Identity governance and administration (IGA) is the better detector of access that a person should have lost or should never have received. Cloud security posture management (CSPM) is better at finding insecure cloud configurations, including certain IAM control failures. If the question is “who can access what in my environment,” you need cloud entitlement analysis (CIEM) or equivalent effective-permission features in the particular CSPM product. The practical answer is usually complementary: IGA governs people, approvals and lifecycle changes, while CSPM—augmented with CIEM—maps cloud exposure and prioritizes risky paths.

What hidden access does each category actually find?

“Hidden access” describes several different conditions. A contractor whose account survived a project end, an employee who changed departments without losing approval rights, and a service account that can reach a database are all access risks, but they leave different evidence. Choosing the right tool starts by naming the condition rather than treating every entitlement as the same problem.

IGA finds access that no longer matches a person’s role

IGA maintains the relationship between an identity, a business role and an approved entitlement over time. Its joiner-mover-leaver processes can trigger provisioning for a new starter, change access after a transfer and remove rights after departure. Access-review campaigns ask an owner or manager to recertify assignments, while separation-of-duties rules flag combinations such as approving a payment and deploying the code that creates it. Microsoft’s identity-governance overview describes these lifecycle, review and policy capabilities, including connectors for applications and directories: Microsoft Entra ID Governance documentation.

That makes IGA the primary lens for a former employee, an expired guest invitation, or an entitlement that was approved once but never reconsidered. The key evidence is a reconciled identity source, a documented owner, the review decision and proof that a removal or change completed—not merely a list of permissions.

CSPM finds insecure cloud state, including selected IAM failures

CSPM continuously evaluates cloud resources against security controls. Typical findings include a public storage bucket, an unsafe network rule or an IAM condition such as broad privilege, unused credentials or missing multifactor authentication. AWS Security Hub’s CSPM IAM controls illustrate this model: the service reports specific control failures and routes them into remediation workflows, rather than promising a complete graph of every effective entitlement. See the AWS IAM controls documentation.

A CSPM finding therefore answers, “Which cloud control is out of policy?” It may identify a role with an overly broad action or a credential that has not been used, but a baseline alert alone does not establish every path that a human or workload can take to a particular resource. Coverage, control depth and identity types differ by CSPM implementation.

CIEM answers the effective-permission question

Cloud infrastructure entitlement management (CIEM) analyzes what an identity can effectively do after role inheritance, group membership, resource policies and other cloud controls are combined. Microsoft documents Defender for Cloud’s CIEM capabilities across Azure, AWS and GCP, including excessive and unused rights for people, service principals, roles, managed identities and service accounts: Microsoft’s permissions-management documentation. Wiz describes a similar goal as mapping effective access and correlating it with attack paths: Wiz’s CIEM overview.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CIEM is the lens for a question such as, “Can this workload identity reach the production secrets store through a chain of inherited permissions?” Some CSPM products include it; others provide only posture checks. Ask the vendor to show the exact identity-to-resource trace instead of inferring CIEM coverage from the presence of an IAM dashboard.

Does IGA find orphaned accounts and stale application access?

Yes, when the account and entitlement are in a connected identity or application source and the organization has configured lifecycle and review controls. IGA can reconcile an HR or directory departure with application assignments, expire guest access, route an exception to an owner and retain evidence of the decision.

Former employee or guest

Require a demonstration that a termination or guest-expiration event reaches each connected application, disables the account or removes the entitlement, and records the completion time. A directory-only disablement is not proof that a separate SaaS account, local account or API credential disappeared.

Employee who changed jobs

A mover workflow should compare the old and new roles, remove obsolete groups and request approval for new privileges. Add separation-of-duties rules to catch combinations that remain dangerous even when each individual entitlement appears legitimate. Ask to see the rule evaluated against actual assignments, not only against a role catalog.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unreviewed assignment

Access reviews are useful only when they produce an accountable decision. Check that the campaign identifies an owner, sets a deadline, escalates non-response and records whether access was retained, removed or excepted. An approved review confirms governance intent; it does not by itself prove that a cloud permission is technically effective.

Can CSPM see excessive IAM permissions?

Sometimes, but the answer depends on the product’s control set. CSPM can flag a documented IAM misconfiguration—such as an administrative wildcard, an unused credential or absent root-user hardware MFA—without calculating every effective permission to every resource.

What a posture finding tells you

A control finding identifies the violated rule, affected account or resource, severity and often a remediation step. It is well suited to fleet-wide hygiene: remove a public exposure, enforce MFA, restrict a broad policy or rotate an unused credential. AWS’s published IAM controls are an example of this discrete-check approach: Security Hub IAM controls.

What it does not automatically tell you

A broad-policy alert may not reveal whether another policy denies the action, whether a group grants the same right, or whether the identity can reach a sensitive asset through a different role. Nor does an “unused” label prove that a permission is unnecessary. Emergency and occasional access can be quiet during an observation window.

