If you are considering leaving Microsoft Teams for “more data control,” first identify which control you need: data residency, control of the infrastructure or encryption keys, governance, federation, or continuity during an outage. These are different requirements. Microsoft documents several security and compliance controls for Teams, while Mattermost and Element/Matrix offer alternatives with different deployment and collaboration models.
Define what “data control” means for your organization
Write down the specific outcome you need before comparing products. A requirement for regional storage does not automatically require self-hosting, and self-hosting does not by itself establish regulatory compliance.
- Location and jurisdiction: Which data types must stay in a particular geography? Is tenant-region residency sufficient, or must infrastructure be operated locally?
- Infrastructure and keys: Who operates the platform, database, and encryption keys? Do you need to control the deployment environment, or is customer control over specified keys enough?
- Governance: Which retention, legal hold, audit, export, access-control, and device-policy functions are mandatory? Check the exact edition and configuration.
- Communications scope: List the required functions—chat, channels, files, meetings and calls, screen sharing, and integrations. A messaging platform should not be assumed to replace the broader Microsoft 365 productivity suite.
- External collaboration: Do partners need federation across organizations, or should everyone use a controlled shared environment?
- Resilience and operations: Is air-gapped or out-of-band communication necessary, and can your organization operate and maintain the service?
Review Microsoft Teams’ controls before migrating
Microsoft says Teams customer data remains within the Microsoft 365 tenant and that Teams data resides in the geographic region associated with the organization’s Microsoft 365 or Office 365 organization. Microsoft also describes encryption in transit and at rest, Customer Key for specified data types, Microsoft Purview auditing and retention, and sensitivity labels. Availability of information-protection features depends on licensing and configuration. See Microsoft’s Teams security and compliance overview.
These are vendor-documented capabilities, not independent validation of a particular deployment or a guarantee that your organization meets its legal obligations. Confirm your tenant’s current data geography and whether your licenses and settings provide the controls you need. Microsoft’s listed standards should not be treated as blanket proof of compliance: applicable obligations depend on your organization, jurisdiction, data, and implementation.

Compare the alternatives by deployment model

When Mattermost may be a better fit
Investigate Mattermost when control over the deployment environment is central—for example, when your organization needs on-premises or sovereign-cloud hosting, or must support disconnected operations. Mattermost describes these deployment options and security capabilities in its sovereign-cloud overview, deployment documentation, and security materials.
Mattermost also documents ways to integrate with Microsoft tools and use out-of-band collaboration in Microsoft-centered environments. That can make a hybrid approach worth considering when the driver is continuity or a sensitive workflow, rather than replacing every collaboration tool. Self-hosting changes who is responsible for operating the service. The cited vendor documentation does not establish your staffing needs, total cost, or migration effort; assess those locally. Likewise, choosing an on-premises or sovereign deployment does not automatically satisfy a regulation. Validate configuration, contracts, access practices, and the handling of each relevant data type.

Consider Element when open-standard communications, self-hosting, and federation are important requirements. Element describes its workplace collaboration product as a Teams alternative based on Matrix; review its product information and confirm that the chosen deployment meets your functional, hosting, support, and integration needs.

Federation can be relevant when people in different organizations need to communicate across separate deployments. It is not the same as a controlled shared workspace: decide which organizations, users, and information may cross those boundaries, then verify that the selected setup supports the policy. Do not assume that a Matrix-based communications service supplies the full range of Microsoft 365 apps.

Choose a migration or hybrid path
- Turn the policy into testable requirements. Identify the data types, required locations, key-control model, retention periods, audit and export needs, external collaborators, and outage scenarios.
- Map requirements to the current Teams tenant. Check the tenant’s geography, Microsoft 365 licensing, and configured governance features. Separate controls that already meet policy from gaps that require a different deployment.
- Define the required product scope. Specify which chat, channels, files, calls, meetings, screen sharing, and integrations must work. Identify Microsoft 365 functions that would remain in use if you replace Teams.
- Evaluate a candidate deployment, not just a product name. For Mattermost or Element, confirm hosting responsibility, support, security settings, governance, federation or integrations, and operational ownership for the edition you would actually use.
- Test the operating model. Plan how users, permissions, retention, exports, and partner access would be managed, and how the service would be maintained or recovered. Estimate staffing, migration effort, and cost using your own environment.
- Decide whether to replace or complement Teams. A separate platform may be appropriate for a defined sensitive workflow or continuity need, while Teams remains in use for other collaboration.
Make the decision against the requirement
- If the requirement is region-level residency, first verify the Microsoft tenant’s data location and whether it satisfies the policy; a different platform is not automatically necessary.
- If you need direct control over where the collaboration service runs, investigate Mattermost’s on-premises or sovereign-cloud options and assess the operating responsibility.
- If federation and open-standard communications are central, evaluate Element/Matrix’s chosen deployment and test the required cross-organization behavior.
- If the concern is continuity during a Microsoft-centered environment outage, consider whether a complementary out-of-band service addresses the specific scenario better than a full migration.
