To track an AI company’s federal lobbying, search the company under every legal and trade name in the federal Lobbying Disclosure Act (LDA) systems, then verify each result in the underlying Senate or House filing. The key is to separate the company listed as the client from the lobbying firm or association listed as the registrant, and to keep registrations (LD-1), quarterly activity reports (LD-2), and contribution reports (LD-203) in separate totals.

A reliable tracker combines the LDA.gov search and API with the Senate Office of Public Records and House Clerk portals. It records the quarter, amount, issues, named bills or executive actions, government entities, lobbyists, filing date, and amendment status. This approach finds outside-firm activity and direct in-house filings while making clear what the records do—and do not—prove.

What are federal lobbying disclosures for AI companies?

Federal lobbying disclosures are reports required under the Lobbying Disclosure Act for reportable lobbying activity directed at the federal government. They are not a complete diary of every policy contact. The dataset covers required lobbying fields, while informal conversations, broad public messaging, litigation, campaign activity, and other non-reportable advocacy may never appear.

An AI company can appear in several roles. It may be the client paying for lobbying, a parent or subsidiary may file under a different legal name, and a trade association or outside lobbying firm may report work performed for the company. A search limited to the consumer-facing brand therefore produces an incomplete picture.

The three records that answer different questions

  • LD-1 registration: establishes a lobbying registration and identifies the client and registrant relationship.
  • LD-2 quarterly activity report: reports lobbying activity, issues, government entities contacted, lobbyists, and the amount reported for the period.
  • LD-203 contribution report: reports certain political contributions and related information. It is not another measure of quarterly lobbying expense.

Do not add an LD-203 contribution figure to an LD-2 lobbying amount or treat a lobbying firm’s reported income as the client’s spending. Every chart should state which form and measure it uses.

How do I create an entity and alias list for an AI company?

Start with an identity worksheet before searching. Use the company’s exact legal name, then expand the list so that a filing under a parent, subsidiary, association, or contractor is not missed.

  1. Record the legal entity. Capture the name used in corporate filings, not only the product or app name. Include punctuation and abbreviations exactly as they appear in likely filings.
  2. Add parents and subsidiaries. Include current and recently used parent-company names, operating subsidiaries, and business units that may retain separate registrations.
  3. Add trade associations and coalitions. An association may lobby on AI policy for many members without naming every member in each quarterly report. Track the association as its own registrant and note any membership or coalition disclosure you can verify.
  4. Add known outside firms. Search each lobbying firm as a registrant and search the AI company as a client. The same firm may file separate reports for different subsidiaries or issue teams.
  5. Keep an alias log. Store the source and date for each alias, plus a status such as current, historical, or unconfirmed. Do not silently merge similarly named companies.

Run every name in both directions: company-as-client and firm-or-association-as-registrant. This catches filings where the brand is not the first name displayed in a search result.

Where can I see an AI company’s lobbying filings?

Use more than one official interface. LDA.gov provides public search for registrations and quarterly activity reports, contribution reports, and a REST API for bulk retrieval. The Senate Office of Public Records and the House Clerk are the official offices involved in receiving and maintaining LDA records. A unified search is useful for discovery, but the official filing should support every amount or issue description you publish.

Use the unified search for discovery

Search by client, registrant, lobbyist, issue area, specific issue, government entity contacted, filing period, amount, affiliated organization, and foreign entity. Begin with a broad client-name search, then narrow by quarter and registrant. Repeat the search with each alias because search systems may not automatically connect related entities.

Use the API for repeatable retrieval

The LDA REST API can retrieve records in bulk. A practical process is to save the query parameters, retrieval date, response files, and filing identifiers. Treat API output as an index: open the corresponding official filing before quoting an amount, named bill, or government entity. Interfaces and fields can change, so retaining the original response makes a later comparison reproducible.

Check both congressional repositories

When a result appears in a unified interface, confirm the document and identifier in the relevant Senate or House repository. Keep the source document with your notes. If a filing has an amendment, connect the amended document to the original rather than counting both as separate quarterly activity.

How do LD-1, LD-2, and LD-203 filings differ?

Each form has a different purpose, and mixing them is the most common way to produce a misleading lobbying total.

Form What it records How to use it in a tracker
LD-1 Lobbying registration and the client–registrant relationship Use it to establish who is represented, which registrant is involved, and when the relationship begins or changes. Do not treat it as quarterly spending.
LD-2 Quarterly lobbying activity, issues, government entities, lobbyists, and the reported amount Use it for quarter-over-quarter activity and spending comparisons. Preserve the filing date and amendment flag.
LD-203 Reportable political contributions and related information Keep it in a separate contribution dataset. Never add its figures to LD-2 client expenses or registrant income.

The U.S. Senate Office of Public Records states in its FAQ: “Yes. You are required to file a report for the quarterly period you registered.” That means a newly registered relationship can create a filing obligation for the quarter in which it registered; check the applicable official instructions and the actual filing when interpreting a short first period.