When CSPM becomes an effective-access tool

Look for explicit CIEM or effective-permission features, support for both human and non-human identities, resource-level analysis and a traceable path from identity to asset. Request a demonstration using one real identity and one sensitive resource in each cloud you operate. Confirm which policy types, account boundaries and conditions are included in the calculation.

What is the difference between an access review and effective-permission analysis?

An access review records whether an authorized person says an assignment is still appropriate. Effective-permission analysis computes what the cloud control plane would allow after policies and inheritance are evaluated. The two answers are related but not interchangeable.

Question Primary evidence Best-fit capability
Should this former contractor still have the application role? Identity status, owner decision and removal record IGA lifecycle and access review
Does this role violate an IAM baseline? Cloud control evaluation and affected resource CSPM posture check
Can this service account read the production bucket through inherited policies? Calculated actions, policy path and target resource CIEM or effective-permission analysis
Can a privileged identity reach a vulnerable database through several cloud relationships? Identity-to-resource path combined with exposure context CSPM with CIEM and attack-path analysis

Use the review record to establish business accountability, and use the permission graph to establish technical reachability. A mature program sends excessive or unused cloud entitlements into an owner, approval and remediation workflow instead of leaving them as an isolated security finding.

Which hidden-access cases belong to IGA, CSPM or CIEM?

The following decision map keeps the categories distinct while showing where they overlap.

Hidden-access case Primary lens Demonstration to request
Former employee or guest retains an application entitlement IGA Identity-source reconciliation, offboarding, guest expiration and completed-review evidence
Person changed jobs but kept conflicting approval and deployment rights IGA Mover workflow and a separation-of-duties rule evaluated on actual entitlements
Cloud role or service account has broad rights nobody noticed CIEM-equipped CSPM or dedicated CIEM Effective permissions, non-human identity coverage, unused-rights evidence and resource-specific exposure
Public bucket, unsafe network rule or IAM baseline violation CSPM Relevant cloud-control finding and a remediation workflow
High privilege plus a reachable sensitive asset CSPM with CIEM and attack-path context Identity-to-resource path and the cloud controls included in the analysis

These are evaluation scenarios, not claims that any particular environment has been tested. The Microsoft Entra governance documentation covers application and directory connectors and access reviews, while the Defender documentation covers multicloud identity and effective-permission analysis.

How should you evaluate an IGA or CSPM product?

Use a proof-oriented script that forces the product to show the evidence behind its answer. Do not accept a feature name or a generic dashboard as proof of coverage.

  1. Define the identity population. List employees, contractors, guests, service principals, cloud roles, managed identities and service accounts. Ask which are imported from HR or directories and how identities outside those systems are discovered.
  2. Define the systems and clouds. Record every SaaS and on-premises application, directory, Azure subscription, AWS account and GCP project that matters. A vendor’s supported list is not proof that your tenant, edition or policy type is covered.
  3. Choose two concrete traces. Provide one human identity with a known role change and one workload identity that should not reach a sensitive asset. Require the product to show source data, calculated access, owner and remediation status.
  4. Inspect governance evidence. For IGA, review approval, certification, escalation, removal and exception records. For cloud findings, inspect the control definition, affected resource, policy path and remediation result.
  5. Test the boundary between categories. Ask the IGA product whether its review proves technical cloud reachability. Ask the CSPM product whether an IAM alert includes inherited policies and resource-level context. Record “not covered” answers rather than filling gaps with assumptions.
  6. Check prioritization. Determine whether identity risk is correlated with exposed or vulnerable resources, whether attack paths are available, and whether unused rights are separated from emergency access.
  7. Confirm licensing and lifecycle. Microsoft distinguishes free Foundational CSPM from paid Defender CSPM and documents CIEM in the latter. Verify the quoted tier, regional availability and product status at purchase time; plan details can change.

How do you connect IGA remediation with cloud findings?

Connect the systems around an accountable owner and a reversible change. CSPM or CIEM supplies evidence of excessive, unused or risky cloud access; IGA supplies approval, certification, removal and exception workflows.

Route findings to an owner

Map each cloud identity and resource to a team or individual who can approve a change. If ownership is missing, treat that gap as a governance defect rather than silently closing the finding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate right-sizing from deletion

For an excessive permission, prefer a documented reduction to the minimum actions and resources required. For an apparently unused permission, check scheduled jobs, incident procedures and occasional administrative tasks before removing it.

Record emergency access

NSA and CISA advise teams to “Periodically audit IAM configurations to confirm only necessary privileges are granted to users,” while cautioning that occasional or emergency “break glass” access must be considered before a seemingly unused permission is removed. Their joint guidance is available in the Cloud Top 10 Identity and Access Management PDF. Create a time-limited exception, require a reason and review its use afterward.

Verify the technical result

After a change, rerun the effective-permission calculation or cloud control and retain the resulting evidence. A closed ticket without a changed policy, role or assignment does not prove that access was reduced.

