The internet should change its default provenance and disclosure layer first. AI providers need to attach interoperable, machine-readable signals to generated audio, images, video and text. Platforms, publishers and other deployers then need to show a plain-language notice when people first encounter the material, while preserving that provenance through reposting, downloads, format conversion and editing.
This two-part design is stronger than asking readers to trust an AI detector. Detection signals can disappear after screenshots, compression, cropping, translation or paraphrasing. Provenance is not proof that a human wrote something; it is a traceable account of how a file or post was created and changed. The goal is a durable, contestable record that works for software and a clear disclosure that works for people.
What should the internet change first when AI content looks human?
It should make provenance and disclosure a default part of distribution, not an optional feature in a creator’s original file. A model provider marks its output in a machine-readable format; the service that publishes or displays it presents an understandable label at first exposure; every intermediary preserves or restores the signal when content is transformed.
That order matters. A hidden metadata field cannot inform someone who sees a reposted video, and a visible badge that vanishes when a file is downloaded cannot support later verification. The internet needs both layers operating together.

Machine-readable provenance is for systems
Structured provenance allows platforms, archives, search engines and moderation tools to read facts such as the originating tool, creation time and subsequent edits. It should use interoperable formats so that one platform can interpret another platform’s signal rather than locking the record to a single vendor.
Visible disclosure is for people
A reader should not need special software, a browser extension or technical knowledge to learn that a post contains synthetic or manipulated material. The notice should appear no later than the first meaningful exposure, be visually distinguishable from surrounding text, and remain available when the item is shared or embedded.
Why is a detector-first strategy weaker?
Detectors estimate whether content resembles material produced by a model; they do not establish authorship. A detector can produce false positives on human work, miss carefully edited synthetic work, and become less reliable as models and editing practices change.
OpenAI’s provenance guidance notes that Content Credentials can be lost through ordinary actions such as taking a screenshot or converting a file. Watermarks can also become undetectable after heavy cropping, compression, paraphrasing or translation. Those failure modes make a detector-only policy especially fragile for social posts, messaging apps and news workflows where transformation is routine.
Detectors can still be a supplementary risk signal for moderation or triage. They should not be the sole basis for removing content, denying a person a service, or accusing an author of deception. A durable record of origin, combined with a visible disclosure and a way to challenge errors, gives users a fairer basis for decisions.
How would a provenance-and-disclosure system work?
The responsibility should follow the content through three layers: provider, deployer and distribution platform. Each layer has a different job, and no layer can substitute for all the others.

1. The provider marks the output
Providers of systems that generate synthetic audio, images, video or text attach a machine-readable mark that is detectable as artificially generated or manipulated. The mark should survive ordinary handling as far as technically feasible and identify the provenance format used. It should not expose a user’s private prompt or personal data by default.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware match2. The deployer discloses what people see
A deployer is the organization using or publishing the system’s output. It converts the machine-readable signal into a clear notice, such as “AI-generated image” or “AI-manipulated video,” at first exposure. The European Commission’s guidance is explicit that a deployer cannot simply rely on the provider’s embedded mark to meet its disclosure duty.
3. Platforms preserve the record
Hosting and sharing services should carry provenance when users repost, download, resize, transcode or embed content. If a transformation strips the original signal, the service should retain a linked server-side record or apply a new mark that points back to the available provenance. The interface should explain when a label is based on an intact credential, a platform assertion or an unresolved report.
What does the EU AI Act require, and when?
Article 50 establishes a useful policy baseline for providers and deployers. The European Commission’s Article 50 text says: “Providers of AI systems, including general-purpose AI systems, generating synthetic audio, image, video or text content, shall ensure that the outputs of the AI system are marked in a machine-readable format and detectable as artificially generated or manipulated.”
| Actor or material | Core obligation | Practical implication |
|---|---|---|
| Providers generating synthetic audio, images, video or text | Use a machine-readable mark detectable as artificially generated or manipulated. | Marking must be interoperable, robust and reliable under the Commission’s Code of Practice. |
| Deployers presenting deepfakes | Disclose the artificial or manipulated nature clearly and distinguishably. | The notice must appear at the latest on first exposure and cannot be replaced by hidden metadata. |
| Deployers presenting qualifying public-interest AI-generated or manipulated text | Provide a clear disclosure, subject to the human-review and editorial-control exception. | Readers need a visible explanation when synthetic text could affect public understanding. |
| Artistic, creative, satirical or fictional works | Receive a narrower disclosure treatment. | Disclosure should not unnecessarily disrupt the work, but it cannot be used to conceal harmful deception. |
The transparency obligations apply from 2 August 2026. The Commission describes a limited transition until 2 December 2026 for certain marking duties involving systems placed on the market before the application date. The transition does not require retroactive labeling of content created before 2 August 2026.

