Short answer: Kazakhstan has the region’s most visible hyperscale development pipeline, while Uzbekistan currently offers the clearest documented mix of operating colocation and cloud services outside Kazakhstan. Kyrgyzstan has published hosting and colocation offers, but the available evidence is less complete. Tajikistan and Turkmenistan cannot be compared on the same basis from the current public material reviewed.
That does not make Kazakhstan the automatic choice. The right location depends on a specific facility’s live capacity, network routes, power resilience, legal requirements, disaster-recovery design, and contract terms. Kazakhstan’s headline projects include capacity that is planned rather than commissioned, so procurement decisions should distinguish announced megawatts from customer-available IT load.
What is the practical difference between Kazakhstan and other Central Asian hosting locations?
Kazakhstan stands out for scale and investment momentum. The planned Data Center Valley at Ekibastuz has a 215 MW substation and a stated campus potential of up to 1 GW, but those figures describe project infrastructure and potential, not 1 GW that customers can rent today.

Kyrgyzstan has publicly listed server hosting and colocation. A Bishkek facility advertised by iXAsia lists 300 racks and 3 MW, but those are operator-published specifications that require verification. For Tajikistan and Turkmenistan, the public material reviewed did not provide enough current, comparable information about operating facilities, prices, certifications, or carrier choices.
The result is a facility-level decision rather than a country league table. Measure the route to your users, confirm the exact site and service, obtain evidence of power and cooling redundancy, and have local counsel check data-handling rules for the workload you will run.
Is Kazakhstan’s large capacity already available to rent?
No. Most of Kazakhstan’s largest numbers are development announcements or market estimates, not proof of commissioned, customer-ready IT capacity.

What has been announced at Data Center Valley?
The Prime Minister’s Office of Kazakhstan said in an April 2026 update that land plots had been identified for Data Center Valley in Ekibastuz and that a 215 MW substation had been acquired. Preliminary demand was reported as exceeding 100 MW, with potential campus capacity of up to 1 GW.
Those statements establish a substantial pipeline. They do not establish that 100 MW or 1 GW is energized, fitted out, certified for operation, or available under a customer contract. Ask for the phase that will serve your deployment, its energization date, usable IT-load figure, cooling limits, commissioning evidence, and a firm delivery obligation.
What commercial models are being promoted?
Kazakhstan’s investment-promotion material describes wholesale colocation, greenfield development, and build-to-suit models. It also promotes electricity and investment terms. Treat these as project-level commercial propositions until the exact tariff, connection date, service-level commitments, and remedies appear in a signed agreement.
What does the independent market snapshot show?
A DC Market Insights tracker updated on 22 October 2026 listed 28 operational facilities among 30 tracked in Kazakhstan. It reported 33.1 MW operational, 2 MW under construction, and 300 MW planned, while noting that only 19 of the 30 facilities had stated capacity. Because the tracker uses incomplete and potentially different capacity bases, its 33.1 MW figure is a market snapshot, not an official census or proof that all listed megawatts are available to a new customer.
What is being built in Astana?
Astana’s government reported that the AKASHI project had received Tier IV certification and was designed in four units for up to 100 MW, with the first phase scheduled for 2027. The same report attributed a projected 99.995% availability figure to the project.

