Industrial cybersecurity is the practice of protecting operational-technology (OT) systems—such as programmable logic controllers (PLCs), safety systems, supervisory control and data acquisition (SCADA) servers, distributed control systems and industrial networks—without compromising the physical process they run. The safest approach combines passive, ICS-aware monitoring; zones, conduits and industrial DMZ boundaries; and an incident-response plan shared by operations, engineering, safety, security and vendors. NIST guidance emphasizes that OT security must preserve “unique performance, reliability, and safety requirements,” while CISA guidance adds asset inventory, traffic baselines and deviation alerts. ISA/IEC 62443 supplies the lifecycle and role structure for putting those practices into operation.
How do you monitor an OT network without disrupting the process?
Start with passive visibility and an accurate inventory, then baseline normal communications before introducing controls that could affect traffic. Monitoring equipment should observe mirrored switch traffic, network taps or existing sensor feeds rather than placing inline devices in a control path unless the process owner has approved the design and its failure behavior.
1. Build an asset and dependency inventory
Record PLCs, remote terminal units, safety instrumented systems, engineering workstations, HMIs, historians, SCADA servers, network appliances, wireless links and vendor-access paths. Include firmware or software versions, physical location, process function, owner, safety consequence and maintenance window. Identify which devices communicate, which protocols and ports they use, and which connections cross a zone boundary. CISA’s ICS/OT monitoring considerations treats an updated inventory of critical assets as a foundation for useful detection.
2. Establish a normal-traffic baseline
Observe long enough to capture production shifts, maintenance, startup and shutdown. Baseline source and destination pairs, protocol commands, polling rates, expected engineering changes, remote-access windows and data flows to historians or business systems. Label approved exceptions instead of weakening the baseline globally; a scheduled vendor session and an unexpected connection from an office workstation should not receive the same treatment.

3. Prefer passive, ICS-aware collection
Passive network monitoring can identify industrial protocols and command sequences without querying fragile controllers. Host or engineering-station telemetry can add user, process and file-change context, but install agents only where the vendor and process engineer confirm that CPU, memory, timing and reboot behavior are safe. A hybrid design—passive sensors for controllers and carefully selected host telemetry for servers and workstations—usually gives better context than either source alone.
| Approach | Visibility | Operational risk | Best use |
|---|---|---|---|
| Passive network monitoring | Protocols, flows, commands and cross-zone connections | Lowest when sensors receive mirrored or tapped traffic | PLC, SCADA and safety-network discovery and anomaly detection |
| Host or engineering-station telemetry | Users, processes, files, configuration and removable media | Must be tested for resource, reboot and compatibility effects | Investigating workstation misuse or unauthorized changes |
| Hybrid monitoring | Combines process context with endpoint detail | More deployment and tuning effort | Plants that need high-confidence alerts and investigation context |
Keep sensors out of safety-critical paths where possible, use read-only collection, and test fail-open or fail-closed behavior for any inline component. Schedule active scans, firmware checks and configuration exports during approved maintenance windows. NIST’s SP 800-82 Rev. 3 frames every security decision around OT performance, reliability and safety rather than assuming that an IT control is harmless in a plant.
What should an ICS monitoring platform detect?
A useful platform combines asset context, protocol awareness and change detection. It should alert on deviations from the approved baseline while distinguishing a dangerous process change from ordinary operational variation.

- Known malicious activity: signatures or behaviors associated with malware, exploitation, credential abuse and command sequences known to target ICS environments.
- Suspicious connections: unexpected traffic between enterprise IT and OT, new external paths, peer-to-peer links that bypass a supervisory layer, or a controller communicating with an unauthorized host.
- Configuration changes: PLC logic or firmware edits, HMI and SCADA configuration changes, altered set points, new user accounts, modified firewall rules and changed engineering-project files.
- Unauthorized applications and media: new executables, unapproved remote-control tools, removable-media activity or software running on an engineering station outside its maintenance window.
- Unnecessary exposure: open ports, protocols or services that are not required for the process, especially on systems reachable from another zone.
- Baseline deviations: unusual polling frequency, command order, device-to-device communication, data volume, login time or access location.
Every alert should include the asset’s process role, zone, owner, affected protocol and likely operational consequence. Prioritize events that could change a physical output, disable a safety function, interrupt a control loop or spread across a boundary. CISA’s monitoring guidance covers inventory, baselining and alerts for malicious activity, suspicious connections, configuration changes, unauthorized applications and unnecessary services.

