Choose cooling for an AI data center by the heat load and thermal requirements of each rack—not simply because the equipment runs AI. Optimized air cooling remains practical for lower-density systems, while high-density AI racks may need direct-to-chip liquid cooling, rear-door heat exchangers, immersion, or a hybrid design. The right choice depends on the complete facility: IT and facility loops, heat rejection, climate, water constraints, operations, and plans for expansion.

There is no universal rack-density cutoff or guaranteed energy, water, or cost saving that makes liquid the right answer in every facility. The useful comparison is between systems doing equivalent IT work, measured within clearly defined facility boundaries.

What is the difference between liquid cooling and air cooling?

Air cooling uses fans to move air through or across IT equipment, then carries the resulting heat to room or facility cooling equipment. Liquid cooling moves heat through a fluid loop, either by cooling components directly or by capturing heat from rack exhaust. Both approaches must ultimately transfer heat out of the data center.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The key distinction is where and how heat is captured—not whether one option eliminates facility cooling. Liquid-cooled equipment can still leave residual heat for room air systems to handle, and air-cooled equipment depends on effective airflow as well as the cooling plant. The U.S. Department of Energy’s 2024 data-center design guide and ASHRAE’s AI Data Center Energy Performance Framework describe multiple architectures rather than a single air-versus-liquid switch.

Air cooling

Fans move air across the equipment. Room airflow, containment, fan control, and the facility’s cooling equipment work together to carry heat away. Air cooling is still a reasonable approach for lower-density equipment and general-purpose areas, particularly when airflow is well managed.

Liquid cooling

A fluid transports heat from components or rack exhaust toward a heat exchanger and facility heat-rejection system. A cooling distribution unit (CDU) often separates and interfaces the IT-side liquid loop with the facility-side cooling loop, while providing fluid at suitable temperature, pressure, and chemistry. The actual equipment and fluid requirements depend on the architecture.

When does an AI data center need liquid cooling?

Consider liquid or liquid-assisted cooling when the actual rack heat load and equipment thermal requirements exceed what a practical air design can manage. ASHRAE’s framework gives 50–120+ kW per rack as density context for purpose-built AI facilities; it is not a universal engineering threshold at which every rack must switch to liquid.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI is not itself a cooling specification. A facility can have dense AI racks beside lower-density general-purpose systems, and those zones may call for different approaches. Start with rack-level load, the hardware’s allowable thermal conditions, the facility’s existing capacity, and the density roadmap. ASHRAE recommends technology cooling systems (TCS) where traditional air cooling is insufficient, but its framework is guidance, not a substitute for project-specific engineering.

Start with the rack and equipment

  • Establish heat load by rack and zone, rather than relying on a facility-wide average.
  • Check the thermal requirements for the specific equipment generation, including allowable inlet conditions and whether components are designed for a liquid loop.
  • Identify which systems will remain air cooled, even if a portion of the AI load moves to liquid.
  • Map expected growth and densification so a choice that works today does not block the planned next phase.

ASHRAE’s framework places some purpose-built AI facilities in the 50–120+ kW-per-rack range, but neither that context nor the DOE guide’s illustration of an air-to-liquid transition by processor power establishes a single mandatory crossover. Hardware, rack configuration, cooling design, and site conditions all matter.

Decide by zone, not by label

Separating high-density AI systems from lower-density tiers can allow different cooling and control strategies in the same facility. It can also avoid changing an entire room’s architecture when only some racks have high thermal loads. Whether that is practical depends on layout, existing infrastructure, controls, and the scope of the proposed work.

What liquid-cooling architectures can an AI data center use?

Direct-to-chip cooling, rear-door heat exchangers, and immersion are different approaches; “liquid cooling” does not identify one standard system. Some designs capture most of the IT heat with liquid and use air systems for the remainder.