How can platforms keep labels intact through reposts and edits?
Platforms should treat provenance as part of the content object, not as a disposable file property. A practical handling policy looks like this:

- Ingest: read credentials and other marks when a file is uploaded, record their status, and retain the original evidence in an auditable store.
- Transform: when resizing, transcoding or editing, create a new provenance event that identifies the operation and links to the prior state.
- Display: show the appropriate human-readable label beside the post, player or image at first exposure; do not hide it behind an advanced settings menu.
- Repost: carry the credential and its chain when the item is shared internally or exported through an API. If the chain is broken, say that the provenance is incomplete.
- Download: include the machine-readable record in the downloaded asset where the format supports it, and provide a visible notice in the download context.
- Monitor: detect conflicting claims, such as a file labeled “camera original” after a generative edit, and route them to review rather than silently choosing one.
These controls should be tested against screenshots, recompression, cropping, language translation, caption rewriting and screen recordings. No single signal will survive every transformation, so the platform must preserve an independent record when the file-level mark is lost.
Can watermarking prove that a person wrote something?
No. A watermark can support a claim about a tool or processing history, but it cannot prove human authorship, originality or intent. A person may edit a model’s draft extensively, and a synthetic output may be copied into a format where its watermark is no longer detectable.
| Approach | Coverage | Survivability | Human usability | Accountability | Privacy and contestability |
|---|---|---|---|---|---|
| Machine-readable provenance | Can cover text, images, audio and video when formats and tools support it. | Good when preserved; vulnerable to screenshots, conversion and stripped metadata. | Low without a visible interface label. | Best suited to providers, deployers and platforms that can log events. | Can limit data to origin and edits, but disputed records need correction procedures. |
| Embedded watermark | Potentially broad across media, depending on implementation. | May degrade after cropping, compression, paraphrasing or translation. | Usually invisible, so people cannot interpret it unaided. | Primarily attaches a signal to the generating system. | Harder for users to challenge when detection is opaque. |
| Visible label | Works for any medium a platform controls. | Survives viewing, but can disappear when content leaves the platform. | High; no special tool is required. | Places a direct duty on the deployer or publisher. | Must explain the basis of the label and offer a correction path. |
| AI detector score | Mostly text and media classes for which a detector exists. | Unstable as models and edits change. | Can confuse readers with probabilities and false certainty. | Often unclear who is responsible for a decision. | Requires appeals, evidence retention and protection against false accusations. |
Who is responsible for disclosing a deepfake?
Responsibility should not be pushed entirely onto the person who first generated the file. Providers control marking technology; deployers decide how an output is used; platforms control the first exposure many people actually see. Contracts and technical standards can divide duties without creating a gap in which everyone assumes someone else labeled the material.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Model provider: implement the machine-readable mark, document its format and test resilience.
- Enterprise or publisher deployer: review the output’s context, apply the visible notice and retain the provenance record.
- Hosting or social platform: preserve the chain through transformations, display labels consistently and investigate conflicting claims.
- Advertiser, campaign or account owner: avoid presenting synthetic media as an unaltered eyewitness record and correct a misleading label promptly.
Under the EU framework, enforcement is backed by national market-surveillance authorities. The Commission’s stated maximum penalties reach €15 million or 3% of total worldwide turnover, depending on the violation and the entity involved. That level of exposure makes provenance a compliance control, not merely a design preference.
What should publishers and creators do before the 2026 deadline?
Organizations can prepare without waiting for every platform to adopt the same standard.
- Inventory where generative systems are used, including drafting, translation, voice production, image retouching and video effects.
- Choose an interoperable provenance format and preserve the original credential alongside the published asset.
- Write a labeling rule that distinguishes fully synthetic, AI-assisted and materially AI-manipulated work.
- Place the notice where a reader first encounters the item, including search previews, newsletters, embedded players and mobile views.
- Record human review and editorial responsibility for public-interest text when relying on the applicable exception.
- Define who can correct a label, what evidence is required and how the correction is shown in the audit trail.
- Test exports, screenshots, compression and translations so staff know when a file-level signal will disappear.
A label should describe the relevant fact rather than imply that all AI assistance is deceptive. For example, “AI-generated illustration, edited by the newsroom” communicates more than a generic warning while preserving room for human accountability.

