Google describes Skills as reusable custom instructions. Its transition guidance says migrated Gems retain supported settings and files, but that does not guarantee identical behavior in every surface or for every feature. The steps below help you find the difference without changing several things at once.
1. Confirm which workflow and product surface you are using
Start by recording where the difference appears: the Gemini app, a Workspace app, or another platform. Note whether you selected the Skill yourself or expected it to activate automatically, and whether the issue affects one person or several.
Check that the intended Skill is available and active in that surface. Google says Skills can be invoked directly or applied automatically when relevant, and more than one Skill can be used together. A different active Skill—or a second Skill influencing the response—can make the same prompt behave differently. See Google’s Skills announcement and the Gemini transition help page.

Do not assume that a Skill set up in one Gemini surface is available in another. Google Workspace Help says Gemini app Skills currently do not sync with Workspace app Skills. If the behavior changes between those surfaces, verify the Skill in each one rather than relying on a matching name. The Workspace transition details are in Google Workspace Help.
2. Compare the Skill with the original Gem
Compare the actual configuration side by side, not just the names. Review the description, instructions, examples, expected response format, sharing settings, and knowledge files. Look for an omitted instruction, a changed example, or a rule that no longer matches the task.

- Confirm the Skill contains the instruction that governs the behavior you expected.
- Check that any file the prompt relies on is present, readable, and contains the relevant information.
- Verify that formatting requirements—such as a table, a fixed set of sections, or a particular tone—are explicit.
Google says supported files are included in the Gem-to-Skill transition. For manual moves, its help guidance says files must be downloaded individually before being uploaded to a Skill; GitHub files are currently unsupported in Gemini Skills. Check the current Gemini Help transition guidance for the details that apply to your account.
For file-backed workflows, OpenAI’s general GPT troubleshooting guidance recommends text-forward sources and asking more directly about the relevant reference material. It also distinguishes between workflow rules in instructions and source content in knowledge files. That advice can help structure a comparison, but it does not establish that Gemini and ChatGPT retrieve files in the same way. See OpenAI’s GPT troubleshooting guide.

3. Check for feature, tool, or permission differences
A workflow cannot reproduce a Gem behavior if the necessary feature is unavailable in the Skill or surface where you are testing. Google’s Gemini Help currently lists Canvas, Deep Research, Create video, Create music, and Guided learning among features not yet supported by Skills. Check the current Gemini Help page for changes before treating a missing feature as a malfunction.
Also check account and organization access. Availability can vary by product surface, account type, rollout, or workspace policy. Google’s Workspace transition guidance describes surface-specific rollout and availability. For ChatGPT Skills, OpenAI says access, installation, and syncing vary by product and surface, and workspace administrators can control access; see Skills in ChatGPT.
4. Run a controlled comparison
Use the same short, representative prompt in the Gem and Skill. Keep the task and source information as similar as possible, and note the actual result rather than relying on memory. OpenAI’s migration guidance recommends trying familiar tasks and then a harder case when validating a migrated workflow; see Moving your custom GPT workflows.
- Run a familiar prompt that the Gem handled reliably.
- Check whether the intended Skill was selected and whether the needed files, tools, and integrations were available.
- Compare the answer with the Gem’s result, including required content and format.
- Try a harder prompt to see whether the difference occurs only in edge cases.
- Change one instruction or file at a time, then rerun the same prompt.
If a rule is vague, make it explicit. If rules overlap or contradict one another, remove or reconcile them. OpenAI’s troubleshooting guide recommends clearer multi-step instructions, avoiding duplicate or conflicting rules, and adding examples when they improve consistency. It also advises testing small changes in Preview so the effect of each edit is easier to identify: Troubleshooting GPTs.

5. Account for transition status and rollout timing
Google’s published schedule is account- and date-sensitive. The Gemini Apps Help page says Gems are scheduled to leave personal Google accounts in November 2026, Workspace business, enterprise, and nonprofit accounts in March 2027, and education accounts in June 2027. Workspace Help describes Skills starting in Workspace on October 5, 2026, and in the Gemini app on October 13, 2026; rollouts are gradual. These are scheduled milestones, not a guarantee that every account or surface changes on the same day. Check the latest Gemini Help notice and Workspace Help notice for current status.
Google says remaining Gems will automatically transition into Skills when Gems go away. Workspace Help says migrated Skills will arrive as inactive drafts that creators must review and activate; names, descriptions, custom instructions, uploaded knowledge files, and sharing settings are retained. Google also advises rebuilding high-priority Gems early so their prompts can be checked before a workflow interruption.
6. Gather evidence if the mismatch persists
Before asking an administrator or support team for help, save a compact reproduction of the issue:
- The exact prompt and the expected and actual results.
- The product surface, account type, and whether the Skill was selected or activated automatically.
- The relevant file names and whether those files are available in that surface.
- Whether other users see the same behavior and when the mismatch began.
- Any feature, tool, or workspace restriction that could explain the difference.
Use Google’s Gemini Help or Workspace administrator guidance for a Google-managed rollout or access issue. For a ChatGPT-specific issue, follow the relevant OpenAI Help Center guidance. There is no single escalation route established for every platform.
