In repeated tests reported by Tom’s Hardware on April 7, 2024, Microsoft Copilot Designer generated images that used recognizable antisemitic stereotypes in response to prompts such as “jewish boss” and “jewish banker.” The report documents offensive examples, not proof that every generation—or every Microsoft Copilot feature—behaves that way.
What Copilot Designer generated
Tom’s Hardware reported that prompts referring to Jewish people sometimes produced cartoonish or menacing depictions that combined religious clothing or Jewish symbols with tropes about greed and money. Among the examples described were a Jewish figure with demonic features and an image in which money appeared as part of the figure’s body.
The reported prompts did not explicitly ask for hateful imagery. The concern is that the image generator supplied stereotyped associations that were not requested. The examples are evidence that the system could reproduce antisemitic tropes from prompts that appeared neutral on their face; they do not establish that it did so in every run.
What the report does—and does not—establish
Tom’s Hardware’s findings came from hands-on tests with repeated prompts and screenshots. Image generation is probabilistic, so a result can vary from one attempt to another. The report is not a preregistered or peer-reviewed study measuring how often the behavior occurs across all users, prompts, versions, or deployments.

- Supported: the report documented multiple offensive outputs and found that Copilot could produce recognizable antisemitic stereotypes.
- Not established: an exact rate of occurrence, consistent behavior across all interfaces or versions, or an intention by Microsoft to endorse antisemitism.
That distinction matters: the examples are serious evidence of a failure mode, but they cannot by themselves show how prevalent it is or why a particular output appeared.
Did the Windows and web versions behave the same way?
In Tom’s Hardware’s testing, Copilot on Windows was more likely than the web version to refuse some prompts for Jewish-themed images. That is a difference observed in the report’s test set and period, not proof that Windows is generally safer or that the interfaces will always respond differently. The report also found that Copilot produced more offensive Jewish stereotypes than the other tools it tested, a comparison limited to its prompts and testing conditions.

What Microsoft says about bias and safeguards
Microsoft’s Copilot Transparency Note, updated August 18, 2026, says Copilot uses input and output classifiers, fine-tuned models, and system messages to reduce harmful content. The same note acknowledges that underlying models can reflect societal biases and that stereotypes or offensive content may still appear because AI systems are fallible and probabilistic.
“The language, image, and audio models that underly the Copilot experience may include training data that can reflect societal biases, which in turn can potentially cause Copilot to behave in ways that are perceived as unfair, unreliable, or offensive.”

This describes both mitigation efforts and a continuing risk; it does not independently establish the cause of the images in Tom’s Hardware’s tests.
What the Microsoft whistleblower alleged
In a letter dated March 6, 2024, Shane Jones, who identified himself as a Microsoft principal software engineering lead, wrote to Microsoft leadership and then-FTC Chair Lina M. Khan about Copilot Designer. Jones alleged that the product was marketed as safe for everyone, including children, while his red-team work had surfaced harmful and inappropriate images. He said product warnings and safeguards were inadequate and requested stronger disclosures.

Is bias limited to Copilot?
No. In an evaluation published March 25, 2025, the Anti-Defamation League (ADL) queried GPT, Claude, Gemini, and Llama 8,600 times each, for 34,400 responses in total. The ADL reported measurable anti-Jewish and anti-Israel bias across all four systems, with differences in severity and type; it also found cases in which models did not reject antisemitic tropes or conspiracy theories. The evaluation did not test Copilot Designer, so it provides broader context about model bias rather than evidence about Copilot’s image outputs.
How to interpret a comparison of image generators
Results depend on the prompts, interface, date, and number of runs. A useful comparison should apply the same prompts across systems, record whether each system refuses or generates an image, repeat runs, and preserve timestamps and interface details. It should also assess stereotyped elements, range of representation, and whether systems offer respectful alternatives. A small set of examples can identify a problem, but should not be presented as a reliable prevalence benchmark.