How do I build a quarterly lobbying worksheet?

Use one row per client–registrant–quarter record, and add a separate row or linked record when an amended filing changes the same quarter. The following columns preserve the facts needed to audit a trend or explain a ranking.

Column What to enter Why it matters
Quarter Reporting period, such as July 1–September 30, 2026 Aligns companies on the same time window.
Client Exact client name in the filing Prevents a brand alias from being mistaken for the legal filer.
Registrant Lobbying firm, association, or in-house registrant Shows who filed and supports concentration analysis.
Amount Reported amount, with the measure labeled as client expense or registrant income Stops unlike financial measures from being ranked together.
Issue Issue code and the filing’s issue description Shows the policy category and the filer’s own wording.
Specific bill or action Named legislation, regulation, executive action, or other specific matter, if listed Connects a general issue to a concrete policy target.
Government entity Agency, department, congressional office, or chamber identified in the filing Shows where reported lobbying was directed.
Lobbyists Individuals listed for the quarter Allows staff and firm concentration to be measured.
Filing date Date submitted or displayed by the repository Distinguishes a late correction from the activity period.
Amendment flag Original, amendment, or corrected record, linked to the original identifier Prevents double counting and explains changed totals.

Store the filing identifier and a copy of the source document alongside the worksheet. A headline amount without its quarter, client, registrant, and form cannot be reliably compared.

When are quarterly reports due, and how does recency affect a tracker?

The House Clerk portal lists quarterly deadlines of April 20, July 20, October 20, and January 20, with weekend or holiday adjustments. For example, the portal states that the third-quarter 2026 report, covering July 1 through September 30, was due October 20, 2026.

Use the reporting period—not the upload date—as the time axis for spending trends. A report submitted after the nominal deadline still belongs to its stated quarter. Mark the filing date separately so a late submission does not look like activity in a later period.

Build a recency check into every dashboard. A quarter can appear quiet simply because a report has not yet been filed, an amendment is pending, or a search was run before the deadline. Record the date on which you searched and revisit open quarters after the deadline and after likely amendment windows.

How much is an AI company spending on lobbying?

There is no single number until you define the measure. For an AI company’s own expense, total the client amounts reported on its relevant LD-2 filings for the same quarters. For a lobbying firm’s revenue, total the registrant amounts attributed to its clients. Those figures answer different questions and must not be placed in one ranking without a clear label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Client expense

Client expense is the appropriate measure when asking how much the company reports spending. Include direct in-house activity and outside-firm reports only when the filing structure makes the client relationship clear, and document how you handled affiliated entities. If a parent and subsidiary file separately, show the legal entities before presenting any combined corporate total.

Registrant income

Registrant income measures what a lobbying firm or association reports receiving from clients. It is useful for studying firm concentration or a vendor’s portfolio, but it is not the company’s own expense. A firm can report income from many clients, and one company can use several firms.

Quarterly and annual comparisons

Compare identical quarters and definitions. Do not compare one company’s annual client expenses with another company’s single-quarter registrant income. State whether totals include direct in-house filings, outside firms, associations, subsidiaries, or only the exact legal name searched.

How should I compare AI companies fairly?

A fair comparison uses the same reporting periods, form, entity scope, and financial definition for every company. Put the methodology above the chart so readers know what a number represents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis What to examine Common interpretation error
Reported money Client expense or registrant income, by quarter Ranking unlike measures as though they were equivalent.
Issue areas Issue codes plus the filing’s specific issue descriptions Assuming a broad AI issue code identifies one bill or policy.
Named matters Bills, regulations, executive actions, or other specific matters Inferring a policy position that the filing does not state.
Government entities Agencies, congressional offices, and chambers listed Calling an organization’s entire federal strategy based on one entity.
Direct versus outside activity In-house registrants, firms, and associations Counting only outside firms and missing direct reporting.
Lobbyist and firm concentration Number of firms, listed lobbyists, and share of the reported amount Interpreting many names as many independent campaigns when firms may share ownership or clients.
Affiliated organizations Parents, subsidiaries, associations, and disclosed affiliates Combining entities without explaining the corporate scope.
Amendments Original and amended identifiers and changed amounts Counting the correction as an additional quarter.
Quarter-over-quarter change Same entity scope and definition in adjacent quarters Calling a change a strategy shift before checking late filings or amendments.

For a published ranking, include a footnote for the exact quarters, entity names, form, and amount definition. If a comparable value is not established, label it “not stated” rather than estimating it.

What can an AI lobbying filing tell me about policy activity?

LD-2 records can identify the issue code, the filer’s specific issue description, named bills or executive actions, government entities contacted, and the lobbyists reported for the quarter. Taken together, these fields show where a company reported activity and which policy matters it identified.

