What Microsoft announced in 2002
Claire Serant’s EE Times report, published May 15, 2002, said Microsoft planned an Xbox manufacturing operation in Doumen with Flextronics International Ltd., its electronics manufacturing services partner. The report said Flextronics would establish manufacturing and assembly in China later that year, and that Xbox work performed in Hungary would move to Doumen.
The article also said Microsoft expected another China site in the future to accommodate work Flextronics then oversaw in Guadalajara, Mexico. That was a prospective plan distinct from the reported Hungary-to-Doumen move; the article does not say that the Guadalajara-related relocation had happened.

This description makes Doumen a proposed multi-stage manufacturing operation, not merely a site for putting finished components together.
Why Microsoft and Flextronics said they wanted the move
Serant’s report framed the planned move in the context of manufacturing costs and a price war among video-game makers. Todd Holmdahl, identified as Microsoft’s general manager of Xbox hardware, said the facility would allow production “under ideal production circumstances” and described its infrastructure and flexible capacity as sources of “significant cost efficiencies.” The report gives no dollar amount or measured savings, so those efficiencies should be understood as Microsoft’s stated rationale, not a verified result.

Flextronics chairman and chief executive Michael Marks said the company expected its China industrial park to meet Xbox production demand. He also pointed to the local supply base and Flextronics’ buying power as ways the company believed it could help reduce product costs and meet worldwide demand. These were company claims about expected capacity and costs, not reported production or savings figures.

What the announcement does—and does not—establish
The EE Times article documents a manufacturing plan and the companies’ stated expectations in 2002. It does not establish that the Doumen operation actually opened, how long it produced Xbox consoles, whether the contemplated second China location was created, or whether the predicted cost efficiencies were realized. It therefore supports an account of what Microsoft and Flextronics planned, but not a complete history of where the original Xbox was ultimately manufactured.