A projected availability target is not measured uptime. Before relying on the figure, request the certification scope, certifying body, unit covered, commissioning status, incident history, maintenance procedures, and the availability credit written into the contract.
How do the documented options compare?
The following comparison separates evidence of live services from plans, design claims, and operator descriptions.
| Location | Documented position | Evidence and limits | Best initial question |
|---|---|---|---|
| Kazakhstan | Largest visible development pipeline; existing provider market | Data Center Valley: 215 MW substation and up to 1 GW potential are project figures. A 2026 tracker reported 33.1 MW operational, but only 19 tracked facilities had stated capacity. | Which exact facility, phase, IT load, and carrier routes are live and contractually available? |
| Uzbekistan | Documented colocation, cloud, VPS, backup, and web hosting; new regional sites | Uztelecom describes a Tashkent center with N+1 and Tier III reliability. The ministry reported Bukhara and Kokand commissioning with Tier III Design certifications. | Is the certification for design or active operation, and which services are enabled at the selected site? |
| Kyrgyzstan | Published hosting and colocation offers | Kyrgyztelecom lists server hosting and colocation. iXAsia advertises 300 racks and 3 MW in Bishkek; independent status and certification require checking. | Can the operator document live power, carrier diversity, certification, and an enforceable SLA? |
| Tajikistan | Insufficient comparable public evidence in the reviewed material | No like-for-like current dataset for facilities, prices, certifications, or network choices was identified. | Can a provider supply current facility, route, power, legal, and contract documentation? |
| Turkmenistan | Insufficient comparable public evidence in the reviewed material | No like-for-like current dataset for facilities, prices, certifications, or network choices was identified. | What operating site and cross-border connectivity can be independently verified? |
A 2026 Carnegie analysis estimated combined data-center capacity in Kazakhstan, Uzbekistan, and Kyrgyzstan at just over 4,700 racks as of 2025. It also said only 15 data centers in the region held Uptime Institute Tier III certification, with one meeting active-operation standards. That is a regional synthesis, not a facility-by-facility inventory. Rack counts cannot be converted directly into megawatts without power-density and usable-load data.
What does Kazakhstan offer beyond its announced projects?
Kazakhstan has an operating market as well as large planned campuses. Existing facilities can be relevant when you need a deployment sooner than a greenfield project can deliver.
When is Kazakhstan attractive?
- When your users or systems are concentrated in Kazakhstan and measured latency matters more than a regional headline.
- When you need wholesale, build-to-suit, or greenfield expansion and can accept project-delivery risk.
- When a provider can show diverse international routes, firm power, and a recovery site that does not share the same failure dependencies.
What should be verified?
- Whether quoted megawatts are total facility power or usable IT load.
- Substation energization, contracted capacity, tariff structure, outage history, and expansion headroom.
- The exact facility’s active certification, scope, redundancy design, maintenance windows, and recent incidents.
- Carrier list, physically diverse fiber paths, upstream transit, peering, and measured latency to your user populations.
What services and resilience evidence exist in Uzbekistan?
Uzbekistan has the clearest published service catalog in the reviewed material. Uztelecom’s colocation page describes a Tashkent data-processing center, cloud computing, colocation, virtual desktops, VPS, backup, telecom infrastructure, and web hosting. It states that the center meets Tier III reliability with N+1 redundancy; this is the provider’s description unless independently confirmed.
What changed in September 2026?
On 22 September 2026, the Ministry of Digital Technologies reported that Uztelecom commissioned data centers in Bukhara and Kokand as part of the UzCloud platform. The ministry described compute, storage, backup, and AI/GPU services, redundant cooling and power, and connections to Uztelecom’s backbone and TAS-IX. It said the distributed sites support disaster recovery.
The same announcement referred to Tier III Design certifications. A design certification demonstrates that a design met the certifier’s criteria; it does not, by itself, prove that an operating facility has passed an active-operation review. Ask for the certificate number, site name, scope, issue date, and operational status.

A provider’s regional footprint does not automatically mean that every site offers the same power, routes, controls, or certifications.

What is currently documented in Kyrgyzstan?
Kyrgyzstan has public offers, but less comparable evidence about national capacity and independent certification.
What does Kyrgyztelecom publish?
Kyrgyztelecom lists physical-server hosting and colocation, including a 1U subscription price and an electricity charge. Prices and energy rates can change, so obtain a dated quotation that states included power, bandwidth, remote hands, taxes, contract term, and overage rules. The published page does not establish a national capacity total or a like-for-like certification comparison.
What does the Bishkek iXAsia specification mean?
iXAsia advertises a Bishkek facility with 300 racks and 3 MW, network-neutral connections, and Tier III. These are vendor-published specifications. Verify whether the site is currently operating at the advertised scale, whether 3 MW means facility input or IT load, which carriers are physically present, how routes are diversified, and whether an independent certification covers the live facility rather than a planned design.
How important are Central Asian network routes?
They can matter more than national capacity. Central Asia is landlocked, and international connectivity relies on terrestrial fiber through neighboring countries, including Afghanistan, China, Iran, and Russia, according to an Internet Society regional report published in May 2024.
A country’s position on a map does not prove low latency or resilient connectivity. Ask each provider for:
- Named upstream carriers and the physical path of each circuit.
- At least two genuinely diverse routes, not two services that share the same conduit, border crossing, or landing point.
- Peering and exchange locations, including whether local traffic can remain local.
- Historical latency, packet loss, and jitter to your actual offices, users, APIs, and backup sites.
- Maintenance notifications, restoration targets, DDoS options, and the remedy for an extended network outage.
Uztelecom’s Bukhara and Kokand announcement says those sites connect to its backbone and TAS-IX. PS Cloud Services describes redundant operator connections and Kazakh exchange access for its facilities. These examples show why site-specific network design matters, but they are not directly comparable latency or uptime measurements.
How do data-residency rules affect the choice?
Location can be a legal requirement, not merely a performance preference. An EU-Central Asia report published in 2023 said Kazakhstan, Uzbekistan, and Turkmenistan had data-localization policies in its account, while it did not identify localization requirements for Kyrgyzstan and Tajikistan.

