When a VPN will not connect on Windows, start with the ordinary internet connection, then verify the Windows VPN profile and read the exact error code. Those checks separate a bad Wi‑Fi link, incorrect credentials, certificate failure, protocol mismatch, and an unreachable VPN server. Apply the fix that matches the cause instead of repeatedly changing passwords or resetting every network setting.
Open Settings > Network & internet > VPN, select the correct profile, and choose Connect. Windows may request a password, one-time password, client certificate, or smart card. If the profile is correct but the tunnel still fails, use the error-code guide below, rebuild only the affected profile, and reserve Network reset for last.
Why will my VPN not connect on Windows?
A Windows VPN failure usually belongs to one of four separate categories: the computer is not reliably online, the VPN profile or credentials are wrong, certificates or security parameters do not match, or the server cannot be reached. The visible symptom can be identical—“connecting” forever, an immediate disconnect, or a numbered error—so the fastest route is to test those categories in order.

- Base connection: Wi‑Fi or Ethernet must work normally before a tunnel can be established.
- Profile and account: The server address, VPN type, sign-in method, account status, and multi-factor requirements must agree with the provider or employer.
- Trust and protocol: L2TP/IPsec and other configurations can require a valid machine certificate, a trusted server certificate, or a specific security policy.
- Reachability and policy: Firewalls, NAT paths, provider outages, and employer-controlled protocol rules can prevent negotiation even when local settings look correct.
Do one change at a time and reconnect after each change. Record the exact wording and number of any error before deleting a profile; that evidence tells you which branch to follow.

How do I check my internet connection and Windows VPN profile?
Confirm the underlying connection first, then compare every field in the Windows profile with the details supplied by the VPN provider or your employer.
1. Test the connection without the VPN
- Disconnect the VPN.
- Open a normal website or another service you know should work.
- If pages fail, load slowly, or Wi‑Fi repeatedly drops, repair that connection before troubleshooting the tunnel. Restart the PC and, if appropriate, the local router.
- Retry the VPN only after ordinary internet access remains stable for several minutes.
A tunnel cannot compensate for an unstable local link. Testing it while Wi‑Fi or Ethernet is failing produces misleading error codes and repeated disconnects.
2. Verify the built-in Windows profile
- Open Settings > Network & internet > VPN.
- Select the profile and inspect its name, server name or address, VPN type, and sign-in method.
- Choose Connect. Depending on the profile, Windows can ask for a username and password, a one-time password, a certificate, or a smart card.
- Compare each value with the current instructions from the provider or employer. Do not assume an old profile still reflects a changed server address, protocol, or authentication policy.
An account that requires a certificate cannot be repaired by entering a password, and a wrong server address cannot be corrected by changing an otherwise valid account.

The number is a diagnostic branch, not a generic recommendation to reinstall Windows. Use the matching first checks below, then escalate with the recorded wording if the cause is controlled by an administrator.

Error meanings describe the failure class, not a guaranteed single fix. For example, 800 can result from either reachability or mismatched security parameters, so changing only one setting may not resolve it.
How do I fix error 691 and other credential or MFA failures?
Error 691 points to authorization, not a damaged network adapter. Verify the account and the way Windows is presenting it before making system-wide changes.

Check the account and sign-in format
- Type the current username and password again rather than relying on a stale saved value.
- Use the domain format specified by the organization; a local username, email address, and domain-qualified username are not interchangeable.
- Confirm that the account is active, has VPN permission, and is not locked, expired, or outside a required group.
- If the profile requests a one-time password or another MFA step, complete that step in the method required by the provider.
Ask the administrator to confirm the account state when the same credentials fail on more than one device. A password reset will not solve a disabled account or a profile that requires a certificate instead.

