Neither neoclouds nor hyperscalers are universally better for AI. Choose a neocloud when your priority is concentrated GPU capacity, specialized cluster networking, or bare-metal control and you can operate more of the stack yourself. Choose a hyperscaler when your AI system depends on integrated storage, databases, identity, security, compliance tooling, and a broad global footprint. The right decision comes from matching the exact training or inference workload, region, capacity requirement, operating model, and total cost—not from an advertised GPU-hour price or provider category.

What is a neocloud?

A neocloud is an AI-first cloud service built around GPU compute rather than a broad catalog of general-purpose enterprise applications. Microsoft for Startups defines it as “a cloud provider built specifically for GPU compute and AI workloads rather than general-purpose enterprise applications.” You can read its explanation at Microsoft for Startups.

In practice, a neocloud concentrates its engineering and capacity on accelerated computing. Its offering may emphasize specific GPU generations, dense clusters, high-bandwidth interconnects, bare-metal instances, and scheduling for distributed training. Some providers also add object storage, Kubernetes, model-serving tools, and managed operations, but those services are usually organized around the GPU workload rather than serving as a complete enterprise IT platform.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The label is descriptive, not a guarantee. Two companies called neoclouds can differ substantially in GPU model, memory, interconnect topology, region, quota policy, support, security evidence, and contract terms. A provider named in an industry guide is a starting point for evaluation, not proof of equivalent performance or availability.

How does a neocloud differ from a hyperscaler?

The central difference is specialization versus breadth. A hyperscaler combines GPU instances with a wide platform of storage, databases, networking, identity, security controls, observability, compliance programs, and regions. A neocloud generally puts a larger share of its product and capacity decisions into GPU infrastructure.

Decision area Neocloud tendency Hyperscaler tendency What you must verify
Primary focus GPU compute and AI clusters GPU compute within a general cloud platform Whether the services your application needs are native, compatible, or your responsibility
Hardware choice Often a focused set of accelerator generations and configurations Many instance families, sometimes across several accelerator vendors Exact GPU model, memory, interconnect, host CPU, local storage, and topology
Cluster access May offer bare metal, dense nodes, and direct cluster scheduling Often exposes standardized virtual-machine or managed-cluster abstractions Whether you receive the topology and access level required for distributed jobs
Integrated platform May require additional services or integration work Broad identity, data, security, monitoring, and compliance services are commonly available Integration effort, supported regions, APIs, and responsibility boundaries
Commercial model On-demand, reservations, or bespoke capacity contracts vary by provider On-demand, committed-use, reserved, spot, and enterprise agreements vary by service Cancellation, quota, egress, support, and service-level terms for your account
Operations More direct control can mean more scheduling, patching, and failure-recovery work Managed layers can reduce operations but may constrain configuration Who owns drivers, orchestration, monitoring, upgrades, and incident response

Cisco’s solution brief describes bare-metal performance, low-latency high-bandwidth fabrics, and dense clustering as characteristics associated with neocloud architecture. Cisco also discusses security and compliance risks in that architecture; because Cisco sells security products, treat that framing as a vendor perspective rather than an independent benchmark. The brief was updated October 16, 2026, and is available at Cisco’s Navigating Neocloud solution brief.

Which AI workloads are a good fit for a neocloud?

A neocloud is most compelling when GPU performance, cluster shape, or access to a particular accelerator dominates the decision and your team can handle the surrounding operations.

Distributed model training

Large training jobs can depend on GPU-to-GPU and node-to-node communication as much as on the accelerator’s nominal compute rate. A dense cluster with a suitable fabric may reduce synchronization overhead, but the provider category alone does not establish that advantage. Test the exact parallelism strategy, batch size, checkpoint pattern, and node count you will use.

GPU-heavy experimentation

Research teams that repeatedly create and destroy GPU environments may value a focused catalog and direct access to capacity. Confirm that the desired GPU count can be obtained in the same region and within the time window your experiments require; a listing is not a capacity reservation.

Specialized inference fleets

Inference can favor a neocloud when you need a particular memory size, predictable host configuration, or a high-density deployment. Measure end-to-end latency and throughput with your model, preprocessing, batching, and network path rather than relying on a published accelerator specification.

Teams comfortable owning more infrastructure

Bare-metal or lightly managed environments can expose useful control over drivers, containers, placement, and scheduling. That control is valuable only if you have the staff and tooling to maintain software alignment, monitor health, recover failed nodes, and manage upgrades.

When is a hyperscaler the better choice?

A hyperscaler usually fits when the GPU is one component of a larger production system and integration, governance, or geographic reach matters as much as raw accelerator access.

