Cloud operations still covers security, reliability, cost and performance in a neocloud, but the control line moves closer to the hardware. Instead of choosing a highly abstracted instance and relying on managed databases, identity, logging and failover, your team may need to align drivers and CUDA, schedule jobs, protect checkpoints, verify tenant isolation and plan capacity around specific GPU clusters. A neocloud can provide faster or cheaper access to scarce accelerators; it can also transfer engineering and continuity work that a hyperscaler normally bundles.
The practical question is not whether a neocloud is “real cloud.” It is whether your operating model can manage bare-metal or lightly abstracted infrastructure, and whether the total cost remains attractive after utilization, storage, egress, support and staff time are included.
What is a neocloud, and why does it change cloud operations?
A neocloud is an AI-first provider built around GPU compute, high-speed networking and training or inference workloads rather than general-purpose enterprise services. Microsoft for Startups describes the model as a provider focused specifically on GPU compute and AI; McKinsey describes neoclouds as independent GPU-as-a-service or bare-metal-as-a-service companies that emerged during the shortage of high-end accelerators.

Delivery is often closer to the physical machine than a conventional hyperscaler experience. A server may expose NVIDIA GPUs connected with NVLink, while InfiniBand or an equivalent fabric links nodes for distributed jobs. Pricing is commonly quoted per GPU-hour, but the customer supplies more of the platform around that accelerator: images, drivers, schedulers, storage paths, observability, identity controls and recovery procedures.

That is the defining operations shift. David Linthicum of InfoWorld summarized it this way: “The fundamentals of cloud operations still apply, but the administrative model does change in important ways.” The shared-responsibility model remains, yet the boundary must be checked provider by provider rather than assumed from a familiar hyperscaler pattern.
The market is large enough to matter but still volatile. Synergy Research Group figures reported by Microsoft for Startups in 2026 put the neocloud market at more than $25 billion in 2025, with a projection approaching $400 billion by 2031, roughly a 58% compound annual growth rate. McKinsey counted more than 100 neoclouds worldwide in 2025, including about 10 to 15 at meaningful scale in the United States.
What responsibilities move from a hyperscaler to your team?
More of the control plane becomes your responsibility when managed services are limited. The table below shows the usual difference in operating emphasis; the exact boundary depends on the contract and product.
Recommended Free Tools
| Operations area | Typical hyperscaler pattern | Neocloud operating question |
|---|---|---|
| Identity and access | Deep integration with a mature identity service, policy engine and audit trail | Can your identity provider federate with the control plane, and can privileged actions be exported and reviewed? |
| Compute | Standardized instance families and broad self-service elasticity | Which GPU model, memory size, topology and reservation terms are actually available? |
| Networking | Virtual networks and documented service limits abstract much of the fabric | How do NVLink, InfiniBand or another interconnect, placement and latency affect distributed training? |
| Storage and data | Many managed storage classes, databases and replication options | Can storage throughput feed the GPUs, and where are datasets, checkpoints and feature stores located? |
| Scheduling | Managed autoscaling, container orchestration and queue integrations | How does the provider’s scheduler handle quotas, preemption, reservations and multi-tenant fairness? |
| Observability | Unified metrics, logs, traces and alerting integrations | Can you collect GPU, fabric, storage and job-level telemetry in your own monitoring system? |
| Resilience | Multiple regions, replication services and documented continuity patterns | Where do you restart if a cluster, site or provider becomes unavailable? |
InfoWorld’s Linthicum calls these “operating model questions,” not paperwork. A proof of concept should therefore test administration and recovery, not only whether a model trains successfully.
How should security administration be designed?
Start by documenting every control you expect the provider to supply and every control your organization must implement. Do not infer coverage from the word “cloud” or from the provider’s hardware certifications.
Identity, privileged access and tenant boundaries
Verify support for your identity federation method, multi-factor authentication and role-based access. Establish separate roles for account administration, cluster operations, image management and workload users. Ask how provider personnel reach hosts, what approvals or session recording apply, and how quickly access is revoked.