Reconnect from the VPN page and deliberately enter the current credentials. If the connection succeeds only after manual entry, update the saved sign-in information in the VPN client or Windows credential store according to the provider’s instructions. Avoid deleting a working certificate or profile until you have recorded its server, VPN type, and authentication details.
How do I repair certificate errors 786, 789 and 801?
These errors concern machine certificates, IPsec negotiation, or server identity. Password changes are the wrong first response; inspect certificate presence, validity, trust, and policy.
Error 786: no valid machine certificate for L2TP
An L2TP connection can require a certificate installed for the computer, not merely one visible in a user account. Have the administrator or provider verify that the intended machine certificate is present, unexpired, associated with the correct device, and permitted for client authentication. If the device was recently reimaged, replaced, or removed from management, its certificate may no longer exist.
Error 789: IPsec negotiation failed
Check that the selected VPN type and IPsec security settings match the server policy. A missing or untrusted certificate, an expired certificate, or a policy that requires a different authentication method can all stop the initial negotiation. Corporate users should ask the VPN administrator which protocol and certificate chain the profile is supposed to use; repeatedly switching protocols can make a managed profile noncompliant.

Error 801: the server certificate cannot be verified
Verify that the server name in the profile matches the identity on the certificate, that the certificate has not expired, and that the issuing chain is trusted on the PC. Do not bypass a certificate warning simply to make the tunnel connect: an unverified server identity can expose credentials and traffic to an impostor. If the provider recently changed its server name or certificate, obtain the updated profile from its official support channel.

How do I fix error 800 or a VPN that says “connecting” forever?
Start with reachability, then test whether the profile’s protocol and security parameters match the server. Error 800 and an endless “connecting” state commonly indicate that Windows cannot complete contact or negotiation.
Check the server and network path
- Confirm every character of the server name or address in Settings > Network & internet > VPN.
- Check whether the provider reports an outage or maintenance event.
- Consider the firewall and NAT path between the PC and the VPN server; a network that blocks the required VPN traffic can prevent negotiation.
- Try the same profile from a different reliable network only when your organization permits that test. If it works elsewhere, the original network path is a stronger suspect than the account.
Check protocol and security parameters
Compare the Windows VPN type and security options with the server’s current requirements. A server configured for one protocol will not accept a profile set to another, and a mismatch can produce 800 or a prolonged connecting state. Enterprise profiles may enforce these choices, so obtain the approved settings rather than guessing.
Stop duplicate sessions and port conflicts
For error 633 or repeated connection attempts, disconnect any existing VPN session on the PC and on other devices if the service limits concurrent sessions. Close the dedicated VPN application, restart it, and retry. If the port remains busy, restart the relevant VPN or Remote Access connection service; recurring conflicts should be handled by the administrator because another tunnel or policy may be reserving the port.

Repeated drops usually mean the base network is unstable, the client is being interrupted, or the server and client are applying incompatible policy. Observe whether the drop coincides with a Wi‑Fi change, an authentication prompt, or a specific error rather than immediately rebuilding the entire network stack.
Separate local instability from account or server policy
- Keep a normal website open while the VPN is disconnected. If that connection also drops, fix Wi‑Fi or Ethernet first.
- Note whether the VPN fails only on this PC. A profile that works on another device points toward local configuration; a profile that fails everywhere points toward the account, server, or provider policy.
- Check for a second VPN application or tunnel that may be competing for the same port or route.
Check the dedicated client and security software
If the VPN came as a dedicated application rather than a Windows profile, update or repair it using the vendor’s instructions. Confirm that endpoint security software is not blocking the application or its network driver. Corporate devices may prevent users from changing these controls; ask the administrator to review the client logs and policy instead of disabling protection permanently.
Reconnect with a clean, documented profile
When only one Windows profile drops while another works, record the server, VPN type, sign-in method, certificates, and any routing details, then remove and recreate the affected profile. Reconnect from the VPN Settings page and confirm that Windows displays Connected. Rebuilding a profile is narrower and easier to undo than resetting every adapter.