AI applications tied to existing cloud services

If your data already sits in a hyperscaler’s object storage, databases, identity system, private networking, or observability stack, keeping compute close to those services can reduce integration work and data movement. Validate the actual network path and charges; “same provider” does not automatically mean free or low-latency transfer.

Regulated or centrally governed environments

Hyperscalers often publish extensive control documentation, regional offerings, identity features, and compliance evidence. Those materials can simplify an audit, but they do not make an application compliant by default. Your architecture, configuration, access controls, and contractual commitments still determine the outcome.

Global inference and multi-region continuity

Applications that need several regions, disaster-recovery options, or a common control plane may benefit from a broad footprint. Check whether the exact GPU configuration is present in each required region and whether quotas, reservations, and failover capacity are realistic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Managed operations and smaller platform teams

Managed Kubernetes, monitoring, identity, patching, and support can reduce the amount of infrastructure your team must build. Compare the operational savings with any limits on topology, drivers, scheduling, or access to the underlying host.

What infrastructure details matter more than the provider label?

For a meaningful comparison, write down the hardware and topology requirements before looking at hourly prices. The following details can change both performance and feasibility.

  • GPU model and memory: Record the exact accelerator, memory capacity, precision support, and interconnect interfaces. “H100,” for example, is not sufficient by itself if the deployment may use different form factors or host configurations.
  • Node shape: Note GPU count per node, host CPU, system memory, local NVMe capacity, PCIe or other attachment details, and whether GPUs are dedicated.
  • Interconnect and fabric: Distributed training may require high-bandwidth, low-latency links between GPUs and nodes. Ask for the topology, oversubscription policy, and measurable limits that apply to your instance type.
  • Cluster density and placement: Confirm whether the provider can place the required number of nodes in one failure domain or cluster. A provider may list a GPU without being able to assemble your requested topology.
  • Software alignment: Verify supported driver, CUDA or equivalent accelerator software, container runtime, orchestration version, and kernel combinations. Determine who applies updates and how much notice you receive.
  • Storage path: Measure training-data read speed, checkpoint-write speed, persistence, and recovery behavior. GPU time can be wasted while jobs wait on storage.
  • Network path: Include ingress, egress, cross-region transfer, private connectivity, and access to data outside the GPU cluster.

DigitalOcean’s provider-selection guide recommends comparing performance options, transparent pricing, scalability, and regional availability. Its general criteria are useful, but its product claims describe DigitalOcean’s own GPU services, so apply the criteria independently to every candidate. See DigitalOcean’s cloud GPU provider guide.

How should you compare neocloud and hyperscaler options step by step?

Use the same workload specification and acceptance test for every provider. This prevents a low list price or an attractive hardware name from deciding the purchase before you know whether the service can run the job.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the workload. State whether the job is training, fine-tuning, batch inference, or online inference. Record model size, framework, precision, expected GPU count, job duration, concurrency, checkpoint frequency, and latency or throughput targets.
  2. Define data movement. Measure the size and location of training data, checkpoints, artifacts, and logs. Identify transfers between regions, between clouds, and between storage and compute.
  3. Set capacity and timing requirements. Specify the minimum and preferred GPU count, target region, launch deadline, expected weekly utilization, and whether interruptions are acceptable. Ask each provider about quota, reservation, provisioning time, and replacement capacity.
  4. Shortlist exact configurations. Match GPU model, memory, node shape, interconnect, storage, and software versions. Do not compare a bare-metal cluster with a differently configured virtual machine as though they were identical products.
  5. Run a representative benchmark. Use production-like data and code. Measure time to useful output, not only raw tokens per second or a synthetic kernel score. Include startup time, data staging, checkpointing, logging, and teardown.
  6. Price the complete run. Add accelerator time, host or attached storage, network transfer, snapshots, support, orchestration, observability, and engineering labor. Model both the expected utilization and a realistic lower-utilization case.
  7. Review operational ownership. Write down who handles drivers, images, scheduling, failed hardware, security patches, monitoring, incident response, and data restoration. Obtain these responsibilities in contract or service documentation rather than relying on a sales description.
  8. Validate security and commercial terms. Check required controls, evidence, region restrictions, data-processing terms, service levels, cancellation rules, egress policy, and support response. Confirm that the features you need are available to a self-service account rather than only under a reserved or bespoke contract.
  9. Choose a deployment and exit path. Document how you will export data, images, checkpoints, and infrastructure definitions. A slightly higher run cost can be worthwhile if it avoids an unsafe or expensive migration later.

What does a realistic GPU-cloud cost comparison include?

Hourly GPU price is only one input. A useful estimate separates variable usage, fixed platform costs, data movement, and labor.

