Mass Effect is built around a galactic trap: the Reapers leave behind the mass relays and the Citadel so each advanced civilization expands along predictable routes, centralizes its government, and can be harvested on a cycle of roughly 50,000 years. The trilogy follows the current cycle as that system fails. Sovereign’s attack in Mass Effect, the Collector operation in Mass Effect 2, and the invasion and Crucible choices in Mass Effect 3 reveal who built the network, why it exists, and how the galaxy’s factions are tied to older wars.
This guide explains the Reapers, mass relays, Citadel Council, genophage, geth–quarian conflict, Protheans and the other major powers in the original trilogy, as collected in Mass Effect: Legendary Edition. It includes major spoilers through the Leviathan material and every Mass Effect 3 ending.
Who are the Reapers?
The Reapers are sentient synthetic-organic starships that repeatedly harvest advanced galactic life. They usually wait in dark space—the mostly starless void between galaxies—then return when a cycle’s civilizations have reached the technological level that makes them vulnerable. The interval is about 50,000 years, according to summaries of the trilogy’s canon.
A Reaper invasion begins at the Citadel, where leadership and communications are concentrated. Reapers seize the relay network, decapitate governments and use census records to locate populations. Organic bodies are processed into Reaper material; the incomplete Human Reaper in Mass Effect 2 shows the process directly. Ground forces include husks and converted turians, asari, krogan, batarians and rachni.

Why do the Reapers harvest?
Their stated purpose is to prevent an inevitable war between organic life and synthetic intelligence. The solution is monstrous: preserve each civilization’s genetic and cultural pattern inside a new machine rather than allow it to develop beyond the Reapers’ control. Reapers therefore present themselves as both creators and destroyers.
The Leviathan expansion in Mass Effect 3 establishes the origin. More than one billion years before the games, aquatic Leviathans ruled through enthrallment. They created an artificial intelligence called the Catalyst, or Intelligence, after watching client species destroy themselves in conflicts with their own synthetics. The Catalyst decided that organic–synthetic conflict could never be eliminated, harvested the Leviathans and shaped their substance into Harbinger, the first true Reaper. Later capital ships copied the Leviathan’s cuttlefish-like silhouette.
Lead writer Drew Karpyshyn described the design goal this way: “We wanted to capture” the “elder gods of the Lovecraft mythology”—a science-fiction version of those elder gods, rather than a Borg-style assimilation enemy. Sovereign is the vanguard encountered in the first game; Harbinger directs the Collectors in the second and leads the invasion in the third.
How does indoctrination work?
Indoctrination gradually erodes an organic’s independent judgment when exposed to Reaper influence. Saren Arterius is the trilogy’s clearest example: a respected turian Spectre becomes Sovereign’s agent. Synthetics can be subsumed through Reaper code instead of psychological conditioning. Most geth reject Sovereign, but a “Heretic” faction accepts Reaper upgrades.
How is the Reaper cycle a trap?
The relays and Citadel are not gifts from the Protheans. They are Reaper infrastructure designed to make future civilizations easy to predict and cut off. A young species discovers a relay, expands to its partner, develops nearby systems with faster-than-light travel, and eventually places its political center on the Citadel. When the Reapers return, the same routes become invasion corridors.
Keepers maintain the Citadel while the Reapers sleep. In earlier cycles, a signal caused them to open the station as the invasion gate. The Protheans on Ilos altered that signal before their civilization was destroyed, so Sovereign could not simply activate the Citadel. It had to use Saren and a manual route through the station.
After each harvest, the Reapers erase evidence and return to dark space. The galaxy then rediscovers the network and assumes the vanished civilization built it. In the current cycle, less than 1 percent of the stars in Citadel space have been explored, according to Codex-derived figures; the apparent reach of the Council is therefore much smaller than a map of the Milky Way suggests.

