Microsoft reportedly changed Windows shortcut properties to show the full target string, addressing a deception risk in CVE-2025-9491. The flaw concerns malicious Windows .lnk files whose dangerous target information could be hidden or truncated during inspection. The reported attack involved a user opening or running a malicious shortcut; simply viewing its Properties was not reported to execute malware.

What CVE-2025-9491 is

Trend Micro’s Zero Day Initiative (ZDI) identified CVE-2025-9491 as a Windows LNK File UI Misrepresentation Remote Code Execution vulnerability in its ZDI-25-148 advisory, published March 18, 2025. A Windows .lnk file is a shortcut. In this issue, a crafted shortcut could include hazardous target information that was not fully visible when inspected through the Windows interface, making the shortcut appear less suspicious than its actual target.

The distinction matters: the described risk is not that opening a shortcut’s Properties window itself launches malware. The reported attack context involved a malicious shortcut being opened or run and required user interaction. Properties inspection could mislead a user, but it is not the same as executing the shortcut.

What exploitation was reported

ZDI reported nearly 1,000 malicious .lnk samples exploiting the issue, activity across multiple campaigns, and at least 11 state-sponsored groups associated with the campaigns. Its reporting also placed exploitation as far back as 2017. These are ZDI’s research findings, not evidence that every campaign used the same payload or objective, or that exploitation is still active today.

Microsoft’s response and the reported mitigation

Microsoft initially said the report did not meet its threshold for vulnerability classification or servicing, according to coverage of the company’s position. Microsoft also cited Windows’ treatment of LNK files as potentially dangerous, warning prompts for files downloaded from the internet, and the need for user interaction to open them. Those protections were Microsoft’s stated rationale; they do not mean that a malicious shortcut is harmless.

Later reporting said Microsoft changed the shortcut Properties interface to make the full target string visible, with the mitigation included in the November 2025 cumulative update cycle. The available information does not establish that every Windows edition or servicing channel received the change in the same way. Confirm applicability for the particular Windows release and servicing channel rather than assuming that an update on one device proves coverage everywhere.

How to check whether your Windows PC is patched

  1. Identify the Windows version and edition. Check the device’s Windows specifications so you can consult update information for the correct release.
  2. Review its installed updates. Open Windows Update and review update history for the device. For managed computers, ask the administrator which cumulative update is installed and how updates are deployed.
  3. Check Microsoft’s documentation for that release. Search the Microsoft Security Update Guide entry for CVE-2025-9491 and the update history for your exact Windows version. The available reporting does not provide a complete applicability matrix or a single KB number that can safely be applied to every edition and channel.
  4. Install current supported security updates. Use Windows Update or your organization’s normal update process, then verify the resulting update history against Microsoft’s release-specific documentation.
  5. Check the interface cautiously. If inspecting a shortcut, look for whether Properties displays the full target string. A visible full string can help identify suspicious content, but do not treat a plausible-looking display as proof that an unexpected shortcut is safe.

How to handle unexpected .lnk files

  • Do not open or run shortcut files from unknown senders, unsolicited messages, or untrusted downloads.
  • Do not rely only on a shortened or visually plausible target shown in Properties when deciding whether to trust an unexpected file.
  • Follow your organization’s reporting process for suspicious attachments or downloads instead of testing the shortcut yourself.