Cost category Questions to answer
Accelerator and host time Is billing per GPU, per node, or per instance? Are host CPUs, system memory, and attached devices included?
Utilization How often are GPUs actually doing useful work? Include queue time, idle replicas, failed jobs, startup delays, and low-utilization inference periods.
Storage What do persistent volumes, object storage, snapshots, checkpoints, and backup retention cost?
Network and data movement What are ingress, egress, cross-region, private-link, and inter-cloud transfer charges?
Platform services Are orchestration, registries, monitoring, logging, secrets, managed databases, and support included or billed separately?
Engineering operations How many hours are needed for provisioning, patching, scheduling, incident recovery, optimization, and compliance evidence?
Commercial commitments Does a reservation or committed contract lower the rate while creating minimum-spend, term, or cancellation risk?

A simple model is: total cost = compute + storage + data transfer + platform services + support + operations. Run the model at expected, conservative, and peak utilization. Bare-metal access may lower the provider’s abstraction layer while increasing your own scheduling, failure-recovery, software-alignment, monitoring, and patching work.

What does the current H100 price snapshot show?

StackPath’s comparison, updated October 18, 2026, lists on-demand H100 SXM prices per GPU-hour in each provider’s cheapest listed US region. The eight listed prices and the reported median are shown below.

Provider H100 SXM on-demand price per GPU-hour Qualification
Lambda $3.99 Cheapest listed US region in the StackPath comparison
Together $3.99 Cheapest listed US region in the StackPath comparison
RunPod $3.99 Cheapest listed US region in the StackPath comparison
Nebius $4.50 Cheapest listed US region in the StackPath comparison
CoreWeave $6.16 Cheapest listed US region in the StackPath comparison
AWS $6.88 Cheapest listed US region in the StackPath comparison
Oracle $10.00 Cheapest listed US region in the StackPath comparison
Azure $12.29 Cheapest listed US region in the StackPath comparison
Median $5.33 Median across these eight listed prices

These are list-price snapshots for one accelerator and one regional-selection method, not a matched total-cost study and not a universal neocloud-versus-hyperscaler ranking. Google Cloud is excluded because its public price list was not available to the compiler without a key. The comparison also notes that large buyers negotiate unpublished contracts. Availability, utilization, storage, data transfer, support, and operations remain separate variables. See the full methodology at StackPath’s GPU price comparison.

How much does capacity and availability change the decision?

Capacity is a first-class requirement, especially for large or time-sensitive jobs. A listed instance may be unavailable in your account, region, quota tier, or desired topology.

  • Ask for the exact quantity: Confirm the number of GPUs that can be provisioned together, not merely the number shown on a product page.
  • Check regional fit: Verify that the GPU, storage, private networking, and compliance boundary coexist in the region you need.
  • Clarify access terms: Determine whether the capacity is on-demand, quota-controlled, reserved, or available only through a bespoke contract.
  • Measure provisioning time: Record the time from an accepted request to usable nodes, including image and data staging.
  • Plan failure capacity: Ask how replacement nodes are supplied if a host fails and whether your reservation covers recovery capacity.

Saturn Cloud’s June 2026 comparison warns that capabilities marketed by providers may be restricted to reserved or bespoke contracts. Its report evaluates pricing, networking, storage, orchestration, and compliance; use it as a checklist and verify what a self-service buyer can actually obtain at Saturn Cloud’s GPU cloud comparison report.

How should security and compliance be evaluated?

Evaluate controls and evidence, not the words “neocloud” or “hyperscaler.” Ask for the certifications, audit reports, security documentation, contractual commitments, data-location options, key-management features, logging, identity integration, and incident-notification terms required by your organization.

Then map the responsibility split. A provider may secure facilities, hosts, and a managed control plane while your team remains responsible for images, dependencies, credentials, network rules, data access, and model artifacts. Bare-metal access can increase the number of controls you must configure and prove. A hyperscaler’s broader compliance portfolio can reduce evidence-collection work, but only if the specific service, region, and account configuration are covered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For sensitive workloads, include security checks in the technical pilot: isolate tenants as documented, test identity and least-privilege paths, verify audit-log delivery, inspect image provenance, and confirm how data and disks are sanitized at release. Do not infer any of these properties from a provider’s category or a generic certification list.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

What commercial terms should you negotiate or read closely?