How large is the excessive-permission problem?

Microsoft’s 2024 State of Multicloud Security Risk Report analyzed 209 million cloud identities in 2023 and classified more than 50% as “super identities,” a term the report uses for an identity with access to all permissions and resources across the cloud estate. The figure describes Microsoft’s analyzed environments, not a universal 2026 prevalence estimate. The report is available at Microsoft’s 2024 report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same report states that 2% of permissions granted to human and workload identities in 2023 were used. Keep both the population and observation year attached to that statistic; it is not a measurement of your organization. It does, however, explain why effective-permission analysis and periodic audits matter. The report’s historical references to Entra Permissions Management are not a current buying recommendation: Microsoft’s current documentation notes that that product is deprecated and that existing Defender for Cloud CIEM capabilities are unaffected.

What are the common mistakes when looking for hidden access?

  • Calling every IAM alert CIEM. A baseline violation can be useful without tracing effective access. Ask for policy inheritance, denies, conditions and a target resource.
  • Treating an approved review as proof of reachability. A manager’s certification establishes intent, not what the cloud authorization engine permits.
  • Ignoring non-human identities. Service principals, managed identities, roles and service accounts often sit outside HR-driven IGA workflows.
  • Assuming “unused” means “safe to delete.” Check break-glass procedures, scheduled jobs and rare operational events first.
  • Leaving ownership unresolved. A finding without an accountable owner will recur, even when the detection is accurate.
  • Comparing editions by product name alone. CIEM, attack-path analysis and multicloud connectors may be limited to a particular paid tier or cloud.
  • Removing access without a rollback plan. Stage changes, retain the previous policy and define who can restore access during an incident.

Can hardware MFA prevent hidden access?

A phishing-resistant FIDO2 security key can harden privileged sign-in, but it is a remediation accessory, not an access-inventory tool. AWS recommends phishing-resistant keys for privileged AWS sign-in, and its Security Hub CSPM controls check hardware MFA for the root user. A key will not discover orphaned accounts, calculate effective permissions or run an IGA review. See the AWS IAM MFA documentation for device and compatibility requirements.

Do not substitute an incompatible hardware TOTP token for a FIDO2 key. AWS warns that hardware TOTP tokens from incompatible sources will not function with IAM; verify the device and connector before deployment.

What should a practical operating model look like?

Run IGA on the identity lifecycle and CSPM/CIEM on the cloud estate, then join their evidence in a common remediation process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Daily or continuous cloud monitoring: collect posture findings, effective-permission changes and newly exposed resources.
  2. Scheduled identity reconciliation: process joiners, movers, leavers, guest expirations and accounts outside the primary directory.
  3. Risk-based reviews: review privileged identities, sensitive applications and high-impact cloud paths more frequently than ordinary access.
  4. Exception governance: time-limit break-glass and business exceptions, record the owner and require a follow-up review.
  5. Evidence retention: preserve the source identity, policy version, reviewer decision, remediation action and verification result.

Gartner’s 2025 abstract warns that keeping IGA siloed from cloud infrastructure harms centralized governance: Gartner abstract. That warning supports integration as a design goal, not a measured improvement attributed to any named product.

Which option should you choose?

Choose IGA first when the dominant risk is lifecycle drift in applications and directories: leavers, guests, movers, unreviewed assignments or conflicting business duties. Choose CSPM first when cloud configuration exposure is the immediate concern: public resources, unsafe network rules, missing MFA or other control failures. Choose CSPM with CIEM—or a dedicated CIEM capability—when you must answer effective-permission questions for human and workload identities across cloud resources.

Most enterprises need both lenses. Keep the boundary explicit: IGA decides whether access remains appropriate and records who approved the decision; CSPM identifies cloud control failures; CIEM calculates effective reach and helps connect privilege to sensitive assets. The strongest architecture sends those findings into a shared owner, remediation and audit trail.

Frequently Asked Questions

Does an IGA tool automatically revoke every cloud permission when an employee leaves?

Not necessarily. Revocation depends on the cloud and application connectors, account types and credentials in scope; local accounts, access keys and unmanaged service identities may require separate controls. Verify the termination event, each connector’s action and the resulting cloud authorization state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can CIEM analyze service accounts as well as employees?

Many CIEM offerings document coverage for service principals, cloud roles, managed identities and service accounts, but the exact policy types and clouds vary. Ask the vendor to trace one non-human identity to a named resource and list the assumptions used in the calculation.

How often should cloud IAM permissions be audited?

Use continuous or event-driven checks for high-risk changes and a recurring review cadence for the full estate. The appropriate interval depends on identity turnover, privilege level, regulatory obligations and how quickly emergency access is granted and removed.

What evidence should an auditor receive after access is removed?

Provide the original identity and entitlement, the approval or removal decision, the policy or group change, timestamp, operator and a verification result from the target system. For emergency exceptions, include the business reason, expiry and post-use review.
