Use Open Responses as a wire contract, not as a thin alias for another vendor’s SDK. Expose POST /v1/responses, accept JSON input, convert provider-native messages into typed items, return an output-item array, and translate native token streams into the specification’s semantic server-sent events. Implement external tool calls as a request-and-follow-up loop, and add previous_response_id only when you can persist and retrieve response state reliably. Start with non-streaming text, then add multimodal items, tools, continuation, and streaming. Finally, run the project’s compliance tests against your base URL and document every unsupported capability or provider-specific extension.
What is the Open Responses format, and why would a provider implement it?
Open Responses is an open specification for interoperable LLM interfaces. It defines shared representations for messages, function calls, multimodal inputs, streaming, evaluation, routing, and logging so an application can use one interaction model across hosted and self-managed providers.
The central design choice is an item-based protocol. Clients send typed input items, providers return typed output items, and both sides can represent text, images, files, function calls, and other capabilities without collapsing everything into one chat-message string. The specification describes its goal this way: “Open Responses standardizes these concepts, enabling a unified experience for calling language models, streaming results, and composing agentic workflows—independent of provider.”

For a provider, compatibility means more than accepting a familiar URL. The adapter must preserve item types, identifiers, lifecycle status, tool-call arguments, event ordering, terminal states, and the documented continuation semantics. A service that accepts POST /v1/responses but drops tool calls or emits provider-specific token events is only partially compatible.

What HTTP surface must an Open Responses endpoint expose?
The minimum surface is an authenticated HTTP endpoint at POST /v1/responses. Requests use JSON, ordinary responses are JSON objects, and streaming responses use server-sent events (SSE).
| Part | Required behavior | Implementation check |
|---|---|---|
| Authentication | Require an Authorization header. |
Reject missing or invalid credentials before invoking the model. |
| Request media type | Require Content-Type: application/json. |
Return a clear client error for another media type. |
| Request body | Accept a model and input; optional fields include tools and continuation data. |
Validate discriminators, roles, content parts, and tool schemas. |
| Non-streaming response | Return one JSON response object containing an output-item array. | Do not assume the first output item is text. |
| Streaming response | Set Content-Type: text/event-stream; put a JSON-encoded object in each data: payload. |
Flush events in order and send a terminal lifecycle event. |
| Stream termination | End with response.completed, response.failed, or response.incomplete. |
The optional literal [DONE] marker may follow the terminal event, but is not a substitute for it. |
Publish an OpenAPI document for this surface. Keep dated specification releases when the schema changes so clients can pin behavior and you can explain compatibility differences between releases.
How should a request be validated before calling the underlying model?
Validate the protocol at the edge, before translating anything to a vendor SDK. This gives clients deterministic errors and prevents malformed items from reaching a model that interprets them differently.

previous_response_idis supplied, confirm that the response exists, belongs to the caller or tenant, and is still available. - Choose a response mode. For streaming, establish the SSE headers before emitting the first event. For non-streaming requests, buffer the complete normalized response.
Keep validation errors in your protocol’s error shape and include a stable field or parameter name. Avoid leaking provider stack traces, internal model identifiers, or credentials.
How do input and output items work?
Items are polymorphic and discriminated by type. They are the interoperability layer: clients submit input items, and providers emit output items. Item lifecycles commonly use in_progress, completed, and incomplete. An incomplete item is terminal and should be the final item in an incomplete response.
| Item or part | Typical direction | Important fields or behavior |
|---|---|---|
message |
Input or output | Contains a role and content parts. User content can contain text, images, and files. |
input_text |
Input content | Represents user-provided text inside a message. |
output_text |
Output content | Represents generated text; it may be only one part of the response. |
function_call |
Output, then input result | Carries a function name, call identifier, and serialized arguments. Your executor returns the result in a subsequent request. |
| Provider extension | Either direction | Prefix non-standard types with the provider slug, such as provider_slug:custom_tool. |
Normalize provider-native roles and parts into this model without throwing away information needed later. Preserve item IDs, output indexes, call identifiers, annotations, and status fields when the backend supplies them. If your backend has a concept that has no standard equivalent, use a namespaced extension instead of overloading message or function_call.