Public prices rarely describe the deal a production team will receive. Compare the following terms side by side:

  • On-demand versus commitment: Identify minimum spend, term length, early termination, and whether unused capacity expires.
  • Reservation scope: Check whether a reservation applies to a GPU model, region, cluster, or flexible pool, and what happens when hardware is unavailable.
  • Support: Record hours of coverage, severity definitions, response targets, escalation paths, and whether GPU or fabric failures are included.
  • Service levels: Distinguish an availability commitment from a performance guarantee. Many agreements cover access, not your model’s throughput.
  • Network and storage billing: Read egress, cross-region, snapshot, and retained-volume terms; these can dominate a short GPU job that moves large datasets.
  • Data and exit rights: Confirm export formats, deletion timing, assistance during termination, and access to images, logs, and checkpoints.

How can you make a defensible choice?

Use a weighted scorecard tied to business outcomes rather than a generic “best cloud” ranking. Assign weights before reviewing prices so a cheap but unusable configuration cannot win by default.

For a training-heavy research team

Give the largest weights to exact GPU availability, interconnect performance, multi-node placement, software compatibility, and cost at your measured utilization. A neocloud may score well if it supplies the required cluster and your team can operate it. A hyperscaler may win if integrated data services or governance save substantial engineering time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a production inference service

Weight regional coverage, latency, autoscaling behavior, observability, reliability, support, and data-transfer economics. Compare complete request paths, including load balancing, preprocessing, storage reads, and logging. A lower accelerator rate is not useful if replicas sit idle or traffic must cross expensive regions.

For a regulated enterprise

Weight evidence quality, identity integration, contractual controls, data location, incident handling, and continuity options before optimizing GPU price. Require written confirmation that the exact GPU service and region are covered; a provider-wide statement may not apply to the product you plan to use.

For a small platform team

Weight managed operations, documentation, support responsiveness, safe defaults, and time to deploy. Price engineering labor explicitly. A service that costs more per GPU-hour can be cheaper overall if it removes recurring maintenance and shortens incident recovery.

What are the most common mistakes?

  • Choosing by label: “Neocloud” does not prove better performance, and “hyperscaler” does not prove adequate GPU capacity for your job.
  • Comparing unlike hardware: Different memory, host, topology, software, or virtualization choices can invalidate a price or benchmark comparison.
  • Using a synthetic benchmark alone: A kernel score may not predict end-to-end training time, inference latency, checkpoint performance, or failure recovery.
  • Ignoring utilization: A low hourly rate loses its advantage when GPUs wait for data, remain idle between requests, or are held in an oversized reservation.
  • Forgetting data movement: Large datasets and checkpoints can make storage and egress more expensive than expected compute.
  • Assuming advertised features are self-service: Confirm quota, reservation, networking, orchestration, and compliance availability for your account and contract.
  • Underestimating operations: Bare metal can shift scheduling, patching, monitoring, driver alignment, and recovery work to your team.
  • Skipping an exit plan: Preserve portable containers, infrastructure definitions, checkpoints, and data-export procedures before committing to a provider.

So, which GPU cloud should you choose?

Choose a neocloud when a verified GPU configuration and cluster topology are the bottleneck, the provider can supply capacity in your required region and timeframe, and your team accepts the operational responsibility. Choose a hyperscaler when integrated data, identity, security, compliance, managed services, or multi-region operation determine success. If both sets of requirements matter, pilot each option with the same workload and keep the scorecard, cost model, and exit plan as part of the decision record.

Synergy Research Group, as reported by Microsoft for Startups, estimated a neocloud market of more than $25 billion in 2025, approaching $400 billion by 2031, with a near-58% compound annual growth rate. Those figures are an attributed 2025 estimate and 2031 projection, not an independently checked dataset here; they indicate market momentum, not which provider is right for your workload.

Frequently Asked Questions

Can a company use a neocloud and a hyperscaler at the same time?

Yes. Teams often place burst training or specialized inference on a GPU-focused service while keeping identity, data systems, and core applications on a hyperscaler. Use portable containers, reproducible infrastructure definitions, and an explicit data-transfer budget so the two environments do not create hidden lock-in or egress costs.

What should an AI benchmark include besides tokens per second?

Include environment startup, data staging, preprocessing, steady-state throughput, latency at realistic concurrency, checkpoint writes, logging, and recovery after a failed worker. Record the exact GPU topology and software versions so another provider is tested against the same conditions.

Does bare-metal GPU access mean the provider manages nothing?

No. A provider may still supply hardware monitoring, images, networking, or support while leaving scheduling, drivers, patching, and application recovery to you. Read the service boundary for the specific instance and contract instead of assuming that “bare metal” has one universal meaning.

How can a startup estimate whether a GPU reservation is large enough?

Start with a measured pilot, then model expected job concurrency, queue tolerance, growth, maintenance windows, and a failure or replacement margin. Compare the cost of unused reserved capacity with the delay and lost revenue caused by waiting for on-demand GPUs.