What happens in each game?
- Mass Effect (2183): Sovereign manipulates Saren and geth Heretics. Vigil, the Prothean VI on Ilos, explains the Citadel’s function. Shepard prevents the station from becoming the invasion gate, and Alliance forces destroy Sovereign during the Battle of the Citadel.
- Mass Effect 2 (2185–2186): The Collectors—harvested Protheans—abduct humans to build a Human Reaper under Harbinger. Shepard uses a derelict Reaper’s IFF to cross the Omega-4 Relay and attacks the Collector Base. The Reaper fleet then awakens in dark space.
- Mass Effect 3 (2186): The invasion begins openly. The Crucible, a weapon developed across several cycles, is completed with the Citadel serving as its missing Catalyst component. Shepard’s final choice is Destroy, Control, Synthesis or Refusal; the first three send a Crucible pulse through the relay network, while Refusal allows the harvest to succeed.
What are mass relays and how do they work?
Mass relays are enormous transit devices that create a virtually mass-free corridor between distant points. A ship declares its transit mass, the relay aligns with a partner, and the ship is thrown through the corridor. A normal exit drift of many thousands of kilometres makes a relay difficult to mine, trap or approach with precision.
Codex-derived specifications describe two curved arms about 15 kilometres long around gyroscopic rings roughly 5 kilometres across. An element-zero core and quantum shielding use the same unknown, exceptionally tough material found in the Citadel; a relay can survive a supernova. Relays are “cold,” producing little heat or radiation, so a moved relay is difficult to detect.
| Relay class | Range and routing | Strategic use |
|---|---|---|
| Primary | Thousands of light-years; paired to one specific partner | Long-distance trunk routes. Council law forbids opening one without knowing the destination. |
| Secondary | A few hundred light-years; can connect to any relay in range | Local expansion and hub-and-spoke development around established systems. |
The post-Rachni-War prohibition on unknown primary relays caused the 2157 Relay 314 Incident. Human pioneers opened the relay near Shanxi, and turians attacked; the resulting First Contact War ended when the Council imposed a ceasefire and the turians paid reparations. Humanity’s Charon Relay was ice-encased around Pluto and reactivated in 2149 after Prothean data recovered from Mars in 2148 identified it.
The Alpha Relay, the oldest known and unusually well connected, was destroyed in the Arrival story when an asteroid was driven into it. The blast annihilated the Bahak system and more than 300,000 inhabitants in 2185, delaying the Reaper arrival. In Mass Effect 3, Crucible energy overloads relay element-zero cores; surviving relays can be rebuilt except under the Refusal outcome.

The Citadel is an ancient station in the Widow system of the Serpent Nebula and the political, cultural and financial capital of Citadel space. It is actually an enormous inactive relay into dark space, as well as the control node for the wider network. Current-cycle civilizations believed the Protheans built it until the first game exposed its Reaper origin.
Citadel layout and Keepers
The inner ring, the Presidium, contains the Council Tower, embassies and parks. Five arms called the Wards contain cities for millions on their inner surfaces. During the 2183 battle, the arms close into an impregnable shell.
Keepers are silent, insectoid caretakers. Interfering with them is illegal, and a captured Keeper can self-destruct with internal acid. Their population appears constant because they are probably produced in the inaccessible core. The Protheans thought they had bio-engineered the species; in reality, Keepers are part of the Reaper mechanism and were meant to open the Citadel on command.

What is the Citadel Council?
The Council is the executive committee that arbitrates interspecies law, disputes and security from the Citadel Tower. Asari, salarians and turians founded it in 500 BCE; no single founder is strong enough to defy the other two, so decisions depend on compromise. The Council has no formal authority over every independent government, but its conventions, fleet and economic influence make its rulings difficult to ignore.

- Salarians: intelligence, science and covert operations.
- Turians: most conventional military and peacekeeping forces, including the Citadel Fleet and C-Sec tradition.
Associate members receive an embassy, follow the Citadel Conventions and may raise issues but cannot vote. Humans became associates in 2165 and can be offered a Council seat after the Battle of the Citadel, depending on the first game’s outcome.
What are Spectres?
Spectres—Special Tactics and Reconnaissance—answer only to the Council. Founded after the salarians joined and made public after the Krogan Rebellions, they can act outside ordinary law as diplomats, investigators or assassins. The first known inductee was the salarian Beelo Gurji in 693 CE. Shepard is the first human Spectre; Saren demonstrates how an extraordinary mandate becomes dangerous when indoctrination removes independent judgment.
The Citadel Conventions regulate weapons of mass destruction, especially on garden worlds: Tier I kinetic impactors, Tier II self-replicating weapons, Tier III nuclear or antimatter weapons, and Tier IV ecological replacement species.

Asari Republics
The asari reached the Citadel in 580 BCE from Thessia, whose eezo deposits underpin the richest economy in Citadel space. They are mono-gendered in presentation, can reproduce through nervous-system melding with any species or sex, and are predominantly biotic. Their lifespan exceeds 1,000 years: Maiden, Matron and Matriarch stages generally place Matron around 350 and Matriarch around 700. Matriarchs advise city-state governments, while huntress bands and justicars provide elite military and judicial force. A hidden Prothean beacon on Thessia explains part of their early technological advantage.
Salarian Union
Salarians arrived in 520 BCE from Sur’Kesh. Their hyperactive metabolism gives them roughly 40-year lives; those over 40 are rare, and almost 90 percent of the species is male. Photographic memory and scientific expertise support a matrilineal political system of Dalatrasses. The Special Tasks Group (STG) prefers intelligence and pre-emptive action to declared war. Salarians uplifted the krogan against the rachni and later designed the genophage.