How do I segment an industrial control system from enterprise IT?
Map required data flows first, then place systems in zones and permit only authorized communications through controlled conduits. Segmentation is not simply creating VLANs: it is a policy and enforcement design that limits blast radius while preserving the flows needed for safe operation, maintenance and response.
Use zones, tiers and an industrial DMZ
A common pattern separates enterprise IT from an industrial DMZ, supervisory and control networks, cell or area networks, and safety zones. The DMZ brokers services such as historians, patch staging, jump hosts and remote access instead of allowing direct enterprise-to-controller connections. Cell or area zones group equipment with similar process and security requirements; safety zones receive additional restrictions and independent review.
This pattern is an implementation option, not a universal template. Legacy protocols, vendor dependencies, safety functions, wireless links and emergency operations may require a different arrangement. The NIST SP 800-82 Rev. 3 architecture guidance recommends mapping flows and using policy engines to permit authorized communications while monitoring traffic between segments. Switches, routers, firewalls and unidirectional gateways or data diodes can enforce the boundary.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →| Segmentation method | Blast-radius reduction | Legacy compatibility | Operational considerations |
|---|---|---|---|
| Flat network | Very low | High initially, because little changes | One compromised workstation can reach many controllers; difficult to investigate |
| VLANs and access-control lists | Moderate | Often workable for routable protocols | Requires disciplined switch management and review of inter-VLAN rules |
| Industrial firewalls with DMZs | High when rules are narrow | Requires protocol and vendor testing | Supports logging, jump hosts and staged data exchange; rule failure must have a safe operating state |
| Strict conduits, unidirectional gateways or zero-trust policies | Very high for selected flows | Can be difficult for two-way or broadcast-dependent legacy systems | Best for high-consequence boundaries, but demands detailed flow knowledge and operational procedures |
Design and enforce the conduits
- Document every required flow: source, destination, protocol, direction, frequency, owner and process purpose.
- Remove obsolete routes and services before writing new rules; do not copy the flat-network rule set into a firewall.
- Place boundary devices where they can be maintained without creating a single unsafe failure. Define whether a device failure should block traffic, pass traffic, or trigger a controlled fallback.
- Allow only documented flows, log denied and permitted connections, and send boundary events to monitoring staff.
- Test startup, shutdown, maintenance, loss of the DMZ service, loss of a firewall and emergency manual operation with process and safety personnel.
- Review rules after every equipment, supplier, network or process change and remove temporary access when the work ends.
Remote access should terminate in a controlled jump-host or DMZ service, use individual accounts and time-limited approval, and never create an unmonitored direct path to a controller. Data diodes or other unidirectional mechanisms can reduce inbound risk where the process can operate without return traffic, but they may prevent interactive troubleshooting or acknowledgements.

What belongs in an industrial incident-response plan?
An OT plan must tell people what to do without endangering production or personnel. It assigns authority across operations, process engineering, safety, IT/security, vendors and leadership, and defines when isolation, failover or manual operation is safe.
Prepare before an incident
- Maintain current network diagrams, asset inventories, zone rules, control logic backups, golden configurations, vendor contacts and emergency numbers.
- Define severity levels based on process impact, safety risk, loss of view, loss of control, data integrity and spread across zones.
- Pre-authorize evidence collection that will not alter controller timing or interrupt a process; identify who can approve a shutdown or isolation.
- Exercise scenarios such as ransomware on an engineering station, unauthorized PLC logic, loss of historian visibility and a compromised remote-access account.
Detect and analyze
Validate the alert against the baseline and process state. Ask whether the change was scheduled, which assets and physical outputs are affected, whether safety functions remain available, and whether the activity is contained to one zone. Preserve timestamps, network captures, logs, controller projects, account records and relevant removable media with chain-of-custody notes. CISA publishes ICS Recommended Practices, including guidance on developing an ICS cybersecurity incident-response capability and creating cyber-forensics plans for control systems.
Contain without causing a process incident
Containment may mean disabling a compromised account, removing a remote-access route, blocking a conduit, isolating an engineering workstation or switching to a known-good controller. Do not indiscriminately disconnect a device that is keeping a stable process or safety function running. Operations and safety personnel should approve the action, define a rollback, and monitor physical conditions during the change.