Tenant isolation needs a technical explanation. Determine whether workloads share hosts, GPUs, fabric segments or management planes; whether dedicated nodes are available; and what sanitization occurs when an accelerator or local disk is reassigned. Require a written incident process for suspected cross-tenant exposure.
Keys, encryption and audit evidence
Clarify who controls encryption keys for data at rest, boot volumes, object storage and backups. If you need customer-managed keys, ask where they are held, how rotation works and whether the provider can access plaintext during support operations. Confirm that control-plane, host, network and data-access logs can be exported to your security information and event management system with timestamps and retention that meet your policy.
Compliance evidence should be specific to the services and locations you will use. A certificate for a facility does not automatically demonstrate that your GPU cluster, support workflow or log pipeline meets a regulated workload’s requirements.
How do you manage performance when the GPU is close to the metal?
Performance administration becomes workload economics at the infrastructure level. A GPU that waits for data, loses time to communication overhead or sits idle during orchestration still incurs the GPU-hour charge.
Measure the complete path to utilization
- Accelerator: record GPU model, memory, power profile, partitioning options and measured utilization during representative jobs.
- Interconnect: measure NVLink or equivalent in-node bandwidth and InfiniBand or equivalent cross-node latency and throughput for the collective operations your framework uses.
- Storage: test read and write throughput, metadata performance and queue behavior while multiple workers load training data or write checkpoints.
- Locality: place datasets, caches and feature stores near the GPUs when possible; include cross-zone or cross-region transfer time and charges in the test.
- Scheduler: observe queue delay, placement, preemption, quota enforcement and how failed jobs reclaim or release GPUs.
Profile a full training or inference run rather than relying on a vendor’s theoretical throughput. Compare samples per second, cost per completed run, checkpoint time and recovery time. A lower hourly rate is not a saving if the workload completes fewer useful steps per hour.

How should capacity and reservations be planned?
Neocloud capacity is often contractual and hardware-aware rather than infinitely elastic. It may arrive as a reserved number of GPUs, a fixed cluster, a named accelerator generation or a delivery window. Plan against the provider’s actual capacity model, not against an assumption that another GPU can be obtained on demand.
Build a demand calendar
- List training runs, evaluation cycles, fine-tuning projects, experiments and production inference growth by week or month.
- Mark which jobs require a specific GPU memory size, interconnect topology or node count.
- Separate guaranteed capacity from interruptible or best-effort capacity, and define which jobs may move between them.
- Match reservations to the period in which the work can actually run; unused committed hours are an operating cost.
- Define a fallback queue, alternate accelerator or delayed execution path for a capacity shortfall.
Ask for historical provisioning times, maintenance windows, replacement procedures and the provider’s policy when reserved hardware is unavailable. Include hardware-generation risk in the business case: McKinsey reported that an A100 list price fell 52%, from $3.10 to $1.50 per GPU-hour between 2021 and 2025. A long commitment can become expensive when newer hardware changes the market rate.
What must a neocloud disaster-recovery plan contain?
Do not treat a cloud location as a recovery strategy. Some neoclouds have fewer regions and fewer native replication or continuity services than hyperscalers, so recovery must be designed explicitly.
Protect the complete AI state
- Source datasets, labels and data-ingestion definitions
- Training checkpoints and optimizer state, with a documented frequency
- Model artifacts, tokenizer files and evaluation results
- Feature stores, vector databases and metadata
- Container images, driver and CUDA versions, dependency locks and build recipes
- Orchestration pipelines, scheduler configuration, secrets references and infrastructure code
- Inference endpoints, routing rules, rate limits and rollback versions
Set a recovery-point objective (how much work you can lose) and a recovery-time objective (how quickly service must return) for each workload. Store copies in a second environment or an independently reachable location, and verify that they can be read without the original provider’s control plane.
Test portability before an outage
Run a paper exercise first: identify every assumption about GPU type, filesystem semantics, network topology, identity and image registry. Then perform a controlled restore of a checkpoint and a small inference service in the fallback environment. Record differences in drivers, CUDA compatibility, performance, data-transfer time and endpoint configuration. A recovery plan that has never restored a real artifact is a hypothesis, not a capability.
How do you calculate the real cost of a neocloud?
Compare total cost per useful result, not the advertised GPU-hour alone. McKinsey reported that GPU prices can be as much as 85% lower than hyperscalers, citing Thunder Compute in 2025, but the discount can be consumed by engineering and surrounding services.