How do I convert provider-native input into Open Responses items?
Create an internal canonical representation first, then write one adapter per backend. This keeps vendor-specific parsing out of authentication, validation, and response assembly.
Normalize simple text
When the request contains a string, construct a user message with one input_text part. When it contains an item array, retain the supplied order; order is part of the conversation context.
Normalize multimodal content
Map image and file parts to the provider’s input format while retaining their original item and part identifiers in your internal record. Check size, media type, and access permissions before downloading or forwarding remote content.
Normalize prior tool results
A follow-up request after a function call must carry the tool result as a typed item associated with the original call identifier. Do not turn a structured result into an unlabelled user message, because that prevents the model and client from distinguishing tool output from user instructions.
Preserve unsupported capabilities explicitly
If the backend requires a feature that the common schema does not define, reject it with an explicit unsupported-capability error or represent it with a provider-prefixed item. Silent conversion is dangerous: a client may believe a safety, retrieval, or reasoning feature was applied when it was not.
What should a non-streaming response contain?
Return a response object whose output is an array of typed items. The array can contain text messages, function calls, reasoning-related items, or other supported types, and the order and length depend on the model response.

Build the response in these stages:
- Collect the backend result and map each generated unit to an output item.
- Assign stable item identifiers and an output index for each item.
- Set each item’s lifecycle status. A normally finished item is
completed; a cut-off item isincomplete. - Populate usage, model, response identifier, and other fields required by the version of your published schema.
- Set the overall terminal state consistently with the items. An incomplete response must end with an incomplete terminal item where the schema requires one.
Clients should inspect item types rather than selecting output[0] and assuming it is text. A model may emit a function call before a message, several content items, or no text at all when it requires external execution.
How do I translate a provider stream into semantic SSE events?
Open Responses treats streaming as a sequence of semantic state transitions, not arbitrary token plumbing. A client can therefore update a UI or agent loop without reverse-engineering each backend’s delta format.
| Stage | Event | What the adapter sends |
|---|---|---|
| New output item | response.output_item.added |
Item identifier, output index, item type, and initial state. |
| Content begins | Content-part start event | The content-part type and its association with the output item. |
| Content changes | Typed delta events | Text, arguments, or other content deltas in the schema’s field. |
| Content ends | Content-part completion event | Final state for that part. |
| Item ends | response.output_item.done |
Complete item data and terminal item status. |
| Response ends | response.completed, response.failed, or response.incomplete |
Overall terminal lifecycle and any error or truncation details. |
If a native stream delivers tokens before it identifies an item, buffer enough data to emit the required item-added event first. Preserve event order, item identifiers, output indexes, and terminal status. Never drop a tool-call or reasoning item merely because it is not text; doing so can leave the client waiting for a call that your adapter discarded.
event: response.output_item.added
data: {"type":"response.output_item.added", "item":{"id":"item_1","type":"message"}, "output_index":0}
data: {"type":"response.output_text.delta", "item_id":"item_1","delta":"Hello"}
data: {"type":"response.output_item.done", "item":{"id":"item_1","type":"message","status":"completed"}, "output_index":0}
data: {"type":"response.completed"}
The example illustrates ordering only; emit the exact event names and fields defined by the specification release you implement. Flush each SSE record promptly, handle client disconnects, and close the stream after the terminal event.
How are external and provider-hosted tools handled?
There are two execution models. In an external loop, your service returns a function-call item, the application executes the function or MCP operation, and the application submits a tool-result item in a follow-up request. In a provider-hosted loop, the provider executes the tool and streams the resulting item itself.
tool_choice |
Policy | Typical use |
|---|---|---|
auto |
The model may call a tool or answer directly. | Normal agent behavior. |
required |
At least one tool call is required. | Workflows that must consult a system of record. |
none |
Tools are forbidden. | Deterministic text-only turns. |
| Structured choice | Forces a named function. | A known operation must run before the model responds. |
External execution sequence
- Send the request with function definitions and the selected
tool_choice. - Detect a
function_calloutput item and validate its serialized arguments against the function’s JSON Schema. - Authorize the operation independently of model output. Apply timeouts, tenant checks, idempotency rules, and input limits.
- Execute the function in a sandbox or controlled service.
- Submit a follow-up request containing the tool-result item tied to the original call identifier.
- Continue until the model returns a final message or another call that your loop permits.
Never execute arbitrary arguments solely because the model emitted them. Treat names and arguments as untrusted input, and redact secrets from tool results before they enter the model context.

How does previous_response_id continue a conversation?
When responses are persisted, a follow-up request can include previous_response_id instead of resending the full transcript. The server must construct effective context in this order: prior input, prior output, then newly supplied input.

Store enough metadata to reconstruct typed items, tool calls, and statuses, not just rendered text. Otherwise a continuation can lose a pending function call or confuse a tool result with a user message.
How should multimodal inputs and provider extensions be exposed?
Use the common content-part types for text, images, and files whenever the backend supports them. Validate media type, byte size, URL access, and retention policy at the boundary. If a backend cannot process a supplied part, return an explicit unsupported-input error instead of silently dropping it.
Extensions are allowed, but namespace them with the provider slug, for example provider_slug:custom_tool. Publish the extension schema, lifecycle, and failure behavior in your OpenAPI document. Clients can then feature-detect the extension without mistaking it for a portable item.

- Document the surface. Publish the endpoint, authentication requirements, request and response schemas, error format, and supported model identifiers in OpenAPI.
- Implement basic non-streaming text. Accept a string or one user message, call the backend, and return a correctly typed output array.
- Add item validation and normalization. Support message content parts, lifecycle statuses, identifiers, and output ordering.
- Add function calls and tool results. Support serialized arguments, call identifiers, schema validation, and the external follow-up loop.
- Add SSE streaming. Translate native deltas into item, content, delta, done, and terminal events.
- Add continuation. Enable
previous_response_idonly after persistence, authorization, deletion, and not-found behavior are tested. - Add multimodal inputs and namespaced extensions. Advertise exactly which types each model supports.
- Run compliance tests continuously. Gate releases on the repository’s basic-response and streaming-response filters, then expand coverage as capabilities land.
How do I test whether my endpoint is compatible?
Point the repository compliance test runner at the provider base URL. Start with isolated filters for basic responses and streaming responses so a failure identifies a narrow protocol area. Then test tools, continuation, multimodal items, errors, incomplete responses, and extension handling.
- Send a plain string input and verify it becomes a user message with an input-text part.
- Send an ordered item array and verify the order survives normalization.
- Return multiple output types and confirm the client can identify each by
type. - Force a function call, execute it, and submit the result with the original call identifier.
- Disconnect a streaming client and confirm backend work is cancelled or accounted for according to your policy.
- Trigger a model timeout or token limit and verify
response.incompleteorresponse.failedis emitted with useful details. - Delete a persisted response and confirm a later
previous_response_idrequest fails clearly. - Exercise provider-prefixed extensions and ensure a client that does not understand them can detect them rather than treating them as standard items.
Record the tested specification release, backend model, and feature flags with each test run. Do not claim full compatibility when only the basic response path passes.
How should two Open Responses implementations be compared?
Endpoint shape alone is a poor comparison. Use the following axes when selecting or auditing providers.
| Axis | Questions to ask |
|---|---|
| Items and content | Which message, image, file, function-call, and extension types are accepted and returned? |
| Streaming fidelity | Are item and content lifecycle events emitted in order, with stable IDs and a terminal event? |
| Tool execution | Are tools external, provider-hosted, or both? Are tool results round-tripped without loss? |
| Continuation | Does previous_response_id work, how long is state retained, and what happens after deletion? |
| Multimodal support | Which media types and size limits apply per model? |
| Extensions | Are non-standard items namespaced and documented? |
| Errors and truncation | Can clients distinguish failed, incomplete, unauthorized, invalid, and unavailable responses? |
| Compliance coverage | Which repository tests pass, and which capabilities are deliberately excluded? |
No authoritative source establishes a universal adoption, latency, cost, or provider-coverage statistic for Open Responses. Treat those as provider-specific measurements that require separate, dated evidence rather than assuming the protocol guarantees them.
What commonly breaks, and how can it be fixed?
| Symptom | Likely cause | Fix |
|---|---|---|
| Clients receive text but cannot run tools. | The adapter maps every output to a message or discards function-call items. | Preserve function-call type, name, call identifier, and serialized arguments; implement the follow-up tool-result request. |
| Streaming clients hang at the end. | The server closes the socket without a terminal lifecycle event. | Emit response.completed, response.failed, or response.incomplete before closing. |
| The first token appears before an item exists. | Native token deltas are forwarded directly. | Buffer and emit response.output_item.added and content-start events first. |
| Continuation loses tool context. | Only rendered text was persisted. | Persist typed items, call identifiers, statuses, and ordering, then rebuild context in the required sequence. |
| Unknown item types cause client crashes. | A provider feature was emitted under a standard type or without a namespace. | Use a provider-prefixed type and publish its schema, or reject it explicitly. |
| Requests work in one SDK but fail in another. | The endpoint accepts a path but not the documented item and event semantics. | Run compliance filters, inspect the failing event or field, and update the adapter rather than adding client-specific hacks. |
| Incomplete generations look successful. | Token limits, timeouts, or disconnects are reported as ordinary completion. | Mark the affected item and response incomplete and include a machine-readable reason where supported. |
What operational safeguards belong in a production adapter?
- Authentication and isolation: authorize every request, response identifier, and tool result against the owning tenant.
- Resource limits: cap input bytes, file downloads, tool runtime, concurrent streams, and retained response state.
- Observability: log request and response IDs, model mapping, item types, event counts, latency, and terminal status without storing secrets or raw sensitive content unnecessarily.
- Retries: retry only idempotent backend operations. A function call may have side effects, so use idempotency keys or require the executor to decide whether a retry is safe.
- Schema versioning: publish dated OpenAPI and specification versions, and keep compatibility tests for each supported release.
- Graceful degradation: advertise unsupported streaming, tools, continuation, or media types instead of silently changing semantics.
These controls make the endpoint dependable for both simple completions and multi-step agent loops. They also give clients a truthful capability contract when different models behind the same base URL support different features.
Frequently Asked Questions
Can I expose Open Responses over a gateway without changing my model provider?
Yes. A gateway can accept the standard request, normalize items, call a provider-specific API, and translate the result back. It must still preserve item types, tool-call identifiers, streaming lifecycle events, and accurate capability errors; changing only the URL path is not sufficient.
Do I have to support streaming to claim any compatibility?
No. You can publish a non-streaming subset first, provided your documentation names the supported feature set and your compliance results are scoped to that subset. Add SSE only when you can emit ordered semantic events and a terminal response state.
Recommended Free Tools
What should a client do when it receives a provider-prefixed item type?
Treat the namespace as an extension boundary. A client that understands that provider can process the documented schema; a generic client should preserve or display the item safely and report that the capability is not portable rather than guessing its meaning.
How should response state be retained for privacy-sensitive applications?
Make retention configurable, encrypt stored items, enforce tenant ownership checks, and provide deletion behavior that invalidates later continuation requests. Applications that cannot retain state should send the required context explicitly on each request.