Architecture Where heat is captured What to consider
Direct-to-chip (D2C) Liquid circulates through cold plates attached to heat-producing components. Confirm component and equipment compatibility, allowable fluid temperatures, loop controls, and the interface to facility cooling. ASHRAE describes D2C as a high-density option; warm-water operation may support economization when the system and site permit it.
Rear-door heat exchanger (RDHx) A rack-level heat exchanger removes heat from rack exhaust air. It can reduce the heat released to the room without making the IT equipment itself fully liquid cooled. Account for the remaining room heat and how the exchanger connects to facility cooling.
Immersion IT equipment is cooled in dielectric fluid. Design considerations include compatibility between the fluid and equipment and heat exchangers integrated with the tank. Do not assume the fluid, service process, or equipment requirements are interchangeable with D2C.
Hybrid liquid and air Liquid captures a portion of IT heat; air systems handle residual heat and equipment that remains air cooled. Size and operate both sides of the design. Liquid adoption does not remove the need to manage room airflow and residual heat.

A TCS is an integrated system spanning IT-side and facility-side loops and the controls that coordinate them. Where a CDU is used, it interfaces the facility cooling loop with the IT liquid loop. Specify the system as a whole rather than selecting a rack component in isolation.

Can better air cooling be enough?

Yes. For lower-density loads, improving airflow and containment can be a practical alternative to introducing a liquid system. Air optimization also remains important when a facility adopts liquid, because residual room heat and air-cooled equipment still need attention.

Improve airflow before or alongside a technology change

  • Use hot-aisle or cold-aisle containment to limit mixing between hot exhaust and cool supply air.
  • Reduce bypass airflow and recirculation so cooling reaches the equipment rather than short-circuiting through the room.
  • Control fans appropriately instead of treating maximum airflow as a universal solution.
  • Monitor rack inlets to understand the conditions equipment actually receives.
  • Review setpoints and economization options in the context of the equipment’s requirements and the site’s climate.

These measures address how effectively the air system delivers cooling; they do not establish that air will be sufficient for every high-density rack. Compare the resulting rack conditions and system operation with actual equipment requirements.

Is liquid cooling more efficient than air cooling for AI?

Not automatically. Liquid can transfer heat effectively, and warmer liquid loops may reduce mechanical cooling demand or enable economization, but the facility-level outcome depends on design, climate, heat rejection, and operating conditions. The cited ASHRAE and DOE material does not establish a universal percentage saving in energy, water, or cost from switching.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Heat-transfer effectiveness at a component or rack is not the same as total facility efficiency. A fair comparison includes the pumps, fans, heat exchangers, cooling plant, and any other system loads within the chosen boundary. Compare measured whole-facility performance for equivalent IT work, not just the cooling method’s component-level performance.

Measure equivalent work and the whole system

Use PUE alongside water metrics and IT-work or utilization context. PUE alone does not characterize water impact or how much useful work the facility delivered. For a site-specific comparison, document at least:

  • Facility energy and water use, with the system boundary clearly stated.
  • IT utilization or another measure of the work performed, so operating periods are meaningfully comparable.
  • Cooling-system load and rack inlet conditions.
  • Reliability and operating conditions during the measurement period.
  • Heat reuse, if relevant, including whether there is a real nearby user for the recovered heat.

Do not treat on-site cooling water as the same thing as all water associated with electricity generation or equipment supply chains. Those are different accounting boundaries. A water comparison should say which one it measures.

How do climate, water, and heat rejection affect the choice?

The site’s climate and heat-rejection design shape the energy and water trade-offs for either approach. Warmer liquid loops can support economization or dry heat rejection when the equipment and facility design allow it, but dry cooling may need adiabatic assistance during extreme heat.

ASHRAE’s Integrated Design Principles page, accessed in 2026, states that the latest GPU generations are designed for a 45°C (113°F) facility fluid inlet temperature. Treat this as a hardware-generation-dependent statement, not a general standard or an assumption that every liquid system can operate at that condition. Confirm requirements for the specific equipment and design.