Should I remove and recreate my Windows VPN profile?
Recreate a profile when its settings are damaged or demonstrably different from the current provider instructions, not as the first response to an account or certificate error.

- Write down the profile’s server name or address, VPN type, authentication method, certificate requirements, and any organization-supplied routing details.
- Ask the provider or employer for the current values and compare them with your notes.
- In Settings > Network & internet > VPN, select the affected profile and remove it only after you have the replacement information.
- Create a new profile with the approved server, VPN type, and sign-in method.
- Choose Connect, complete the requested password, one-time password, certificate, or smart-card step, and verify that Windows shows Connected.
If the recreated profile produces the same numbered error, stop repeating the rebuild. The unchanged error is evidence that the underlying cause is credentials, certificates, protocol policy, or server reachability.
When should I use Windows Network reset?
Use Network reset only after ordinary connectivity checks, profile verification, error-specific fixes, client repair, and profile recreation have failed. Microsoft explicitly says, “Using network reset should be the last step you try.”
Windows 11
- Open Settings > Network & internet > Advanced network settings > Network reset.
- Review the warning, then select Reset now.
- Allow Windows to restart and reinstall the network adapters.
- Reinstall or reconfigure the VPN application, VPN profiles, and any virtual network components that the reset removed or altered.
Windows 10
- Open Settings > Network & Internet > Status > Network reset.
- Select Reset now and let Windows restart.
- Recreate custom network and VPN settings after the restart, then test the connection.
Network reset removes installed network adapters and their settings. It can also require VPN client software or Hyper‑V virtual switches to be reinstalled or configured, so schedule it when you can restore those dependencies.

Always On VPN profiles are often controlled centrally, so a user may not be able to repair certificates, DNS, routes, or protocol policy locally. Record the Windows release, profile name, error number, and whether a normal connection works, then give that information to the VPN administrator.
A report dated October 22, 2026 described an automatic IKEv2/SSTP fallback defect as still mitigated and identified pinning the profile to one protocol as a temporary workaround. Treat that as release-specific guidance, not a universal fix: verify Microsoft’s current release-health advisory and your organization’s policy before changing an Always On VPN profile. An administrator should decide whether IKEv2, SSTP, certificates, and fallback behavior are permitted for your deployment.

Which fix should I try first?
Choose the least disruptive action that matches the evidence. The comparison below keeps a narrow profile repair separate from account, policy, and adapter-level changes.

When should I contact the VPN provider or IT administrator?
Escalate when the fix requires an account change, certificate issuance, server-side policy, or a protocol decision you cannot control. Contact support immediately when:
- Error 691 persists with confirmed credentials, or the account may be locked or unauthorized.
- Errors 786, 789, or 801 identify a certificate or trust problem.
- Error 800 persists after the server address and profile type are verified, especially when the service fails on multiple networks or devices.
- An Always On VPN profile is managed by policy, or changing its protocol could violate organizational requirements.
- Error 633 returns after duplicate sessions are closed and the client is restarted.
Include the exact error number and wording, Windows version, profile name, time of failure, network type, and changes already attempted. This lets the administrator distinguish a local profile problem from an account or server incident without asking you to repeat every step.

Can I troubleshoot a Windows VPN without administrator rights?
You can test ordinary internet access, inspect the VPN profile, re-enter credentials, and reconnect from Settings with a standard account. Installing a certificate, repairing a managed VPN client, changing enterprise protocol policy, or performing Network reset may require administrator approval.
Will deleting a VPN profile cancel my VPN subscription or work account?
No. Removing a Windows profile deletes the local connection definition; it does not close the provider account or disable an employer identity. Keep the server address, VPN type, authentication method, and certificate instructions so the profile can be recreated accurately.
What information should I capture before opening a support ticket?
Record the exact Windows error number and wording, the time it occurred, whether ordinary internet access worked, the profile and server used, and whether another device or network could connect. Also list each change already made, including profile recreation or Network reset.
Is changing the VPN protocol a safe universal fix?
