Transfer the dataset through a controlled staging workstation on approved, encrypted removable media—not through a network that would defeat the isolation. Inventory and sanitize the files, scan archives and serialized model artifacts, create a signed provenance and SHA-256 manifest, record custody, cross the physical boundary deliberately, and recompute the hashes inside the offline environment. Only then should the data enter a restricted training area.
An air gap lowers network exposure; it does not make imported files safe. Infected USB media, malicious archives or model weights, insider actions, weak key handling, and supply-chain tampering remain possible, so the workflow must protect confidentiality, integrity, malware resistance, auditability, and eventual disposal.

What does a safe transfer into an offline AI environment protect?
A safe transfer protects more than the bytes in transit. It must preserve the dataset’s confidentiality, prove that it was not altered, prevent malicious content from reaching training systems, and leave an audit trail from export through erasure.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Confidentiality: Encryption on the media and disciplined key custody prevent a lost drive from exposing data.
- Integrity: A cryptographic hash or digital signature reveals changes between export and import.
- Malware resistance: Scanning, quarantine, sandboxing, and—where appropriate—write protection reduce the chance that a dataset, archive, script, or serialized weight executes code.
- Auditability: Provenance, operator identities, timestamps, approvals, and custody events show who handled each package.
- Disposal assurance: Verified wiping, cryptographic key destruction, or physical destruction prevents retired copies from being recovered.
NIST’s 2025 SP 1334 describes portable storage as useful for physically transferring data to and from operational-technology environments while warning that it creates cybersecurity risk. The same trade-off applies to an offline AI lab: removable media preserves disconnection but concentrates risk at the import boundary.

How should you define the offline boundary and threat model?
Write the boundary down before preparing a file. Decide whether the destination is genuinely air-gapped or merely segmented, and identify which people, devices, and procedures are trusted.
Distinguish an air gap from network segmentation
A strict air gap requires full physical and network separation. Remove or disable wired networking, Wi-Fi, Bluetooth, cellular radios, and other wireless transmission paths on the receiving system. A segmented environment may still have routes to a corporate network, DNS, update service, or management interface; it needs a different risk assessment and should not be described as fully disconnected.
Record decisions and exceptions
- Name the systems that may export, transport, import, and train on the data.
- Define who can approve an export, an import, and an exception to the normal process.
- Classify the data, model checkpoints, logs, labels, and metadata separately if their sensitivity differs.
- Set retention periods and identify any contractual, licensing, privacy, or geographic restrictions before copying.
- List likely adversaries: a lost drive, a malicious insider, an infected staging host, a tampered package, or a compromised supplier.
For highly sensitive workloads, require two-person custody (or an equivalent dual-control process) for the physical handoff and import.

