IPTV is a way of delivering television over the internet, not a legal status. In the Netherlands, the key question is whether the provider has permission to distribute the films, series, or channels it offers. Streaming from an unauthorized source can itself infringe copyright, even if you only watch and do not upload or share the stream.
What makes an IPTV service legal?
Look at the rights behind the content, not the “IPTV” label. A service needs authorization to distribute the works it streams. A normal internet-delivered TV subscription can be legitimate; an offer that gives access to channels or films without permission is not made lawful simply because it uses an app, website, or set-top box.
BREIN, the Dutch anti-piracy organization, says that offering IPTV subscriptions which point to unauthorized films, series, or channels is not allowed. It also warns that private streaming from an unauthorized source can infringe. Its guidance refers to Court of Justice of the European Union decisions including ACI/Thuiskopie, GS Media/Sanoma, and Filmspeler. Can viewers get in trouble for streaming IPTV?
Do not assume that watching is lawful because you did not upload or redistribute anything. BREIN’s explanation of the Filmspeler ruling says that streaming from an unauthorized source is not permitted. The sources cited here do not establish a standard fine or automatic legal outcome for every viewer, so it would be misleading to predict a specific penalty.

A court case summarized by the EUIPO illustrates a different situation: on 19 January 2022, the District Court of Zeeland-West-Brabant found that a seller providing unauthorized access to protected films, series, and paid TV channels had made works available to the public under Dutch copyright law. The court ordered the seller to stop offering the packages and imposed penalties for noncompliance. This was a seller case, not a ruling that sets a standard punishment for viewers. Are IPTV boxes and apps legal?
A box or app is not unlawful just because it delivers television over the internet. What matters is how it is configured and used. BREIN says that selling or using hardware or software that points to illegal sources can infringe. A standard streaming device used with properly licensed apps is a different use case; the cited sources do not certify any particular device, app, or service.

Changing the device, installing another app, or using a VPN does not give a provider rights to distribute content and does not make an unauthorized stream lawful.
How to assess an IPTV offer
These checks can help you decide what to ask before paying. They are warning signs and screening questions, not proof by themselves that a particular provider is infringing.

- Identify the supplier. Can you tell which company is providing the service and how to contact it?
- Ask about authorization. Does the provider identify the rights-holder or licensed broadcaster, and can it explain its permission to offer the content in the Netherlands?
- Check the claims against the offer. BREIN says illegal sellers commonly promote thousands of channels, premium sport, and newly released films and series without paying for licenses. An unusually broad or cheap package merits careful checking, but no single price or catalog size proves illegality.
- Read the terms before paying. Look for clear contract, cancellation, and payment information. Do not treat a polished website or working stream as evidence that the content is licensed.

BREIN warns that unauthorized subscription sellers can disappear after taking prepaid money, misuse personal or payment details, or expose customers to malware, phishing, threats, or extortion. What enforcement figures show—and do not show
BREIN reported that 81 illegal IPTV websites were taken offline in the first months of 2026, with 65 still offline as of 8 June 2026. It also reported shutting down 50 illegal IPTV/VOD subscription traders in its 2025 annual report. BREIN said its work included action against intermediaries such as hosting providers and domain registries. These are BREIN enforcement figures for specific periods; they do not measure the total number of illegal services, infringements, or viewers, and website status can change.

Choosing a legal alternative
Start by checking whether the service is authorized to offer the channels or titles you want in the Netherlands. Then compare its actual catalog, price, device compatibility, and contract terms. BREIN points viewers toward legal platforms, while a Dutch government policy publication names Netflix, Videoland, and Disney+ as examples of established on-demand services.