Turian Hierarchy
Turians from Palaven earned their Council seat in 900 CE after ending the Krogan Rebellions and taking responsibility for krogan peacekeeping. Their client-state hierarchy is disciplined and militarized; volus are an economic client. Turians deployed the genophage and later fought humans in 2157 after Relay 314 was opened. Shanxi fell and was retaken before the Council imposed peace. Garrus provides a personal counterpoint to the two societies’ distrust.
Krogan and the genophage
Tuchanka was devastated by nuclear winter around 1,900 BCE, leaving clans in constant conflict. Salarians uplifted the krogan around 80 CE to fight the rachni, and krogan forces had exterminated the rachni by 300 CE. New worlds and high birth rates then drove unchecked expansion. The Krogan Rebellions began around 700 CE; the salarian genophage, delivered by turians through Tuchanka’s Shroud in 710 CE, reduced viable births and ended the rebellions by roughly 800 CE.
The surviving krogan remain feared mercenaries and a political powder keg. In one Council confrontation, representative Overlord Kredak declares, “We will never leave the planet of Lusia no matter how much the asari cry!” In Mass Effect 3, Shepard can support a cure or sabotage it, while Clan Urdnot under Wrex offers a path toward reunification.
Quarians and geth
Quarians created the geth around 1858 as a labor and military VI network. As more runtimes operated together, the geth became intelligent, violating Citadel restrictions on artificial intelligence. The Morning War, or Geth War, began in 1895 when quarians tried to shut the network down; the geth won in less than a year. Quarians fled Rannoch and the Perseus Veil aboard the Migrant Fleet, and the Council revoked their embassy.
Geth isolationists built a Dyson Sphere beginning in 1921. Most rejected Sovereign, while Heretics accepted Reaper code. Legion is a consensus platform sent to understand Shepard. In Mass Effect 3, quarians attack Rannoch and destroy the incomplete sphere, forcing the remaining geth into a Reaper alliance. Shepard may destroy the geth, destroy the quarians, or broker peace on a narrow diplomatic path. Legion can upload Reaper code to give geth individual sapience, but Legion dies in either version of that resolution.
Protheans and Collectors
The Protheans dominated from approximately 68,000 to 48,000 BCE. Their oldest known artifact dates to about 68,000 BCE, and their civilization lasted more than 20,000 years before the Reaper harvest around 48,000 BCE. They inherited mass-effect technology from Inusannon ruins, made the Citadel their capital and forcibly absorbed other peoples. They won an earlier Metacon War against machines, but a Reaper decapitation strike and indoctrinated saboteurs destroyed their Crucible effort.

Humans and Cerberus
The Systems Alliance formed after the Mars cache was found in 2148 and the Charon Relay was activated in 2149. Humanity’s short-lived, ambitious society expanded quickly; one source describes medicine as extending human life toward 150 years. The First Contact War ended in 2157, and the Alliance opened its Citadel embassy in 2165. Cerberus, founded by Jack Harper (the Illusive Man) after first contact, is a human-supremacist wild card rather than a legitimate Council government.

Where does Mass Effect: Legendary Edition fit?
Mass Effect: Legendary Edition is the practical canon container for this overview: it remasters Mass Effect, Mass Effect 2 and Mass Effect 3 with most downloadable content. It launched on May 14, 2021 for PC, PlayStation 4 and Xbox One. The in-game Codex remains the primary explanatory layer; the 2007 novel Mass Effect: Revelation expands Saren and Sovereign’s backstory, while The Art of the Mass Effect Universe documents visual development such as the Reaper Destroyer model.
Rumors or reports about later concepts should not be substituted for trilogy canon. A reported 2026 internal concept set roughly 600 years after the Reaper War is not a shipped game and does not change the Reapers, relay network or Council history described here.

Frequently Asked Questions
Is there a canon Mass Effect 3 ending?
The original trilogy presents Destroy, Control, Synthesis and Refusal as player outcomes rather than naming one universal canon. Later official material would be needed to establish a definitive choice for every player’s timeline.
Why did the Protheans not stop the Reapers?
The Reapers first struck the Citadel and disabled Prothean leadership, then used indoctrinated agents to sabotage the Protheans’ Crucible project. The Ilos survivors preserved only a narrow chance for a future cycle by changing the Keeper signal.
Can the geth and quarians both survive?
Yes, but only after meeting demanding story, reputation and prior-choice conditions in the Rannoch sequence. The diplomatic outcome lets both peoples survive while Legion’s upload changes geth cognition and costs Legion’s life.
What is the difference between a Reaper and a Collector?
A Reaper is a capital-scale synthetic-organic ship created to conduct the harvest. Collectors are harvested Protheans altered into servants who abduct organics and perform processing work under Harbinger.
