Microsoft announced a security and control overhaul for Windows Recall on November 19, 2024. The company said Recall would be off by default in managed commercial environments, require IT approval before employees could opt in, and add encryption layers and Windows Hello protection. Microsoft called the result “one of the most secure experiences we have ever built”—a characterization of its own design, not an independently verified security ranking.
For eligible Copilot+ PCs, Microsoft’s current support documentation describes Recall as an opt-in feature with local snapshot storage, Windows Hello authentication, and controls to pause, filter, delete, or remove it. Those controls reduce exposure, but filters are not a guarantee that every sensitive detail will be excluded.
What Microsoft announced in November 2024
At Microsoft Ignite on November 19, 2024, Microsoft said Recall would be disabled by default in managed commercial environments. An IT administrator would first have to enable it through policy; employees could then choose whether to opt in. Microsoft also promised additional data-encryption layers and Windows Hello protection. At the time, the company described Recall as a preview feature and said the changes responded to customer feedback about security and control.
Pavan Davuluri, then Microsoft’s Executive Vice President, Windows + Devices, wrote that Recall “will be disabled by default” in managed environments and would ship with encryption and Windows Hello protections, “making it one of the most secure experiences we have ever built.” That final phrase is Microsoft’s assessment. The company’s documentation describes security mechanisms, but does not provide an independent comparative evaluation establishing that Recall is more secure than other products.

What Recall’s current controls do
Microsoft’s current support material describes Recall as a Windows 11 preview feature for eligible Copilot+ PCs. Saving snapshots is an affirmative choice for each user, rather than an automatic activity that starts without opt-in. Users authenticate with Windows Hello to access Recall and change its settings.
Pause, filter, delete, or remove Recall
- Pause or turn off snapshot saving.
- Filter apps and websites so Recall does not save snapshots from selected sources.
- Delete snapshots and set storage or retention limits.
- Remove Recall from the device.
Microsoft says snapshots and associated data are processed and stored locally, and are not shared with Microsoft or third parties through Recall. That statement concerns Recall’s snapshot library; it does not mean that anything a user later sends through feedback is also kept local. Microsoft says feedback submissions can include Recall data, including screenshots attached to feedback.

How Microsoft describes Recall’s security design
Microsoft says snapshots and data derived from them are encrypted. Its documented design uses Windows Hello Enhanced Sign-in Security (ESS), just-in-time decryption, and encryption keys protected by the device’s TPM and tied to the user’s ESS identity. Microsoft says those keys are available to operations in a Virtualization-based Security Enclave.
These are Microsoft’s descriptions of how Recall is designed to protect data, not independent penetration-test results. Windows Hello authentication and local storage add access and data-protection controls, but they do not make a snapshot library risk-free: anyone with authorized access to an unlocked, eligible user account may have access to Recall according to the protections and settings in place.

Where filtering can fall short
Filtering can reduce what Recall saves, but Microsoft does not describe it as a perfect exclusion mechanism. Sensitive-information filtering is enabled by default and is intended to help filter potentially sensitive information; it is not a guarantee that every sensitive item will be detected or omitted.
Website filtering depends on supported browsers and primarily applies to foreground tabs. Microsoft cautions that some site details may still appear in other contexts, such as browser history or an unfocused tab. Whether private browsing activity is filtered also depends on the browser. Recall’s filters do not prevent a website, internet provider, employer or other organization from knowing that a site was accessed or from tracking activity outside Recall.

Microsoft says Recall is available by default on eligible unmanaged devices, but users still have to opt in to saving snapshots. In managed commercial and education environments, Recall is removed by default until IT allows it. Administrators can control availability and set policies such as storage limits, retention periods, and app or website filters.

The November 2024 announcement focused on managed commercial environments; Microsoft’s current support information also describes the separate controls for education environments. These are organization-level policies, distinct from the user’s own choice to start saving snapshots.
Hardware and Windows requirements
Recall is not a general Windows feature available on every PC. Microsoft lists these requirements for enabling it:
- An eligible Copilot+ PC meeting the Secured-core standard, with an NPU rated at 40 TOPS.
- At least 16 GB of RAM and 256 GB of storage.
- At least 50 GB of free storage space to enable Recall.
- Device Encryption or BitLocker.
- Windows Hello ESS and a biometric sign-in option.
These are Microsoft’s published requirements; a device must also be eligible and supported for Recall. A Copilot+ label by itself should not be treated as confirmation that a particular model, configuration, or regional edition meets every requirement.

How to reduce or stop Recall activity
- To stop future snapshots: Open Recall’s settings and pause or turn off snapshot saving. Windows Hello authentication is required to access Recall settings.
- To reduce what gets saved: Use Recall’s app and website filters, and review the supported-browser limitations before relying on them for sensitive browsing.
- To clear saved material: Delete snapshots from Recall and adjust its storage or retention settings as needed.
- To remove the feature: Use the Windows option to remove Recall if you do not want it available on the PC.
Exact settings labels and availability can vary with Windows updates and device management policies. On a work or school device, an administrator may control whether these options are available.