Ask providers where primary data, replicas, backups, logs, support access, and encryption keys reside. Clarify whether subcontractors can access the environment, how government requests are handled, how data is exported at termination, and how quickly a provider will notify you of a legal or security incident.
Which reliability claims can you trust?
Use a hierarchy of evidence rather than treating every “Tier” label or percentage as equivalent.
- Active-operation certification: the certifier has assessed the operating facility and the certificate identifies the site and scope.
- Design certification: the design met stated criteria, but construction, commissioning, and operating procedures still need confirmation.
- Operator description: a provider states N+1, Tier III, network neutrality, or a target without independent verification.
- Projected availability: a planned percentage, such as 99.995%, is a target rather than measured historical performance.
Request the certifying body, certificate number, facility name, issue and expiry dates, covered systems, redundancy diagrams, maintenance policy, incident record, and the service-level agreement. The SLA should define measurement, exclusions, notification, credits, and termination rights; a marketing target alone does not protect your application.

No consistent cross-country dataset for price, latency, or uptime was identified, so a single “cheapest country” or “most reliable country” claim would be misleading.
Compare an equivalent service package instead of a headline rack rate:
| Cost or service item | Questions to put in the quotation |
|---|---|
| Space | How many rack units or cabinets are reserved, and are cages, locks, and access included? |
| Power | Is billing based on reserved kW, metered draw, or a fixed circuit? What happens during growth or a power-quality event? |
| Connectivity | What bandwidth, carriers, cross-connects, transit, peering, IPv4/IPv6, and DDoS protection are included? |
| Operations | Are remote hands, receiving, installation, monitoring, replacement parts, and 24/7 support included? |
| Cloud features | Which compute, storage, backup, GPU, VPS, virtual-desktop, and API services are actually available at the selected site? |
| Contract and exit | What are the minimum term, renewal, price-adjustment, data-transfer, export, deletion, and early-termination rules? |
For a Kyrgyzstan quotation, include the published 1U subscription and electricity charge as line items, then confirm their current values directly. For Kazakhstan project proposals, put promised tariffs, capacity dates, and expansion rights into the contract rather than relying on an investment-promotion page.
How should you choose a location step by step?
- Define the workload. Record user countries, latency-sensitive transactions, storage volume, power density, compliance obligations, backup objectives, GPU needs, and expected growth for 36 months.
- Shortlist facilities, not just countries. Name the exact building, phase, service, and provider. Exclude projects that cannot give a committed delivery date or current operating evidence.
- Measure network performance. Test from representative user and office networks at busy and quiet periods. Record round-trip latency, packet loss, jitter, route changes, and performance to the proposed recovery site.
- Verify power and cooling. Request utility feeds, generator and UPS topology, maintenance arrangements, cooling redundancy, fuel autonomy, outage history, and the usable IT-load calculation.
- Check resilience claims. Confirm certification scope and whether it covers design or active operation. Review incident reports, maintenance windows, monitoring access, and SLA remedies.
- Design disaster recovery. Place the secondary site far enough away to avoid shared flood, seismic, power-grid, fiber, or legal dependencies. Test restoration rather than counting a second room in the same building as geographic resilience.
- Obtain legal sign-off. Map data classes, support access, backups, logs, and keys to current local requirements and cross-border-transfer rules.
- Normalize the commercial proposal. Compare the same rack or kW commitment, bandwidth, cross-connects, remote hands, taxes, term, escalation, and exit obligations.
- Run an acceptance test. Make payment or production migration conditional on power, network, security, monitoring, and failover tests meeting agreed criteria.
What should be in a facility due-diligence checklist?
- Current address, operating entity, ownership, and emergency contacts.
- Live IT-load capacity, reserved capacity, expansion dates, and whether figures exclude cooling and other overhead.
- Utility and generator arrangement, UPS topology, fuel autonomy, maintenance records, and recent outage history.
- Cooling design, environmental limits, rack power density, fire suppression, water exposure, and physical access controls.
- Carrier names, physically diverse routes, peering, exchange access, transit, IPv6, and DDoS response.
- Certification body, certificate number, scope, status, and distinction between design and operating certification.
- Security controls, audit reports, incident notification, personnel access, media handling, and secure destruction.
- Backup and recovery architecture, tested recovery time and recovery point objectives, and physical separation from the primary site.
- Bandwidth, power, remote-hands, cross-connect, installation, tax, escalation, and data-egress charges.
- SLA measurement method, exclusions, service credits, chronic-failure remedies, termination rights, and data-export assistance.
Which location fits common scenarios?
You need the largest future expansion
Investigate Kazakhstan first, especially the Ekibastuz pipeline and build-to-suit options, but treat every capacity date and tariff as conditional until contractually committed. Keep an operating site as an interim option if your launch cannot wait for construction.