| Cost component | Questions to include |
|---|---|
| GPU consumption | What is the hourly rate by accelerator, and are reservations, minimums or idle time charged? |
| Utilization loss | How many allocated hours produce useful training steps or inference requests? |
| Storage | What are the charges for capacity, I/O, snapshots, checkpoint retention and data movement? |
| Network | What are ingress, egress, cross-zone and cross-region rates, including recovery transfers? |
| Platform software | Do you need separate schedulers, Kubernetes support, observability, security or MLOps tools? |
| People and support | How many engineering hours cover images, drivers, tuning, incident response and compliance evidence? |
| Commitment risk | What happens to unused reservations, and how quickly does a new GPU generation erode the rate? |
Gross margin does not equal your price advantage. McKinsey, citing a 2025 CoreWeave Form S-1, reported typical bare-metal GPU rental gross margins of 55% to 65% before depreciation. That figure describes provider economics; your own result depends on utilization, labor and the value of completed work.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow can you preserve portability across providers?
Portability is a deliberate engineering practice because accelerator generations, drivers and fabrics differ. Pin the driver, CUDA, framework and library versions used for each production image. Build images reproducibly, keep infrastructure definitions under version control and maintain a small smoke test that validates communication, storage and model output after every image change.
Document assumptions that are easy to overlook: GPU memory headroom, collective-communication libraries, filesystem consistency, clock or power settings, network MTU, scheduler labels and the location of secrets. Keep model checkpoints in formats that can be exported, and maintain an object-storage or registry path reachable from the fallback environment. If a workload depends on a provider-specific scheduler or API, isolate that integration behind a small adapter rather than spreading it through application code.
What operating model works best for a neocloud?
Give one team clear ownership of the provider relationship, but make controls cross-functional. A practical division is:
- Cloud operations: accounts, networks, images, patch windows, quotas, monitoring and incident coordination.
- Security: federation, privileged access, key custody, log retention, segmentation and evidence collection.
- AI and platform engineering: drivers, CUDA and framework compatibility, schedulers, distributed-job tuning and reproducible environments.
- Data engineering: locality, ingestion throughput, checkpoint destinations, feature stores and transfer controls.
- Finance and procurement: utilization reporting, reservation terms, rate changes, egress exposure and provider financial health.
- Application owners: service-level objectives, endpoint failover, model rollback and user-impact decisions.
Use a single service catalog for GPU pools, images, queues, storage tiers and recovery locations. Every production workload should have an owner, an approved image, a cost metric, an incident runbook and a tested restart path.
Which workloads are a good fit for a neocloud?
A neocloud is strongest when raw accelerator access is the constraint and your team can supply the surrounding platform. It is less attractive when the workload depends on a broad portfolio of managed databases, identity features, compliance reports, global regions, marketplace distribution or co-sell support.

Good candidate characteristics
- Training or batch inference that can use a known GPU type and a predictable schedule
- Teams able to maintain images, drivers, schedulers and telemetry
- Workloads that benefit from bare-metal performance or a specialized fabric
- Organizations willing to operate checkpoints and a second recovery environment
- Projects where measured cost per useful result beats the value of bundled managed services
Warning signs
- No owner for identity, logging, patching or provider-admin review
- Production data cannot be exported or restored outside the provider
- Inference requires global active-active regions that the provider does not offer
- Reservations would remain idle outside a narrow experiment window
- The team cannot test driver, CUDA and framework changes before release
How should you evaluate a provider before signing?
Use a technical and commercial checklist during the proof of concept. Require written answers and retain them with the architecture record.
- Capacity and access: confirm provisioning time, accelerator generations, reservation terms, geographic locations and maintenance policy.
- Performance: benchmark the actual GPU, memory, interconnect, storage path, scheduler and data locality with your workload.
- Operations: verify Kubernetes or scheduler support, metrics and logs, patching responsibilities, support escalation and incident communications.
- Security: inspect federation, privileged access, key management, segmentation, tenant isolation, certifications and audit evidence.
- Continuity: map regions, replication, checkpoint export, failover and the steps required to restart elsewhere.
- Economics: model GPU hours, utilization, storage, egress, support, software and engineering labor under both normal and peak demand.
- Durability: review financing, fleet expansion, hardware refresh plans and the provider’s strategic position.
McKinsey identifies three possible durable paths for neoclouds: defensible niches such as sovereign or regulated compute and ultra-low-latency workloads; sustained focus on AI startups that may grow into large customers; and consolidation through acquisition or exit. Provider durability therefore belongs in operational risk reviews, not only procurement forecasts.
What is the practical verdict for cloud leaders?
Choose a neocloud when measured accelerator economics or access outweigh the engineering needed to recreate missing managed services. Keep hyperscaler-style controls, documentation and recovery discipline, but move performance tuning, capacity contracts, driver alignment, utilization and checkpoint portability into the day-to-day operating model. The winning design treats the GPU cluster as a product with owners, telemetry, budgets and tested failure paths—not as a cheaper instance type.
Frequently Asked Questions
Can a neocloud run Kubernetes workloads?
Usually, but the level of management varies. Confirm who operates the control plane, how GPU scheduling and device plugins are handled, which versions are supported, and whether cluster logs and upgrades remain under your control.
Do neoclouds always use bare-metal servers?
No. Bare metal is common, but some providers offer virtualized GPUs, dedicated virtual machines or mixed environments. Ask how virtualization affects GPU memory isolation, peer-to-peer communication, performance variance and the ability to select a specific topology.
What should an incident runbook include for a failed GPU node?
Record the provider escalation path, node-drain and job-requeue commands, checkpoint location, replacement expectations and the decision rule for moving work to another pool. Include a customer communication template and a way to distinguish a host fault from a fabric, storage or image problem.
How often should neocloud portability tests be repeated?
Repeat them whenever the provider changes GPU generations, drivers, CUDA, scheduler versions, storage systems or regions, and at a fixed interval such as quarterly for critical services. Test both restoring a checkpoint and serving a known model so training and inference assumptions are covered.
