? API, runtime, execution provider, driver, and model-format support Unsupported software turns theoretical hardware into a CPU-only path.
Will the model fit? Usable VRAM, system RAM, context length, image or audio dimensions, and concurrency Memory limits can prevent loading or trigger slow transfers.
What response matters? First-response latency, tokens per second, frames per second, or batch throughput Different workloads reward different architectures.
How long will it run? Battery target, sustained temperature, power mode, and session duration Short peak performance does not describe sustained efficiency.
What happens on failure? CPU fallback, error handling, and update rollback procedure A recovery path keeps an application usable when acceleration is unavailable.

Run identical model files and prompts on each candidate, record warm-up separately from steady-state performance, and include the longest realistic context. Because no controlled, equivalent-model NPU-versus-GPU benchmark establishes a universal winner, your own workload measurement is the decisive evidence.

What should you choose?

Choose an NPU-oriented system when the application is a supported Windows AI feature or when sustained, low-power inference is the primary requirement. Choose a GPU-oriented system when you need high throughput for image, video, or generative workloads and have a runtime that can use the GPU with enough memory. Choose CPU execution or a CPU fallback when compatibility, portability, or a modest model matters more than acceleration.

Before committing, verify the exact API or model support, execution provider, memory requirement, and expected request pattern. The right answer is the accelerator that the complete software stack can use efficiently for your workload—not the one with the largest marketing number.

Frequently Asked Questions

Can I run a local AI model with no internet connection?

Yes, after the model and required runtime files are already on the device. Foundry Local requires internet for the first model download, then can continue inference from its local cache; a custom Windows ML deployment likewise needs its model and dependencies staged locally first.

Does a higher TOPS number guarantee faster local AI?

No. TOPS is a theoretical operations rating tied to precision and implementation. Operator support, quantization, memory capacity, graph partitioning, thermal limits, and the runtime can outweigh the published number.

Why does the same model choose different hardware on two Windows PCs?

The runtime selects an execution provider based on available drivers, supported operators, model format, and device capabilities. If an accelerator cannot execute part of the graph, Windows ML or another runtime may partition that work or fall back to the CPU.

Is an NPU useful if I already own a powerful discrete GPU?

It can be useful for a supported background or battery-sensitive feature while the GPU handles a separate high-throughput task. Whether that division works depends on the specific Windows API and application; many general-purpose models will still use the provider they support best.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How much memory does a local AI model need?

There is no single number: weights, quantization, context length, intermediate activations, runtime overhead, and concurrent requests all contribute. Measure peak use with your intended prompt or input size, and leave headroom instead of matching the model’s weight size exactly.