You need documented cloud and regional disaster-recovery services now
Uzbekistan deserves an early shortlist because the available material describes Tashkent services and newly commissioned Bukhara and Kokand facilities. Confirm whether the required compute, storage, backup, and GPU services are enabled at the specific site and whether the certification is design-stage or operational.

You need a smaller colocation deployment in Bishkek
Kyrgyzstan may be practical where users, staff, or legal requirements are local. Compare Kyrgyztelecom’s current 1U and electricity charges with the verified capacity, routes, support, and SLA of any alternative; do not treat an advertised 3 MW as proof of available customer power.
You need Tajikistan or Turkmenistan specifically
Start with a provider-led verification exercise rather than a national ranking. Require current facility evidence, international route information, legal analysis, and a site visit or independent audit before committing production systems.
What is the bottom line for Kazakhstan versus Central Asia?
Kazakhstan is the strongest candidate for very large future deployments because its documented development pipeline is unusually ambitious, but its biggest numbers are not equivalent to commissioned capacity. Uzbekistan currently presents the most clearly documented combination of operating services and newly expanded regional facilities. Kyrgyzstan offers publicly listed hosting and colocation but needs more facility-level verification. Tajikistan and Turkmenistan remain evidence-limited in this comparison.
Choose the facility that can prove the route, power, resilience, legal fit, recovery design, and contractual service level your workload requires. Country-level capacity headlines are useful for creating a shortlist; they are not a substitute for procurement evidence.
Frequently Asked Questions
Can rack counts be converted directly into megawatts?
No. A rack total needs an agreed average or maximum kW-per-rack figure, usable IT-load definition, and often a power-usage-effectiveness assumption. Without those inputs, 300 racks and 3 MW cannot be compared mathematically with a campus megawatt announcement.
What documents should a provider send before a data-center contract is signed?
Request a current certificate with its scope, a one-line power and cooling diagram, carrier and route details, recent incident and maintenance records, a data-location statement, and the complete SLA. Have the provider identify which claims are independently audited and which are internal descriptions.
How can I test whether a location is actually low latency for my users?
Run measurements from representative user networks and offices to the proposed facility and recovery site over several days, including busy periods. Record round-trip time, packet loss, jitter, and path changes; a country’s geographic proximity is not a substitute for these measurements.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDoes a Tier III Design certificate guarantee Tier III uptime?
No. It indicates that a design met the certifier’s criteria at the time of assessment. Ask whether the live facility has an active-operation certification, when it entered service, and what uptime measurement and remedies are written into your SLA.
