The launch timing made that threshold awkward for Intel and AMD: Microsoft introduced the category in May 2024 with Qualcomm-based systems first, then announced Intel and AMD processor families for Copilot+ in September. That sequence supports the headline’s “embarrassing” interpretation as competitive commentary, but it does not show that Microsoft designed the requirement to disadvantage either company.
What a Copilot+ PC requires
Microsoft’s developer guidance defines the key hardware gate as an NPU capable of more than 40 TOPS. An NPU, or neural processing unit, is a processor designed to handle AI workloads. The threshold refers to NPU throughput; it is not a complete measure of a computer’s overall speed, graphics performance, battery life, or usefulness for AI tasks.
A Microsoft-hosted IDC paper describing the original 2024 requirements also lists at least 16GB of RAM and 256GB of local storage. Those figures describe the launch-era specification context, not a guaranteed exhaustive checklist for every currently available device. Check Microsoft’s current guidance and the exact model configuration when evaluating a PC. Microsoft’s Copilot+ developer guidance and the Microsoft-hosted IDC paper distinguish the platform threshold from the broader question of which components and experiences a given PC supports.
Why the launch sequence looked awkward
May 2024: Qualcomm systems introduced the category
On May 20, 2024, Microsoft announced Copilot+ PCs as a new Windows hardware category, promoting systems with 40+ TOPS silicon and experiences including Recall, Cocreator, and Live Captions. Its launch announcement presented Qualcomm-powered devices as the first Copilot+ PCs, while the IDC paper described Intel- and AMD-compatible silicon as expected later. Microsoft’s launch announcement called the machines “the fastest, most intelligent Windows PCs ever built”—Microsoft’s marketing language, not an independently established comparative benchmark.

Intel had already announced a qualifying NPU figure
On that same date, Intel said its forthcoming Lunar Lake processors would deliver more than 40 NPU TOPS. Intel separately cited over 60 GPU TOPS and over 100 platform TOPS. These are Intel’s own announced figures: the NPU figure is the relevant one for Microsoft’s NPU-only threshold, while GPU and aggregate platform TOPS should not be treated as substitutes. Intel also quoted Microsoft Windows executive Pavan Davuluri welcoming a 40+ TOPS NPU for Copilot+ experiences “when available.” Intel’s May 20 Lunar Lake announcement makes the distinction and the timing clear.
September 2024: Microsoft announced Intel and AMD families
Microsoft announced an expansion of the Copilot+ portfolio to systems using AMD Ryzen AI 300 and Intel Core Ultra 200V processors on September 3, 2024. The expansion announcement came months after the Qualcomm-led introduction. That gap made the launch gate unusually visible: the category was defined around a high NPU threshold, early systems came from one processor supplier, and systems from the two major x86 vendors were presented as a later expansion.

What “embarrassing” does—and does not—mean
The timing invited an awkward comparison for Intel and AMD because the first wave of Copilot+ PCs put Qualcomm at the center of a category defined by NPU capability, while Intel and AMD systems were still forthcoming. Intel’s May announcement of more than 40 NPU TOPS also makes clear that Intel was publicly positioning Lunar Lake to meet the bar before Microsoft announced the September expansion.
That chronology does not establish that Microsoft chose the threshold to target Intel or AMD, nor that either company was unable to build qualifying processors. It shows a launch order and a performance requirement; it does not prove a motive or settle which vendor’s laptops perform better. No model-by-model independent comparison of qualifying Qualcomm, Intel, and AMD laptops is established here, so the processor timeline alone cannot answer questions about battery life, conventional speed, compatibility, or value.

Does every Copilot+ PC get the same AI features?
No. The Copilot+ label identifies a hardware and Windows platform category, not a promise that every feature ships at the same time or works identically across processors, devices, regions, and Windows builds. Microsoft’s March 31, 2025 rollout post described Live Captions, Cocreator, Restyle Image, and Image Creator coming to Copilot+ PCs powered by AMD Ryzen AI 300, Intel Core Ultra 200V, and Snapdragon X, while noting device and regional variation. Microsoft also says some experiences require a Microsoft account and an internet connection to use cloud services. Microsoft’s rollout description is a reminder to check feature availability for the specific machine and location rather than infer it from the badge alone.
Copilot+ PCs can combine local AI processing with cloud-dependent experiences. Microsoft’s current documentation describes Windows AI components for image understanding, image creation and transformation, and Phi Silica language tasks that run locally; it also says these components are serviced through Windows Update. Phi Silica is optimized for NPU execution, and Microsoft documents a Qualcomm-specific Phi Silica J32 servicing variant. Microsoft’s Windows AI components documentation describes this evolving platform, rather than a fixed feature list permanently set by the 2024 launch announcement.

How to assess a Copilot+ laptop
The 40-TOPS threshold can help identify qualifying hardware, but it is not enough to choose between laptops. For a specific model, verify the current configuration and support details:
