OnMSFT reported a company-wide Microsoft reorganization that grouped engineering and business responsibilities under designated leaders, including separate teams for operating systems, devices and studios, applications and services, and cloud and enterprise. The report attributes the plan to then-CEO Steve Ballmer and frames its strategy around a connected family of devices and services. Its displayed publication date is inconsistent with that attribution, so the original announcement date is not established.
What Microsoft’s reported reorganization changed
OnMSFT described a broad organizational redesign rather than a single product announcement. The report says Microsoft assigned leaders to major engineering groups and other functions, while many parts of the organization would remain unchanged. The underlying employee message was not independently located, so these details should be understood as OnMSFT’s account.
Four engineering groups and their reported leaders
| Group | Reported leader | Reported remit |
|---|---|---|
| Operating Systems Engineering | Terry Myerson | Operating systems |
| Devices and Studios Engineering | Julie Larson-Green | Hardware development, supply chain, games, music, video, and other entertainment |
| Applications and Services Engineering | Qi Lu | Applications and services |
| Cloud and Enterprise Engineering | Satya Nadella | Cloud and enterprise |
These are the leadership assignments reported in the article, not a description of Microsoft’s current management. OnMSFT also listed designated leaders for Dynamics, research, marketing, operations, business development, finance, legal, and human resources, but the report’s summary does not provide a comparable remit and leader for each of those functions. The strategy described in the report
OnMSFT presented the reshuffle as supporting a connected portfolio for both consumers and businesses. It attributed this statement to Steve Ballmer: “Going forward, our strategy will focus on creating a family of devices and services for individuals and businesses that empower people around the globe at home, at work and on the go, for the activities they value most.” The original employee email was not independently verified.

Why the announcement date is uncertain
The OnMSFT page displays August 26, 2019, but its attribution to Steve Ballmer does not reconcile with that date. The original email and a reliable original publication date have not been established here. It is therefore accurate to describe this as an OnMSFT report, but not to present August 26, 2019 as the confirmed date of the announcement.
Do not confuse it with Microsoft’s 2026 announcements
Microsoft had separate announcements in 2026 that concern different organizational matters; they are not evidence about the historical reshuffle described by OnMSFT:
