Neither cooling method is universally cheaper or better. Air cooling remains practical for lower-density racks, established facilities and workloads whose heat can be moved economically through room air. Direct liquid cooling becomes more compelling as AI accelerators concentrate more heat in each rack, because it captures heat at the chip or chassis and moves it through a liquid loop instead of asking room air and fans to carry the entire load.
The decision is a site-specific lifecycle calculation. You must account for server and cold-plate compatibility, cooling-distribution units (CDUs), piping, pumps, heat rejection, electricity and water prices, climate, redundancy, maintenance, retrofit difficulty and the cost of operating mixed air/liquid zones. The available engineering guidance does not establish a universal installation premium, savings percentage or payback period.
What is the difference between air-cooled and liquid-cooled AI servers?
Air-cooled servers transfer component heat to air inside the chassis. Fans move that air through heat sinks and out into the room, where computer-room air handlers, air conditioners or other room-level equipment remove the heat and reject it outside. The data-center cooling plant therefore handles both the server heat and the energy used to move and condition a large volume of air.

Direct liquid cooling places a liquid heat-transfer interface much closer to the hot components. Cold plates, liquid-cooled heat sinks or other hardware collect heat and send it through an IT-side loop. A cooling distribution unit separates that loop from the facility loop, controls temperature, pressure and fluid chemistry, and transfers heat to the building’s water system or heat-rejection equipment. Many installations still use room air for memory, storage, power supplies, networking equipment and other residual loads.

| Architecture | Primary heat path | Typical facility implications |
|---|---|---|
| Air cooling | Components → chassis air → room air → air handlers or cooling units → outdoor heat rejection | Requires adequate airflow, fan power, room cooling capacity and air distribution. |
| Rear-door heat exchanger | Server exhaust air → liquid coil on the rack door → facility liquid loop | Can remove a large share of rack heat while retaining conventional air-cooled servers. |
| Direct-to-chip liquid | Processors or accelerators → cold plates → IT liquid loop → CDU → facility loop | Needs compatible servers, manifolds, leak detection, controls and liquid distribution. |
| Immersion | Components → dielectric fluid bath → heat exchanger → facility loop | Changes service procedures and hardware requirements more extensively than cold plates. |
| Hybrid | High-power components in liquid; remaining equipment in room air | Requires both liquid and air capacity, with careful zoning and control coordination. |
The U.S. Department of Energy’s Best Practices Guide for Energy-Efficient Data Center Design (July 26, 2024) describes usable fluids ranging from treated water and glycol mixtures to dielectric fluids. The right fluid depends on the equipment design, temperature range, chemistry controls, safety requirements and the facility loop.
When does an AI data center need liquid cooling?
A data center should consider liquid cooling when rack heat density, deployment scale or growth plans make room-air cooling a constraint rather than a simple operating choice. There is no single rack-power number in the cited guidance that automatically mandates liquid. Instead, evaluate the interaction between the workload, rack layout and facility limits.
High-density accelerator workloads
AI training and inference systems can place many high-power accelerators in a small footprint. If airflow paths, fan power or room cooling capacity become the bottleneck, direct liquid cooling can capture heat before it enters the room. This can preserve rack capacity without requiring every air-handling unit, floor opening and supply path to be enlarged at once.
Facilities with limited air-side capacity
Liquid is attractive when the building cannot economically deliver the required airflow or when hot exhaust air would create unacceptable room temperatures. It can also help in facilities where floor space for air handlers, ductwork or raised-floor distribution is constrained.
New builds versus retrofits
New construction can reserve space for CDUs, manifolds, leak detection, pipe routes, pumps and heat-rejection equipment from the beginning. A retrofit must determine whether the structure, electrical rooms, water treatment, floor loading, access paths and standby systems can support that equipment. If only a portion of the estate needs liquid, a hybrid design may avoid rebuilding the entire room.
Climate and heat-rejection conditions
Outdoor temperature, humidity, economizer hours, water availability and local water restrictions affect the economics. A site with many hours suitable for water-side or air-side economization may gain more from warm liquid operation than a site that must run mechanical refrigeration most of the year. Conversely, a water-constrained site may favor a closed-loop design even when liquid cooling is technically feasible.
What does liquid cooling add to a server rack?
Liquid cooling is an infrastructure system, not simply a cold plate attached to a processor. A reliable design normally includes IT-side distribution, a facility-side loop, a CDU, controls, pumps, heat exchangers, fluid treatment and heat-rejection equipment.
IT-side loop
The IT loop carries liquid to cold plates or other server heat exchangers. Manifolds distribute flow to each server, while quick disconnects and service valves allow equipment replacement. Server vendors must specify allowable supply temperature, pressure, flow, materials and fluid chemistry; a cold plate that fits mechanically is not automatically compatible with the facility loop.

Cooling distribution unit
The CDU is the interface between the technology loop and the building loop. It regulates flow and pressure, transfers heat across a heat exchanger, and can provide filtration, expansion volume, monitoring and alarms. Separating the loops helps protect IT equipment from facility-water contamination or pressure events, but it adds pumps, controls, sensors and maintenance points.
Facility loop and heat rejection
The facility side may connect to chillers, cooling towers, dry coolers, fluid coolers or a water-side economizer. Pumping energy, treatment, redundancy and water management become part of the data-center operating model. A liquid-cooled rack can still need room cooling for uncaptured heat, so air-handling equipment is often reduced rather than eliminated.
Controls and safety
Designers should specify leak detection, automatic isolation, drip management, pressure monitoring, flow verification, temperature alarms and a safe response to loss of circulation. Maintenance procedures must cover hose replacement, fluid sampling, filter changes, air removal and restart sequencing. These requirements are operational capabilities, not optional accessories.

Sometimes the facility plant becomes less expensive or more efficient, but the complete liquid-cooled installation can cost more. The sources do not provide a matched, site-specific lifecycle comparison, a universal percentage premium or a dependable payback period. Compare total cost of ownership over a stated analysis horizon instead of comparing a server invoice with a cooling-plant invoice.
| Cost area | Air-cooled design | Liquid-cooled design | What changes the result |
|---|---|---|---|
| IT hardware | Conventional heat sinks, fans and air-rated servers | Liquid-compatible servers, cold plates, manifolds and service connections | Vendor availability, required thermal class and whether existing servers can be reused |
| Distribution | Room airflow, containment, air handlers and floor distribution | CDUs, pumps, piping, manifolds, controls and leak monitoring | New-build versus retrofit, pipe routes, redundancy and rack layout |
| Heat rejection | Mechanical cooling or economizer equipment sized for room heat | Liquid heat exchangers plus chillers, towers, dry coolers or economizers | Climate, supply-water temperature and available outdoor heat sink |
| Energy | Server fans and room air movement remain substantial loads | Fan and mechanical-cooling demand may fall, but pumps and controls add load | Actual rack density, control strategy, equipment efficiency and operating temperatures |
| Water | Depends on the facility’s cooling plant and any evaporative heat rejection | Closed IT loops can limit exposure, while towers or evaporative systems still consume water | Water treatment, tower operation, climate and local water prices |
| Operations | Familiar air-service procedures and broad technician availability | Fluid chemistry, leak response, pump and CDU maintenance, and specialized training | Staff capability, service contracts and the cost of downtime |
Capital and operating costs can move in opposite directions. Higher-temperature-compatible IT equipment and liquid distribution may increase project cost, while reduced fan power and a smaller mechanical plant may reduce operating cost. A credible model should include downtime exposure, spare parts, maintenance labor, redundancy, water treatment and the cost of supporting a mixed environment.
The DOE guide cautions against searching for one universally optimal design: “No design guide can offer ‘the most energy-efficient’ data center design, but these guidelines can provide efficiency benefits for a wide variety of data center scenarios.” Read the full guidance at the U.S. Department of Energy resource.
How do facility supply-water temperatures change the trade-off?
Warmer liquid supply can reduce or eliminate mechanical refrigeration in suitable climates, but it places stronger thermal requirements on the IT equipment and CDU. ASHRAE’s liquid-cooled equipment classes use the class number to indicate the maximum facility liquid supply temperature; W27, for example, denotes 27°C.
| ASHRAE class or grouping | Temperature or design description | Facility implication described by ASHRAE |
|---|---|---|
| W17 | 17°C maximum facility liquid supply temperature | Traditionally associated with chiller-based designs. |
| W27 | 27°C maximum facility liquid supply temperature | Traditionally uses chillers and cooling towers, with possible water-side economizer operation. |
| W32 | 32°C maximum facility liquid supply temperature | May operate without chillers in many locations, depending on climate and design. |
| W40 | 40°C maximum facility liquid supply temperature | May operate without chillers in many locations, depending on climate and design. |
| W45 and W+ | 45°C or higher class limits | Can be designed for chiller-free operation, subject to equipment and site conditions. |
These classes describe thermal capability, not a guaranteed energy bill or a promise that every site can remove its chillers. CDU approach temperature, server requirements, humidity, outdoor conditions, redundancy and heat-rejection equipment determine what a real installation can achieve. See ASHRAE Chapter 20: Data Centers and Telecommunication Facilities for the design context.

Does liquid cooling reduce data-center power or water use?
Liquid cooling can reduce server-fan power and the mechanical work needed to move and condition room air. Operating at a warmer liquid temperature can also increase economizer hours and, in some locations, support a chiller-free design. Those benefits are conditional: the equipment must be rated for the supply temperature, and the site must have a suitable way to reject heat.
Power effects
Every liquid system adds pump and control loads. The net result depends on whether those loads are smaller than the fan and refrigeration loads displaced. A high-density rack with restrictive airflow may show a strong benefit; a lightly loaded rack in a well-optimized air-cooled room may not.
Water effects
Direct liquid cooling does not automatically mean lower water consumption. An enclosed IT loop can reduce the amount of treated facility water that reaches the servers, but the building may still use cooling towers or other evaporative equipment. Measure water-use effectiveness (WUE), makeup water, blowdown and treatment alongside energy use.

ASHRAE’s integrated AI data-center design material gives illustrative framework values near 1.10 PUE for integrated liquid-cooled facilities and approximately 1.4–1.6 for traditional designs. These are not a controlled comparison or a guaranteed result for a particular building; configuration, utilization, climate and operating assumptions matter. The framework is available at ASHRAE’s Integrated Design Principles page.
Which cooling architecture should you compare?
Compare more than “air versus liquid.” The practical choice may be a rear-door heat exchanger, direct-to-chip liquid, immersion, or a hybrid layout that assigns each zone the method it can support.
| Decision axis | Questions to answer |
|---|---|
| Rack density and workload | Which racks contain accelerators, what is their sustained load, and how fast will density grow? |
| IT compatibility | Do the server, accelerator, memory, storage and networking vendors support the proposed fluid, temperature, pressure and service method? |
| Facility temperature | Which liquid supply class is feasible, and can the heat-rejection plant operate at that temperature throughout the year? |
| Climate and economization | How many hours support air-side or water-side economization, and what are the design-day conditions? |
| Water and electricity | What are local energy and water prices, treatment requirements, discharge rules and scarcity risks? |
| Retrofit scope | Can the building accommodate CDUs, pipework, pumps, detection systems and standby capacity without disrupting production? |
| Reliability | What happens if a pump, CDU, valve, sensor or facility loop fails, and how quickly can a rack be isolated? |
| Expansion | Can future racks use the same manifolds, temperature class and heat-rejection plant, or will another cooling zone be required? |
When is air cooling still the better choice?
Air cooling is often the rational choice for lower-density workloads, general-purpose servers and facilities that already have efficient air distribution with available capacity. It avoids introducing liquid connections into every rack and uses a familiar maintenance model with a broad supply of technicians and spare parts.
It is also useful for zones that contain storage, networking, power-conversion equipment or other components not supported by a liquid cold plate. A facility can reserve direct liquid for accelerator racks while keeping ordinary racks on air, provided the controls, airflow boundaries and service procedures account for both systems.
Air becomes less attractive when containment, fan power, room temperature gradients or floor-level airflow cannot support the desired rack density. At that point, simply adding more room cooling may consume valuable electrical and mechanical capacity without solving the local heat-transfer bottleneck.

How widespread was direct liquid cooling in the latest survey?
Uptime Institute’s Cooling Systems Survey 2024: Direct Liquid Cooling surveyed 964 respondents between February 8 and March 13, 2024. Twenty-two percent reported some direct liquid-cooling use, while 61% said they were not using it but would consider it. Among organizations already using direct liquid cooling, nearly half said it covered less than 10% of their IT racks.
Those figures describe a 2024 survey snapshot, not a universal adoption rate or a forecast for every market. They suggest that many operators are experimenting selectively or limiting liquid to the densest workloads rather than converting an entire estate. The published survey is available as a PDF from Uptime Institute.

- Inventory the workload. Record accelerator type, sustained and peak power, rack population, duty cycle, memory and networking heat, and the expected density of the next expansion phase.
- Map the existing facility. Document electrical capacity, air handlers, chilled-water or condenser-water connections, floor loading, available plant space, pipe routes, water treatment and standby systems.
- Define the thermal envelope. Select candidate supply-water classes and confirm every server, cold plate, CDU and heat exchanger supports the temperature, flow, pressure and chemistry.
- Choose the architecture by zone. Compare air, rear-door, direct-to-chip, immersion and hybrid options rather than forcing one method onto every rack.
- Model heat rejection. Test design-day conditions, economizer hours, chiller operation, pump energy, tower or dry-cooler performance and the residual room-air load.
- Build the lifecycle cost model. Include IT hardware, CDUs, piping, controls, pumps, heat rejection, construction, maintenance, fluids, water, electricity, redundancy, downtime and the chosen analysis period.
- Design failure and service scenarios. Specify leak detection, isolation, bypasses, spare CDU capacity, pump failure response, rack-level maintenance and recovery after a power or control outage.
- Pilot a representative zone. Use the same rack density, workload, operating temperature and service procedures planned for production. Measure PUE, WUE, IT inlet conditions, liquid temperatures, pump power and incident rates before expanding.
What are the main reliability and maintenance pitfalls?
Assuming the liquid loop is maintenance-free
Fluid quality, filters, hoses, seals, pumps and sensors require inspection and planned replacement. Establish sampling intervals, allowable chemistry and contamination limits with the equipment vendors.
Recommended Free Tools
Ignoring residual air heat
Cold plates do not remove heat from every component. Keep enough room-air capacity for memory, drives, power supplies, networking and leakage from the liquid system. A hybrid room that loses its air capacity can overheat even when the liquid loop is healthy.
Mixing incompatible components
Metals, elastomers, additives and water treatment must be chemically compatible. Use the server and CDU manufacturer’s approved fluid specification instead of treating treated water, glycol and dielectric fluid as interchangeable.
Underestimating service access
Manifolds, quick disconnects and hoses must be reachable without removing unrelated racks. Provide isolation points and a documented drain or recovery method so technicians can replace a server without exposing the row to an uncontrolled spill.
Designing only for normal operation
Failure analysis should cover loss of facility flow, CDU pump failure, sensor disagreement, valve closure, leak detection trips, loss of heat rejection and a transition between economizer and mechanical modes. Redundancy should be matched to the uptime requirement and the consequence of a thermal shutdown.

What does a defensible business case look like?
A defensible proposal states the capacity, rack density, workload, site climate, energy and water prices, new-build or retrofit status, redundancy target, maintenance assumptions and analysis period. It then compares an air baseline with one or more liquid configurations using the same IT load and availability requirement.

Report both annual operating metrics and one-time costs. Useful measures include IT load, total facility power, PUE, liquid-loop pump energy, water consumption and WUE, supply and return temperatures, economizer hours, cooling-plant runtime, maintenance events and unplanned downtime. Keep utilization assumptions visible: a design that looks excellent at full accelerator load may have different economics during a low-utilization period.
ASHRAE’s AI Data Center Energy Performance Framework recommends purpose-built technology cooling for high-density AI facilities while retaining air cooling for lower-density zones. It also emphasizes tracking energy, water and carbon measures. That approach supports a staged deployment: liquid where it removes a real constraint, air where it remains efficient and supportable.
Frequently Asked Questions
Can an existing air-cooled data center add direct liquid cooling later?
Often, but the answer depends on space for CDUs and pipework, available electrical and heat-rejection capacity, floor loading, water treatment and the ability to isolate construction from production. A staged pilot in a dedicated row is usually less disruptive than converting every rack at once.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhich coolant should an AI server use?
Use only the fluid specified by the server, cold-plate and CDU vendors. Treated water, glycol mixtures and dielectric fluids have different conductivity, viscosity, freezing, corrosion and material-compatibility characteristics; substituting one for another can void operating limits or damage components.
Does direct liquid cooling eliminate the need for room air conditioning?
Usually not. Memory, storage, power supplies, networking and other components still release heat into the room, and hybrid systems deliberately retain air cooling for those loads. The air plant may be smaller, but its remaining capacity must be designed for normal operation and liquid-loop failures.
What should operators measure after deployment?
Track PUE and WUE alongside rack inlet conditions, liquid supply and return temperatures, pump and fan energy, CDU alarms, leak events, maintenance hours and economizer operation. Compare those measurements with the same workload and utilization assumptions used in the business case.
Can warmer liquid always make a data center chiller-free?
No. Higher-temperature classes such as W32, W40 and W45 can support chiller-free designs in many or some locations, but outdoor conditions, CDU approach temperature, server ratings, redundancy and the selected heat-rejection equipment determine whether mechanical refrigeration can actually be avoided.