What hardware and software are needed?
The minimum setup is a trusted staging workstation, approved encrypted removable media, scanning tools, a way to sign and verify manifests, and a receiving machine whose network and wireless interfaces can be disabled. Select controls according to the threat model rather than assuming that one device solves every risk.
| Component | Required capability | Important control |
|---|---|---|
| Staging workstation | Supported operating system, current security updates, sufficient storage for a working copy and scan results | Access control, logging, restricted administrator rights, and a documented owner |
| Transfer medium | Hardware-encrypted external SSD or another approved encrypted removable drive | Device inventory, custody log, key management, and write protection when feasible |
| Scanning and inspection | Approved malware scanner and tools that can inspect archives and serialized artifacts | Quarantine failures; sandbox or isolate untrusted content |
| Integrity tooling | SHA-256 (or an approved stronger hash) and digital-signature creation and verification | Keep the signed manifest separate enough that an attacker cannot silently replace both files |
| Offline intake system | Disabled network and wireless interfaces plus a restricted import area | Log operator, time, device identifier, and verification outcome |
| Disposal capability | Verified wipe or hardware-based cryptographic erasure | Destroy highly sensitive media physically when the threat model requires it |
Do not interpret “encrypted” as “trusted.” Encryption protects confidentiality while the device is lost or out of custody; it does not detect a malicious file or prove that the source was lawful and benign.
How do you prepare and sanitize the staging workstation?
The staging workstation is the controlled point where data is collected, reduced, inspected, and packaged. Keep it patched and monitored, and do not use an unmanaged personal computer for the export.
- Apply updates and establish a clean state. Install the latest supported operating-system and security updates, confirm endpoint protection is active, and record the workstation identity and time. Limit local administrator access to the operators who need it.
- Inventory the source. Record each source system or repository, owner, collection date, license or permission, sensitivity, expected retention, file count, and total size. Include labels, configuration files, logs, and existing model checkpoints if they will travel with the dataset.
- Reduce the package. Remove temporary files, duplicate data, secrets, unused credentials, and material outside the approved purpose. Apply the required de-identification or redaction procedure and document every transformation.
- Normalize and inspect formats. Identify archives, scripts, executable binaries, notebooks, and serialized weights. Treat them as untrusted content even when the filename or source appears familiar.
- Keep originals and working copies distinct. Preserve an approved read-only source or reference hash, and perform sanitization on a working copy. This makes an accidental edit detectable and supports later investigation.
UK NCSC secure-AI guidance (2023) says imported serialized weights should be scanned and isolated or sandboxed as untrusted code because they could enable remote code execution. Apply the same caution to archives that unpack into training scripts or plugins.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →How do you create provenance and an integrity manifest?
Create the manifest before the media leaves the staging area. It should allow an independent operator to answer what was transferred, where it came from, what changed, and whether the received bytes are identical.
Fields to record
- Package identifier and version.
- Source system, dataset owner, collection date, and approved purpose.
- Transformations such as filtering, redaction, deduplication, encoding conversion, or label correction.
- File paths, file counts, byte sizes, and archive members.
- SHA-256 hash for every file or immutable package.
- Signing identity, signature time, and the public-key fingerprint needed for verification.
- Exporter, reviewer, media serial number, seal number, and custody events.
- Retention deadline and disposal method.
Sign the manifest or the package plus manifest with an approved key. Keep the private signing key off the transfer media and protect it with the organization’s key-management controls. Australian guidance recommends cryptographically signed, immutable provenance records; a plain text list that anyone can edit is not equivalent.
NCSC secure-deployment guidance recommends computing and sharing cryptographic hashes or signatures for model files, including weights and checkpoints, and datasets as soon as a model is trained. Use that practice for every import, not only for a final release.
Which transfer method is safest for an offline target?
For a genuinely disconnected target, controlled removable media is the practical choice. A hardware-encrypted external SSD usually offers useful capacity and speed while allowing device inventory and key management; a network transfer can be faster but contradicts the isolation requirement.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →| Approach | Confidentiality | Integrity and malware controls | Speed and capacity | Auditability and disposal |
|---|---|---|---|---|
| Network transfer | Depends on network encryption and endpoint controls | Can use signatures and scanning, but creates network exposure | Often faster; values depend on the link and dataset | Central logging may help; it is unsuitable for a strict air gap |
| Standard USB drive | Requires software encryption and careful key custody | Portable-media attack surface; scanning and write protection are essential | Capacity and speed vary by device | Requires manual device and custody records; secure erasure must be verified |
| Hardware-encrypted external SSD | Encryption is enforced by the device; keys still need controlled management | Still requires scanning, sandboxing, and hash or signature checks | Generally suitable for large AI datasets; exact performance is device-specific | Serial-number inventory, custody logs, and key destruction support stronger assurance |
| Read-only inspection with a USB write blocker | Depends on the underlying encrypted medium | Prevents writes during inspection and can reduce tampering risk; it does not replace malware scanning | May add handling time | Useful for high-assurance examination of source media |
Never select a medium solely because it is new or branded as secure. Verify its encryption mode, recovery process, firmware-management procedure, serial number, and compatibility with the offline system before the first production transfer.
How do you scan and sanitize the package before it crosses the boundary?
Scan on the staging side while the media and the source are still under control. A clean result lowers the likelihood of known malware; it does not prove that the content is safe, correctly licensed, or free of an unknown exploit.
- Format or initialize the approved medium according to your documented standard, then enable its hardware or software encryption.
- Copy only the approved package and signed manifest. Do not include installers, personal files, browser profiles, or unrelated tools.
- Run the approved endpoint scanner against the complete medium and each archive. Where tools support it, unpack archives into a disposable sandbox and scan the extracted tree.
- Inspect serialized model weights, notebooks, scripts, and macros as code. Reject unexpected executable content and isolate suspicious files for specialist analysis.
- Quarantine any detection or scan error. Record the file, scanner version, signatures or ruleset date, and disposition; do not override a failure merely to meet a schedule.
- If source media must be examined, use a hardware write blocker or another read-only method so the inspection workstation cannot alter it.
- After final sanitization, recompute the manifest hashes and sign the final package. A change after scanning invalidates the earlier result.
What is the correct physical handoff procedure?
Make the crossing a controlled event rather than an informal “hand someone a USB” action.
- Confirm the destination identifier, approved package ID, media serial number, encryption state, and manifest signature against the transfer request.
- Disable or physically disconnect network and wireless interfaces on the receiving system. Verify that no maintenance, management, or removable-device auto-run path can reach an outside network.
- Seal the medium or place it in a tamper-evident container. Record the exporter, carrier, recipient, departure time, arrival time, and seal condition.
- Use two-person custody for sensitive workloads, or document the equivalent compensating control.
- At the approved import point, photograph or record the seal and serial number, then connect the medium without opening files automatically.
- Copy the package into a restricted intake directory. Do not place it directly into a shared training-data path.
Keep the original media and any quarantine material under the defined custody policy until verification and acceptance are complete.
How do you verify the data inside the offline environment?
Verification must occur after the boundary crossing, using the signed manifest that arrived through the approved process.
- Confirm the manifest’s signature with a trusted public key whose fingerprint is recorded in the offline environment.
- Recompute SHA-256 hashes for every received file or package.
- Compare the results with the signed manifest, including file count, path, size, and archive-member list.
- Reject the entire intake on any mismatch, unexpected file, signature failure, or incomplete scan record. Preserve the media and logs for investigation rather than “repairing” the copy.
- After acceptance, move data from the intake directory into a permission-restricted dataset store and record the acceptance decision.
A matching hash proves byte-for-byte identity with the signed reference. It does not prove that the source data is benign, that a model weight cannot execute dangerous code when loaded, or that the organization has the right to use the data.
How should access and training be controlled after import?
Keep the dataset, checkpoints, and logs protected throughout training. The air gap is only one layer of the control system.
- Grant read access only to the accounts and processes required for the approved training job.
- Separate data-ingestion, training, administration, and export roles; avoid shared accounts.
- Log reads, writes, deletions, permission changes, job submissions, and checkpoint creation.
- Make the intake and approved dataset stores non-executable where the platform permits, and prevent training jobs from loading arbitrary plugins or scripts.
- Protect model checkpoints, optimizer state, experiment logs, and generated samples as sensitive artifacts; they can contain memorized or identifying data.
- Keep operating systems, drivers, libraries, and security tooling updated through a separately reviewed offline-update process. NCSC machine-learning principles emphasize current software and limiting access to people with a legitimate need.
- Do not reconnect the environment merely to download a package. Use the same staged, scanned, manifested workflow for updates and dependencies.
How do you back up and retire the media?
Make an offline backup only when the recovery value justifies the additional copy and its custody burden. Give the backup its own identifier, manifest, encryption key, retention date, and access log.

