Intel also reported a large GAAP loss driven chiefly by a non-cash fair-value charge tied to Escrowed Shares. Whether the shares are a value trap depends on what happens next: durable product profits, real outside demand for foundry services, and cash generation that can support investment and debt. The financial results below cover the quarter ended June 27, 2026; they do not establish a valuation without a dated share price and comparable market data.
Is Intel stock a value trap?
The filings support neither a confident “yes” nor a claim that Intel is undervalued. They show a company with improving reported operations and serious unresolved tests. A value trap is a stock that appears inexpensive but whose business or cash flows keep deteriorating; deciding whether Intel fits that description requires both business evidence and a valuation based on the share price at the time of analysis.
Intel reported Q2 2026 revenue of $16.1 billion, up 25% year over year, and $7.0 billion of cash from operations for the quarter. But the improvement is uneven: Intel Products produced $4.8 billion in operating income, while Foundry recorded a $2.1 billion operating loss. And the $5.8 billion of Foundry revenue included only $293 million from external customers. These results are evidence of progress in some parts of the business, not proof of a durable company-wide turnaround.
Intel said the quarter delivered its strongest revenue growth in more than fifteen years, attributing it to greater speed, accountability, and customer focus. CEO Lip-Bu Tan also described Intel as well-positioned to capture growth across its CPU, ASIC, packaging, and foundry businesses. Those are management’s views, not independent confirmation that the growth will persist.

What improved in Intel’s Q2 2026 results?
Intel’s July 23, 2026 earnings release reported higher revenue and margins than in Q2 2025. Its Form 10-Q provides detail on segment results and the factors behind the comparison.

The company attributed the improvement in Intel Products operating income primarily to higher revenue; higher unit costs from a greater mix of premium products and lower operating costs also affected the year-over-year comparison. That is a stronger quarter, but it does not by itself demonstrate sustained market-share gains or lasting cost advantages.
Comparisons also need context. Intel sold 51% of Altera in September 2025 and subsequently deconsolidated it, changing the consolidated reporting base. In addition, the prior-year comparison included substantial charges that were absent in Q2 2026. Some of the margin expansion therefore reflects a different reporting perimeter and the absence of earlier charges, not necessarily recurring efficiency gains alone.

For Q3 2026, Intel forecast revenue of $15.8 billion to $16.8 billion, GAAP EPS of $0.31, and non-GAAP EPS of $0.38. These are company forecasts, not reported results. CFO Dave Zinsner said the Q2 result exceeded Intel’s guidance, citing demand, execution, higher factory yields, and improved cycle times; those explanations are also management’s account of the quarter.

Can Intel turn around its foundry business?
The key distinction is between Foundry’s reported revenue and demand from outside customers. Intel’s Q2 2026 Form 10-Q reported the following segment results:

Foundry’s operating loss narrowed from $3.2 billion a year earlier. Intel attributed much of the reduction to lower period charges, including the absence of $797 million in prior-year asset impairment and accelerated depreciation. The filing also says a higher mix of costly Intel 18A wafers reduced product profit. The smaller loss is a real reported improvement, but it is not equivalent to profitability, and the comparison is affected by charges as well as ongoing ramp costs.
To judge whether Foundry is becoming a viable business, track external customer revenue separately from internal wafer transfers, alongside operating losses and evidence that customers are committing to production. Internal activity can support Intel’s products, but it does not independently validate outside demand for foundry services.
Can Intel afford its chip-manufacturing investments?
Operating cash flow is only one part of the funding picture. For the first six months of 2026, Intel reported $8.102 billion in cash from operations, $6.192 billion of additions to property, plant, and equipment, and a separate $1.423 billion of capex financing payments. It also reported $167 million of proceeds from capital-related government incentives.
Those are distinct cash-flow lines. Subtracting only property, plant, and equipment additions from operating cash flow would not capture the full investment and financing presentation, incentives, or Intel’s own defined measures. The figures therefore should not be treated as a complete free-cash-flow calculation. The $7.0 billion of operating cash flow in Q2 alone also cannot establish a sustainable funding run rate; quarter-specific cash flows and the filing’s adjustments matter.

Intel reported issuing $6.5 billion of senior notes in Q2 2026 and described other credit facilities in its filing. Investors assessing affordability should follow factory investment, debt funding and service, and the cash demands of bringing new processes into production together—not extrapolate one quarter’s operating cash flow into a conclusion that investment is self-funded.
Why did Intel report a GAAP loss when adjusted EPS was positive?
Intel’s Q2 2026 earnings release reported a GAAP diluted loss of $2.16 per share and a non-GAAP diluted profit of $0.42 per share. It reported an $11.0 billion GAAP net loss attributable to Intel, compared with $2.2 billion of non-GAAP net income. A major reason for the difference was a $12.529 billion loss from changes in the fair value of Escrowed Shares, which Intel recorded in the quarter.
The mark-to-market charge is not the same as a cash loss in the quarter: it reflects a change in the value assigned to a financial liability. But calling it “non-cash” does not make the underlying shareholder exposure irrelevant. Intel’s filing valued the related derivative liability at $15.6 billion on June 27, 2026, and reported 143 million unreleased Escrowed Shares, of which 71 million were treated as not contingently issuable under the agreement.

The filing also describes warrants issued to the Department of Commerce to purchase up to 241 million Intel shares at $20 per share if Intel ceases to own at least 51% of its foundry business. Intel said the warrants were not expected to become exercisable at that time. The potential share issuance and liability belong in a shareholder’s analysis even though the quarter’s fair-value movement was not a cash outflow.

Intel’s FY2025 Form 10-K says restructuring initiatives reduced its core workforce by approximately 15% by fiscal year-end, measured against the headcount at the end of Q2 2025. Intel recorded $2.2 billion of restructuring charges in FY2025 and $950 million of manufacturing impairment and accelerated depreciation charges in 2025, net of certain items.
Lower costs can improve the economics of a turnaround, but cuts alone do not show that products are competitive or that savings will persist. The relevant test is whether stronger product results and improving foundry economics continue without weakening the company’s ability to execute. The filings establish the scale of the cuts and charges, not their long-term effect on execution.
Is Intel stock undervalued?
The operating results above cannot answer that question without a contemporaneous share price and valuation context. A price that looks low against past earnings may not be low against normalized earnings if current profits are unusually strong, investment needs remain high, or foundry losses persist. Conversely, better product profitability and credible external foundry demand could change what future cash flows investors expect.

Account for debt, factory investment and financing, potential share issuance, and the difference between internal and external Foundry revenue. Then compare those measures with relevant competitors using figures from the same date and consistent definitions. The filings summarized here do not provide a current market price, market capitalization, enterprise value, normalized valuation multiple, or peer comparison, so they do not establish that Intel shares are mispriced.
What should investors watch next?
Use future filings and earnings reports to test the turnaround against evidence rather than a single headline result:

- Valuation: At the price on the date you assess the stock, what do normalized earnings and cash flows imply relative to debt, investment needs, and comparable companies?