They do not prove that a contact occurred beyond what the required filing says, that a meeting changed policy, or that the company’s public position matched every issue code. Treat the filing as a structured disclosure, not a transcript or effectiveness score.

What does “no filing found” mean?

“No filing found” is a limited search result, not proof that an AI company had no policy engagement. The company may have used an unsearched legal name, a parent, subsidiary, association, or outside firm; the activity may have been non-reportable; or the relevant quarter may not yet have been filed or indexed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write the finding precisely: state the names and repositories searched, the date of the search, the quarters covered, and whether you searched both client and registrant fields. If the search returns a zero-activity or otherwise required report, preserve that document and distinguish it from an absence of records.

How do amendments and corrections change trend lines?

An amended LD-2 can revise an earlier amount, issue, lobbyist, or entity. Keep the original and amended identifiers linked, use the latest valid version for a current total, and retain the original for an audit trail. Never add the amendment to the original as if it represented a second period.

When a published chart changes, note the reporting period affected and the date you retrieved the amendment. This prevents readers from mistaking a historical correction for new lobbying activity.

What compliance information is visible in the House portal?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the figure as a status indicator for the portal at the time you observed it, not as a permanent count or a finding about a particular AI company. For a company-specific statement, locate the relevant registrant record and preserve the portal’s current wording and date.

How do I verify a company-specific lobbying amount before publishing?

  1. Define the claim. Write whether you are reporting an LD-2 client expense, registrant income, an LD-203 contribution, or a combined total.
  2. Confirm the entity. Match the exact legal client and registrant names to your alias worksheet.
  3. Confirm the period. Check the filing’s quarter and compare only with records covering the same dates.
  4. Open the official document. Verify the amount, issue description, named matter, government entity, and listed lobbyists against the filing maintained by the Senate or House repository.
  5. Check amendments. Follow the filing identifier to see whether a later correction supersedes the original.
  6. Save the evidence. Retain the document, identifier, retrieval date, query terms, and any API response used to locate it.
  7. Qualify the wording. Say “reported” and identify the form and measure. Do not describe an amount as total advocacy spending.

What historical context exists for AI lobbying?

A TIME report published April 30, 2024, citing OpenSecrets, reported 451 organizations involved in federal AI lobbying in 2023, up from 158 in 2022. The same report said Amazon, Meta, Alphabet, and Microsoft each spent more than $10 million on federal lobbying in 2023. These are historical context figures, not current totals; verify newer filings before using them as a present-day ranking.

The figures also illustrate why definitions matter. An organization count is not a company count, and an annual amount reported by a named source may use a methodology that differs from a custom client-expense worksheet. Attribute the historical figures to the dated report and use the underlying official filings for any company-specific amount.

How can I run a repeatable monitoring routine?

A small newsroom, compliance team, or researcher can maintain a dependable tracker with a recurring cycle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Before each deadline: refresh the alias list, review open registrations, and prepare searches for each client and registrant.
  2. After the deadline: run the unified search and API queries, then retrieve official documents for new or changed records.
  3. During data entry: create one quarter row per client–registrant relationship, label the amount measure, and attach the filing identifier.
  4. During quality control: compare totals with the prior quarter, investigate large changes, check amendments, and confirm that issue and government-entity fields were not dropped.
  5. At publication: show the search date, quarter coverage, entity scope, form, and whether the total is client expense or registrant income.
  6. On revision: replace superseded values with amended values while preserving the previous document and recording what changed.

This routine makes the result auditable without implying that the LDA database captures every form of influence.

What is the practical answer to tracking an AI company’s lobbying?

Search broadly by legal name, parent, subsidiary, association, and outside firm; search both client and registrant; separate LD-1, LD-2, and LD-203; and verify every material claim in the official filing. Build quarter-level records that include issues, named matters, government entities, lobbyists, filing dates, and amendments. The resulting trend is a defensible account of reported federal lobbying activity—not a complete measure of an AI company’s policy engagement.

Frequently Asked Questions

Can one AI brand legitimately have several lobbying registrants?

Yes. A parent, subsidiary, in-house office, trade association, and outside firm can each appear in related records. Keep the legal entities separate until your methodology explicitly defines a combined corporate total.

Can I automate alerts when a new lobbying report appears?

You can schedule API or search queries around each quarterly deadline and compare new filing identifiers with your saved inventory. Automation should flag records for review; it should not publish amounts without checking the official document and amendment status.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are political donations included in a company’s lobbying-spending total?

No. Political contributions belong in LD-203 records and should remain in a separate dataset from LD-2 lobbying expense or registrant income. Presenting both together requires separate labels and totals.

What should I preserve so another researcher can reproduce my result?

Save the exact entity names and aliases searched, query filters, retrieval date, filing identifiers, downloaded documents or API responses, and the rule used to select an amended record. This audit trail is especially important because portals, search fields, and filings can change.