- For encrypted media, use verified hardware-based cryptographic erasure where supported by the device. The Canadian Centre for Cyber Security (2025) describes destroying or invalidating encryption keys so stored data and models become unreadable.
- Where cryptographic erasure is unavailable or insufficient for the threat model, wipe the media with an approved method and verify the result.
- Physically destroy highly sensitive media when recovery risk, legal requirements, or the classification demands it.
- Record the operator, date, method, device identifier, verification evidence, and approving authority. Do not mark a device retired based only on an unverified software message.
What should you do when a transfer fails?
| Symptom | Likely cause | Action |
|---|---|---|
| Hash mismatch inside the offline system | Copy error, changed file, wrong manifest, or tampering | Stop intake, preserve the media and logs, compare serial numbers and custody records, and regenerate a package only after the cause is resolved. |
| Signature cannot be verified | Wrong public key, stale key record, damaged manifest, or unauthorized signer | Do not accept the package. Confirm the key fingerprint through the approved offline channel and obtain a newly signed manifest if authorized. |
| Scanner detects malware or cannot read an archive | Malicious content, corruption, unsupported format, or encrypted archive without an approved inspection key | Quarantine the item, record the tool and error, and have the security team analyze or rebuild the package. Never bypass the scan. |
| Media is not recognized | Unsupported filesystem, encryption mode, damaged device, or disabled USB support | Use a preapproved compatible medium or offline conversion station; do not connect the target to a network to obtain drivers. |
| Seal or serial number differs | Custody break, substitution, recording error, or tampering | Refuse acceptance, notify the custodian, and investigate before any files are opened. |
| Training job requests unexpected network access | Dependency download, telemetry, malicious code, or misconfigured job | Terminate the job, inspect its configuration and dependencies in the staging process, and keep the offline boundary intact. |
When is a network transfer acceptable?
A network path can be appropriate for a segmented environment whose security policy permits connectivity, but it is not compatible with a genuinely disconnected target. If the requirement is an air gap, use removable media and document why the slower, more controlled process is necessary.
For a connected or segmented design, retain the same controls: encryption in transit and at rest, signed manifests, malware scanning, least privilege, immutable provenance, access logs, and verified disposal. Faster movement does not remove the need to prove what entered the training environment.

Frequently Asked Questions
Can I use an ordinary USB stick for a sensitive dataset?
You can, but it provides fewer built-in safeguards than an approved encrypted drive and places more responsibility on software encryption and handling procedures. Inventory the device, control the encryption key, scan it before and after copying, and use write protection when feasible; for high-sensitivity work, choose a hardware-encrypted medium instead.
Does a SHA-256 match prove that a model is safe to load?
No. A matching hash shows that the received bytes equal the signed reference. It does not establish that the reference was benign, that serialized weights cannot trigger dangerous behavior, or that the data is legally permitted, so scanning and sandboxing remain necessary.
How can an offline team receive security updates without breaking the air gap?
Use the same staged-media process: obtain updates on an approved staging system, verify vendor signatures or hashes, scan and sandbox packages, record provenance, and import them through the controlled intake point. Keep a separate manifest and custody record for each update batch.
Should model checkpoints be handled like ordinary training outputs?
Treat checkpoints and optimizer state as sensitive artifacts because they can encode training data and may contain executable or deserialization risk. Restrict access, hash and sign approved versions, scan them before reuse, and include them in retention and disposal decisions.
What evidence should an auditor receive after a transfer?
Provide the approved transfer request, dataset inventory, transformation record, signed manifest, scan results and tool versions, media serial and encryption details, custody log, import hash verification, access logs, and disposal or retention decision. Together these records show both what moved and how the organization controlled it.
