In the United States, federal law generally requires weather-modification operators to report qualifying activities to the National Oceanic and Atmospheric Administration (NOAA); it does not give NOAA a general permit or approval role. States set much of the operational framework, and their laws differ. NOAA’s public database is a record of submitted reports—not a complete, independently verified monitoring system.

Does NOAA regulate cloud seeding?

No. The Weather Modification Reporting Act of 1972 and its implementing regulation, 15 CFR Part 908, establish a federal reporting and recordkeeping framework. NOAA says it is required to track weather-modification activities by others, including cloud seeding, but “has no authority to regulate those activities.” The Government Accountability Office (GAO) describes NOAA as the only federal agency with a statutory requirement directed at weather modification.

That distinction matters: filing a report with NOAA is not the same as receiving permission to operate. The federal framework requires qualifying information to be reported and made publicly available to the fullest practicable extent; it does not create a general NOAA operating permit. State or local requirements may separately require approval or prohibit an activity.

What activities must be reported?

Part 908 covers more than conventional cloud seeding. It applies to activities within the statutory definition that are intended to produce artificial changes in the composition, behavior, or dynamics of the atmosphere. The regulation lists techniques including:

  • Seeding or dispersing substances into clouds or fog to affect cloud development, precipitation, hail, or lightning.
  • Using fires or other heat sources to influence convection or evaporate fog.
  • Releasing gases, dusts, liquids, or aerosols to modify the exchange of solar radiation.
  • Treating land or water surfaces, and using certain electrical, acoustic, artificial-wind, or electromagnetic techniques.

The rule also describes exceptions, including certain specified frost-prevention measures reasonably expected not to change weather outside the operating area, and religious activities or ceremonies intended to modify weather. Those exceptions are specific, not blanket exemptions for anything described as local or small-scale. Whether a particular activity falls within the rule depends on its facts; operators should consult the current text of Part 908.

Does weather modification have to be reported, and when?

For a covered activity, the reporting process generally begins before operations. The regulation requires an initial report at least 10 days before activity starts and a final report no more than 45 days after it ends. Interim reporting is also part of the framework. NOAA may waive certain later reports in specified circumstances, but an operator should not assume a waiver applies without checking the rule and NOAA’s requirements.

  1. Before the activity: Submit the initial report at least 10 days before it begins. GAO describes information such as planned dates, environmental and safety information, and maps.
  2. During the activity: Submit interim information as required. GAO says interim reports include substances used and days of activity.
  3. After the activity: Submit the final report within 45 days of completion. GAO says final reports also include substances used and days of activity.

NOAA provides a public database with search functions and downloadable reports. These documents are submitted by operators; they are not independent measurements confirming what happened in the atmosphere. NOAA’s forms and instructions have also been criticized for leaving some reporting questions unclear, particularly for newer activities such as solar geoengineering.

How is cloud seeding monitored, and how reliable is the public record?

The federal system primarily monitors through required submissions and public recordkeeping, rather than continuous independent observation of every operation. GAO’s February 23, 2026 audit found significant limitations in the completeness and quality of NOAA’s database. NOAA’s publicly accessible database contained 1,084 files as of February 2025; GAO examined a representative sample of 111 files and found the database incomplete, inconsistent, and unreliable. GAO concluded that over half of the reports likely had errors, including missing required information.

In comparisons with information from 10 states that had reported weather-modification activity as of July 2025, GAO found state-reported activities missing from NOAA’s database in four comparisons. That finding identifies a gap in those comparisons; it is not an estimate of all activity that went unreported nationwide.

GAO also found that NOAA had not established written guidance for reviewing reports and maintaining the database. It recommended written review guidance, clearer instructions suited to a range of activities, and regular outreach to operators and state and local officials. NOAA agreed with the recommendations, which GAO marked open when it published the report. GAO said the most recent NOAA summary of activities had been published in 1989, and reported that some pre-digital records may have been lost; the earliest record in the database at the time of the audit was from 1999. Those historical details describe the record as GAO found it in February 2026.

Who controls operations: federal reporting or state approval?

Federal reporting and state operational controls serve different purposes. A NOAA filing does not itself satisfy a state licensing or permit requirement. State rules may require a license, permit, or other approval, or may prohibit specified activities altogether.

GAO reported that, as of July 2025, 10 states had reported weather-modification activities and all had some approval process. At that snapshot, GAO counted three states with enacted bans and 29 other states with some form of proposed ban. Proposals could target particular techniques or actors and should not be treated as operative law.

EPA identifies Florida’s June 2025 law as covering conduct intended to affect temperature, weather, or sunlight within the state, and Tennessee’s 2024 law as a similar restriction. These examples do not establish the rules in other states or whether any law has since changed. For a specific operation, check the current state statute, the responsible state regulator, and any applicable license, permit, or operating conditions.

Are cloud seeding and solar geoengineering treated the same way?

They are different activities, even though federal reporting rules can cover both. Cloud seeding is generally intended to influence local precipitation or hail, often using silver iodide. Solar geoengineering seeks regional or global changes in the amount of solar energy reaching Earth. Part 908 expressly includes certain releases intended to modify solar-radiation exchange, and GAO says NOAA’s legal counsel concluded that solar geoengineering falls within the Act’s reporting scope.

GAO nevertheless found that NOAA’s existing forms and database do not handle solar-geoengineering activities well. The forms were developed for older reporting needs and can leave operators uncertain about matters such as how to describe target areas or report some material quantities. State laws may also define their scope differently: some measures address weather modification broadly, while others focus more narrowly on solar geoengineering.

Aircraft contrails are not, by themselves, evidence of weather modification. EPA explains that contrails form when aircraft exhaust interacts with cold air; their appearance alone does not show that an aircraft was seeding clouds or conducting another weather-modification activity.

What is known about cloud-seeding effectiveness and impacts?

GAO’s December 19, 2024 technology assessment found that the studies it reviewed estimated additional precipitation ranging from 0 to 20 percent. The range describes estimates across those studies, not a guaranteed result, a standard yield, or a prediction for any particular project. GAO also emphasized that research limitations make effects difficult to evaluate.

On health and environmental questions, EPA’s summary of that 2024 GAO assessment says the limited research it reviewed suggests silver iodide at current levels does not pose an environmental or health concern. It also says the effects of more widespread use remain unknown. This is a qualified summary of limited research, not an assurance that every use or scale is risk-free.

GAO reported in its February 2026 review that nine states were spending or planning to spend at least $20 million combined on cloud seeding in 2024. That figure describes the combined state spending or planned spending identified by GAO; it is not a federal expenditure or a per-state amount.