What should readers see when they encounter synthetic content?
The notice should be short, specific and placed next to the content. “AI-generated audio,” “AI-manipulated image” and “AI-assisted article” tell readers more than an unexplained icon. A tap or click can open provenance details, but the basic disclosure must remain visible without that extra step.

Interfaces should distinguish three states: verified provenance, a platform-applied disclosure based on a known workflow, and unknown or incomplete provenance. Calling the last state “human-made” would turn missing evidence into a false assurance. Accessibility matters too: labels need readable text, adequate contrast and equivalent announcements for screen readers.
How should disputed labels, privacy and corrections work?
Provenance systems should record origin and transformations without publishing sensitive prompts, private faces, location data or internal account identifiers. A creator should be able to see the evidence behind a label and request correction when a credential is attached to the wrong file or an edit is misclassified.
Platforms should preserve the original disputed state, add the review outcome and show who made the change. Silent deletion of an incorrect label destroys accountability; silently leaving a demonstrably false label damages the creator. Independent review is especially important when a disclosure affects employment, elections, safety or access to public services.

Public-interest text can require disclosure when it is generated or manipulated by AI. The Commission’s guidance allows an exception where the text has undergone human review or editorial control and a responsible natural or legal person is identified. That exception is narrower than a blanket claim that any human touch makes the content “human-written.”

Images and video
Deepfake disclosure is aimed at material that depicts people or events in a misleading synthetic or manipulated way. Cropping, dubbing, frame replacement and recompression should create new provenance events rather than erase the original record.
Audio
Synthetic speech and altered recordings need the same machine-readable marking and visible disclosure. A label is particularly important when listeners cannot inspect the underlying file or distinguish a cloned voice by ear.
What is the practical implementation sequence?
A workable rollout can be staged without waiting for perfect detection technology:
- Set the policy: define covered content, exceptions, label wording, retention periods and appeal rights.
- Mark at creation: require provider tools and internal pipelines to emit interoperable credentials or equivalent machine-readable signals.
- Label at first exposure: make the notice part of the publishing checklist and the platform’s rendering layer.
- Preserve through handling: attach transformation events, maintain server-side links and flag broken chains.
- Audit and improve: test real-world transformations, measure false labels and update the process as formats change.
The internet cannot guarantee that every synthetic file will remain identifiable forever. It can guarantee a stronger norm: creators and providers mark what they make, distributors disclose what people encounter, and platforms preserve enough evidence for a later decision to be checked and corrected.
Frequently Asked Questions
Can I remove provenance metadata from a file I created?
You can often strip metadata by exporting, screenshotting or converting a file, but doing so may remove the only machine-readable record of its origin. Keep an untouched original and disclose the creation method when you share a derivative.
Are browser extensions that detect AI content reliable?
They can provide an additional warning, but no extension can establish authorship from appearance alone. Treat a score as a prompt to check provenance and context, not as proof that a person or a model created the work.
What evidence should a newsroom keep for an AI-assisted article?
Retain the original drafts, tool and model identifiers, major prompts or instructions, edit history and the name of the responsible editor. Store that record separately from public-facing personal data so it can support a correction without exposing confidential material.
How can a small website add visible disclosures without rebuilding its CMS?
Start with a required content field for generation status and render it beside the headline, media player or download link. Add provenance support when your publishing tools can preserve it, while keeping the visible label independent so it still works for older files.