Assess local conditions and the whole heat-rejection path

  • Determine the site’s climate conditions and how often the design may need additional heat-rejection support.
  • Check whether the facility can use dry heat rejection under the required operating conditions; do not assume “dry” means no constraints in every climate.
  • Include any adiabatic assistance and its water implications in the design assumptions.
  • Evaluate water use using a defined boundary, and distinguish on-site cooling water from water associated with electricity or equipment supply chains.
  • Count heat reuse only where a practical heat sink exists and can use the heat when it is available.

These are design questions, not a basis for claiming that liquid always uses less water or energy. A site with different weather, heat-rejection equipment, or operating requirements may reach a different result.

What should a liquid-cooling design specify?

Specify the complete IT-to-facility cooling arrangement, including fluid conditions, heat exchange, controls, heat rejection, and the operational response. The liquid loop is part of a larger technology cooling system, and its interfaces determine whether it can work reliably with the IT equipment and facility.

Design and integration checklist

  • Architecture: State whether the design uses D2C, RDHx, immersion, or a hybrid, and identify which equipment is liquid cooled versus air cooled.
  • Fluid requirements: Document allowable temperatures, chemistry, and pressure for the relevant loop or loops.
  • Loop interfaces: Define the IT-side and facility-side loops, including the CDU or other heat exchanger where applicable.
  • Controls and monitoring: Specify how temperatures, pressure, and system status are controlled and monitored.
  • Heat rejection: Describe the facility equipment and climate assumptions that govern heat removal.
  • Operations: Establish service procedures, commissioning expectations, leak response, and redundancy arrangements.
  • Compatibility: Verify the proposed system against the IT equipment and its fluid requirements rather than assuming all liquid-cooled hardware is alike.

Requirements vary by architecture. A fluid-chemistry and maintenance plan for one system should not be assumed to apply unchanged to another.

What operating risks and trade-offs should a facility plan for?

Air-first designs require disciplined airflow management, filtration and maintenance, and rack-inlet monitoring. Liquid and liquid-assisted designs add fluid handling and loop coordination, including attention to pressure, temperature, chemistry, and leak monitoring.

Those differences affect commissioning and ongoing operations as well as initial design. Ask suppliers and engineering teams to explain how the system will be serviced, what happens if a leak or loop fault occurs, how redundancy works, and how operators will coordinate IT-side and facility-side controls. A leak detector or monitoring accessory is not a substitute for facility-grade leak detection, controls, and a response plan.

Capital cost, retrofit disruption, and operational impacts also belong in the comparison. The cited ASHRAE and DOE sources do not provide comparable project-cost figures, so a general cost premium or payback period cannot be established from them. Obtain estimates for the specific site and include the infrastructure and work required beyond the rack itself.

How should a facility make the final decision?

ASHRAE describes its AI Data Center Energy Performance Framework as guidance: it does not establish mandatory requirements or supersede applicable codes and standards. Use it to inform a project, then verify local requirements and obtain project-specific engineering for the facility.

Frequently Asked Questions

Does liquid cooling mean a data center can remove all its CRAC or CRAH equipment?

Not necessarily. Whether room cooling equipment can be reduced or changed depends on the residual heat, air-cooled equipment, and facility design; the cited sources do not establish a blanket removal rule. Any change to room systems should follow a site-specific assessment.

Can existing data centers retrofit liquid cooling into an AI zone?

A retrofit may be considered, but its feasibility depends on the existing facility, required loop interfaces, heat rejection, and the disruption needed to install and commission the system. The cited sources provide no universal retrofit cost, schedule, or suitability threshold.

Does a 45°C facility-fluid inlet target apply to every GPU or liquid-cooling system?

No. ASHRAE’s 2026-accessed design guidance ties that figure to the latest GPU generations, so it should not be generalized across hardware or cooling architectures. Confirm the temperature requirements for the specific equipment and design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is ASHRAE’s AI data-center framework a code requirement?

No. ASHRAE says the framework does not establish mandatory requirements or supersede applicable codes and standards. Facilities still need to verify the requirements that apply to their project and jurisdiction.