Eradicate, recover and learn
Remove malicious software or unauthorized logic, reset credentials, rebuild affected systems from trusted media, validate controller programs against approved versions, and restore communications in stages. Verify alarms, interlocks, historian data and manual procedures before returning to normal operation. Afterward, hold a cross-functional review, update detection rules and segmentation, document the root causes and track corrective actions to closure.

Should incident response be plant-led, centralized or hybrid?
The right model depends on process complexity, staffing and who has authority to make a safety-critical change. A hybrid model commonly combines plant expertise with centralized security coverage.
| Model | Strengths | Risks or gaps |
|---|---|---|
| Plant-led | Fast process judgment and direct access to equipment | May lack 24/7 security analysis, forensics and broad threat visibility |
| Centralized SOC | Continuous monitoring, specialist detection and consistent evidence handling | Analysts may isolate systems without understanding process consequences unless authority is explicit |
| Hybrid | Combines plant decision-makers with enterprise detection, forensics and coordination | Requires clear handoffs, shared playbooks and agreement on containment authority |
How do NIST SP 800-82 and ISA/IEC 62443 fit together?
Use the frameworks together rather than choosing one. NIST SP 800-82 Rev. 3 provides OT risk, architecture and control guidance, including the requirement to preserve performance, reliability and safety. CISA guidance turns those principles into practical monitoring and response considerations. ISA/IEC 62443 provides a lifecycle and role-oriented structure for implementing and maintaining secure industrial automation and control systems and assessing security performance.
The ISA/IEC 62443 series spans industry sectors and bridges operations, information technology, process safety and cybersecurity. In practice, an organization can use NIST to assess risks and select controls, CISA practices to build monitoring and response procedures, and 62443 concepts to assign responsibilities among asset owners, product suppliers and service providers throughout design, deployment and maintenance.

- Establish ownership: appoint an OT security lead and include operations, engineering, safety, IT/security and key vendors.
- Inventory and map: identify critical assets, dependencies, flows, remote access and safety consequences.
- Observe first: deploy passive collection, baseline normal behavior and tune alerts with operators.
- Prioritize boundaries: separate enterprise, DMZ, supervisory, cell/area and safety functions according to actual process dependencies.
- Enforce least privilege: implement narrow conduits, controlled remote access, secure backups and removal of unnecessary services.
- Write and exercise playbooks: define evidence, escalation, containment authority, manual operation and recovery validation.
- Measure and improve: review alert quality, rule exceptions, restoration tests, vendor access and lessons from every change or incident.
Document exceptions explicitly. A legacy device that cannot support a preferred control still needs compensating measures such as stronger boundary rules, restricted maintenance access, passive monitoring, isolated backup paths and a replacement plan.

Frequently Asked Questions
Can active vulnerability scanning be used on PLCs?
Only after the asset owner, control engineer and vendor confirm that the device and process can tolerate it. Prefer passive discovery and configuration review; schedule any active test in a maintenance window with a rollback and a safe-state plan.
How often should OT network baselines be updated?
Update them after approved equipment, firmware, process, vendor-access or network changes, and review them periodically across production modes. Keep the previous baseline so investigators can distinguish a legitimate change from unexplained drift.
What evidence should be collected from a suspected compromised controller?
Preserve network captures, controller logic and configuration exports, firmware information, engineering-project files, authentication records and relevant workstation logs. Record collection time, collector, system state and chain of custody, and avoid actions that overwrite volatile evidence or disturb a running process.
When is a unidirectional gateway a poor fit?
It can be unsuitable when the process requires two-way commands, acknowledgements, interactive diagnostics or emergency remote control. Confirm the required data direction and failure behavior before replacing a firewall or routed conduit with a one-way design.
