Customer interest is a useful signal, not proof of a viable business. The right test depends on the idea, your experience, and the market; the U.S. Small Business Administration (SBA) does not prescribe one universal validation sequence.
1. Write down what must be true
Before building or buying anything, describe the idea as a set of testable assumptions. Be specific about the customer and the value offered; “everyone” is not a useful target market.
- Customer: Who is most likely to have this need, and where can you reach them?
- Problem: What are they trying to do, and what makes their current options inadequate?
- Offer: What product or service would address the problem?
- Evidence: What observable action would persuade you there is real demand—for example, using a prototype or responding to a clearly described offer?
This turns a broad idea into questions you can investigate. The SBA’s business-planning guidance emphasizes understanding the target market and value proposition.
2. Check the market and existing alternatives
Find out whether the intended customers are reachable and whether the market has room for another option. Start with available market and industry information, then compare it with what prospective customers tell you.

- Look at customer demographics, location, and how you could reach likely buyers.
- Investigate demand, market size, relevant economic conditions, and signs of saturation.
- List direct and indirect alternatives, including the option of doing nothing.
- Compare what alternatives provide and what customers pay for them. Consider what would make your offer meaningfully different.
The SBA recommends combining existing information with direct research. Its market-research guidance covers demand, customer location, market saturation, and competition. Tim Berry, whom the SBA identifies as founder and chairman of Palo Alto Software, put the central question this way in a 2018 SBA article: “I can’t imagine how one can come up with a business idea without thinking immediately about the big question: Is there really a market for it?” The article discusses market research and testing an idea.
3. Talk to likely customers about what they actually do
Interviews, questionnaires, and surveys can help establish whether the problem exists and how people currently handle it. Ask about recent experiences and behavior rather than leading with a pitch and asking whether someone likes your idea.
- Ask when the problem last occurred and what the person did about it.
- Find out what the current workaround costs in time or money, if anything.
- Ask what alternatives they have tried and why those did or did not work.
- When you have a concrete offer, test the response to that offer rather than relying only on hypothetical enthusiasm.
Compliments and stated interest are weaker evidence than behavior. A person saying an idea sounds useful does not establish that they will buy it at a price that can support the business. The SBA describes interviews, questionnaires, and surveys as forms of direct research, and notes that early customers can provide an initial signal. Its 2018 article explains how primary and secondary research can inform a business idea.
4. Run the smallest useful test
Choose a test that addresses the biggest remaining uncertainty. If you do not know whether the problem is important, customer conversations may be a better first step than building. If the question is whether a proposed solution works in practice, a prototype or minimum viable product (MVP)—a deliberately limited version focused on the core solution—can reveal whether people use and value it.
- Name the uncertainty. For example: will this customer group use the proposed solution, or will they choose an alternative?
- Choose an observable response. Decide what people must do for the test to provide useful evidence, rather than counting vague approval.
- Limit the scope. Include only what is needed to test the central assumption; avoid paying to develop features that do not answer the question.
- Review what happened. Compare actual responses and use with the evidence you said would matter. Revise the offer or the next test if the result is unclear.
A prototype or MVP is not automatically validation: it is a way to test a proposed solution with actual users. The SBA’s articles on identifying a startup idea and what to do with a business idea discuss customer response, prototypes, and iterative testing.
5. Check whether the economics could work
Before expanding a test or making a large commitment, estimate what it would cost to start and operate the business, what customers might pay, and how many sales would be needed to cover costs. Separate one-time launch expenses from recurring expenses rather than treating startup cost as a single universal figure.

List the costs for your activity and location
Potential expenses include equipment, licenses and permits, insurance, labor, inventory, marketing, professional help, and website costs. Some are one-time; others recur. The amounts depend on the business and its location. The SBA notes that salaries, minimum-wage laws, property and rental costs, insurance, utilities, and government licensing fees can vary by location. Its planning guidance and launch guidance cover startup costs and launch considerations.
Because the industry and jurisdiction matter, a general article cannot establish which permits, taxes, or compliance duties apply to a particular idea. Check the rules for the actual activity and location before committing money.

Break-even units = fixed costs ÷ (selling price per unit − variable cost per unit)
Fixed costs are expenses that do not change directly with each unit sold; variable costs rise with units sold. For instance, if fixed costs are $6,000, the selling price is $50 per unit, and variable cost is $20 per unit, the calculation is $6,000 ÷ ($50 − $20) = 200 units. Those figures are only an illustrative calculation, not a forecast for any business.
The calculation tells you what volume would cover the inputs you entered; it does not show that customers will pay the assumed price or that you can reach the required number of buyers. Compare the break-even quantity with evidence about likely customer volume and accepted prices. The SBA explains the formula and inputs in its break-even guidance.

6. Decide what the evidence justifies next
Validation is a way to reduce uncertainty, not a guarantee of success. Reassess the idea against the evidence you have, then choose a proportionate next move: continue testing, change the customer or offer, narrow the scope, or stop.
- Need and behavior: Is there evidence of a real problem and meaningful customer action, beyond compliments?
- Reach: Can you identify and reach enough plausible buyers in the relevant locations?
- Alternatives: Is there room to compete, and is the difference valuable to the customer?
- Economics: Does a plausible price leave room after variable costs, and does likely sales volume approach break-even?
- Next test: Is the cost and risk of the next experiment justified by the question it will answer?
These are practical comparison questions, not an official SBA scoring system. Uncertainty remains, and plans may need revision as real-world evidence arrives.
